deliberate. silent. never said a word during the killing spree. one person treated for injuries and according to police, that was the gunman himself. which suggests everyone he shot he killed. >> we know of ten fatalities at the scene. including one of our boulder officers by the name of eric tally. who has been on the police department since 2010. he served in numerous roles supporting the police department. and the community of boulder. >> cnn is live this hour in boulder, colorado. what's the latest? when will we find out more about the victims? >> we expect another press conference tomorrow morning. we're hoping to get more information on both the suspect, the shooter and the victims here. all we know is ten people tragically lost their lives in mass shooting here in america. that officer that you referenced about 51 year-old eric tally. one of the first officers to respond to the scene. the supermarket is down behind me. part of large shopping area. with know at 2:30 p.m. local time, people are out -- taking care of business. a yoga studio. a tattoo par already nearby. police got frantic calls about an act i have shooter in the area. at least in one call someone described someone with a patrol rifle. we have learned it was an ar 15 style weapon. that the suspect used. officers responded to the scene there was several local police officers who responded. several agencies as well. authorities had the fbi not responded had the atf. not responded we could have seen a higher death toll. that officer lost his life. ten people in total lost their lives. no one injured except the suspect in custody. we understand he was taken to the hospital. and we understand that this investigation is just beginning. in fact the boulder police chief says it's a complex investigation that will take five days to complete. no less than that. it might take longer. we know from footage people were seen taken out of the super-markets. witnesses describe hearing the shots. some footage showed lifeless bodies in the parking lot. the two bodies outside. which indicate that perhaps this confrontation or whatever happened began outside and moved inside. some of the witnesses describe one man in fact said he was at the check out counter. buying a soda and texted his wife. and moments later started hearing the gunfire. he ran towards the back of the store with a bunch of other customers. the employees were surprised to see them and started shouting gunman. and the employees helped escort some of the customers to the back of the store where they were able to luckily escape with their lives. again, ten other people did not. the district attorney called this a terrible and horrific mass shooting. saying this is going to be a pain staking investigation. exploring all leads to use the justice to the full extent of the law and figure out what happened. and prosecute the person in custody. we heard from the u.s. attorney for the district of colorado. who said the full weight of the federal law enforcement will also be supporting those local efforts. again, another traumatic day here in america. we're just beginning to piece together what happened. we don't have any information about the motive or what might have been behind this shooting. we know a client -- tragically interrupted. >> thank you. we appreciate the update. authorities have so far released very few details about the shooting. there's much we don't know. we know a lot from witnesses about what happened inside the store. bh when the shots rang out. >> at first i heard like a loud bang. i thought a shelf fell or something. immediately when i heard multiple gunshots, i knew it was something more than that. i just made sure i got out safely. and it was horrifying. >> i heard a big bang. that's weird. i didn't know if it was a gunshot or whatever. it was like probably three seconds before i heard another. bang, bang. and i sprinted over to her. we have to get out and pushed open the emergency door and told her to run. and ended up leaving her which she hated. and i went back. by the exit. making sure people were getting out. i remember seeing an older woman that was there. i didn't know she heard the gunfire. she was in shock. she was in shock. >> i heard one loud bang. i thought somebody dropped something. and another and by the third everybody was running. we ran to the back of the store. and found our way into the employee back house. people were running into the pantry. this is the exit. we went out the cargo bay. and jumped under the loading truck that was there. and ran up the back of the hill. >> joining now former fbi special agent. in connecticut. cnn law enforcement analyst. all the way in somalia. thank you for being with us. the big question is why. what was the motive. the alleged shooter is alive in custody. that part of the investigation begins. once he's treated for whatever injuries he has, pick it up from there. what happens next? >> law enforcement will obviously want to interview him. he has a choice whether to speak with law enforcement. that will be the first place they'll get information. i think we learned from last week's shooting, the investigation doesn't stop with just what the suspect says was motive. law enforcement is going to look into for example his social media. his contacts and friends and family. look at what was going on in his life. and what were the events that led up to that. for this investigation they are going to be interested in learning about the firearm. how he got it. what was his background. did he get it legally or buy it in another state. did he travel. that will be pertinent to the investigation and determines what charges might be brought by state or federal authorities. >> witnesses described a shooter very methodical. one or two shots at a time. maintained total silence. and ar 15. what does that suggest? >> we have seen this before. a methodical mass shooter. it means it's a person that is determined. deliberate. that thought this out completely thought it out. on where they were going to go and how they were going to begin and attack and use the plan. it shows complete deliberate planning. maybe some practice. at a firing range. prior or previous to this horrific act. it shows intent and deliberate si. >> if there's surveillance video or whatever, there would be images of the shooter there. before today. >> absolutely. it's potential. there's a potential there. if they pull video from that morning or couple days ago, that you would see his vehicle or him there previously. >> talk about the scene here. and the timing. it was afternoon. a grocery store busy with customers. stockpiling ahead of a snowstorm this evening. being a soft target. anything other than that that stands out? >> i think one question that we'll have is was he alone actor? in these kinds of incidents they usually are. and that makes it a little bit harder to really delve into the motive and why he was doing this. you typically with the lone actor don't have signals ahead of time. although they might have been planning this and doing this on their own. but -- it's so early right now to say what exactly was driving this. i think that they'll want to look at whether he was acting alone or whether there was other signals beforehand. >> once they get that motive, what was driving. everything else fits into place. doesn't it? >> i think so. it's hard right now because we're looking at this rite on the heels of what happened last week. last week we had a target that was quite specific. and in terms of what the suspect stated was motive there was some overlap in terms of the idea of sexual addiction and the spas that he was targeting. this kind of target as you mention is a soft target. a lot of different people coming in. it's too early to say was there a personal connection, was there something that happened actually previously to this in his personal life that triggered this? this doesn't seem to have the same kind of specificity in the way last weeks did. we have the comparison. unfortunately in the united states we have this happening at kind of a fast clip. every year. that it's hard not to compare. >> just to you finally, as we start to gather again in big numbers in public places. is there a need for extra vigilance? on the unknown impact of the mental health. the pandemic and lock down and isolation. >> unfortunately you are correct. it's the age we live in. it's been that way for while. people have to be aware. it goes to the new york city port authority motto. terrorism. i'm not mixing the two. see something say something. if you have a friend or family member that is suffering through some mental anguish and is talking about doing some horrific act. even if it's offhanded or joking. or don't worry about it i didn't mean it. that need to be looked into and shouldn't be dismissed. this is coming -- it's too common place. this is two in matter of days. this probably won't be the last this year. i hate to say it. >> will we see an increase in as a result of people being in isolation and lock down? and bag of chips. >> until last week in atlanta when eight people were shot dead the u.s. hadn't seen a mass shooting in a public place for about a year. that doesn't mean it's gone away. it went out of sight. executive director of the gun control. thank you for being with us. the big picture there's a per spepgs during the pandemic there was a lull in mass shootings. the reality is, gun violence increased last year. where it took place. it went inside and away from the public areas. we couldn't gather. the issue of gun violence and the death rate here in the country it is still the same. it hasn't gone anywhere. >> actually, in 2020, the rate went up. last year there were more homicides, more killings with a gun. than any previous year. way over 40,000. 42,500. that was a record high. you're right, people aren't gathering, at the same time you had more mass shootings and we have had in several years. mass shootings four people or more. being shot. you didn't have what you're saying is you didn't have big events like now. true. we had more deaths with a gun last year than any previous year. so the numbers didn't go down even though we weren't able to gather together. the numbers went up. important to remember for your audience, 23,000 of the deaths are suicide. another 19,000 are homicide. >> the new administration came in with the global pandemic, economic collapse. a full list to do. gun reform wasn't high up there. does that change? >> it's interesting you say that. the biden administration has started to work on guns. they are very involved in this issue. and tomorrow, as a matter of fact or today there's a hearing in the senate that was set a couple weeks ago. tomorrow on gun issues. which very rarely occurs in the united states congress. there's a democratic senate. there's a hearing tomorrow and legislation that is already passed the house. and waiting for a vote in the senate on universal background checks. they prioritized the issue. i have met with them on this. and congress is moved part of it not all of it, which is what we need. >> according to law enforcement the shooter was armed with an ar 15. that was the firearm of choice for almost every mass shooter. if they were not available like assault weapons ban -- there would be shootings. would they be this bad? >> it's a great question. it's not correct to say most mass shootings occur assault weapons. most occur with pistols. there are 23,000 suicides a year. the focus for a lot of us is not on the weapon, it's on the who. why are people doing this. who is doing it. and preventing them. some are focussed on universal background checks which has massive support in the united states and red flag laws. family and police can petition the court saying they shouldn't have a firearm. if you do those things you prevent a will the of the big shootings in the united states. >> every chance in the world that the alleged shooter purchased this weapon or obtained it in a legal manner. >> it happens. it happens very often people are able to guy guns without a background check. in many states if the check is not able to be completed, in the three days some states five days. if it's not completed wrou get the gun. the suicide issue. if somebody wants to commit suicide sometime that's a spontaneous thing. if they are able to go get a gun and shoot themselves, the odds are very significant they will commit suicide. if there's waiting period it can prevent that. give the person a chance to take a deep breath and 23,000 suicides. we'd like to lower the numbers. and background checks and red flag laws would be significant. it's often about the people more than it is about the weapon. >> also just quickly, we have a police response of within minutes on scene. the first police officer lost his life. responding to this. nine people shot dead in a short period of time. that tends to put to rest the theory you hear from conservatives that if only there was a good guy with a gun. to take out the bad guy with a gun. >> people are shooting each other. somebody will die. somebody will get hurt. the idea is we shouldn't have that happen. we have an incredible number of deaths by gun a year. 40,000. how do we lower the number? 340 million guns are in circulation in the united states. we're not able to get to zero on that. how will we make it safer? most of the country a significant majority of americans favor the basic laws. it's the senate now to make it happen. >> there's always a expectation after the shooting there will be a reform in place. but if it didn't happen after sandy hook, i guess you have to keep trying. hoping it happens. thank you. >> we'll take a short break. the supermarket shooter described as deliberate and silent. as he gunned down victims. security analysts weigh in. >> this is where the motive is going to be key. when ever there's a big facility or a major shooting you want to look to the suspects ties to the organization. to the company or to anyone who worked there. on the other hand this maybe a psycho path enjoying the time it takes to kill people individually. as it appears that he did. with the single shot. we don't know where in the building the shots occurred. and whether that is going to expose or give investigators a sense of what he might have been after. or whether this was just a random and yet totally horrific incident. >> i guess the follow up in terms of motive is the length of time it's taken for any information about those who were killed. this happened between 2 and 3:00 p.m. for hours no names. >> this is the lot like other cases, columbine. sandy hook was also devastating in this regard. in terms of the time it took to notify family members and next to kin. you'll remember there was an earlier press conference which seemed not right. in the sense they weren't willing to say specifically we haven't reached a family member yet. now we know there's ten dead, most of them would likely be easily identified. you would have a wallet or something on your possession. and so hopefully we can get those names in the morning. one of the reasons why they may not disclose tonight. they closed out tonight. the police department and so we'll be back in the morning to give the family a some time before being approached by media and others to mourn. and the names will be released. as they often are 24 hours later. >> when the alleged gunman was taken by police he was shirtless and shoeless. but alive. that stand out in the past. atlanta this weekend the gunman was also alive. does that make this a different shooting in some regard? >> so this is where we -- the tick tock is going to be. very important. we have a police officer dead, he was the first police officer that entered. and at least in the press conference they said he was instrumental. in ensuring not more people were dead. what we don't know is was -- is the injuries by the suspect caused by the police officer who was shot in the process. that is the key that i'm looking for. and that would explain his injuries. but the fact he was still alive. that he may have been injured. but still alive when the rest of the police came into the building. >> in return to the response the police chief law enforcement was on the scene within minutes of receiving 911 calls. and said that saved lives. still we had a death toll of ten. >> this is the nature of these guns. and the nature of the kind of communities that we live in. and i think the nature of the way that these things unfold. which is to kill ten people with a single shot doesn't take that long. no amount of response time can stop a man with a gun to kill ten people before any police officer knew it was happening. it's a particularly horrific american tradition that we come back to every couple months. as we come out of covid and we're together in more places. theaters and schools and markets. places where we see the mass shootings. we have to be extra vigilant. we don't know what the consequences of the kind of year so many people went through will be for the heightened risk that america will face in the months to come. >> yeah, just quickly, parts of the shooting were live streamed on social media. but those caught up in the incident. what's your take? harmful or helpful? >> i -- it's helpful to memorialize it for the investigation purposes. you worry if there's a the shooter becomes famous because of it. which we have seen in cases. the live stream is rallying cry for copy cats and people who like the images. look, if you are in the middle of a active shooter event, don't worry about what you are memorializing. get the heck out of dodge. in order you don't want to be doing that. leave and get out. and call authorities when you are out. and save as many lives as possible. >> if you're in a position where you can live stream the shooter you're too close. and -- right. >> thank you so much. >> we'll continue the coverage of the boulder shooting after a break. and live to israel where voting will soon begin. with the out come likely to continue the political gridlock. that's a different car. -that's the same car. - no! yeah, that's before, that's after. oh, that's awesome. make it nu with nu finish. tonight...i'll be eating loaded tots for march madness. ( piano glissando ) i think you better double them tots. no, this me was last year. i didn't get my madness last year, so we're doing double the madness this year. welcome back to our breaking news. coverage from colorado. authorities are investigating a mass shooting at a grocery store in boulder that claimed ten lives. there's no information about the shooter or motive. he used an ar 15 style weapon. we saw the face of evil. in the community awaits more information on the victims. most of the names haven't been released. the police conference scheduled in about nine hours from now. we spoke with family member of the some of the witnesses. describing how they managed to escape. >> they were right there from the first shot to the last. and paul was in line to go get a covid shot. third person in the line and that's when at least one shooter came in and killed the woman at the front of the line. in front of him. thankfully the girls didn't see that. they were on the phone. with their grandmother. and they all -- then eight shots in a row. there may have been as many as 50 or 60 shots. according to my son-in-law. >> so your son-in-law quickly scooped up the girls and ran upstairs to a closet and hid? >> thank god. paul would come out and try to silence phones and didn't know who was coming up the stairs next. the action was below them at the pharmacy. extraordinarily terrifying. of course the little one saying yeah, the coats weren't long enough to hide our feet. as they were standing minbehinde coats. >> stay with cnn. more on the story ahead. other news for the fourth time in two years israel heading to the polls to vote in a snap election. according to to recent polling the political gridlock which led to the unprecedented fourth election could continue. this time around israels longest serving prime minister is campaigning on a successful vaccination roll out. we're outside a polling place. in jerusalem. the other big difference is in logistics a big increase in number of absentee ballots. that's a cat in washing machine. you never know what will happen until it's done. >> that's right. soldiers and the like. this time around, the kind of so called double envoe lope votes usually for ab sen see ballots. will be applying to the people suffering from covid-19. there are 15,000 suffering from covid-19. these drive through polling stations have been set up across the country. hundreds of them. and a few hundred also for the 65,000 or so who are currently in quarantine. and those votes the double envelope votes take longer to count. they are counted last. that could delay the result. another wild card there are half a dozen parties hovering around the there shall hold of 3.25% of the vote. that's important because if they don't get that number or higher those votes go down the drain. that could effect supporters of the prime minister kp ability to get reelected. and also his opponents and the ability to kick him out of office. >> thank you. with the very latest. appreciate that. china is feeling the heat. possibly over the human rights abuses. we'll tell you how beijing is reacting to new sanctions from the international community. job! scuff defense. honey! scuff defense. >> john, absolutely. i mean, this was carefully-coordinated action. it sends an extremely powerful message to beijing. it was a show of force, meant to isolate and pressure. so not surprisingly, it was met with swift, immediate retaliation. china has imposed sanctions on ten eu politicians and four entities for, quote, spreading lies and disinformation. they are going to be banned frommer entering mainland china, as well as macao. now, this as you say, part of a coordinated effort between the u.s., eu, uk, and canada, to all impose their own sanctions on chinese individuals, and entities, for human rights violations in xinjiang. the moves impose travel bans, and asset freezes. and it is part of biden's stated strategy on china, which is to coordinate with allies to pressure and confront the country. there was also a joint statement from u.s. secretary of state, antony blinken, as well as the five eyes intelligence alliance. the evidence including from the chinese government's own documents, sat ellite imagery, s overwhelming. china's extensive program of repression includes severe restrictions on religious freedoms, use of forced labor, mass detention in internment camps, forced sterilizations and the concerted destruction of uighur heritage. john, this is a major shift from trump's go-it-alone strategy when it comes to sanctions. we have also seen the biden administration coordinate with the eu, recently, to impose sanctions on russia. but when it comes to china, it is more challenge and complex because of how important china is economically. you have eu and uk simultaneously trying to confront china on human-rights abuses. while also trying to deepen those economic ties. john. >> selina wang there, live in tokyo. thanks. now, there is international condemnation, too, for myanmar's military. but still, the deadly crackdown on protestors shows no sign of letting up. an advocacy group reports three people killed monday. 15-year-old boy, among the dead, according to reuters. overall, more than 260 are believed to the been killed since last month's coup. now, faces new sanctions from the european union and united states. the eu targeted 11 individuals, including the military's commander in chief. >> what we are witnessing there, in terms of excessive violence, absolutely unacceptable. the number of murders has reached an unbearable extent, which is why we will not be able to avoid imposing sanctions against those who are responsible for what is happening in the streets. monday's second round of u.s. sanctions targeted a senior member of the police force, a m military officer, as well as two army divisions. a massive fire has swept through a rohingya refugee camp in bangladesh. that was the frantic scene on monday. an official at the camp says at least five people were killed. 3,000 homes destroyed. no word yet on the cause but u.n. says tens of thousands refugees are affected. many, fled on foot with whatever belongings they could carry. the blaze is the largest of multiple fires that have broken out in the densely-populated camp, this year. in spite of 1 million rohingya after fleeing a brutal crackdown by myanmar's military about four years ago. australia's new south wales which has faced days of historic, life threatening rain and flooding. officials say as many as 15,000 people might join the 80,000 who have already been moved to safe zones. the state's premiere caulls the situation catastrophic. and we continue to follow the breaking news out of colorado. where ten people including a police officer have been killed in a supermarket. the second-mass shooting in the u.s., in less than a week. a lot more on this, ahead. please, stay with cnn. i'll be back, after a very short break. if you wake up thinking about the market and want to make the right moves fast... get decision tech from fidelity.
