Surpasses 550,000 deaths. Now is one of those times when i have to share the truth and i have to hope and trust you will listen. Im going to pause here. Im going to lose the script and im going to reflect on the reoccurring feeling i have of impending view. We have so much to look forward to, so much promise and potential of where we are and so much reason for hope, but right now im scared. Here is the situation, cases are rising in nearly half of all states. And unlike in the past surges, this time theres a rise in cases and hospitalizations among younger people. In michigan, cases are spiking the most in the 10 to 19yearold age group. Hospitalizations there are up 600 for people in their 30s. Theyre up 800 for adults in their 40s, john. That is devastating trend. But we also have long awaited release of the World Health Organizations report on the origins of the coronavirus in china. Cnn has obtained a draft copy. Well bring you details of what it says. Also this morning, the prosecution in the Derek Chauvin murder trial will continue Questioning Witnesses after starting their case by playing the entire video of George Floyds death for the jurors. Key witness, williams is expected to take the stand again. Mr. Williams overheard mr. Floyd pleading for his life as mr. Chauvin put his neck for 8 46 seconds. Miguel . Reporter good morning. Look, cases are up and guards are down. Nowhere is it more clear than whats happening here in michigan. They are seeing a major, major spike in cases in many parts of the state and nothing brings it home like those hospitalizations that alisyn talked about at the top of the show. Look at this one chart that the organization put together in michigan. In march, just march, people aged 30 to 39, the hospitalizations are up 633 for them. 40 to 49, 800 for them. Then you see a break around 50 years old where people are getting vaccinated a higher degree and you see the number of hospitalizations drop off. What the president on down is saying is that do not drop your guard yet because this thing is not over. Im reiterating my call for every governor, mayor and local leader to maintain and reinstate the mask mandate. Please, this is not politics. Reinstate the mandate if you let it down. Mr. President , do you believe that some states should pause the Reopening Efforts . Yes. And here is the biggest concern, that these variants, the uk variant, the south african variant, theyre finding the uk variant b. 1. 1. 7 in big numbers here in michigan. It appears to some experts that it not only may be more transmissible but more deadly as well. I can say from a personal Point Of View Anecdotally just getting here from new york to michigan, ive been flying consistently and constantly the last year, airports, airplanes, restaurants, public areas, everything is packed, social distancing has disappeared in a lot of cases and masks seem to be an option. Back to you, guys. Thank you, miguel. All right, the World Health Organization will release its final report on the origins of the coronavirus pandemic in china in just hours. But cnn has obtained a draft copy of it. Cnns Nick Paton Walsh Live In London with details on what the report finds. Nick . Reporter its an extraordinarily detailed body of work, one of course that the Chinese Government supplied a lot of data upon which the w. H. O. Panel have done its work, but within there, theres a lot of instances, lot of examples of how possibly the virus spread earlier than December 2019 when we first knew it was around, say, what we have seen is a draft and we have to see what the final text shows. But here is what we saw in that draft copy. Reporter after a year of wrangling and delays, the w. H. O. Is set to finally publish their first report into one of the most important questions over this novel coronavirus, where did it start . A copy of the report obtained by cnn ahead of its official release reveals that first and most importantly they conclude they dont yet know for sure. The report says that among four possible sources for the virus, the most likely is that it began in bats and then moved through another animal to humans. How that happened remains unclear, but the report says more urgent testing and investigation is needed of world Animal Markets in wuhan and the province its in hubei and the farms in china that supply them. It says evidence suggests the well known Seafood Market is involved but its role is unclear. They had links to markets like this only a quarter were linked only to hunan meaning this particular market may not have been the only source of the outbreaks. That suggests the virus was spread more widely that first month than thought before. The report also discusses records of a rise of influenzalike illness in hubei and six neighbors areas in china in december, 2019. That was reported by cnn late last year siting leaked chinese documents. Its unclear if that the linked to the earlier spread. The report deals with the Lab Leak Theory, saying it was the least likely scenario. Some scientists and governments have questioned chinas involvement in the investigation, accusing it of not being transparent on the pandemic. A claim that beijing denies. And much of the data, the w. H. O. Had to work on was supplied by china. But the report is 123 pages long with annexes its a serious body of work and it recommends further digging into blood bank storing, historical samples from residents in hubei over years to more Tissue Samples were available and into world life farming. More questions emerged from the report, but it gives the world some insight to help to try to prevent a pandemic like this from happening in the future. Now there is a lot of detail in this report. And it also goes to say that in December Of 2019 there were over a dozen slight variations of the virus circulating in hubei, which suggests it had possibly been in circulation for a little longer than just that month. Interestingly over that Lab Leak Theory you heard so much often from trump era officials more recentfully the former cdc director redfield, they point out thats the least likely option and say that staff at the Wuhan Institute of virology were, in fact, tested. They tested negative as well. So even less evidence for that initial theory. A lot in this document that will require further investigation when we hear its official release in about three and a half hours time. Nick, thank you very much for laying all of that for us. Well speak about it throughout the program. Joining us is detroits former health commissioner. Also with us cnn political analyst josh rogen the author of the new book Chaos Under Heaven trump, xi and the battle for the 21st century. Well get to that bat until a second. I want to start with the cdcs director warning. Let me play for everybody how emotional and impassioned she feels about where the country is right now. Now is one of those times when i have to share the truth and i have to hope and trust you will listen. Im going to pause here. Im going to lose the script. And im going to reflect on the reoccurring feeling i have of impending view. We have so much to look forward to, so much promise and potential of where we are and so much reason for hope. But right now im scared. Dr. Elsayed explain this to us. So Many Americans being able to get vaccinated everyday, so much immunity being built up from all the people who already had it, had coronavirus, why today does she have such impending doom . First, you can hear in her voice and i hope people can hear what she is saying. She has the feeling of impending doom because shes looking at the evidence and is fearful of whats coming in the future as a doctor, as a public official, as a parent. Vaccines are great and they work until they hit peoples arms. The kinds of variants that are spreading right now, b. 1. 1. 7 and the coastal variants in california and new york. These variants we know are more resistant to the Natural Immunity we pick up after having had the disease than was the wild type, the usual variant of coronavirus that we had been dealing with in the past. You take those two things together and look at the fact that in more than half states numbers are ticking up and Public Officials keep Making Decisions to continue to rescind the kinds of protective policies that kept them from spreading in the first place and realize we have a perfect storm. I think thats what shes responding to and we have to take it seriously. Josh, before we get to the w. H. O. Report, i want to get your response to what exPresident Trump said in response to the cnn Documentary Covid Wars where he issued a Statement Teeing off the kind of statement that would have previously been a twitter tantrum. Two Self Promoters trying to reinvent history to cover their bad instincts and faulty recommendations. Josh, dr. Birx said in the documentary that she felt the first 100,000 deaths might have been unavoidable but basically 450,000 americans have died because of bad policies from President Trump. Is President Trump in effect taking ownership in a backhanded way for his administrations failure and those deaths by attacking the doctors and proudly saying he ignored their advice . You know, i think theres plenty of blame to go around and a lot of things everybody wished they had done different, including dr. Birx. Former President Trumps level of concern for the real issue at hand, which is actually the pain and suffering of millions of americans, is next to none. And thats consistent throughout his presidency and remains. And the fact that hes focussing on his personal squabbles and not the actual suffering of americans, which he exacerbated through his ignorance, negligence and lies is appalling and depressing and only mitigated by the small comfort that hes no longer president anymore. I mean, he is very upset about the cnn documentary. He obviously watched it closely or his advisers told him about it. He was really that statement was sort of going through point by point, josh. Didnt learn anything. Yeah. No. Hes free to put out whatever statements and whatever social media platforms havent banned him. Luckily hes not making the policy anymore. So, you know, yeah. His statement is depressing and appa appalling, but at least it wont kill any more americans just because hes not president. And i think thats the small comfort that i find in it. Okay. So dr. Elsayed, back to where we are. Why are younger people now being hospitalized . Whats happening . The idea that were seeing spikes even among 10 to 19yearolds. I think that obviously for the last year the cold comfort or small comfort i guess i should say we all took as parents, well, this is horrible. Its a horrible catastrophe whats happening in the country but at least our Grade School Kids and high schools arent getting sick. So now 10 to 19yearolds are seeing a spike and those numbers we just pulled up in terms of younger adults, 20 to 29yearolds, 30 to 39yearolds in michigan up 633 , 40yearolds up 800 . Why . Whats happening here . Couple things. It is tragic to hear about. You never want to hear about anything being hospitalized or dying but certainly not younger people in the prime of their lives. Whats happening here is a mixture of things. Number one, theyre the least likely to have been vaccinated that we ruled out focussing on older people first and the way that the Vaccine Limited vaccine supply was staged was that you had younger and younger people getting access to it. Second, as we open up and restrictions have been rolled back in michigan for some time, it is younger and younger people engaging in the kinds of social activities they havent been able to over the past year. And then third, i think its the fact that when you think about what the overall message thats being sent by a lot of the narrative that had said that the vaccines are on their way and were done with this. The folks who hear that loudest tend to be the youngest folks who really have gone without the kind of social interactions they have missed for some time. I think you take those things together and you have this perfect brew its affecting younger people most. Lets dig into this w. H. O. Report. We have been waiting for a year. Cnn obtained a draft copy. The final will be released later today. It spends fwies as many words talking about the possibility of transmission through frozen food as it does the possibility that it was released through a mistake in the lab. What is your take on this report . And are you concerned that it sidesteps the really tough questions that needs to be addressed . Yeah. As i wrote today in the washington post, the investigation in the report are both fatally flawed for a large number of glaring and obvious reasons. Including that the Chinese Government had veto control over the team members, they helped edit the report, according to tony blinken they helped write the report, they controlled the investigation, the members of the team that werent the chinese officials and scientists, some had conflicts of interest. They ruled out the lab theory before the investigation and then they didnt investigate it and said it doesnt need more investigation. So i would love to say its worthless but i think thats actually too kind. Its actually very harmful because it gives us some sort of credibility that we learned something when actually all did was muddy the water more and increase the cause for a real investigation thats really going to look at the real options including the Lab Accident Theory and if these guys want to go on and search frozen food packages and find every indonesia, i wish them all the best but thats not going to be the investigation that tells us what happened because theyre not serious and we need to find a Different Team of people who are serious to do the real investigation. Dr. Elsayed, i remember dr. Sanjay gupta a year ago this was not a foodborne virus. What do you take away from this w. H. O. Report . Yeah. I want to contrast two of the proposed potential stories of emergence that they include in the report. To make a broader argument here. You know, you look at this frozen food argument and we know just based on the evidence of transmission, that this virus is transmitted largely via air sols, in the air. Thats why were all wearing masks. The probability of getting from food let alone frozen food that has been shipped from a long way away seems wholly implausible just when you step back and ask is this meet our face validity. Then the second is the point that josh has done, excellent reporting on, which is the role that the Wuhan Institute of virology may have played. No one is arguing this was a purposeful release but you have an institute thats been studying the most similar, largest homology sharing virus to the coronavirus right there in the community. And we know that these kind of Lab Accidents happen all the time. And the argument that the report pushes forward, which is that the frozen food theory is more plausible and more likely than the institute of virology theory, as you read the report, it looks like folks are making great effort to overinterpret any evidence around frozen food and great effort to underinterpret any evidence around the Wuhan Institute of virology. So as a Scientist Reading this objectively it really is quite frustrating because it doesnt make sense from all that we learned about covid19 over the past year. Yeah. These questions are not going away. Dr. Elsayed, josh rogen, thank you both very much for all of the information. Thank you. Three witnesses and more of the video of George Floyds killing. Psst psst all good just a few hours the Derek Chauvin murder trial resumes after a dramatic first day. Prosecutors say the former Minneapolis Police officer betrayed his badge by using Excessive Force on george floyd. The video of chauvins knee on floyds neck was played in its entirety. Cnns omar jimenez live at the courthouse in minneapolis with more. Omar . Reporter well, john f youre trying to avoid this trial, youre going to be out of luck. Its the culmination of everything that has been building since George Floyds death a little over 10 months ago now. And because of Opening Statements, we got a clear picture for what each side is going to argue either in favor of or against Derek Chauvin. Most important numbers you will hear in this trial are 929. What happened in the 9 29. Reporter 9 29, thats the corrected length of time prosecutors say Derek Chauvin knelt on George Floyds neck. I cant breathe. Reporter during day one of Opening Statements, prosecutor Jerry Blackwell played a bystanders video in full for the jury. Mr. Derek chauvin, betrayed this badge. When he used excessive and Unreasonable Force upon the body of mr. George floyd. Reporter chauvin faces three counts, second and third degree murder and Second Degree manslaughter, the defense argues that floyd dies of Previous Health conditions and his methamphetamine and fentanyl use. Autopsy said drug use was significant buzz listed Heart Failure during restraint. Derek chauvin did exactly what he had been trained to do over the course of his 19year career, the use of force is not attractive. But it is a necessary component of policing. Check his pulse. Reporter chauvins attorney also argues the crowd that formed at the scene distracted the officers. Theyre screaming at him. Causing the officers to divert their attention from the care of mr. Floyd to the threat that was growing in front of them. Reporter the jury heard testimony from three witnesses, including the 911 dispatcher who called the Police Sergeant while watching Surveillance Video of the scene. At one point she said, even thinking the realtime video froze given how long the officers were on top of floyd. My instincts were telling me that something is wrong. Reporter the jury heard from Donald Williams, a mixed martial arts instructor who was at the scene. He is trained in the use of choke holds and said he every time it showed his movement, hes pushing that pressure down on his neck. Black lived they matter, hey. Reporter the nation has been waiting ten months for this trial, demonstrators flooding the area around minneapolis. Floyds brother said this trial is a test for the justice system. America is on trial right now. Minneapolis, minnesota, they have to get this right. Were tired of people being killed and slaughtered. You cant get justice for this as a black man in america, what can you get justice for . Reporter and testimony is going to pick up today with Donald Williams who told cnn back in may just days after witnessing what happened that he believed those officers wanted to kill that man. Speaking of floyd and of chauvin at the time said he knew what he was doing. Court will resume later this morning. Well hear more from williams but also others on this official day 14 of the trial even though this week its felt like a new beginning. John . Thank you, omar. Hell keep on top of this for us from minneapolis. Joining us now cnn legal analyst joey jackson and reba. One of the Big Questions confronting this trial is whether Derek Chauvin will take the stand. If you were representing him, would you have him take the stand to try to explain that 9 29 . Good morning to you, john. I think its far too premature to make that assessment. That, of course, is the open question, right . Whether he will explain what his actions are. The reason why i say its premature because the defense has to lay some foundation. What is that . Youll hear a lot of Expert Testimony moving forward not today but on the cause of death. In the Opening Statement the defense was blaming everything other than the kneeling on the knee on the neck as to that cause of death. Speaking about youll hear about no bruising. Theres not a bit of evidence with respect to suffocation or restriction of breathing. You heard all that. So what you want to assess first as a Defense Attorney what if any headway those medical experts can make. Then you pivot to the use of force questions and youll have experts with respect to the propriety and portionalty of the force. What do the experts say concerning the protocols, concerning the training, concerning the reasonableness. Then provided that on those two issues, right cause of death, youre not making headway, the expert issue, not making headway, and youre down and out, then as a last resort, last thing, when ever you put a witness on the stand who is the defendant, it changes the equation dramatically. The only issue that becomes do you believe him . What about the credibility . And theres far too much to savage him on from a defense perspective, youre worried because hes exposed. If you damage his credibility, the case is over. So what well reevaluate that moving forward. As of now, hes not testifying. Areva, it was gutting to watch that 9 29 again. I thought i had seen it over the summer. Then when it was on again, when i was home yesterday rewatching it i had to turn away, its so upsetting to watch someone die before our eyes. What i was struck by i mean, its interesting to me that one of the things the defense is trying to say is that the crowd was distracting. The crowd, i was so struck by their rational, reasonable tone with the officer. Hey, bro. He cant breathe. Hey, bro, youre killing him. Youre going to stay like that . Youre going to stay right there . They were so rational trying to speak sense to my ears to Derek Chauvin. What do you make about that argument . Alisyn, i think youre absolutely correct. That argument is entirely bogus. I think we are going to do what the prosecutor asks us to do which is to believe our eyes. We saw with our own eyes a very reasonable and manageable crowd. We cant forget, there were five armed officers. Lets be clear, male officers at the scene of the incident. And we dont have any evidence that any of those individuals in the crowd, that small crowd that we witnessed, no one was armed. No one was yell mchg no one was screaming. They were very controlled as they tried to reason with those officers to give some care to mr. Floyd. So i dont think that argument about being distracted is going to resonate with the jurors. But what will resonate with those jurors is the incredible story that was told in the opening argument by the prosecutors and the playing of that 9 29 video. I dont think many of us and we know some of the jurors had ever seen the totality of that video. And watching it in its totality was indeed just shocking. And then to have that video played during opening and have one of the Witness Videos played again. We should expect in the upcoming days to see more and more of those Witness Videos. So, the videos are going to be center stage because they are so searing and powerful. Joey, look, the job of the Defense Attorney is to create doubt. If this is not a unanimous verdict either way you have a hung jury. You said the Defense Attorney in the opening argument was trying to blame everything but the knee on the neck. I want to play a clip for you of him laying out that alternative reality so to speak. The evidence will show that mr. Floyd died of a Cardiac Arrhythmia that occurred as a result of hypertension, core nar disease, the ingestion of methamphetamine and fentanyl and the adrenaline flowing through his body. All of which acted to further compromise an already compromised part. Joey, as a Defense Attorney, how do you not confront the obvious fact that whatever else was going on inside George Floyds system, the knee on the neck was the precipitating event. How do you ignore that obvious reality . So, john, you cant. Thats the elephant in the room. So you have to embrace that fact. But you have to explain the fact. And so to be clear, the defense has nowhere else to go. You take what you find. These are the facts. You dont invent facts. You try to make the bad facts more favorable or try to explain away those facts. Thats what theyre attempting to do. Another indication that the defense gave was saying very clearly theres no evidence of restrictive breathing. Well, really . What about the fact that he was saying he could not breathe . What about the fact that theres the kneeling on the neck . What about the obvious indication from the bystanders saying, hey, let up . And so what theyre going to do is to pivot to the medical testimony and try to get any expert they could find to say it was a preexisting condition, it was the methamphetamine, it was whatever else he had in his system and he was sick. Et cetera. Finally i think the prosecutor retorted on that saying, hey, he lived with those conditions before and he was just fine. So to arevas very good point, believe your eyes. Thats what the prosecutor said. I think that resonated. And they also said he never let up, he never got up, that is chauvin. Its a very difficult bridge to overcome if youre on the defenses part. Thank you very much. We appreciate your time. Thank you, guys. Thank you. President biden will outline the first part of his 3 trillion infrastructure and jobs plan tomorrow. Cnns Jeremy Diamond is live at the white house with a preview. What do we know, jeremy . Reporter good morning, alisyn. Nearly two years after President Biden launched his president ial campaign in pittsburgh, pennsylvania the president returning to that very same city tomorrow to launch the first part of this 3 to 4 trillion Infrastructure Plan, something that was, of course, central to that very same president ial campaign. The president laying out this first part, which is expected to focus more on physical infrastructure, rebuilding roads, bridges, airports and also youre going to see some investments in clean energy as well as areas like broadband across the country. The second part of that infrastructure and jobs package will come next month from the president. That is going to be focussed on social welfare, on the care economy, expanding things like family leave, child care and access to healthcare. But the big question here, of course, will be how will the president pay for this . Right now what were expecting is that the president is going to lay out a series of Tax Increases on corporations and businesses, increasing that Corporate Tax rate from 21 to 28 and a series of other changes as well many that will, of course, be the big Sticking Point with republicans who are on board with the big, bold, infrastructure but the difference is how to pay for this. Democrats laid the ground work for this Budget Reconciliation Process to pass this simply along party lines. Of course the white house is saying right now they want to work with republicans. They want to work with congress to get this passed. And senior official telling me this morning they want to get this passed by this summer. Al liisyn alisyn. The Derek Chauvin murder trial began with the jury seeing 9 29 of the Deadly Police encounter that killed george floyd, but there were other key moments as well. And cnn legal analyst elle hone ig is here with us. Hes a former state and federal prosecutor. So tell us what the main themes of the prosecutions case were yesterday. Yeah, alisyn, i was taught as a prosecutor you have two jobs to give your Opening Statement to be clear and credible. I think the prosecutor met both of those goals. He was not dramatic. He was not dynamic but he doesnt need to be. When youre prosecuting a case like this, you dont want the prosecutor to be the star of the case, you want the evidence to be the star of the case. The most powerful piece of evidence is that video of Derek Chauvin kneeling on George Floyds neck which we learned yesterday is actually 9 29, somehow longer than the 8 46 that was in the original complaint. The prosecutor argued this video proves that what Derek Chauvin did was a crime. Lets take a listen. Were going to show you that it was not accidental in terms of what was happening there at the scene. That what mr. Chauvin was doing, he was doing deliberately. And the prosecutor argued that Derek Chauvins conduct was a direct cause of George Floyds death. Remember, if chauvins conduct was even one of several causes of death, then the jury can convict chauvin. So the defense went next. Take us through their Opening Statement and main themes. Yeah, john. They started with a reasonable doubt defense. This is very common in criminal trials. The Defense Lawyer reminded the jury that the prosecution bears the burden of proving. The defenses key argument is going to be that chauvin somehow did not cause George Floyds death and, in fact, it was caused by a combination of his preexisting conditions and drug use. Lets listen to Defense Lawyer eric nelson as he laid it out. While they were in the car, mr. Floyd consumed what were thought to be two percocet pills. The results of mr. Floyds toxicology screen revealed the presence of fentanyl and methamphetamine among other things. Now, obviously that conflicts with the prosecutors evidence. We will see later in this trial a Battle Of The experts. A Battle Of The scientific evidence. The defense also has a Common Sense Problem here. How could Derek Chauvins kneeling on George Floyds neck have had nothing to do with this. The defense argues that Derek Chauvin did not use Excessive Force when he held back george floyd and kneeled on his neck. Theres a Common Sense Problem with that. Lets talk about the witnesses. So there were three yesterday. What did we learn . Yeah, busy day. We got through almost three entire witnesses.
