protecting voting rights as states look to retract them. a heated president biden said that makes him sick. and expanded background checks after yet another mass shooting in america, killing ten innocent people in boulder, colorado. whether republicans get on board with the issue, president biden said that's up to them. >> all i know, i've been hired to solve problems, to solve problems, not create division. >> reporter: cnn's jeff zeleny now reports from the white ho house. >> no other country in the world has even come close, not even close to what we were doing. i believe we can do it. >> reporter: as questions in the east room of the white house turns from covid to crisis on the border. the president decried the crowded conditions in detention centers at the border as unacceptable and insisted his administration was working on controlling the number of migrants coming to the u.s. he said he would treat them humaneely, which his predecessor did not. >> we're not going to let them starve to death and stand on the other side. no previous administration did that either except trump. i'm not going to do t i'm not going to do it. >> reporter: biden vowed to restore the american economy through his build back better plan, pledging to go big on infrastructure and sweeping legislation. blasting the filibuster as a relic of the jim crow era, opened the door in changing senate rules to achieve his agenda. >> it's being abused in a gigantic way. and, for example, it used to be, you had to stand there and talk and talk and talk and talk until you collapsed. and guess what? people got tired of talking and tired of collapsing. >> reporter: he took aim at republican efforts to severely restrict access to voting, happening in states across the country and on capitol hill. >> what i'm worried about is how unamerican this whole initiative is. it's sick. it's sick. >> for the first time, biden said it's his intention to seek a second term in 2024. >> my plan is to run for re-election. >> when pressed by cnn's kaitlan collins, the president, now 78, also said he respected fate. >> i haven't been able to plan 3 1/2, for years ahead for certain. >> reporter: on whether to wind down the 20-year war in afghanistan or keep some troops in place in hopes of avoiding a taliban takeover. >> we will leave. the question is when we leave. >> reporter: sir, do you believe, though, it's possible we could have troops there next year? >> i can't picture that being the case. >> reporter: as for the rest of the biden agenda, as he works with the senate, jake, words on the filibuster were very interesting. that means you need 60 votes to pass any major piece of legislation which democrats, of course, do not have. the president clearly keeping an eye on that. he said if there's more chaos going forward, he will ratchet his pressure even more to urge democrats to change those senate rules. jake? >> jeff zeleny live at the white house for us. let's discuss with former congresswoman mia love and van jones. you heard president biden say there he will not let unaccompanied children, migrants stay on the other side of the border and starve. obviously, as humans, we applaud the empathy, but others are accusing him of essentially encouraging more of this migration, more of this journey because of his humanity and border facilities, right now, are overwhelmed. >> i think he pointed out precovid, this kind of surge was an annual occurrence and is an annual occurrence no matter who is in the white house because of conditions back on home countries. it's a tough situation he's in. i think he should let the cameras in. i think it would actually bring out the best in the american people to push us toward resolving this in a comprehensive way. so making a mistake by not having the cameras in there. we are an nation of immigrants and laws and biden stuck up for our humanity as well as our laws to today. >> he place aid lot of blame on the trump administration. attack a listen. >> does anybody suggest there was a 31% increase under trump because he was a nice guy? and he was doing good things at the border? that's not the reason they're coming. he dismantled all the elements that exist to deal with what has been a problem and continues to be a problem for a long time. what we're doing now is attempt to rebuild the system that can accommodate what is happening today, and i would like to think it's because i'm a nice guy but it's not. it's because of what's happened every year. >> it is a complicated issue. it has to do with violence, poverty and natural disasters in central america but it also has to do of his less draconian immigration policy. >> yeah. and, you know, there's going to be a point where he's not going to be able to blame the -- his -- president trump on sochl these issues. he's going to have to take the lead on some of these things. i do agree with van jones there that he should let people in on the borders. i think it would actually help him, so he could have a before and after. he could say look, this is what's happening on the borders now and this is what our administration is doing to change it. it's a very complicated issue. he can't get away from the fact that the young man they talked ab about, the 9-year-old little child that walked over from honduras, when they finally got ahold of his mother, she said it was because -- she sent him there because she knew that president biden wasn't going to turn him back. so there's a line between compassion and also making sure you're not incentivize ing more and more people at the border. >> yeah. no, it's a tough balance. obviously when the trump administration would send the kids back or not let them cross, that didn't eliminate the problem of undocumented migrants. it just made them mexico's problem. in many states working to pass laws to further restrict voting. a lot of this to face the big lie that there was this election fraud that there was not. take a listen to his answer. >> what i'm worried about is how unamerican this whole initiative is. it's sick. it's sick. deciding in some states that you cannot bring water to people standing in line, waiting to vote, deciding that you're going to end voting at 5:00 when working people are just getting off work. i'm convinced that we'll be able to stop this, because it is the most pernicious thing. this makes jim crow look like jim eagle. >> the president, van, seemed to be pretty worked up about this. but the house bill that would push back some of these republican measures, the house bill cannot get through the senate. it does not have the votes. certainly doesn't have 60 votes. >> right. you saw biden at his best, in sticking up to vote. he's actually driving a wedge between republican politicians and republican voters. even republican voters don't approve of a lot of this stuff that don't have anything to do with voter fraud. it's just making it harder for working people and people in general harder to vote. right now you have both sides that won't accept the next round of elections. if the democrats lose, they'll say voter suppression, if republicans lose they'll say voter fraud. what can you do to give some affirmation to the people who want a little more voter identification without all this other stuff and then do something about the voter suppression? there is some deal that can be struck here. but right now both sides are in their corners and it doesn't look good. >> i know an entirely vote by mail state, her name is congresswoman mia love. >> right. it's really interesting, because this is not impossible. we worked with president obama on trade issues. we were able to work together, get people together and stay on the same side. i remember a baseball game where republicans were cheering for president obama and democrats were actually booing him on some of these trade issues. we did it again with criminal justice reform. i want to say, we can't lose hope here. there are some issues like voter suppression, issues that we can actu actually deal with. giving people the most opportunity, the best chances of going out and being able to vote and voice their concerns. that can actually happen. we can do that. and both sides would benefit from that. >> you two would chair the panel and i would take all your recommendations. thank you so much. van jones, mia love, appreciate it. good to see both of you. president biden made news about the timeline for u.s. troops in afghanistan. and he had a warning for north decreea. we'll talk about biden's approach to foreign policy with a congressman who served in the military. plus how these issues and more are already defining biden's presidency. scuff defense. honey! scuff defense. >> i can't picture that being the case. >> adam kinzinger of illinois, who served in iraq you criticized president trump, what's your take? he assumed to suggest u.s. troops will be gone by next year. >> hey, jake i think it's a difficult decision. >> i think it would behoov the president to say we're going to leave once they follow through to agreement. 50020 troops there, training, stiffening the spine of the afghan people who want us there. i think he certainly implied that he would be out this year. i have a hard time actually seeing that occurring. >> obviously he has to weigh this with the prospects of t taliban takeover in afghanistan. we can't be there forever unless you think that it should be like our bases in germany, japan or korea. >> i agree, we can't be there forever. and i think a real disservice was done by these people that call afghanistan a forever war. the reality even said, we have peacekeepers still in kosovo. while we would like a better situation there, the reality is that it stiffens the spine of the afghan services to do the bulk of the fighting. the second we leave, if that government collapses, which would be fairly like like when we left not only would you have a taliban takeover but a safe haven for terrorist groups to organize and plan, which is what they zbratly want, not to mention all the rare earth minerals that the chinese would love to exploit. this is exactly the 21st century fight where we're enabling and emboldening the local forces to fight on our behalf. >> president biden was also asked about north korea, the fact that they launched two ballistic missiles yesterday, its second weapons test in less than a week. take a listen. >> there will be responses if they choose to escalate. we will respond accordingly. but i'm also prepared for some form of diplomacy. but it has to be conditioned upon the end result of denuclearization. >> this seems much more in alignment with your kind of view of north korea than what trump attempted. >> yeah. i think this is spot on. i mean, the reality is, it's going to be a diplomatic solution. nobody wants a war on the korean peninsula. not north korea. of course, not us. it's going to take chinese pressure, russian pressure, allied pressure, american pressure, but the president is right in this cautious approach making it clear, look, we will respond if you provoke us, but we don't seek war and you shouldn't either. it's very different than going to the dmz, jumping over and g gallop with kim jong-un. i think it made kim jong-un, frankly, a player on the world stage that he doesn't deserve. >> it also made him, i think, eager for attention, which might be the reason we have seen these missile tests. the president, obviously, is facing multiple crises, not just afghanistan, north korea, but at the border, gun violence. so far his agenda has gotten little support from the republicans. do you think there's room where you could work with president biden and the democrats on any of these ieshs? >> yes. >> if not, why not abolish it, if it's a relic of the jim crow era? >> successful electoral politics is the art of the possible. let's figure out how we can get this done and move in the direction of significantly changing the abuse of even the filibuster rule first. >> it sounds like you're moving closer to eliminating the filibuster. is that correct? >> i answered your question. >> president biden has the slimmest of majorities in the house and senate from immigration to voting rights, to guns, abolishing the filibuster, the 60-vote requirement to proceed to a vote in the senate. that may be the thing needed to help him get his agenda passed. that's exactly what he alluded to at his first solo news conference today. let's discuss with our experts. it certainly sounds like biden is leaving the door open to getting rid of the filibuster based on that exchange with our own kaitlan collins. what did you make of it? >> what i make of it is that he's trying to be as direct as possible without flat-out saying, hey, i don't have the votes. you know, he spoke to the abuse of the filibuster and his frustrations with it. he talked about reforming it to add a standing filibuster so people could stand -- would have to stand on the floor to hold the floor in a filibuster. it's a way of reducing the abuse of the filibuster. but he also said, hey, i know how to count votes in the senate and we don't have the votes. and he does not have the votes. it's likely to be the reality throughout these next -- certainly these next two years. you've got a couple of democrats who are not for it. so, that does create challenges for him on questions like guns and on voting rights and some of the things that are very, very important to the country, i would argue, but also to the progressive base. but the reality is the reality. what biden kept coming back to is i'm here to get things done. he wanted the principle focus to be on the virus, the economic issues. that's where he will be judged and basically emerged from this press conference with the story being the progress, you know, the real news was progress that was being made on the virus. i would think they were pretty happy with both the way he handled that question. >> maggie, the president has his choice. he can get things done that are small or support democratic legislation that's very ambitious but won't even get joe manchin's vote much less a senate republican. >> i think that's right. though, jake, i think it's worth noting they think, and with reason, that what they've accomplished so far is not small. with the stimulus although it's not a long-term durable program, it was a big deal bill and they were happy to have gotten that done. in terms of going forward, yes, i think they're not looking for incremental progress. i think they are looking to try to do something big. i think that david is right, that at the end of the day, biden can do the math. i think he has a sense of not only what votes are not there but what is it worth it to him to antagonize people further right now in this moment over something that is just not going to happen? >> biden presents himself as the bipartisan guy that can solve problems, reach across the aisle. senate minority leader mitch mcconnell has said he hasn't spoken to biden since inauguration. is biden really working towards the goal of what he set himself up to be if he hasn't even talked to mitch mcconnell? >> well, it's interesting. he has -- as he pointed out, he has had republicans down to the white house on many occasions here to talk about different elements of different issues, and he's looking for at least some areas where he can work with them. i don't know -- i thought it was interesting, his answer on mcconnell, because, you know, mcconnell said he's -- he was quoted to the president that mcconnell said, you know, he's captive of the far left or whatever mcconnell said and he said that's what i would expect mitch to say. >> we have that clip here. let's run that clip. this is what he said when he told mcconnell he had moved far to the left. >> i know mitch well. mitch knows me well. i would expect mitch to say exactly what he said. unless mitch says the last thing i did is last piece of legislation is so far left then you ought to take a look at his party. over 50% of them must be over that edge as well, because they support what i did. >> biden really making a difference there, david, between republican voters, according to polls. >> yes. >> and republican lawmakers. >> and he explicitly said i may not have a united republicans in the congress, but i've certainly united the country, meaning that -- and he said polling shows they support my initiatives. and i would say on this issue of the filibuster on some of these thorny issues we mentioned earlier, he needs 60 votes or doing away with the filibuster. he still has his budget reconciliation tool. he will roll out a $3 trillion package next week that includes a significant infrastructure investment. he could do that once again through the reconciliation process. now, you know, he would have to get manchin on board for that as well. that is the one tool that is left to him. and i think at the end of the day, biden believes he will be judged on the basis of the economic progress that he delivers to the country. >> and, maggie, one of the things that struck me about that moment is biden is told about somebody basically insulting him and, unlike the previous president, he doesn't take the bait. he has the old godfather -- it's business. it's not personal attitude. >> that's exactly right. look, there were a lot -- i would put it slightly differently. i agree that i think there were any number of contrasts with how the previous president handled press conferences from the stylistic to the substantive. but i would say that one thing t that, as you both noted that this white house and president has done, they've tried to draw a distinction between washington insider's game and what people across the country are talking about. if there were something that i think did not work at this press conference, it's that there was not a single coronavirus question. there were not more questions about gun control. these are issues that people are talking about across the country. and i think that the white house, for their own long game wisely, has had a view on is what is taking place out of the d.c. bubble, and that is what biden is doing. he is not trying to get -- in addition to the fact that it's just not his nature to turn this into a tliep personal thing, he is keeping his eye on what he wants to accomplish and getting into a tit-for-tat is not helpful for him. >> thank you both for being here. >> see you, jake. following breaking news in the south. tornado touching down near birmingham, alabama. new images coming in. the severe risk in the hours ahead. that's next. stay with us. - [narrator] grubhub perks give you deals on all the food that makes you boogie. i need you to answer out loud. >> yes. >> reporter: that's the only time 21-year-old ahmad al alissa spoke, charged with ten first-degree murder counts. and one count of attempted murder. >> we cannot do anything until we're able to fully assess mr. al alissa's mental illness. >> reporter: the alleged gunman sitting there. >> a lengthy process for us to secure justice for the victims, loved ones and this community. >> reporter: the judge ruled alissa will remain in jail without bond as his defense team prepares for the case. he has yet to enter a plea. >> we heard from the suspect's family that he may have had mental health challenges. from our standpoint right now, we're focused on the victims and the families. >> reporter: those victims honored last night at this solemn vigil. among those grieving, christina mays, here to remember her fallen co-worker, rikki olds. >> she always had a smile on her face. she was always so energetic. she was just a loving person that you could even ask for. >> reporter: another friend of rikki's, logan smith, watched as the gunman shot and killed the 25-year-old. >> i wanted to run over to her, but i knew that there was a shooter inside and i couldn't. >> reporter: the gunman stood a few feet from where he hid. >> one of the scariest things was the silence until police arrived and yelled at him to get down. >> reporter: we're also learning today that handcuffs used to restrain the gunman after he was rel released from the hospital. >> it's distinct honor to use officer talley's handcuffs to formally process him into the jail. lining the streestreets today t this hero a farewell. >> added charge of attempted murder, that came from one of the one first to respond and, unfortunately, discovered the body of officer talley. ware expecting the ch he faces life without parole. jake? >> yeah. i think that, you know, the faster, the better. i mean, this is a race. i think that's a pretty good metaphor for this. he should sur pass that even if things stay as they are right now. he should surpass that 200 million. there's all these things coming online in terms of how they're trying to reach people. hopefully, they will surpass it. they want to underpromise and overdeliver. they admitted so much. >> assuming most of those are two shots, that's about 100 million americans and that's not even a third, though, of the american people. so, i mean, i don't want to discount what's going on, but we're told we need to get like 65, 80% in order to achieve herd immunity, right? >> that's right. some of that immunity may come also in the form of people who have been previously infected and that's a little bit of a hard number to assess, because we're still not doing enough testing. but some have suggested it's around 20% of the country. add that in there as well. it will still take a while, to your point, mid, late summer. >> more than half the states are opening vaccine availability to every adult by the end of april. on the flip side of this, some officials are expressing a concern about depleting the supply too quickly. >> i've read that as well. there are some places where supply will outstrip demand sooner than other places. it varies a bit community by community. when we look at this and look at the specific supply available at that point, there should be enough, frankly, at the end of may for 300 million americans to get vaccinated, which is more than the number of adults. i think the supply, hopefully, won't be an issue at that point. i think the issue will be something that michael olsterholm just raised, which is will there still be priority vulnerable people who get left behind as a result of that? the most vulnerable, the elderly, people with pre-existing conditions have gotten it. >> you mentioned what i talked about with dr. reiner, the need to aggressively get out there and reach people who don't have access to internet or are expressing vaccine hesitation. people on native american reservations, people in inner cities, rural areas. biden announced they're going to spend almost $10 billion to expand access to the vaccines in the hardest-hit areas and increase vaccine confidence. is there any evidence that the efforts the biden administration has already made into this, is there any evidence anything is working? >> yeah, i think so. if you look specifically at the federal distribution centers for vaccines, 60% of those have gone to black and brown americans. retail pharmacy, 45% of outreach is now going into zip codes that have been considered hard to access in the past. they want to do a partnership with dialysis clinics, 550,000 p people who are receiving dialysis. that's a good way to reach vulnerable populations. goals?
