Let me start with you on this immigration issue. So much to unpack. What stood out to me in his response, he kept saying migrants come here every year and nothing has changed and has been placing a lot of blame with the Previous Administration. What do you make of his response and what are the facts . He also made clear, brooke, he does not think the reason there are record numbers coming to the border is because of his policies or his demeanor, and he pointed to the surges that happened in 2019 and there were surges under barack obama when joe biden was Vice President and he was pushing back on that and talking about the policies they had and the overcrowding at the border and he was pressed on that as well and how the children are making journeys to the border, and one touching moment was my colleague said she was down there at the border speaking to children 9 and 10 years old, and their children sent them to the border because they believed bidens policies would be more humane, and he was taking it in and listening to the stories and he pushed back on the idea that his policies are the reason you are seeing the surges. Of course the reality is the the surges are happening and the result of that is these crowdings and these Border Patrol facilities and the hhs facilities, thats where the kids go after they have been processed by Border Patrol, but one thing that was not clear was the transparency question. This week the administration let kids in the health and Human Services facilities but not the Border Patrol ones, and those are the ones that are overcrowded and President Biden said he was committed to transparency and letting people see that but did not say specifically when he should expect that to happen. Right. We need to be let in. Toluse, to you, this is a complication on the left and right, and how much of a battle is the white house on this very issue . This was not what joe biden wanted to be talking about during this Press Conference, and its not what he wanted to be spending his first 100 days focussing on, and he wanted to talk about the rescue plan, and its what being president is about. Sometimes you have issues that you dont choose that present themselves at your desk and you have to figure it out, and joe biden said he will have a plan in place and hes putting his Vice President , Kamala Harris in charge of this, and over a matter of the next few weeks, he have more control and will have cameras and reporters come in, but this is a complex issue when hes trying to solve the root causes of the migration, going to places like honduras and throughout Central America and trying to fix some of the very entrenched problems there from crime to a lack of opportunities, and thats a longterm solution that may take several years to get fixed. In the meantime he has to figure out what hes going to do with the migration issue, with the fact that some of these facilities are overwhelmed, and its a very difficult issue, and its going to be an Uphill Battle for the white house for quite a while until they are able to figure out how to fix the circumstances on the ground at the border and then with the longterm issues over the coming weeks and months. Lets get to the next hot button issue, the filibuster. Caitlyn and sabrina, i will get you in this, and caitlyn, it seems to me you stumped the president. Lets watch the exchange. Regarding the filibuster, at john louiss funeral President Trump said he thought the filibuster was of the jim crow era, do you agree . Yes. If you agree that its a relic of the jim crow era, why dont you abolish it . Lets figure out how we can get this done and move in the direction of significantly changing the abuse of even the Filibuster Rule first. Its been abused from the time it came into being by an extreme way in the last 20 years. Lets deal with the abuse first. It sounds like you are moving closer to eliminating the filibuster. Is that correct . I answered your question. Do you feel like he answered your question . I think without explicitly stating it it seemed clear that is where he was headed and he talked about the filibuster so much, not saying that he favors getting rid of the 60vote threshold, and he talked about the talking filibuster like when he was in the senate, and he often spoke about that, but what is really clear is he has other things on his agenda that he wants to get accomplished, and immigration has been another thing. Those are things he wont be able to get past in the same way he got his Coronavirus Relief bill passed, and hes trying to get republicans onboard which, of course, has not happened. This is very and critically important to what his agenda will look like beyond the covid relief bill and the infrastructure bill, which, of course, he made clear is his next priority. We know he said sabrina, this is for you. He said the filibuster since his time in the senate has gotten more extreme in the last 20 years, and for all the nonwashingtons watching, explain the history of the filibuster, and most major legislation must meet a 60vote threshold in order to advance in the senate. You saw democrats pass a Coronavirus Relief package through a process known as reconciliation, and they could do it with a simple majority vote, and for President Bidens agenda on Everything Else from immigration to Voting Rights and gun control, he would need under the current rules to have 60 votes, therefore in a 50 50 senate he would need support from republicans, and thats why because republicans have signaled they oppose much of bidens agenda, a growing number of democrats are calling for eliminating the filibuster altogether. I thought caitlyn did a great job in framing that question and saying former president obama this is a relic of the jim crow era, do you agree, and he agreed but he stopped short of doing away with the filibuster, and this is a push and pull with his agenda, and his instinct is apart from the 36 years he spent in the senate to try and work across the aisle and within the system and forge some bipartisanship with republicans, but how long is that going to hold on President Bidens part and will we see him continue to inch towards some sort of Filibuster Reform if its the case that much of what he wants to do next and infrastructure was the priority he weighed out as the next phase of his administration, and if that continues to be opposed by republicans and he doesnt have the vote, then will we see something evolve with filibuster. As President Biden pressures congress to work on gun violence, and cnn has new reporting today that Senator Manchin is not alone, that other democrats may not be so sold on some of the president s initiatives. Lauren fox is breaking that news, and also joining us cnn president ial historian, doug brinkley. Lauren, tell me what you are here hearing about these democrats . Well, joe manchin has been speaking up against the Voting Rights bill or the background check bill, and there are other democrats expressing concern about key items in bidens ajen day, and one of the things i have been hearing from democratic members is they are not sold on that piece of legislation just yet, and thats significant because chuck schumer, the majority leader has promised to bring the bill to the senate floor. I asked senators gary peters, and tasster, both democrats, they needed to take a look at the bill, and the minimum wage bill, thats something Bernie Sanders was pushing for and raising the minimum wage to 15 an hour, but there were eight democrats that voted against including that in the covid relief bill, and democrats are still trying to work out differences that exist within their caucus about that legislation. They had a meeting with a couple days ago with leader majority schumer, and theres still a lot of pushback, and senator joe manchin has been clear he does not support it, and even if you got rid of the 60vote threshold, you have to get all of your democratic members united to support key items like Background Checks and raising the minimum wage, and thats something harder to do than you might expect. Its not just that the democrats all agree. Their majority is a big tent, brooke. Doug, given what lauren pointed out about the democrats and you watched the Press Conference with the president , and what do you think about his big agenda and whether or not President Biden could be as fdr as he wants. Yeah, i dont think he will be able to be like fdr and have a whopping majority of not just democrats but republicans giving fdr a blank check, and i am seeing joe biden being a third obama administration, if we go back to 2009 obama was able to get a big thing done, the Affordable Care act and then you had the Tea Party Revolt and then Mitch Mcconnell refusing to do business, and biden had the 1. 9 trillion package through, and history will reward him, but how do you deal with issues like Climate Change and gun control when as he said, in todays, you know, Press Conference, he only spoke to Mitch Mcconnell once since he has become president. I want to come back to that point in just a second, but let me first pivot a little back over to lauren on the issue of Voting Rights. This came up in the Press Conference and lauren you have been reporting on this. Republican states across the country they are trying to pass legislation to limit peoples voting access, and biden was asked about this and responded so swiftly and strongly calling it unamerican and sick and then stopped short of laying out his strategy in front of everybody in terms of how to fight it. What is congress trying to do here . Well, the house has passed their piece of legislation and democrats in the senate are trying to advance that bill but senator joe manchin, again, is standing in the way. He says there are promising pieces and aspects of the houses legislation but there are areas where he wants to have further discussion. I mean, this is just showing you more broadly that even if you got rid of the filibuster, which, again, the filibuster is Still Standing in the way of advancing this in the house, there are still issues in the democratic caucus, and joe manchin is making it clear hes willing to have a discussion and there are things he likes about the proposal but there are also things he wants to see changed. Right now those negotiations are still happening behind the scenes. So doug, coming back to your point about the one or two times the president has spoke to Mitch Mcconnell and how he talked about being on the trail and bipartisan and all this legislation, but when he was asked about guns and executive orders today the president pivoted that he would be in pittsburgh on friday and his infrastructure plan, build back better, and just listening to some of our analysis, our point is if he can provide Economic Prosperity to americans out of the gate his agenda will be easier to pass, but he did not really address the need for gun reform. What do you make of that . That barack obama did everything he could to get gun reform after new town, he put all of his chips on doing that and came up emptyhanded because guns are cultural in places like kentucky and missouri and so much of the rest of the country, but i think bidens right in the idea that if he can get the Economy Humming and get us into sort of a celebratory post covid world, then he might be able to start moving the meter on things, more you know, a couple of times he made it clear that i may not be winning over republicans on capitol hill, but look at my poll numbers, im winning over Republican Voters and thats who he made a big appeal today at the Press Conference, and i think he wants to talk to the people if it continues to be dysfunctional working with republicans on the hill by getting polling on your side. Perhaps when americans start feeling a bit more prosperous, those americans translating to the hill on some of these issues. Another issue, looks like north korea is finished talking. I think north korea, of course, is trying to get the attention of the biden administration, and this would be also in conjunction with china. We saw the statements from the north korean regime which was from kim jonguns sister, and i think china was probably trying to play the north korea card which is to say we will help the u. S. On north korea if the u. S. Will make concessions on other issues, and it looks like they are taking this out from their old playbook. Speaking of Previous Administrations, gordon, you and i have talked on tv many times about how President Trump handled kim jongun, you know, offering him a ride in air force one, and the love letters between these two, and how does that policy affect americas new position now . Well, President Trump actually gave kim jongun a lot of things and didnt get anything in return and i think its largely because we saw trumps policy was more about prying north korea away from china than it was about taking weapons away from the north, and what President Biden said today in the Press Conference was important, which is our goal is to denuclearization. Security council resolution, but when we consider it in comparison with the threats from china, russia and iran, and i think north korea right now is at the bottom of that list. He faces ten firstdegree Murder Counts after ten people were killed. Cnn is live in border for us. Shimon, First Court Appearance. What did you learn . Reporter yeah, actually brooke, we are learning that a second officer nearly died in this incident that the alleged shooter here, the d. A. Revealing that he fired at another officer and that officer was able to get out of the way, so they added an Additional Charge of Attempted Murder to the ten firstdegree murder charges. Thats because of this officer who miraculously was able to get out of the way and avoid being killed, and one of the officers died, officer eric talley, and when the suspect was placed under arrest they used officer tallys handcuffs to place him under arrest, the Boulder Police saying it was a small gesture but they did it because they are hoping to start some of the healing and they did that to try and send a message in support of the officer who was killed. Also, brooke, what we learned is some indications from the defense team that they are probably going to head towards the direction in an insanity defense, and they need time concerning a Mental Illness condition in the defendant, and the police are still processing the crime scene and they will need more time to get all their information together and process the crime scene and the tkafplt saying it could take up to a year until the case goes to trial, so theres a lot that is still going on. Of course, The Big Question is the motive. That is still under investigation. Investigators looking at what connection he had to the Grocery Store and the fact that there were no wounded survivors in the shooting. Thats very rare in Mass Shootings and thats something that investigators are trying to determine within the gunman went in there with the intent of killing everybody he shot, brooke. Thank you. In boulder, colorado, on that just horrendous, horrendous event. Right now a large part of this country, more than 50 Million People is at risk of Severe Weather and for some parts of alabama this is deadly serious. We are getting reports of major damage. Lets get straight to meteorologist, tom seder. This is just the beginning, brooke. We are seeing the super cell thunderstorms drop numerous tornadoes. In fact some towns were hit just eight days ago. What you are looking at here is extremely rare. Notice the color of pink, this is what we call the high risk, and its a level 5 out of 5. This is the second time in eight days, and for the Month Of March the last time we had one before this month was nine years ago so the outbreak is occurring now, but just like eight days ago we are seeing Tornado Watches being issued with what is called a pds, particularly dangerous situation, and they do not issue these lightly. Its an extremely dangerous situation like last week we had injuries and super cells that dropped tornadoes, and they could last for hours. Areas of pink move into northeast georgia, and north of atlanta we had hail earlier in georgia, but this one in birmingham and back in areas of east and central mississippi. This thunderstorm here, this super cell produced a tornado down in moundville, and it is south of tuesday kau tuscaloosa. This is where i think we are going to see significant damage already in social media, southeastern suburb with numerous homes, moved over highway 280, and reports of accidents on the highway and its still creating damage as it makes its way up towards the northeast. Birmingham, just 15 miles think of the population there. What happened eight days ago is a lot of the smaller tornadoes did not hit the bigger and more populated regions. It was Shelby County and talladega county, but this one is producing numerous tornadoes. Birmingham is not out of it because the cold front has to still move through. Moving towards starkville, thats the cold front and this is a second wave, if you will. Eight days ago we had numerous waves move through, and this is going to be moving through and this is at 7 00 p. M. Central time. Nashville is still in this for the next few hours as well. So in numerous states its a high risk for areas in mississippi and alabama, and stretching up towards tennessee. This is extremely rare and for a good reason, because we are seeing it unfold right now. I know we will we just talking and looking at pictures, helena, and alabama. You see the giant metal Railroad Crossing was knocked down, just speaking to the wind, the power of the storms. One of our meteorologist, Derek Van Dam is on his way to a eagle point. We have to vaccinate over 300 Million People in america, but, listen, the pace at which we are going, i am happy and impressed, over 2. 5 million shots a day is the rolling sevenday average, and we already vaccinated over 70 of people 65 and older, and thats huge. Thats our vulnerable community. So far so good. Listen, i am in on the enthusiasm, but the cdc still reminds us we are well above where we needs to be in terms of transmission. Do you think we are at risk of opening the door to another surge . Theres always that risk, brooke. If you ask me like you are today, if you ask me in two weeks or a doctor a month ago about the pandemic, is there always a risk of a surge, the correct answer is yes. The reason for that right now especially is i worry about the plateauing, brooke. I dont like the fact that we are not going down. I wake up every morning and look at the stats and we are hovering around 50,000, and that means about 1,000 people are dying a day. Every time we plateau, there is a risk of a surge buchlt i want to be optimistic and say because a good number of people have immutant already from covid and were vaccinating quickly i think this time we wont see the hospitalizations and the deaths. This is what i would tell him respectfully. Listen, yes, you are vaccinated, sir, but the problem is the people around you, the reporters, if they are not vaccinated, theres still a risk that the vaccinated person, senator cruz, can transmit the infection to the people hes talking with less than two to three feet away. Lets also not forget that, yes, vaccinated people decrease severe risk of infection. They might even decrease the risk of transmitting the virus, but with these variants looming, brooke, we know even in vaccinated people, it may not work as well.
