Im in for christi paul, and im amara walker. A man ran his police into a barricade and injured one Police Officer and killed another. William evans was killed in that attack on friday, he was an 18year veteran on the Capitol Police force and a member of the Capitol Division First Responders unit. We are now hearing from some of those who knew him well. It is, you know, incredibly sad and just surreal, you know, to know that billy died, you know, serving our country, doing something that he loved so much. Above all, he loved life, he loved being a dad, and he loved being a part of the u. S. Capitol police. Police say the driver was noah green, 25 years old. He was shot and killed by police. They say he exited his car and ran towards officers with a knife. Reporter officer evans is the second us police Capitol Police died this year. Cnns joe johns is following all of this from the capitol. Joe, what does security look like there this morning . Very tight. As a matter of fact when i was coming in, i saw just the huge numbers of d. C. National guard who have been here since the riot on january 6th. Coming in from the buses into the offices where they stage. Now, i have to say this attack yesterday afternoon here at the u. S. Capitol is the type of attack the Authorities Say is hardest to defend against. A lone attacker in a car, whatever, determining the means, the manner, the methods, the place, the time of the attack, and authorities, of course, have a very hard time figuring out through intelligence which Something Like that is going to happen. If you talk to the authorities this morning they will tell you they believe that the system worked, at least to the extent that it was designed to protect the United States capitol. But what a terrible price, an 18year veteran of the United States Capitol Police force, billy evans died there. Another officer was injured, apparently in stable condition at the hospital. Again, what happened was very simple, very tragic. This individual, the attacker in a sedan pulling up to one of the checkpoints at the United States capitol trying to rush the checkpoint, the barricade there. The officers tried to stop him. When he emerged from the car with a knife, they shot and killed him. One fofficer was killed and one was officer was injured. Thesuspects name is noah green, he is about 25 years old. Apparently a very troubled individual and a lot of delusional social media posts and apparently a father of the Nation Of Islam and apparently went to college in the newport news, virginia, area, where he played football. The motivation, of course, a huge question and that is something that will be a subject of the investigation going forward. Back to you. Joe johns, thank you very much. Lets bring in now to talk about this cnn counterterrorism analyst phil mudd and former fbi Senior Intelligence adviser. Phil, good morning to you. Good morning. Lets start here. Joe just talked about the social media discoveries he posted before the attack that he had lost his job, suffered medical ailments. Said elbow the federal government was targeting him with mind control. When you hear that, is this something that you think, you know, investigators should have seen this and flagged it . Or people post bizarre things on social media all the time. How is anyone supposed to know that this was going to become what we saw yesterday . A couple of things. First, i would agree with what joe was saying about the conversation down on the capitol. Looks like the system works. In this case, despite the loss of someone, at least the individual did not get out of the compound. Lets go. The first number is 333 million you will no look at social Media Persons of every Single Person who might have delusions. Ug take about millions. People and its not possible and nor is it completely appropriate. The question the coming days would be whether there is an indication that the individual was going to conduct an act of violence. I havent seen that yet. The question even if you could look at millions of people what would you look at in this case that would have been a trigger . Maybe a trigger for a Family Member or friend who referred the individual for treatment but not a trigger for Law Enforcement. I dont see an indication of violence. I had a conversation with juliet kiam earlier, we talked about hardening soft targets. Would a higher fence, more guardsmen, a wider barrier, prevented Something Like this and could it prevent Something Like this in the future . There is going to be an exterior at some point. Correct. You want people to have access to the congress but also for realistic reasons. Look. There are things you have to think about in defending that perimeter. Number one, looking at people coming in with things like backpacks. Do you want Metal Detectors and do you want to prohibit backpacks . Obviously for any building of this significance you want to prevent vehicles enter coming in. That is relatively easy and you see those concrete barrbarriers. If you want to try to prevent this by setting up barriers around the country, think of every school, every federal building, every military re recruitment site. I dont think even if you wanted to do it and i wouldnt but even if you wanted to do it, i dont think its possible. We have seen attacks like this, fortunately not ending in the death of a member of Capitol Police, before the insurrection. We have seen people breach the barrier at the white house as well. Do you believe that there is any correlation between what we saw on the 6th and the capitol becoming a greater target for people than it was before the insurrection . Im a little conflicted on this so let me give you a little bit of a fuzzy answer. We got two big data points. The Big Data Point Of January 6th and the data point from yesterday. As a career analyst, two data points dont make a trend. That said, if you look at the history of attacks over time, for instance a attack against aircrafts, or you may not remember, youre not old enough. I am. I remember the rising of hijackings in the 70s. Once people look at a location they cant breach is actually breachable, that has a trigger ae effect, and people thinking the capitol was not as vulnerable. Two data points is not a point but people say you can do this at a target of this prominence . Let me give it a try. I want to talk about this Task Force Support after the insurrection on the 6th and returned their report on the 5th. One thing they said about the gatherings about the Capitol Police is the understaffed intelligence and interagency coordination division, the iacd, lacks the experience, knowledge, and processeses to provide intelligence support against emerging domestic threats. Is that a deficit that be rectified or overcome quickly or what is the structural changes needed to overcome what has now been identified . Im not sure i agree with the report. That is a different question. Take the question youre asking. One is numbers. How do you get people trained to look for that stuff over the course of weeks or months . You cant train a seasoned analyst. That takes years. The Second Question is really hard to get it. We are not there even close in this country. What are the criteria that you want to use for the Capitol Police or the fbi or state and local police . What are the criteria you want people to use to look at political protesters . Let me make this tougher. On january 5th, if the fbi or the Capitol Police or the metropolitan police in d. C. Had told the senate we are conducting Intelligence Investigations against people attending the president s rally, someone would have said not only is that wrong, we are going to bring you down for congressional hearings and flay you. Within the past couple of months the conversation has changed and people said maybe we should look at individuals like this. Floyd was not offering any resistance to the officers, they could have ended their restraint. Reporter that was after he was handcuffed and on the ground and was no longer resistant . Correct. Reporter the jury also heard from 35year police veteran Richard Zimmerman who testified it was totally unnecessary for chauvin to kneel on floyds neck after he had been handcuffed and calling it deadly use of force. Once you handcuff somebody, does that affect the amount of force that you should consider using . Absolutely. How so . Once a person is cuffed, the threat level goes down. Reporter chauvins attorney attempted to undermined zimmermans credibility arguing. It would not do within your job duties to use such force . That is correct. Reporter emotion emerged from some of the eyewitnesses reforce. Christopher martin was the cashier who suspected that floyd handed him a fake 20 dollar bill. The teenager was asked what he now feels about the encounter. Disbelief and guilt. Why guilt . If i would have not just taken the bill, this could have been avoided. Crowds invoked the names of other black men and women who have died in Police Custody including freddie gray. Gray was arrested in baltimore in 2015 and shackled in a police van but not given a seat belt. The end of what was later termed a rough ride, gray was unconscious, his neck was broken. He died a week later. Like in the floyd case, there was video of grays arrest. Six Police Officers were charged, three were acquitted in trials, charges were dropped against the remaining three. Like floyds death, gray sparked days of protest and called for police accountability. J joining us is the Police Officer who charged those Police Officers in baltimore. Madam states attorney, thank you for your time this morning. Thank you for having me, victor. What is your assessment thus far of the governments case against Derek Chauvin . I think its incredibly compelling. What you have that we didnt have in freddie gray is the footage of killing and the chauvins actions that we didnt have in freddie gray that this blue wall of silence doesnt exist. What you have is police appear to be distancing themselves from the unjustifiaiable murder captured on camera. The other thing you have in this case and not in freddie grays case this is tried in front of a jury. When we tried the first officer of freddie gray there was a hung jury and then the officers were able to circumvent and the judge acquitted them time and time again. What is more compelling in this case is the cameras that the world is able to see the Indifference In Black Community Which Ha has been per becausee police consider us criminals. You hold up that video first as like the primary element of this prosecution. Youve called it a smoking gun. I want your reaction to how Derek Chauvins attorney is describing what is seen on the video and then we will talk about it. Lets play it. Pursuant to Minneapolis Police Department Training, when a suspect is arrested and in the process of being handcuffed or being restrained it would be consistent with the Minneapolis Police Department Training youve received to place the knee across the shoulder to the base of the neck . Across the shoulder to the base of the neck. Now we have all watched that video more times than we would care to. Do you think its effective . And people can go back and watch it. I really dont want to see it again. To say the knee was on the shoulder and not the mans neck for 9 minutes and 29 seconds . Will the jury buy that . I dont believe that they will. I mean, the camera doesnt lie. At the end of the day, Derek Chauvin exhibited this indifference to George Floyds life because, in his mind, floyd was a criminal which is why chauvin was able to exert Business Power on kneeling on a mans neck for 9 nines and 29 seconds. That is why we watched the defense attempting to use George Floyds drug use in order to rationalize chauvins supremacy and authority over floyds life. He is calling It A Quote Unquote Commonality for his own death. This is what we saw. Not from the context of the latest sort of criminalizing black people has been a tactic and mindset of police in the deaths of freddie gray, Phil Andro Castille and so many others. That why its so incredibly important to write this sort of mentality and this wrong. You have evoked race several times in our conversation this morning. What we have not heard is that same invocation from the prosecutors for the state. They are arguing a more technical case. Do you think that they should include the element of race here and that it will be effective in getting a guilty verdict from the jury . I absolutely do. I think that, you know, the reality of the situation is that when it comes to the criminalization of black people in this country, we can look at the egregious and inhumane exercise of authority by police that is invoked time and time again on black people in this country. And not just in recent times but historically. Always been the case that there has been violent enforcement by police of black people to slave calls and imposing dogs on hoses and the Civil Rights Movement to the mass and incarceration on war on drugs which is later professed to be a war on black people. This is why i came out this week and said we as prosecutors have to recognize our authority and power to shape the criminal Justice System and when we criminalize the minor offenses have nothing to do with Public Safety we expose people to needless interaction for black people in this country could lead to a death sentence. Freddie gray merely made contact with police in a high crime neighborhood and proceeded to run. Eric garner was selling loose cigarettes. George floyd is allegedly passing a Counterfeit Bill during a pandemic and wanting groceries. What we attempted to do in baltimore when i came out and said we are not prosecuting drugs and possession and prostitution and trespassing. Control room, i hear you giving me the wrap. But ill take another minute. You started this a year ago as initially to try to thin the population in jails and prisons in covid. You said that you would no longer prosecute Drug Possession and attempt to prostitution and a host of other crimes and Violent Crime is down 20 a year later and Property Crime is down 30 . Youre making these changes permanent. How do you think there is a causal relationship between your decision not to prosecute those crimes and the drop in Property Crime. Im not attributing the drop in crime. Im suggesting that these crimes where we have been criminalizing black people for decades have nothing to do with Public Safety. Im attributing the decrease in size what we can see from the data we should be able to utilize the limited resources in Law Enforcement and focus on homicide and fatal shootings. That is two weeks after getting a sim dose of the Johnson Johnson vaccine or two weeks after getting your second dose of the pfizer or moderna vaccines. Here what is the cdc guidance says for fully vaccinated people. If youre traveling within the u. S. There is no need to get tested or selfquarantine but you still want to wear a mask and take other precautions. If youre traveling internationally there is no need for quarantine but you need a negative covid19 test before entering the u. S. And its still recommended to get a followup test three to five days after you have returned. Now, cdc director Rochelle Walensky says this does not recommend travel. Keep in mind only 17 of the u. S. Population is vaccinated. Covid cases continue to rise. Dr. Walensky says she is still worried. Have a listen. I still continue to worry that with 80 of the population unvaccinated, that we have a lot of work to do to control this pandemic which remains my concern. Michigan is seeing an alarming spike in new covid cases and especially among young people. Experts say new variants like the uk strain, may be in part to blame. Joining me now, is an Emergency Room Physician dr. Rob davis and, doctor, good morning to you. Lets talk about what is happening there in your state. The cases of covid19 are exploding, even a i think the last number i saw was about 2. 8 Million People or doses being given out in terms of vaccinations every day. What are you seeing on the ground . What has the impact been so far . We are seeing more and more patients with covid now. Our test positive rate in our Hospital System is over 15 and our Hospitalization Rate has more than tripled in over a week now. We have seen in previous surges we see cases and then hospitalizations and, unfortunately, two to three weeks later, we see more deaths. We are hopeful, because it seems to be younger people who are coming into the hospital and now we have a significant number of folks over 65 who are vaccinated, we are hoping that Death Numbers stays down. Frankly, id not like to find out and try to keep the cases down so we dont have to worry about how many people will die from this. How do you reach the young people then . Especially if there might be this mindset among some of them that they may not get so sick. Listen. Myself and my fellow physicians are tired of the politicization of this. Across the state they struck down a mask mandate. In Michigan Republican leaders in the legislature fighting our governor at every step trying to take away measures and people trying to take away testing measures for High School Sports now. They are suing the governor. We know High School Sports have been a significant source of outbreaks in this last wave and they are trying to get rid of that. It just makes no sense. So i think we need to all be rowing in the same direction and we can do this. Its just a matter of will on both sides. Dr. Davidson, michigan confirmed its first case of the brazil variant just this week. I know that their bigger concern is the uk variant because its known to be 50 more transmitr transmissible and possibly causes more of the disease. Can you talk about how the variants are playing a factor . We dont get Realtime Data from our patients at the bedside but know from the had you been Health Testing those variants are consistent and i think we are number two as far as variants of any state. With this surge, you know, people are suggesting it has to be part of it. So its, of course, that race, getting enough people vaccinated before the variants dominate and really have this take off more than it has. Again, its getting both sides involved and convincing people to get vaccinated and, doctors offices will start to get vaccines in their offices so when they talk to their patients and convince them this makes sense that you need to get vaccinated, they can hopefully get that done in realtime and we can get more people protected. Attacks on asianamericans both physical and verbal have been occurring at an alarming rate since the pandemic began. Now, an asianamerican couple is revealing details of what happened to them on the Streets Of New York after a woman yells at them to go back to communist china. Watch and listen. Communist china . Youre ashamed youre ashamed no, youre the type of person the woman in the cab is Mora Moynahan and released this statement, quote. First, good on you both for having the clarity of mind to record this attack on video. Secondly, im just so sorry you had to face this kind of hatefulness. Maria, can you walk us through the video the way the woman talked to you and i think its important for people to know these kinds of things could happen to any of us, as long as they like you or me. And by the way, this woman was a complete stranger. Yeah. Yes, she was a complete stranger. I had never seen her in my life. I was just minding my own own business and watching to a photo shoot i had that day. I realized somebody was staring to me or toward me. I look if there was anything in the back and there was nothing. She kept staring. I was trying to be on my phone or not care about her and she started talking to me and said youre not from here, youre from china, go back to china. Im sorry. When i first saw this video, i was enraged and then speechless. Daniel, can you tell me what was going through your mind as you were confronting this woman. That was your voice in the video. How did she make you feel . Enraged is the word that kind of comes to mind there. Having been born here and both of us lived here most of our lives, like and being told to go to a country that we are not even from, and even if we were from that country, its still not right to say that, ever. I was behind all types of, you know, like anger, trying to make sure like she is protected and all of those things because this could happen to any one of us, like i said. And it was just like all of these alarm bells were going off. Personally for me, i just wanted to make sure she was held accountable for her actions here no matter who she is, this person. I want to point this out. Many times i have on tv that comments like go back to chilean, go back to where you came from, that is part of the asianamerican experience, right . But what is new, what we are seeing lately is just how blatant, how these things are happening in broad daylight and the audacity the way strangers are coming out of the woodwork. Is that correct . Thats correct. It seems to be a bit more aggr aggressive. Maria, tell me about moynahans statement. It sound like an apology at all really, especially saying it was wrongly suggested that she had some kind of racism against asianamericans. What are your thoughts on her comments . Whenever she talked about the past, doesnt matter. When she said was racism. Her past work [ inaudible ]. How are you guys doing now . You guys are a married couple. You live in new york. You walk down the treat. Youre hearing and seeing, you know, more and more attacks happen against asians. Are you more aware, more concerned . Yeah. Just a bit more hyperalert every time we step out the door. This literally happened when i was running a little late and trying to catch up to her and this happened within like two minutes that we were separated. We are always thinking together, kind of making sure we have our backs when we leave the door. A bit disappointing that we have to do that here in new york which is a diverse city and we have to worry about these types of attacks. So we are definitely on alert a lot more. Maria, i mean, so the reality is these attacks, verbal or violent, you know, they keep happening, as i was saying. A lot of them have been aimed at the elderly asian population. I think the most recent one that got a really visceral reaction from so many people. Here is the still image of it. The case of the 65yearold filipino woman who was savagely kicked and pumped and stomped in the head and this happened in your Community Last week as she was walking, i believe to church. The attacker allegedly yelling f you, you dont belong here, you asian. This is happening this happened just in your backyard. But, you know, you also had an incident happen to you. What is it like for the both of you . Maria, you can start by answering this these questions to watch these antiasian incidents continue. Its very concerning and i really worry about our Family Friends who are out there, because not only we experienced it, but they also experienced it as well. Im really worried about that. Daniel . Yeah, especially with that case of the 65yearold lady, first off, i hope she is doing better. And is staying safe and well.
