Shots, and then My Buddy Levi saw someone running out of the building and then more shots went off. He started shouting and then he started firing at random directions, at first i thought he saw me, and so i immediately ducked for cover. I immediately ducked down, and got scared, and my friends mother, she came in and told us to get inside the car. New information coming a short time ago from a late morning Law Enforcement briefing, police still processing the crime scene. Officials do believe the shooter used a rifle. They have not identified what kind of rifle. The fbi says a search of the suspects home is under way. But they say there is still no positive identification on the shooter, at least they wont release it, and they say it is too soon to identify a motive. The entire episode police say only lasted only minutes. He got out of his car, and pretty quickly started some random shooting outside the facility. There was no confrontation with anyone that was there. There was no disturbance. There was no argument. He just appeared to randomly start shooting, and that began in the parking lot and then he did go into the building, into the facility for a brief period of time. Before he took his own life. We have been right here too many times before, a violence another marker in a month, just the past month, of gun tragedies, atlanta exactly one month ago. Boulder, colorado, march 22nd, orange, california, march 31st, rock hill, south carolina, last week. Indianapolis today, all told, at least 45 Mass Shooting events across two dozen states transpiring in just the past 30 das. Last hour new reaction from the vice president. Yet again we have families in our country that are grieving the loss of their Family Members because of gun violence. There is no question that this violence must end. Lets get straight to the scene in indianapolis right now. Jason carroll is there for us. John, as you pointed out, do you agree this briefing you heard Law Enforcement say there was no positive id of the suspect. One thing is very clear. Look, they got the suspects vehicle. Theyre at the suspects home, searching his home with Crime Scene Investigators there. Its very clear they know who the suspect is, theyre just not ready to positively identify the suspect and reveal what they may know about the suspect at this point. But they know who the suspect is. Want to, again, go over just a little bit more about what was revealed during this briefing. Again, eight People Killed. It turns out that four people were killed outside in the parking lot, four People Killed inside, five people taken to local hospitals. Again the shooting took place at just about 11 00, thats when the shots started coming in, thats when the calls started coming in as well, 11 00 last night. Police say the minute they got here at the scene, that basically much of it was over. They said it was very much an active situation but that in all likelihood the shooter had taken his life just shortly before they arrived. They said based on their Eyewitness Interviews that the whole shooting probably took place within a span of just more than about two minutes. Federal express has come out with a statement, i want to read that to you as well. It says we are deeply shocked and saddened by the loss of of our team members following the tragic shooting at our fedex ground facility in indianapolis. Our host Heartfelt Sympathies are with all those affected by this senseless act of violence, the safety of our team members is our top priority, and we are fully cooperating with investigative authorities. Again, the fbi is actively involved in this. And, john, just so you know we have been pushing very much, very much behind the scenes in terms of trying to get more information about a possible motive here, again, authorities just not willing to release that, not yet. The police were being careful and cautious in what they said at the briefing. Youre trying to piece together the what and why. Were 13 hours later, a day or two from now the information might be different but when you hear the police say showed up, got out of his car and quickly started shooting, using the term random, kills four people outside and four people inside. As an investigator, is there anything you glean from that, the first moments of this crime . What im gleaning right now, or what is interesting to me, and once again as you said weve been around we have some experience in this. So the first is that none of the survivors are identifying the shooter. In other words, if it was someone known to the facility by now i think we would have heard from some of the eyewitnesses that was jim, that was joe. So it could very well be that this was a random site visit. The second is, of course, why the choosing of a fedex facility. We have to remember the victims, of course, but also what they were doing. I mean, when i think about people who work at fedex, or at the market in boulder, colorado, these are people who helped us survive the last year, have helped us function as we ordered online to survive within the pandemic. So why did he choose that facility . When i first heard this last night, ill tell you, john, i assumed as one would the isolated warehouse, a fedex facility, that this was someone who would know the facility well, may have been able to enter. But without an identification we simply have to wait at this stage as the investigation unfolds. And as we wait, does it tell you anything that the police, they have a car, theyre searching the house, they clearly know who the suspect is here, but they dont want the say that publicly right now even though they say the suspect took his own life. Theyre withholding that information for a reason. Investigative standpoint, what does that make you think . The first primary thing is we have to confirm that identification of the victims happen first. You just want to do that for a variety of reasons. Its not only the right thing to do, tsk os important because there are lots of people at the facility who need to be identified and its also a crime scene. So thats going to be the primary focus right now, the identification of who did this will be relevant, but its not necessary to disclose immediately, while one is did he act alone, was he known to be violent, had he made threats before . What is his whats in his home . Could it will be booby trapped . Whats online . All those things, you want to do it more slowly than cable time. As well well know. We will hear that relatively soon and then of course the ultimate question, for me the ultimate question is not the why, although thats going to be relevant, its the how. We just want to lower the risk of someone being able to kill that many people that quickly. We have had this conversation too many times before. Yeah. The president noting many his statements a week ago he was in the rose garden talking about other violence, the statement says too Many Americans are dying every single day from gun violence, it stains our character and pierces the very soul of our nation. We can and we must, the president says, do more to act and to save lives. God bless. The eight fellow americans we lost in indianapolis and their loved ones, and we pray the president goes on to say for the wounded for their recovery. That statement coming as another big issue the president wants dealt with is also on the agenda, youll remember, major Police Reforms came quickly after the death of george floyd last may. Well, nearly a year later, the officer the world watched kneel on floyds neck for more than nine minutes is on trial. That case about to go to the jury. Daunte wright, a new name added now to the rallies and the protests commanding change, 13 year old adam taledo, yesterday the Body Cam Video was released. There are many changes adopted across the country in the 11 months since george floyd died. At the National Level the George Floyd Justice and policing act did clear the house last month but faces dim prospects in the senate. Lets take a look at this National Debate and how it has played out across the states. Theres been legislation related to Police Training all across the country. 370 bills intro deuced in 49 states and the District Of Columbia since floyds death, 40 of those bills have been enacted. In see it in 24 states and the district. The legislation dealing with Police Training and the question of use of force, regulating and limiting the use of police force, you see there 572 bills introduced in 46 states and the District Of Columbia, 54 of those prop sales have been enacted in the 24 states. The george floyd act is pending in the congress right now. The house passed it. Dim prospects in the senate. What would it do . National legislation. Banning choke holds. No knock warrants, creating a National Registry for police misconduct, mandates the use of deadly force as a last resort, bans racial and religious profiling. Heres a big hangup. It would overhaul qualified immunity laws, providing protection to Police Forces and Police Officers. A lot of objections to that. The legislation tries to make its way through. Just want to come back to these pictures here at the beginning, the taledo video released by Chicago Police yesterday on the mind of the White House Press secretary a short time ago when she said the president very much wants to sign that george floyd policing act. Those of us who did watch that video, it is certainly chilling and a reminder that across the country there are far too many communities where there is violence that is impacting that too often in this country Law Enforcement uses unnecessary force, too often resulting in the death of black and brown americans. The president , again, has repeatedly said he believes we need police reform. Hes calling for congress to send that to his desk. With me to share the reporting and their expertise on this issue, our chief Political Correspondent dana bash and our cnn Law Enforcement analyst, Philadelphia Police commissioner and d. C. Police chief charles ramsey. Dana, starting with you on the politics. Were going thof this conversation later in the program about gun Safety Measures after indianapolis, having it again now as the trial of Derek Chauvin prepares to go to the jury, after the george floyd death, all across the country, do this and do this now. What is the political hangup . Well you just laid out some of them. Heres the good news for people actually looking for a federal solution to this. And the good news is that there are talks going on, theyre not formal, theyre not blessed by leadership in either the house or the senate on either side of the aisle but there are very committed public servants, elected lawmakers, on both sides of the aisle, on both sides of the capitol really talking about this. And, you know, the question is whether or not some of the differences, qualified immunity is a perfect example. There is a very deep divide on that, whether or not the federal government should just say that no states, no jurisdictions should be able to protect Police Officers in any way shape or form which is basically what the house bill does and in the senate tim scott, The Sole Black Republican there, is the author of the primary republican bill says thats a nonstarter, there are other things but, again, the good news is that theyre talking, the question is, when the white hot spotlight shines on them and all of the members of each sides base come forward, whether or not those compromised talks can actually bear fruit. Chief, this becomes part of the frustration, lets hope theres some progress and lets hope people of good minds and maybe differences come together and reach consensus, theres a lot of talking, you were a leader of a commission back during the obama presidency. Were going on six years since that happened. In your view, somebody with five decades of Law Enforcement experience, weve talked about this during the Derek Chauvin trial, about training, and officers can ignore their training, what is the biggest question for you, or the biggest need for you to get this better . Well, first of all, you know, and i did serve as cochair of president obamas task force on 2 1s Century Policing and we had the 60 recommendations and i think they still provide a frame work for discussion. There needs to be some standards and National Standards in some areas, training, for example, use of force is another. That database that would prevent officers from leaving one jurisdiction after misconduct to another, i mean these are all areas that i agree with. And there needs to be some level of standardization. We have 18,000 Police Departments in the United States which is far too many in my opinion, but its hard to get any kind of meaningful standardization. Even with individual states passing legislation, thats going to vary greatly from state to state. So im glad to see some movement there, The Next Step would be, of course, the entire criminal Justice System but i do believe that policing is a good start. Let me stay with you a second, chief, part of this, i know you share this passion, a police force should look like its community, coming from the street, relating to the street, this is Brooklyn Center where we just saw the Daunte Wright killing, 29 of the population is black, only 9 of the police force is black, 38 of the population there is white, 77 of the police force is white. How does a police chief, a mayor, the person who makes those hiring decisions, do a better job of making sure the police force, the people responding, understand and look like the community . Well, we have to be smarter in a way in which we hire, and most Police Departments arent very good at that, in terms of marketing, in terms of knowing how to pinpoint specific groups, whether its gender, race, or whatever, you know, to make sure that you have diversity. But understand it, diversity by itself will not solve the problem. We need to make sure that were hiring Police Officers that have the right frame of mind, they see themselves as servants, not just warriors, theres a time and a place for that, but its not all the time. And we there are a lot of things that we need to do in order to make sure that we have officers that provide protection and Quality Service for the residents regardless of their particular background, gender, race, or what have you. I think that part is more important, but certainly diversity is a big part of it. Back to the politics a little bit, dana, it was interesting last night the elder statesman of the religious right, Pat Robertson was on his program, the 700 club, and he was showing the difference between a taser and a handgun, which is the issue in the Daunte Wright shooting. In Brooklyn Center. He said this. I am propolice, folks. I think we need the police, we need their service, and they do a good job. But if they dont stop this onslaught, they cannot do this. A conservative voice there saying, folks, get to the table, lets try to do something. Lets work it out. However, we are, and you cant excuse this from any conversation nowadays unfortunately, we are walking into the Midterm Election campaign, the republicans see the potential to take back the house and the senate. So they watch for every statement made by a democrat. They want to take back seats in the midterm. Heres what we see, Rashida Tlaib says no more policing, incarceration and militarization, it cant be reformed. Jim clyburn, a senior democrat in the house, this is not about policing, this is not about training, this is about recruiting. Who are we recruiting to be Police Officers . We have to have Police Officers, bernie sanders, what we need is to understand there needs to be major, Major Police Reform all across the country, and ilhan omar, another member of the democratic squad, all that reform hasnt stopped the police from killing people. The problem is systemic and it requires systemic solutions. The first part republicans seize on. No more policing. We get caught up in what is often just a polarizing debate, which people see the possibility of political advantage on the issue, therefore dont do anything. People looking for an excuse not to do this on either side of the aisle can point to a slew of statements from those who oppose them, and criticize various things within the need for police reform. The question is whether there is a majority middle of serious minded people who can tune those people out, tune the pressure out, tune the people the people who are sending out fund raising emails, to get small dollar donors, and, you know, that is part of the cycle of what we hear, not from Pat Robertson, but from another conservative outlet, fanning the flames of this stuff. You know, Pat Robertson being woke should be an eye opening moment for conservatives and liberals across the aisle. If he can do it, then why cant there be some form of compromise . Theyre not that far apart. There are philosophical differences about how much the federal government should be involved. But looking at the bills, which i have, it is doable. It just has to be a will to do it. Pass what you can. If theres one thing you cant Reach Agreement on, pass Everything Else and keep talking about the other one. Very old school. It is old school. Again, you look at it state by state, which states are doing the best, the highest percentage of their population vaccinated. Thats alaska, new mexico, maine, rhode island, connecticut are the top five in terms of getting everybody fully vaccinated. Those numbers moving up. Whos at the bottom of that list. These five states, mostly in the south, tennessee, arkansas, alabama, georgia and utah all states with republican governors, thats where the hesitancy is a lot in republican communities and Rural Communities with the lowest Vaccination Rates as we go through. Lets take a look at the world from a global perspective the United States is doing quite well at the head of the pack, or at least the head of the pack among larger countries. Again, 23. 5 fully vaccinated. Look to the north and canada, 2. 3 . Mexico, 2. 3 . The uk is at 12. 5 . South africa, fewer than 1 of the population fully vaccinated. You have heard calls from Around The World that the United States should do more to help this global effort. The head of the cdc says it will in time. I think we have a responsibility to vaccinate the rest of the world, both from a humanitarian standpoint as well as from a Global Health Security Standpoint to ensure that we dont have further variants that threaten both the rest of the world as well as the United States, and i look forward to having cdc where we have partnerships across the globe to having a key role in providing Technical Assistance and support to make that happen. Lets get some expertise and insights from dr. Kevin ault, also a professor and Division Derkt at the University Of Kansas medical center. Doctor, great to see you. Let me start with the point dr. Walensky was making. One of the lines essentially has been, yes, once we get flooet completely vaccinated here in the United States. When will there be enough supply to deal with what you need in america but to share more. I certainly agree with what she said, the cdc director said, we are turning out vaccine more and more every week in the United States, and so we should be able to share with the rest of the world. But as she said its in our selfinterest to do this. Because the more the virus replicates the more problems were going to have with these variants and the only way to keep it from replicates is vaccination, social distancing, and masks. So yes, we have a global responsibility, and were a Global Leader in Public Health. And one of the ways to help is to get more vaccines in the pipeline, which would be act as quickly as possible, resolve as quickly as possible, the question that you are dealing with right now, which is Johnson Johnson, the vaccine, the next meeting is next friday. Why do you need a week and what are you looking for before you would raise your hand and say maybe we need an advisory or tell a young woman maybe not to do this but get the rest of the vaccine into the system, asap . When we met on wednesday, we were looking over the data very carefully. There were six cases in about 7 million vaccinations, and so as you mentioned it did skew towards women and younger people. We need to know, you know, what the size of the problem is, if there are more than six cases, so were going to shake the trees in the databases that the cdc has and we also need to know what the denominator is, is it just young women or the whole population thats been vaccinated . Thats the only way to make a Risk Benefit Analysis and a recommendation about this. And so there are still a fair number of people in the United States, one or two 2 million or 3 million if i remember correctly who have been vaccinated in the last two weeks, weve seen these reactions within two weeks, and so it doesnt sound like a very long time, but well have a fair amount of data in just those nine or ten days. All right, well watch that. Another big challenge, doctor, as you know is when are children vaccinated. Pfizer is waiting for Emergency Use Authorization for the teenage group and theres some studies under way, i believe we can show them now, phase one trials, stanford medicine, 144 participants across the United States, ages 2 to 5 at cincinnati childrens hospital. Walk us through and separate the two groups if you will, its a big question finishing this school year, and think about what its going to look like come august and september. Where are we when it comes to these two groups of children, teenagers and then the lower School Children . Well, with teenagers, their body mass and physiology is more similar to adults, maybe than 2yearolds, and so you can do some Bridging Studies as far as safety and efficacy. And so we have a local childrens hospital, childrens mercy in kansas city, missouri and they filled up very quickly in those trials. We have plenty of volunteers, i think, for that older group of children. It gets a little tougher when you have to decrease the dose and look at side effects in those youngest infants. But some of those states that you mentioned where theyre having increased rates, some of that might be driven by schoolbased transmission. So certainly want to get on top of at least the older children over the summer, the adolescents, then work our way down to the younger children. This ones a little wit more technical but i want you to listen to andy slavitt, theyre taking about 1. 7 billion and theyre trying to ramp up the Genome Tracking of these variants to better understand these variants and why theyre more why they tend to be more infectious, more nasty is the lay term i used. Listen to this from earlier today. This funding will enable cdc and states to do more Genomic Sequencing as we activate the nations Great Research capabilities to detect variants earlier and increase our visibility into emerging threats. This investment will give Public Health officials the chance to react more quickly to prevent and stop the spread. Help to nonmedical person out there listening to understand why this is so important and exactly what it is. Well, i think thats great news for a couple of different reasons. Reason number one is, how are we going to find out if these variants are cause problems in people who have already been vaccinated . Really the only way to do that is to find people who get covid after theyve been vaccinated, and then sequence, as you just mentioned, that genome and see if its a variant or somebody that got infected with a different type of covid. So we need to do that. We also need to know the sequences, if we ever talk about a next generation, or, you know, next steps as far as vaccine development, as far as whats circulating. If you look at the paper or the announcement it seems like there is the escalation the president just said he would hope to avoid but you know this very well and youve been watching russian television. Will there be a major escalation or is this a little bit of chess . I think at this point the word is reciprocity and that is what russia has used for years under President Putin. In other words, you do this, were going to do that. I was looking at the statement by mr. Lavrov, and he said u. S. Is kicking out ten diplomats. Were going to do the same. But then he, you know, raised the possibility of kicking out other people and taking other steps. So i think right now, you know, and ive been watching tv as you said, russian tv all morning, and essentially i think what theyre trying to do is decide what should be the next best steps for russia, this is obviously almost an easy one in the sense that the United States took this step, they can take that step. I think a harder one, and these issues came up by the way President Putin had a meeting, a Virtual Meeting with his Security Council this morning, and they discussed this. What should they do . So one immediate thing, john, would be how do they answer that invitation from President Biden to attend a summit with President Putin, perhaps over the summer . Thats you know, it can play both ways. They have that. And there are other things, you know, economically, i dont think that they can do much of anything in response to the United States. But well see what they come up with. Well watch as it plays out. Now, whether it will work, this carrot and stick approach, and it was very funny listening to the russians translating carrot and stick, it can be, you know, a whip and a cookie. Reporter john, one of the things investigators are now looking into is any previous contact or information about the suspect. We dont have a suspect name as yet. The authorities there have not said who the suspected shooter is but what were told is theyre looking into possible, possible interaction a past interaction, a Family Member contacted authorities sometime ago, we dont know exactly when, and expressed concern about the potential their potential for violence, the local authorities, local police as well as the fbi looked into it, the fbi opened a preliminary investigation. And at some point they closed that investigation. They decided they didnt have or concluding they did not have enough evidence to continue that investigation. We dont know exactly why that is, at this point, we know from the authorities there at a home, which is believed to be the suspects home, to try to get some more information about perhaps talk to Family Members, and look at their devices, look at their social media presence, to try to get a little bit more motivation. Again, the fact that the suspect is deceased, really now makes this an investigation of trying to determine what motivated them and that job is a lot harder. You dont have anybody to talk to. So at this point what theyre looking at, john, is to see what was in that previous interaction from the local authorities, as well as the fbi files to see what they found when they first had any indication of a problem with the suspect.
