Can waive that right if he does so in writing. Were not aware if he has done so. This is set to begin in 15 minutes. The hearings are quick and routine. Suspects are adviseded of the charges and informed of their rights. But, you know, given the enormity of this case, this will be anything but routine. As we await for this to take place, poppy, i want you to listen to the sister of officer eric talley who spoke out about her feelings towards the shooter. Take a look. I dont hate that person. He doesnt get to have that power. Shootings and death and darkness, they happen. They cannot put out they cant put out. They dont win. They cant put out the light that was my brother. They cant put out the beauty that is his children and his family and this is not okay. It is not okay that im burying my brother. Thats not okay. But everything is going to be okay. And he would say that. He would say it with that look, that bemused look like dont be too upset. Like, there is still light. So much grief in this community, poppy. Last night very somber as you had hundreds of people gather throughout the Boulder Community for a series of candlelight vigils. People huddling in the cold to honor and mourn the victims. In terms of the overall investigation, one of the things that police are trying to ascertain is the motive. Theyre trying to figure out specifically why this particular Grocery Store was targeted when there were other supermarkets closer to the alleged shooters home. This one was 30 minutes away. Poppy . There is still light. Thats what her brother would have said. Pretty remarkable, dan simon, thank you. President joe biden will hold in the my wiiddle of this trauma, his first Press Conference. John harwood joins me now if washington. What is notable, john, is for all the criticism that the administration took for not putting him out there sooner for a Press Conference. This may be the most necessary time for him to be answering questions directly. On multiple fronts. Thats right. And its the time when the presidency when joe biden is meeting realities of the presidency. As much as you try to control the message, control the agenda, the story, to try to achieve your objectives and joe bidens been very disciplined about that so far, reality and truths set the agenda for you. We expect him at the top of this Press Conference to invoke the new goal of achieving perhaps 200 million vaccinations in his first 100 days. Hes already topped the 100 million vaccination Goal Underpromising and overdelivering is what president s tlik do. T like to do. The challenges that are likely to come up in this Press Conference in higher force is he already faded to underdeliver that, is on gun control against the emotion that you just heard in that clip from the surviving sister. The reality is hes not going to be able to get much done legislatively on gun control. And that creates real tension within the party. There is overwhelming desire on the part of democrats to do something. Running up against the limits of what you can do in congress. Same on the border crisis. A lot of impulse within the party to very quickly deal with the plight of the children who are being held in conditions that are not what anybody wants to see. Its a very difficult problem that theyre not going to be able to solve immediately. And thats what joe biden is going to bump up against in this Press Conference. Can i ask you quickly, john, it seems increasingly by the day as though senator joe manchin may dictate this presidency, whether its on guns and where he stands on that. Look what almost happened on stimulus. And then with his concerns issued yesterday about h. R. 1 and voting rights. I just wonder if you have any insight into how they feel about that and how theyre going to deal with it . Is. Well, joe manchin in that respect, poppy, is a reflection, a symbol of the broader political limits in the country. We saw this in a smaller way during the consideration of American Rescue plan when the 15 minimum wage came up for a vote. It was not just joe manchin but seven other democrats that said no. Democrats to hold their majorities in the Congress Need to win states that are more conservative than the typical democrat. They are to see in montana, theyre hoping to win seats in pennsylvania and wisconsin, for example. They have significant gun cultures there. Same is true of west virginia. So, yes, its joe manchin, hes the face out front of that. But joe manchin and tom carper and chris coons and others that reflect the Center Of Gravity of politics in the country is not where the Democratic Caucus is exactly. They have significant popularity behind many of their proposals. But its hard to get whether its 60 votes or even 50 votes, hard to get some of the things over the finish line. Thats an excellent point and a great way to put it, john harwood. Thank you. More states are set to expand vaccine efforts. Louisiana, iowa, washington. The latest states to announce plans to expand Vaccine Eligibility to anyone over age 16. Those expansions will begin in late march, early april and may respectively. This as children 16 years and older can receive the vaccine starting to day. Were in stone crest, georgia, east of atlanta. Good morning. What do you see . Good morning, poppy. Were at a site here in stonecrest that is going to vaccinate 400 or 500 people today. Of course, there is ramping up of Efforts Downtown In Atlanta as the fema supported site is now going to do 6,000 vaccinations a day. If you take a look at the map, we can see what you were just describing. The expanded eligibility here, the states in green are already offering vaccines to anyone 16 and older as of today. Georgia joins that group. And then the states in yellow will be doing so by the end of march. So this time next week they will also offer that. And then the states in red, by the end of april, they will also make Vaccines Available to all adults 16 and older. With me right now, i have the Public Information officer for Dekalb County board of health. I want to ask you, eric, about the expanded eligibility. How does that change your operations right now on the ground knowing that a bunch of people are going to try and get online today . Well, we understand that everybody is very anxious now that we have expanded eligibility here in the state of georgia for adults 16 and older. But we need everyones patience. Although were only able to see 400 or 500 a day here at this site and another one on another part of the county, there are other options out there. So we encourage everyone to explore the websites that are available here in the state of georgia. Georgia has fully vaccinated a little more than 11 of the population which unfortunately sort of the bottom of the list of 50 states as far as how well theyve been able to vaccinate. What is the challenge for you . Where is the bottle neck to be able to vaccinate more people . Ultimately, the rate limiting factor is vaccine. Once we receive more vaccines, that will will allow us to ramp up our operations even more. Possibly expanding ours, bringing out more staff. But until that happens, were kind of in a Holding Pattern until we do receive that vaccine. Its about receiving the doses that you need. Now with biden administrations announcement of a 10 billion investment to expanding vaccine access. I know bud iden is speaking lat this afternoon, what can help from the federal level to make your jobs on the ground easier here . Can you explain the flexibility you need . For example, if we need to bring on more staff, shall we say it should not be categorized for one specific person. The use should be broad enough to allow us flexibility to spend the it way we need to. Thank you. Another thing is not only do folks need some patience, they also need to understand a little bit more flexibility when they come receive a vaccine. Eric told me about certain people who have, you know, left the room because they didnt get the vaccine that they wanted. And, you know, what theyre telling people is please, you know, the encouragement is get whatever vaccine is available to you in that moment. Poppy . Yeah. Okay. Wise words. Natasha, thank you. Next, drug Maker Astrazeneca releases new information on its covid19 vaccine just days after a u. S. Safety board expressed concern that some of the data may have been outdated. Do the new numbers tell us . And torn apart by oppression. Uighurs parents desperate to reunite their families in a cnn exclusive, we travel to look for The Lost Children left behind. We are watching as any moment the suspect in the mass shooting in colorado will appear in court for the first time. Thank you very much for joining me, ladies. Can you just walk through briefly, ann, what well see today . As i understand it, its going to be short and procedural. Good morning, poppy. Yes. Today what were going to see is what is called a first advisement hearing in colorado. That basically means the defendant, the suspect has been charged with an arrest affidavit, meaning, they laid out the ten counts of firstdegree murder and one count of attempted murder. And the judge is going to read him those charges, potential charges, and go through all of the suspects rights. Right to remaun silent, right to have an attorney provided to him. We understand that he has already had an attorney provided to him. The judge will walk him through all of this. It is the first step in a very long process. He will not be asked today to plead guilty or not guilty. He is not yet been formally charged. So this will be about whether or not he gets detained and what his rights are. And there are so many questions as to motive, cheryl, to you. Including the fact this Grocery Store was 30 miles away, right . And that there could have been a closer target. What questions would you be asking right now as an investigator . Im wondering why this target was chosen specifically. I know that there were covid19 shots that were being given out that day. I wonder if thats a motivating factor. Does he have a relationship with maybe an employee . Has he frequented this location and has beef with someone who may work there . So theres a lot left to be answered. That will come if they have an opportunity to talk to this individual. Theres been some talk about possible Mental Illness. The thing that bothers me about all of that is that people who have Mental Illness can go purchase a weapon. He bought this gun six days ago. He got right then. Well, and the fact, ann, to cheryls point, in the affidavit it police spoke to a sisterinlaw who said, yeah, i saw him two days before the shooting playing with what looked like in her words a machine gun. And there is a red flag law, a new one, just a year old in colorado, that would give Family Members the ability to report concerns to authorities and that could potentially mean the folks would lose their weapons. But thats a lot, you know, to put on Family Members. They dont always do that. Yeah. Thats right. And what weve seen in the past year suince colorado put that rd flag law in effect is there are a number of Weapons Licenses and weapons purchases denied. And so i think 40 plus have been denied. And so that is a significant fact. Again here it didnt happen. And i think if the investigators are asking a lot of questions about what was known. But i want to also agree on the question of Mental Illness. I think its very frequent in mass shooting cases to hear people, defendants come out and immediately say Mental Illness or to hear the Family Members saying that. But what the investigators are doing right now is that theyre going to unearth a lot of other things that were happening. We already know that the suspect had a 2018 Misdemeanor Arrest and conviction for violent act when he was in high school. So there are going to be a lot of things theyre going to look at prior aggression, you know, his conduct. And so i think its way too soon to say to say whether Mental Illness is involved here and what the drivers were. Cheryl, as we look just Going Forward as to changes here, what do you think the most significant change to come out of this could be given that we just dont know the results of this Background Check yet for him and the gun purchase . Well, certainly a ban on Ass Assault Rifles would be helpful. There was something prior and Mass Shootings had gone down. I think whats wrong with a cooling off period for everyone . Whats the urgency for anyone to possess a weapon let alone whats the need really for a military style weapon on an urban street . A gun that can fire rapid rounds quickly, numerous rounds . Thats not necessary in a regular environment. You dont need it for home protection. All those things need to be looked at. Finally, no more thoughts and prayers, this has to end. Thank you both cheryl and ann as the shooting suspect is in court, we understand, in boulder right now in that hearing and it just began. Thank you both. Drug Maker Astrazeneca has released new analysis of its vud vaccine after few days of controversy. What has changed . Well break down the data next. Theyre collected and separated from other plastics, so they can be turned back into material that we use to make new bottles. That completes the circle, and reduces plastic waste. Please help us get every bottle back. Drug Maker Astrazeneca is updating data on how well the covid19 vaccine works. In a news release, The Drug Giant said yesterday that the vaccine showed a 76 efficacy against symptomatic disease, 100 efficacy against severe or critical disease requiring hospitalization. Its different though than what the company said earlier this week when they said the vaccine showed 79 efficacy. Let me bring in former Baltimore Health commissioner lina when. She is an Emergency Physician at George Washington university. Thank you for being here. Its not a big difference. Its a 3 difference. But i mean its still a difference. And its still not clarity from the jump. Heres what dr. Fauci said about it. It really is unfortunate this happened. You know this is really what you called an unforced error. The fact is this is very likely a very good vaccine. This kind of thing does, as you say, do nothing but really cast doubt about the vaccines and maybe contribute to the hesitancy. What do americans need to know this morning, if this vaccine gets the green light from the fda . Is it safe . Is it good . Is it effective . Well, i think what the americans need to know about astrazeneca vaccine along with any other vaccine is that they will all go through a very rigorous process with the fda. Astrazeneca has not yet submitted the data for Emergency Use Authorization to the fda. All we have are the Press Releases. I agree with dr. Fauci this is an unforced error. 76 is really good. Now it raises questions about are they cherry picking the data and make it look better than it is when it is actually really good. We need to wait not just for a Press Release but for the full data to be submitted and americans should take heed the fda has a rigorous process. That is the promise to the american people. We will make sure that vaccines are safe and effacatious. You are worried about places like michigan. You are wrote that we as a society will never agree on the level of Virus Transmission that is deemed safe. Rather, we should focus on whether activity must occur than work backward to reduce risk. How do we how do we balance that realistically, dr. Wen. Must occur versus trying to get back to living as much as a fulfilling life as we can while being careful and being safe . Right. Its a really difficult question. I think that at this point in the pandemic, we have to realize that most of america is already speeding towards normalcy. We may wish that many things were not happening as in from an Infection Control standpoint, its probably not a good idea that every business is open at 100 in many states or at least are able to open at 100 in many states. Certainly not a good idea that were lifting mass mandates. We have to recognize this is what is happening. People are going to spring break. People are traveling. And telling them not to party and not to travel is not going to work. And so i think at this point we need to look at what are the things that have to occur such as schools . Make them as safe as possible and then other things, recognizing that people are doing potentially dangerous risky be risky behaviors. Individuals going on spring break trips, i wish they were not going. If they went, at least when they come back, quarantine and get tested. Yes. Absolutely. What about for parents . You talk about schools. Were all thinking about the fall and im wondering, you know, my little kids wont be vaccinated by then. I dont think well have the ability to do that yet. Is it going to be another fall school start with masks and social distancing . What do you think . I do think that our students, all of our kids should be back in school in person full time this fall. But i also think that masks are probably going to still be there. And there is going to be some degree of physical distancing. School is not completely back to normal for exactly the reason you said, poppy. I also have little kids. I plan to send my son who is now 3 1 2 back to preschool in the fall. And i am certain that hes not going to be vaccinated at that point. And so we as adults need to be vaccinated as much as possible. That will put an umbrella of immunity against kids that cannot be protected. Dr. Wen, thank you. Good to have you. Thank you, poppy. All right. There is something you need to watch. Its an incredible Special Report on cnn with our dr. Sanjay gupta when the medical leaders of the war on covid break silence. The Special Report, covid19 war the pandemic doctors speak out begins at 9 00 eastern on sunday. Just washing. The dirt and the grime off. And just bringing you. Back. To you. You see the glow . Children torn from their families and kept from leaving china. Their parents are desperate. Desperate for answers. Turning to cnn to help track down their loved ones. In a new and heartbreaking report, Amnesty International estimates chinas policies toward ethnic uighurs muslims split up thousands of families, the u. S. And other countries labelled chinas treatment of the uighurs as flat out genocide. China denies the human rights abuses, denies all the allegations. They claim their actions are justified to combat religious extremism and to prevent terrorism. But in an exclusive cnn report, our david culver and the photojournalist traveled to the region with the parents permission they went in search of The Lost Children of the region. Followed by a convoy of suspected undercover Chinese Police vehicles the tail is still on us. Mimicking our every turn through chinas region. Yeah. Blocking roads that lead to possible camps and keeping us from getting too close to socalled sensitive sites. How we ended up on this journey had less to do about us and more about who we were looking for. Cnn searching for the lost uighurs children. A region in which several countries including the u. S. Allege china is committing general size against the ethnic minority. Thousands of families have been ripped apart due to chinas actions. We tracked down two of them. Now in australia, this man replays the only recent videos he has of his daughter and son. He has not held his wife or their children in more than five years. He is among thousands of families who have been torn apart according to a new amnesty inthe international report. The mass internments started and as one of the first people detained, my wife was detained too. Reporter before they were separated, he was studying for a phd. His wife was studying english there. Were happy as a family. It was a good old days. Reporter but his wife lost her passport while abroad in malaysia. Chinese officials told her to renew it she had to go back. She brought the couples two Young Children with her thinking they would soon be able to travel back to be with her husband. But that was late 2015. Amnesty says the forced separation of families allows china to control the narrative, keeping something precious to dissuade the loved ones from outside the country from bad mouthing china. Chinese officials repeatedly pushed back against claims of genocide. The Foreign Minister recently calling it proposterous, adding we welcome more people from around the world to visit. Seeing is believing. It is the best way to debunk rumors, he said. We tried to find the missing children ourselves with permission from the parents, the five plus hour flight from beijing ending with a strange request from the cabin crew as we approached the airport to land, all windows had to be shut. No explanation why. We went through a standard covid19 test for all arriving passengers. Bye, thank you. Loaded up ranental car and roamed without anyone stopping us but like much of china, youre always watched. You encounter the diverse culture of this region. The faces all so different. Perhaps not what youd expect in china. From the ground bizarre to the central mosque, we stroll through the town. Its here we began to notice people trailing us. There are usually individual men on phones and kind of keeping a social distance, shall we say. Reporter but it seemed they wanted to know who we were searching for. This video of his little girl was a critical clue for us. We matched the alleyways of the town with the backdrop of the video. The first day, no luck. Another dead end. This might be it. Lets try this. 24 hours and 20,000 steps later we weaved through one last corridor and suddenly do you know this man . Is he your father . Its your dad . The daughter and her grandparents, her mom and dad, were not expecting us. They let us into their home. She told me shes going to turn 11 in may. Add midst her as soon as, an awareness not to say too much. She hasnt spoken to her father since 2017. Passports confiscated. When we asked her what you would want to say to him if you could talk to him . [ crying ] i miss him, she later told me. Can you tell me what youre feeling . [ crying ] i dont have my mom with me right now. I dont have my dad either. I just want to be reunited with them, she told me. Off cam raera, her grandmother overcome by grief. As you asked about her mother and if she was sent to a camp how long was she away for . She bolted to her grandfather translating. Camps are too sensitive a topic to discuss. As they talked, notice the sudden murmurs in the background. It seemed word of our visit go the to officials and back to the family bringing an abrupt end to our visit. She wants the family together. And thats she didnt want to say they want to go abroad. But we still want to know where his wife and son were. The family says theyve been living with her parents in a house nearby. Its locked on the outside. So they must be gone for the day or gone permanently. We asked the Chinese Government if the wife is currently in a camp. They have not gotten back to us. While on the ground, there was a second set of children we wanted to track down. Their parents are in italy. My children thought we had abandoned them. Bu that we dont care about them. After having five children and getting pregnant with a sixth, authorities wanted to force the mother to have an abortion and threw the father in jail. Translator the policies were too strict. It was impossible to take all our Children Together with us. So we left our homeland and our children in desperation. Reporter the older children now age between 12 and 16 were left behind with their grandparents. They hoped the separation would be temporary until they could secure more visas. But they went nearly four years unable to contact their children and they got word that Family Members were being rounded up and sent to camps. Determined to reunite the family, their cousin in canada choreographed their Escape Attempt from half a world away. Their parents had finally secured Visa Approvals from italy for their children and in june 2020, he managed to communicate to the kids. This is your only shot. If you stay, your life is going to be there. There is nothing we can do. Reporter on their own, they traveled more than 3,000 miles. Farther than going from l. A. To new york, flying into shanghai eventually. When the children arrived here in shanghai, they were excited and happy. They never thought they would make it this far. But their repeated attempts to obtain visas failed. He says multiple hotels turned the kids away because theyre uighurs. They funl finally found a place to stay. The last pin dropped on june 24th, a few blocks from the hotel. He watched. And then silence. Minutes to hours to days to weeks. And then i tell my aunts, they may be detained. They start crying. They cannot believe it. Reporter after several phone calls, he learned that police had had tracked them down. Chinas giant Surveillance Network zeroing in on the four children. He later found out they were sent tow a orphanage. In rome, they heard the devastating news of the churns detention as they begged for help outside italys Foreign Affairs office. The Italian Government refused to comment to cnn on what happened. China also not responded to requests for comment on the two families cases. Having found her father, we hoped to find the four other children to bring their parents some comfort. We handed out before sunrise leaving for the hour or so drive to get to the orphanage where they were sent. That is the eldest boy. Yeah, standing in front of the building a month ago. As we drove, we watched as one car after another trailed us. This is it right here. After making a pass by the orphanage, we headed to one of the kids schools. We asked to see the kids. Eventually a local official showed up and asked for about 30 minutes to get back to us. It was more than two hours ago. But they have yet to let us talk to the children. We later made contact with him through video chat. Do you want to be with them . Do you miss them . I do, he says. He entered quickly and kept looking off camera. Someone was directing him to answer. Tell them that you see your sister every day the boy said. Can you tell us about your journey trying to reunite with your parents last year . When we asked about the shanghai Escape Attempt, he deflected. Much like another child, here is another child keenly aware the way they speak and what they say could impact those they love. After about eight minutes, we ended the call. Theyre literally right over there and we cant see them. We later learned that three of the children were interrogated about our conversation. Despite the pressure that the children face every day, late last month they even risk sendin sending out a photo message to their children. They said, dad, mom, we miss you. A rare glimpse of an uncensored truth. With each passing hour of our being on the ground, it seemed the number of likely Security Agents trailing us increased adding pressure to our search. But before leaving, we reconnected with the son who was hungry for any information on his wife and kids and december pra the to see his little girl. We watched him as he watched her. Thats my daughter. Thats my mother. You know this man . Is he your father . Its your dad. Weve been talking to him. Thats my father. [ crying ] he got so old. I havent seen them for four years. Reporter its part relief, seeing that shes okay even proud that she still wants to be a doctor. What would you want to say to him if you could talk to him . [ crying ] but to see her break down sending her love to her father, no dad, no matter how strong, can hide that agony for long. Poor thing. [ crying ] what kind of country does this to people, to innocent people . She definitely misses me too. She clearly, your little girl, is hurt hg. But she loves you a lot. And that came across right away. Its terrible. Its terrible situation. I cant even describe my feelings right now. I will try to bring them here in australia. Ill try my best. Ill do everything i can. Reporter beneath that determination, an inconsolable grief for years lost and a hope for families to be whole once more. Our david culver joins me from beijing. David, the Chinese Government does not want people to see your reporting. They blacked out cnn when your reporting aired just yesterday in china. But this is what is happening. And you showed it to us in such an important way. Do you have any idea what has happened to the children after you left . Youre right about one thing, poppy. They dont like this side of the story getting out there. They continue to censor us and prevent us from doing. This but at the same time, theyre also trying to make it clear to those kids that theyre not happy with their even having reached out to their own parents. We know. That the families told us that. The four kids in particular from the one family, they went through hours of interrogation after our story first went on to cnn. Com. They were even shown our report. They were shown the picture they sent to their parents. They said why did you send this to your parents . They were requested for one of the kids up to ten hours. Now the other little girl who you saw in that piece, we have not been in touch with her. But we know that shes been part of a state media propaganda campaign. That went out earlier this week. They put together a report that showcased her in a seemingly happy environment. They say that she has her school paid for. Shes with her grand paparents. The only thing she wants is for her dad to return to china and would be her. Now one interesting part of that state media report, poppy, is they did make mention of her mother. You saw from that piece we tried to track her down. We could not find her. It turns out she has been charged under chinese law for insighting ethnic hatred. We still do not know where she is. David, this is a moment when nations and i think business leaders, morlals and values wil be tested. What will will they do, right, when china is so important to tempe important to them economically. But this genocide is being carried out. What will they do . Isnt that a key question now . This is perhaps a huge awakening moment. And i think youre right. Its on two parts. Its going to be from countries. Weve seen countries like the u. S. , uk, canada, australia move forward with not only tough rhetoric but in some cases putting sanction onz certain officials. But then from The Business Side of things, we have now seen even h m, for example, a few months ago really decide to distance themselves from any cotton from that area saying they dont want that forced labor connection. Resurfaced this past week and now they felt a backlash here within china. Nike likewise starting to feel that. They posted on their website that they, too, are avoiding any cotton thats been produced in this area that potentially is linked to forced labor. So this is going to really come to a head over the in hechlt sev next couple days and waekz and could intensify as we approach the beijing 2022 olympics. We heard calls for a boycott. It will be interesting to see if every Country Participant its certain athletes will use that as a platform to push for human rights. Yep. Money speaks. And it could invoke potentially a lot of chaufrpg. Thank you, david. Just remarkable reporting. Speaking of executives in power. Ceo of Big Teches Set to face tough questions on capitol hill today. This is the first hearing for these folks since the insurrection at the capitol on january 6th. Social media played a big role in organizing people for that. I mean what is the goal . What is the goal to come out of this hearing . What answers do they need . Thats a great question, poppy. You know, i think lawmakers are clearly frustrated about what transpired on january 6th. Theyre going to use this as an opportunity to press the Tech Executives on just whether or not they admit that the platforms may have played a role in fermenting that violence. Secondly, i think there is another layer here about, you know, coming legislation that may try to reign in the platforms and what that looks like. The Tech Executives are already using their Written Testimony to try to set the stage for that debate saying heres where we think this regulation should go, implying that there may be some topics or areas they dont want to go into discuss or they may even try to fight congress on. The theater is going to focus on the insurrection and violence at the capitol. What about on the antivaccination movement . It is surprising how late some of the platforms implemented some of the covid19 vaccine policies. Twitter just this month said it was going to start Labelling Vaccine Misinformation and that users could be banned for spreading that stuff. Theyre going to face a lot of questions about why the policies came in so late given that we need a vaccine is coming from months away. Brian, thank you for being on top of this always.
