As protesters get closer, they are firing these pepper balls and tear gas. Sorry, we are looking around and trying to stay out of the way. Plor Police Officers trying to clear this area. This is what they are doing. Theyre pushing people back and coming in. You can see there theyre making an arrest. This is ongoing now for over an hour now where the police have been and there you see shimon, can we listen in a little bit . Well move over this way. You need to move back now. Yes. Shimon is there on the ground shimon, are you getting tear gas . Reporter i am okay, it has been constant but it does not last very long because of the rain and the precipitation in the arir. Our crew and producer and Security Team all just been here for the last hour and this has been constant from the police here, the tear gas and flash bangs. You can certainly feel it in your eyes and the back of your throat. This is the closest sort of that we have seen the Police Moving through the area all the way through 9 00 really, this entire area was surrounded by many of the people in the crowd. They have now dispersed and are on the out skirts of this area, police have been successful pushing them back. Police are pushing more people back. Shimon, i want you to standby and be careful. Yes, an unfolding situation unfortunately, people are here expressing their anger at another black man whos been killed at the hands of Law Enforcement and in a place not too far from where george floyd was murdered. The trial is still underway and in so many ways, the band aid has not been lifted. Mayor, if you can move to a better cell area or if you can go outside, we are having some break up on your phone and we would love to get your information as clearly as possible. Is that all better . My question is, earlier you released the city managers of his duties. Whos directing the police right now . Right now the orders are coming from the Regional Command Center, theyre not coming from me or my department. The folks in the front line right now are executing the orders are the state patrol of the National Guard and those other Law Enforcement and Sheriff Department of the Regional Command Center thats established by the governor. As we are watching this unfolds now, our reporter Shimon Prokupecz is right in front of the Police Department. Can you tell us, what is if you know if you are not directing them. Whats the orders here . Whats the goal . What are they being told . We want people to go home. People are still upset and the goal right now is to try and disperse the crowd and trying to get people to go home. The governor has set a curfew in place. That was in place since 3 00 p. M. The order given to law enfor enforcement. I am calling for people to go home. So mayor, is want you to sta standby. You are watching the unrest happening in Brooklyn Center in minnesota, not far from the incident of george floyd happened last summer In Minneapolis, minnesota. As this trial is going on. We have the mayor on the phone. It is a little difficult to hear what he has to say but it is important to have him on. Hes the person thats in charge of the city. And kurt birgandy, he was relieved of his position. Why did you releaf him . They felt that, leadership early on of how things unholded a unholded unfolded and the situation. Because of the way things are unfolded, the council chose to take that action collectively to appoint the aking manager in that role. And then also appoint me, the ma mayor, to take command of the police. You are watching on your screen of a standoff between officers and protesters in Brooklyn Center in minnesota. This current unrest because of a Fatal Police Shooting of Daunte Wright following a traffic stop on sunday in Brooklyn Center. The officer tonight has been identified as officer kim potter. Thats according to the press police, potter has been with the brooklyn pd for 26 years. What do you know about that, mayor . Anything . I dont know much about the officers record. This is still unfolding. The situation is still unfolding. Thats kcorrect, there is an officer thats involved that shot and killed Daunte Wright. More information will come out from the officer about her years at the department. Before we go through that, i want to express my condolences to dauntes family. I had a chance to speak to his father earlier today. I didnt get to speak to his mother but i will. I want to say that they were so gracious even in this time of hurt. All they want is justice to be done for their son and for there to be full truth and accountability. Thats what we are committed to doing. I am calling on all of the folks who cared about what happened and folks who are protesting, protesting is your right and important. I am asking everybody to go home. We need to keep the peace in our city. We need to make sure that there is a tomorrow that people can gather peacefully as well and continue to express their grief. Do you accept the view earlier that the shooting of Daunte Wright was an accident by this officer . I am sorry, i cant comment on that right now. You cant comment Becausbecause H because there are processes that do not allow me to comment on that particular question. I am happy to talk about it in a later day. As the situation we are watching unfold on television now across the country of reminiscing of whats happening of the unrest In Minneapolis and across the country. Now, i dont know if you would deem the situation, can you ensure people there in your town that things are going to be under control or brought under control tonight . Absolutely. We are working to make sure that things are under control. Thats the goal. There are demand centers thats been established and coordinate and security of our city and so thats our goal. Thats what we are working on. I want everybody to know that ultimately well get back to normal but and normal is not enough for our community members. We are working actively to secure the safety of our community and the same time to make sure that we are as much as we can treat the folks that are gathered here mainly. Unfortunately, you know there is a command thats established largely and in control of those personnel that are here right now. Reporter we are standing in between two apartment complex, what you are seeing past me and i am going to zoom into show you, looks like there is a bus thats a police van, a large one. Looks like there are two of them and we are told that and you can see police with riot gears now coming closer and closer to the few protesters that are now still left around here we know a lot of protesters moved down the street towards the dollar store. You are seeing officers slowly and methodically you are seeing fireworks that are being shot off by folks who are protesting here. I have to remind and when you see a scene like this, part of this is because people are so angry of what happened with an officer, the officer we now know is kim potter who shot and killed a young man, 20yearsold, Daunte Wright because they stopped him for his License Plate was expired. This is another fireworks. Dont be alarmed. It is just a firework. People cant believe another black man had been killed since there was a lot of tension here and still is because the trial of former officer Derek Chauvin is going on being accused of murdering george floyd. As people are nervous of how thats going to end, this is happening. Well get out of the way. Folks are starting to run, police are starting to push further and further into the neighborhood. I am just going to come up here, we are at a vantage point, you can hear people throwing things and the officers sort of using their lethal rounds towards the public here. You can see Water Bottles being thrown and you can see and hear that back and forth. Thats tear gas. Lets show a little bit. You see that there. Theyre shooting tear gas at someone that has a shield. You will see that flare up. The tear gas they are using and i know you had your bout about tear gas. This is the strongest tear gas i have ever faced during a protest. It seems as a cs gas, it is extremely strong. It is like Military Grade tear gas. Thats the scene right now. The precinct you will see lit up in the background. Thats where people sort of banging. Police are responding with a lot of tear gas. They have moved most will have the protesters out and hundreds and hundreds of people were here about half an hour ago. They are mostly gone. There are still people yelling back at the police and still people standing here and they say theyre not leaving even though it is a curfew because they feel police need to answer to what happened to Daunte Wright. This protest happened after a young man, 20yearsold shot and killed by Police Yesterday. The officer made a mistake. She mistook her stun gun she mistook a gun for her stun gun and ended up fatally shooting the young man as he was trying to get away from a routine stop. There you see the police there in front of the station. A rainy night in Brooklyn Center. Close to a clear of the unrest. You are not going to miss a thing thats happening here. Protesters are out in the streets at Brooklyn Center minnesota, police are Firing Tear Gas after the death of 20yearold Daunte Wright. She was shot yesterday on sunday. Police started arresting people a short while ago, about two hours after this curfew took place. They started to arrest people in the city of Brooklyn Center. Officers have arresting those who are ignoriing orders. They begin arresting people who ignore the orders and violating curfew in the area at the Brooklyn Center. Theyre asking people to leave the area. You heard the mayor on moments ago asking people to go home. There are still unrest in the street. Looks like they have it under control. These situations are volatile and they can change any moment. Our Shimon Prokupecz is on the ground right now. Whats are you seeing now . Reporter yes, i am just trying to see, don, if some officers are putting on their gas masks or if they are taking them off. I cant quite tell. Oh, sorry, we got caught up in some cables here. Sorry about that. So, whats happening is the State Troopers here have been pushing people back and they just keep every few minute pushing us back from the Police Station thats whats been happening. You can see some of the heavily armed officers. There is also an officer here with this weapon, it looks like a machine gun, it is what they use to fire that tear gas and we have been seeing him use that. They have been pointing at people here in the alley way here behind some of these buildings. Thats whats happening now. There is a standoff. And some of them are still remaining here. They have no intention on leaving. At some point police push them further back. It is been relatively calm. I would say the last few minutes. Since 9 00 eastern time, there is been a steady stream or a barrage of tear gas or pepper balls or some of those flash bangs. We have not seen any of that in the last several minutes. For now police are just kind of going to allow the crowd to remain. Well see how long it last. It has not lasted very long. You can see many of the people are still remaining with their chanting and having their hands up, waiting to see what the next move will be from the police. This has been a tough time for this community and certainly whats to come in the days and weeks as we await the jury reach their decision in the chauvins trial. This is on the minds of many Police Leaders here. You almost get the sense that they want to set some kind of precedent here. They want to send some sort of signal here in the days to come and the weeks to come that they are not going to allow people to just freely do what they want as they get past the curfew. From what i can see and certainly they have been throwing Water Bottles at the police. At some point the police just decided after several Water Bottles have been thrown around 9 00 or so, they had enough. Thats when you started seeing the tear gas and the flash bangs and the pepper balls and the police during that time were not even in a confrontation with many of the protesters because police were standing behind the fence and many of the protesters were standing at the fence and they were yelling at the police and Water Bottles were being thrown and police had just decided that they had enough and now you see this large presence here. Sara, tell us whats going on where you are. What are you seeing . All right, i am going to have to show you the police line. We are standing a few feet away from the line of police slowly pushing people out of this area. The police precinct. You can see a water bottle just been thrown and here they come. Every time something is thrown. The police then make a move and they are moving. They are moving now a little faster than normal. People start screaming and hollering trying to get out of the way. Usually what follows is tear gas left in lethal ground. You can hear the war cry there. You can see police pushing protesters as far back as they can. They are not completely disperse. There are folks all up and down, they are all Up And Down The Street now and the police are making a move. They are now i am going to get away from this music. They are moving to the left and right making a larger line, you see the officers there in front of the apartment complex, making a larger line. As people throw things, they keep moving the crowd further and further away. As you may imagine, people are upset. People are angry. People are frustrated. This has been a tense time, don. I have been here since the beginning of the altercation of george floyd that left him unable to breathe with former officer Derek Chauvin and other officer. We have been here for Jury Selection and the trial. People are watching this trial and feeling all these strong emotions and now you have another Police Officer shooting that took the life of a 20y 20yearsold, you can hear the officer saying taser, taser and she cusses and she shot him. She made a mistake but a 20yearsold is dead. They pulled him over for a traffic stop, they discovered he had a Misdemeanor Warrant. I guess he was afraid of what happened and did not obey Police Officers. What are you seeing sara . Reporter you can hear the officers saying move, move. They are moving people. You are hearing the officers and people are moving. Lt a lot of folks here, there are a lot of young folks here, a lot of black folks and why folks. There are people from surrounding neighborhood. There are a lot of people who were here during the George Floyd Protests and out here again. They are not going anywhere until they get some justice. What that means at this point in time and a lot of people cant tell you what they feel like. Another person is dead at the hands of Police Officers and the frustration is completely out of control at this point. Thats the key here, well keep your pictures up. Well bring you in this conversation and if you need to get away from something thats happening just let us know. I want to bring in juliet. Give me your reaction of what you are seeing on the ground. Reporter hi don, i want to mention two things that the mayor said that may be confusing to the audience. I dont want to say anything of success or failure. Non lethal force and trying to disperse the crowd. The second is something the mayor says that may have not made sense. Basically he said there was a Regional Command Center in charge. When you ask him, whos in charge of the Police Department now . Basically what it means now is they moved whats called the Incident Command, the local Police Department, they moved it from them being the primary Response Agency to a regional one. That would mean surrounding it has area and as the mayor says the state police. That does not interrupt the flow of command . We train it all the time, basically you have a low Incident Command and a regional. There is a flip of the switch and maybe that decision was made sometimes during the day that you would not want the local Police Department in charge of the deployment of regarding protesters, a focus on the Police Department. It is Lessons Learned overtime as Police Department came under protest for the kind of abuses that we saw yesterday and so they just move it to our regional Command Structure. It sounded really confusing. That was sort of saying i am not in charge of them because we have a regional Command Structure and some other elected officials. I dont know if it is County Commissioner whos in charge with them and deploying resources. What the operational need now is clearly to protect the Police Department. It sounds confusing. I am sure jonathan will agree that this looks familiar in the kinds of responses that we expect now in these environments unfortunately. We have trained it too much at this stage. Lets bring in jonathan now. You can respond to that. I want to show Shimon Reporting there, protesters launching bottles and other projectiles. Law enforcement has prepared for this moment for a long time. The reason being the death of Daunte Wright is the type of tragic wild card incident. Law enforcement has fear during a time of already heighten tension. The Command Structure was preplanned in the region. Thats a structure thats set up. When you have multiple agencies responding to protests and demonstration and civil unrest. It is a way to coordinate all the activities and ensure there is a unified Command Structure dh thats putting all the people in place for two reasons. You want to be able to protect the First Amendment rights and those who are protesting and expressing their First Amendment rights but so that you are able to quickly address the criminal matters of those who are engaged in criminal acts such as civil unrest. The Command Structure is absolutely necessary. Always of concerns for Law Enforcement during these moments is really that unanticipated variable right now. As we are seeing is this coordinated effort, the line of police in their riot gear, pushing away protesters from the critical asset which is the Police Station and what theyre trying to do is trying to disperse that crowd and creating distance from that critical asset but what we are seeing is people throwing bottles but for the most part theyre engaging in nonviolent Direct Action against the Law Enforcement and acts of disobedience. These protests change significantly because of social media. These groups are largely leaderless groups. Jonathan wackrow, standby. Juliette kayyem, standby. I want to talk about whats taken place across the country and the shooting of a young man yesterday and the trial going on now in minnesota. I want to bring in now, George Floyds brother, philonise and ben trump, the attorney for the family whos representing the family of Daunte Wright. Gentlemen, thank you both for joining. You have been standing by and watching this unrest, ben, i will get to you first. You now represent the family of Daunte Wright, thats your reaction of what you are seeing now playing out on the streets in Brooklyn Center . This is an emotional time especially when you think we are in the midst of what many believe the Police Excessive force civil rights case of our time, the most impactful Tipping Point and then in the midst of that, you have these Police Officers within ten miles of the courthouse stopped this young Black Man Driving While black with about Air Freshener and shes killed by this officer claims she meant to pull her taser. This is unacceptable. We heard President Biden said it was tragic of the killing of Daunte Wright and that we wait for the findings of the investigation. He said hooting was absolutely unnecessary and uncalled for. Killing unarmed black man for traffic is absolutely uncalled for. Ben, according to the chief, the chief said that wright was pulled over on sunday for Traffic Violation related to expired Registration Tag and they discovered he had outstanding Misdemeanor Warrant. Is that not your understanding . It vevolves. And so you know now theyre trying and as they often do trying to justify unjustifyiable killings. When you think of possession of marijuana and Misdemeanor Warrant. And so daunte let me ask you this. You are saying it was marijuana. According to the report and court record issued a warrant after he missed a court appearance, hef was facing two Misdemeanor Charges and he wran from officers last june. Is that reporting incorrect . You are saying it was misde misdemeanor. I am about to talk to the attorney. I will say this, the fact that this young man had not killed anybody and had not harmed anyone and did not put any of those officers in danger and he was trying to get away from them and like jacob blake and Anthony Mcclain and so many young black men who are running from police, they shoot first and ask questions later. The fact that you have young white men like the one in atlanta who shot people in the asian spas, you take them alive but you always end up killing us. When you have people like the young black man in parkland florida, you took him alive but then you shoot us. You took him alive but you shoot this young man who we believe should have never been stopped in the first place especially when we are dealing with something so sensitive going on In Minneapolis. It is an emotional time because we are tired of them killing us unjustified over and over again. How many hashtags are we going to have, to have some reforms and change the culture of k Excessive Force against black culture. No one deserves to lose their life in the way this young man did. Begin, again, even with police training, one would not think a officer would mistake a gun for a taser. Certain reporting on this and i want to know if the reporting is right and if thats what you are getting. Thank you for clearing that up. I want to bring in philonise but go ahead. Whatever theyre trying to justify this shooting is unacceptable for us. In philonise, in the middle of your brothers trial, does it make the pain worse now of another Police Encounter . It makes it worse. I am thinking about black america. So many people very lost loved ones and we have to look at another mother who lost her child i understand the pain she has but i am not a mother but i know because i lost my brother. As i said in that courtroom today and i had the opportunity to impact what was going on with my brother because people knew him as the person who was tortured to death. Nobody knew who he really was, i had to explain because that was my big brother. In time like this, we cant have this because i miss my brother and shes going to miss her son. Well stands in solidarity with her and speak up. We have to stop this violence right now philonise, i want to play your testimony. Lets talk more about you taking the stand today to talk about your brother, it was an emotional testimony. This was some of what we heard from you, here it is point. He made sure that we all were going to be to school on time. Like i told you, george could not cook but hell make sure you ever a snack or something in the morning. He was like a person that everybody loved around the community. He just knew how to make people feel better. Being around him, he showed us like how to treat our mom and how to respect our mom. He loved her so dearly. Philonise, we met a yaear ag and here is the trial of the man accused of killing your brother and i am talking to you again during unrest in minnesota. It is just unbelievable. It is surreal here. Speak directly to the jurors and tell them about your brother, what was today like for you . It was bittersweet time of my life. It was great that i had a chance to explain who he was. It was terrible just being there and knowing that i had to speak up for him because being in that courtroom. I see my brothers killing hundreds of times and i know over a thousand times within this year. My brother, i know hes looking down right now and hes proud of me for the things that my family and what we are doing. At the same time, don, we have to get justice for my brother. Justice for george floyd means justice for all aright now. If a black man cant get justice for this wh, what can a black m get justice for in america . The 20yearold black man over a traffic stop. The medical examiner ruling the death a homicide. On the phone with me is Daunte Wrights aunt. I appreciate you joining us. You know, sorry for your loss, obviously. A horrible time for your family. Were seeing more unrest on the ground. Your family has been calling for calm. Do you have a message for the crowd out there tonight and people watching . Im going to be honest with you. Right now all i can think about is my family. What theyre going through. What were feeling. I havent thought more about what is going on out there on the street. What i thought about is enough, getting to my brother, to my sisterinlaw. My nephew was murdered. I cant think of nothing right now. Thats all i can think of, being there, supporting them. And its hard, being that youre at the bottom of the maam and you have to come all the way to the top for Something Like this. So you said that youre on the road, right . Youre traveling to minnesota . To Brooklyn Center tonight . Yes. How long have you been on the road . I have been on the road since 4 00. And im coming from alabama. I had to stop in tennessee to get my mother and now were on the way. I cant tell you where we are at right now but its dark. Ill be there for my brother and my sister. Youve been in contact with your family . Definitely. Definitely. How is everybody doing . Oh, my goodness. Ive got, how can you explain it . Everybody is hurt. This is a young man that had life in front of him. He had a son. How, how can i explain it . I cant explain it. My family is hurt. Youve seen his mother. And for one minute, yall, dont forget that my brother is there as well. This is not a broken home. This is not a broken home. Theyve been together for 23 years. Over 23 years theyve been together. My brother has been there. Please do not disregard his feelings because my brother is in pain. We understand. I want to, you talked about his family, his mom and his dad. You said it is not a broken home. Moments before daunte was killed, he called his mother, katie wright, to say he was pulled over. This is from our affiliate c. A. R. E. Well continue after this. Listen to this. I heard the Police Officer come to the window. Saying to get out of the car. And daunte said. Why well explain to you when you get out of the car. I heard the phone get put on the dashboard or dropped. I heard the Police Officer say daunte, dont run. And then another officer said put the phone down and hung it up. And then a minute later, i called and his girlfriend answered and said that he had been shot. She put it on the drivers side. Just laying there lifeless. So i know miss wright, it is hard to hear the mom. You can hear the pain in her voice. What went through your mind when you heard the police chief say the officer fired gun by mistake . She intended to use her taser . You dont want to know. You really dont want to know what i felt. Im going to tell you like this. You know the difference from a fully loaded pistol versus a stun gun. You know the difference. And if youre a Police Officer, you should know that i think that, i saw she held that gun out in front of her for a little while. You mean to tell me she didnt see it . Let me ask you all something. How would you feel if you got the call that was your nephew, your son . If that was your brother . How would yall feel . And being to sit here and people are trying to drag my nephews name through the dirt. It dont mean nothing. It dont mean nothing. He didnt deserve to die. My nephew was a damn good kid. He loved his family and we loved him. Accidents . An accident . No, come on now. Everybody in this world saw that gun. You mean to tell me you thought it was a taser . A 20,000 volt taser. They dont feel nothing like a gun. Nothing like a gun. So yall tell me, how would yall feel if yall got that call . That was my nephew. That was my blood. That was like my heart. My brother, my heart, katie is my heart. My mother, my mother shouldnt have to be burying her grand child. My brother, my sister, he this shouldnt have to bury their son. They stopped them over an Air Freshener. Lets get that correct. His tags was not expired. My sister just bought him that car. Yall want to sit, people want to try to look for something bad to go ahead and justify this. How about we just justify this mans life was taken . They took my mans life from him.
