in a couple of moments -- here he is. we will be seeing the president visit this small business in chester, pennsylvania. this is all part of his administration's help is here tour, promoting the $1.9 trillion relief package he signed just last week. president biden, though, is facing renewed pressure to do even more. senate majority leader chuck schumer is continuing to press him on forgiving $50,000 in student loan debt, but president biden made it very clear at a cnn town hall last month that he does not support canceling such a large amount. first thing's first, to vaccination news. getting americans vaccinated, getting them spending those stimulus checks and hopefully invigorating the u.s. economy. we start with our cnn chief white house correspondent, kaitlan collins. they is there, in chester, pennsylvania. can you speak about the president's intentions with his visit there today. >> i think what you're going to see president biden do today is want just make the case for this coronavirus relief bill. what this entire week is designed to do, on this stop and several others with officials. the basic argument from white house official is this plan was designed to help people in places like chester, pennsylvania, where a lot of people are living below the poverty line, where the pandemic has hit people really hard. you're seeing a lot of low income people that need that boost. we just saw president biden sign into law with that major cash infusion you got last week. he'll visit this small business around the corner from where i'm standing right now. they'll also be talking about how this plan is going to help small businesses either stay afloat or rebuild their trajectory as we are trying to make the economic recovery, given what we've seen happen over the last year to so many small businesses. not just here in pennsylvania but throughout the country. of course the challenge that is going to be facing the biden administration and they seem well aware of is implementing this bill, given it is so large. that's what they've been touting. t i think they're aware of that. that's the other thing you're seeing biden talk on the road, not just today but other days this week. they're looking at the long-term strategy here. this is something president biden, there are several aspects of this he wants to make long term. what's temporary in this bill, including that child tax credit, that's something he actually wants to see put in place. that's something they're going to make that argument for down the road. i think that's also part of what's factoring into this stop and others you'll see president biden make this week. >> great. we'll look for him momentarily. for now, kaitlan, thank you in chester. concerns are rising in europe about the safety of the astrazeneca vaccine. that's causing more eu countries to pause that rollout. its makers are reportedly weeks away from applying for emergency use authorization here in the u.s. nearly 12% of americans have been fully immunized and millions more are being vaccinated each and every day. officials want to maintain that mom momentum, especially with spring break parties and reopened economies, potentially fueling a new surge. cnn's alexander field has more. >> reporter: spring braeshgz rushing beaches across the country. >> i already had covid once, so i'm not worried about it. >> reporter: a year of hardship fueling the desire to take a break. >> the problem is not just miami. the problem is we have too many people coming. we have too many people coming that just want to let loose in ways that are unacceptable. >> this is still not a time to travel just because. think twice before traveling, if you don't have to. >> reporter: despite the warning the tsa is reporting the biggest five-day travel period since the pandemic, more than 6.4 million fliers. perhaps they're heading to the growing number of states rolling back restrictions. in california, los angeles county is opening restaurants for indoor dining at 25% capacity. >> it's spring break so we're going to l.a. to have fun. and disneyland opens on thursday. >> reporter: wyoming is among the latest states to lift its mask mandate. the country is still averaging more than 55,000 new cases a day. the rate of decline in new cases is getting smaller. >> we know from over the summer federal researchers have shown whenever states relax their universal mask mandates, you do see a rise in infection. l likewise, we don't need to see more destruction than we've already seen. >> reporter: 7.8 of the u.s. population is fully vaccinated. some states are surging ahead to make all adults eligible for vaccines. still health experts say we must fight to keep new variants in check. >> we can really still try to wear masks and do all of the things we should have been doing to prevent all of this transmission in the beginning. we can prevent that variant from taking hold in the united states, then we'll be in a much better place to get herd immunity. >> reporter: a new study shows asymptomatic or undiagnosed covid-19 infections in the u.s. may have been twice the official case count as of september 30th last year. the red cross is finding 1 in 5 unvaccinated blood donors has antibodies. as for a better school year, moderna is moving forward with clinical trials on young children, even babies as young as 6 months old. brooke, a lot of parents are hearing that news and wondering how quick their child can get vaccinated. dr. fauci has said possibly fall for older children and most likely not until early 2022 for young children. a lot of data to collect there. >> it's a huge point. perhaps that is the beginning of true normalcy with our kids. being vaccinated and being able to be back in school. thank you. i want to start on precisely that point with my next guest. dr. gounder, cnn medical analyst, infectious disease specialist and epidemiologist. she was also a member of the biden/harris transition covid group. let's jump in on this point. we've learned the first kids have been vaccinated in moderna pediatric vaccine trial. it's kids between the ages of 6 months and 11 years of age, they're being tested. how important is this? >> we're not going to be able to vaccinate children until the vaccine has been studied in that population. this is going to be important to getting to that holy grail of herd immunity. we need to be able to, one, have the data on the safety and efficacy of the vaccine in kids and then vaccinate all of them. this is an important start and an important milestone in all of this. >> i don't hear you jumping all over it, which tells me we all need to slow our roll in thinking there's going to be a bunch of kids vaccinated. i hear you loud and clear in what you say and what you don't. my other question, we're learning about this new jama study that a number of adults who have gotten covid in the u.s. could actually be twice the official case count. to add to that, the american red cross said there is antibodies in 1 in 5 blood donations from unvaccinated people. i heard that today. basically, they're saying that device the number of people had covid than we ever thought. what do you take away from that? >> another way of looking at this is let's say 20% of the american population has been infected and yet we ended up with over 500,000, over half a million deaths as a result. so, it's really fortunate we had the mitigation measures in place because if a larger proportion of the population was exposed, was infected, our death toll would have been that many fold higher. i think the other important message to get across here is we're very far from herd immunity with only 20% of people exposed and infected. even those people may not be immune because natural infection provides much less reliable, often less robust, less long lasting immunity. we really do need to get a lot more people vaccinated before we get to herd immunity. >> that was my next question, if more people had covid than we realized, if this gets us to herd immunity faster and i'm hearing not necessarily. as more people get vaccine, there are more anecdotes from folks, wiped out for a day, flu-like symptoms, sometimes after the first dose, sometimes after the second dose. can you remind people as more and more people are eligible to get the vaccine, why these side effects occur and why people still need to get this vaccine? >> we're seeing about 10%, 15% of people getting vaccinated have these side effects, the flu-like symptoms, maybe a bit of a fever, headache, muscle pains, especially after the second dose. what that really means is your immune system is seeing the vaccine, it's developing an immune response so that means the vaccine is working. i can tell you, as somebody who has been vaccinated as well, those side effects are nowhere near how bad covid can be. and really, you do want to be vaccinated, you want to be protected against those severe cases, the hospitalization, the death and just a little comfort for a day after, especially your second dose, is not a high price to pay for that russia tried to interfere to help then president donald trump and, quote, denigrate candidate biden. details ahead. plus, the white house is under growing pressure when it comes to the humanitarian crisis at the southern border. more kids are showing up each and every day. but president biden says he has no plans to visit the southern border any time soon. also, north korea is breaking its silence on the new administration, issuing this new warning as the u.s. learns north korea could be ready to carry out a new weapons test. we have those details for you. you're watching [announcer] and this fight is a long way from over, leonard is coming back. ♪ ♪ we are back. you're watching cnn. i'm brooke baldwin. a u.s. intelligence report says international rivals, including russia, tried to interfere in the 2020 election. declassified report says russia's intent was, quote, denigrating president biden's candidacy, supporting former president trump, undermining public confidence in the electoral process and exacerbating sociopolitical divisions in the u.s. let's go to our cnn global affairs analyst and also the autho author. this doesn't come as a total surprise, right? we now have this information that russia did try to interfere to hurt biden and to help trump. your initial thoughts on that? >> i have a few thoughts. you're right, it's not a huge surprise but it is a huge change to hear the u.s. intelligence community saying this. this would have never happened in the trump administration for them to be admitting this actually happened. trump's director of national intelligence, the last ones, rick and john radcliff, they consistently tried to minimize and downplay russian election interference, claiming that china and iran were the real culprits and the report makes clear that is not the case. the second important conclusion in the report is that there was no interference in the actual voting process. there was no tampering with ballots and that, again, destroys a popular conspiracy theory on the right about how china or somebody else was involved in monkeys around with the results and tilting the election towards trump -- towards biden, rather. that's clearly not true. the third thing that comes through in this report, brooke, is just how closely the russian messaging during the election echoed the messaging of the trump campaign on fox news and this kind of whole right wing industrial media complex. it's fascinating to see the extent to which the russians were pushing the same message about alleged biden corruption, about his supposedly corrupt son, about you can't trust mail-in ballots, the democratic party is trying to interfere with the election. these were the things trump was saying but these were also the things that the russians were saying. in fact, the report highlights the close ties between russian agents of influence and rudy giuliani, the president's lawyer, konstantin, so these ties are copious and disturbing. to use a word we haven't heard in a few years, i would say this is certainly evidence -- may be evidence of collusion but definitely evidence of cooperation and congruity between the trumps and russia. >> it was not successful. >> there's a lot of men and women in the intelligence community, in the kdepartment o homeland security, some of whom trump fired, but nevertheless they were able to push back on this russian interference effort. they were working to defend our country even as trump was clearly working to allow the russians to interfere as much as possible to re-elect him. i think we were just on guard in general because this happened in 2016, so i think the media, the democratic party, everybody in general was much more attuned to the possibility of russian election interference. it didn't catch us by surprise the way it did in 2016. so, it was not nearly as effective back then. it was not nearly effective in 2020 as it was in 2016. >> max, thank you. >> thanks, brooke. >> emotional stories coming from the border as the u.s. is struggling with a surge in cases of unaccompanied children. we will take you live to el paso. and more heat on new york's governor, andrew cuomo, after one of his accusers sits down for a four-hour interview with investigators. what i need. and what are officials saying about the new shelter there at the convention center? >> reporter: we are in front of the greyhound bus station in el paso where some of the migrant families who have been processed, tested for covid, released are coming here to move on to their final destination across the u.s. my producer just spoke to a family from haiti catching a bus to orlando, florida. you do have a growing number of families coming to the u.s. to seek asylum. you also have this growing number of unaccompanied minors and all of this is coming under the add the stress of the pandemic. now, under a public pandemic health order known as title 42, the trump administration used to automatically deport anyone crossing into the u.s. illegally. the republicans have criticized the biden administration for opening the border, but that is not what's happening. the border remains severely restricted. what we are seeing under the biden administration is the application of title 42 to adults and some faemdz but not unaccompanied minors, which is why we now have this situation of large number of unaccompanied minors staying in shelters for a longer period than they should be in conditions less than ideal. as you point out, the white house has directed fema to help with these growing numbers of unaccompanied minors. they have approached the dallas city to lease an exhibit hall at the convention center to house up to 3,000 unaccompanied minor boys ages 15 to 17. is this a crisis? i mean, that word is political sized in itself. we spoke to the -- the head of the hope border institute, which works with minors. here's what he had to say. oh, may we don't have that sound. i apologize for that. he basically said, look, this is a humanitarian crisis and the ngos here dealing with migrants, they say they have their resources. they are concerned the politics is taking away from the fact these are human beings in desperate situations, fleeing horrible conditions in their home countries who need our help. >> we'll look for those republican senators there next week. for now, thank you. also today, new details in the investigation into new york governor andrew cuomo and the allegations of sexual harassment and inappropriate behavior. the lawyer for charlotte bennett, she said she talked to investigators for multiple hours and provided more than 120 pages of records and documents. the list of state and national democrats calling for cuomo's resignation is growing, but the white house says it is waiting to see what this independent investigation provides. governor cuomo has denied the allegations against him. cnn is falg this from albany here in new york. dan, what more do you know? >> reporter: what we know from the announcement yesterday is the investigation by the district attorney has begun. katz says bennett laid out a pretty harrowing work environment in and around cuomo's orbit. i want to read to you exactly what she said. speaking of beekatz said bennet provided detailed information about the sexually hostile work environment. as well as an impeachment inquiry, we're told this could be a very long, drawn-out process. speaking with democrats behind me, including leaders of the state assembly and state senate, they say you're going to likely measure this process in weeks and months, certainly not days. that all comes at the same time the legislature has to work on a number of key priorities. they have a state budget to pass. they want to pass a marijuana bill. and they have to continue to fight covid. governor cuomo's priorities and the way he sees his way out of this crisis is to focus exactly on that work, brooke. obviously that's in part because he has to. he is still the governor. and because it's that work that made him so popular just a year ago. now, it's worth noting that even though governor cuomo is focusing on that work, democrats are not calling -- are not stepping back from their calls on him to resign. take a listen to what senate majority leader chuck schumer said just a few hours ago. >> as i've said, new york state under this covid crisis needs safe and they need secure and safe and strong leader slip. the women have come forward. i'm proud they have. they have made some serious allegations. and they should be listened to. because the governor -- because of these allegations, the governor has lost the confidence of his governing partners and of many new yorkers and he should step down. >> all right. stand by, dan, we're going straight to chester, pennsylvania, and president biden. >> in terms of getting things done. i really mean it. and the american rescue plan is going to do more than just provide ppe. one of the things that was done early on, they passed the c.a.r.e.s. act early on. what we did -- what they did was they provided for an inspector general, an outfit to look over where the money was going to make sure it was spent properly. and the president came along and fired the inspector general. we found out only 40% of the people who, in fact, were small businesses got in on the deal. you got very big businesses getting the lion's share of that information. so, when we wrote this, we hired an inspector general to make sure the money went exactly where the money is supposed to go. we're in a position where it's going to bring immediate relief, to the american public. i said yesterday, we're going to get 100 million shots in people's arms within the first 60 days of my administration and 100 million checks out. 100 million people are going to be getting, not a joke, a check for $1,400 that can change their lives. hard to pay the rent. hard paying for child care. hard paying for much of anything. so, i just think -- hope that the program that we're having here, we're going to have tax cut, we're going to expand the paycheck protection program, and initially from the very beginning, the paycheck protection program would go to a big bank and say, do you have an account with us? have you borrowed money from us? do you have a credit card from us? they didn't want to deal with people. and we really made it work. and more help is on the way for real. any questions for me, at all? >> we don't have a question but we wanted to say thank you. thank you for helping the small business -- small minority business. it means a lot. it means a lot that you came to see our business because, you know, although congresswoman scanlon and congresswoman -- i'm sorry, i know congresswoman scanlon a little more, i'm sorry, but not many people stop here in chester, so we're grateful. we're grateful for the things you're doing. >> every time i stop in chester, i get lost. i went to school and we played up here so you better come prepared. >> it's true. a lot of my buddies are in chester. people i grew up with. and it's -- one of the things we haven't, but we're trying like the devil to correct, is people hardest hit by -- the congresswoman knows this better than i do. the people hardest hit are people in the minority communities. the rate which they get covid is significantly higher, sometimes more the latino community, and the death rate is significantly higher. and the last place -- and that's why we're working so hard to make sure we get the vaccines in places that are not ordinarily the focus. that's why we put these vaccines in community health centers, we have them in drugstores now, we'll have mobile units. i'm not just saying that because we're here. they have been loud and strong voices getting this done. and it's not like it passed with 100 votes. it was close. i want to thank you both. everybody in in county and the next county, delaware county, should thank you. anything else we can be doing? how many employees at your peak? >> at our peak we're at 20, 23 people. in the summertime we do a lot of schoolwork, that's when we get our big boost. right now we're at about 12 people between people in the office, out in the field. >> do you think it's going to allow you to increase your business? >> the schools got funding and so now the schools can do stuff. well, you both do a heck of a job. >> thank you. >> i thank everybody for -- >> okay. so stop number one. biden is at a small business. you heard them talking about at peak they would have as many as 23 employees in the summer. he's hoping with this covid relief they'll be able to get immediate relief as soon as possible. chief political reporter gloria borger is with me. gloria, this is the stirs stop on the tour. probably not a coincidence it's in the battle state of pennsylvania. how important is this for the president to sell this as a success to democrats? >> well, it's very important to him. he remembers when he was vice president and the stimulus bill was passed and the biden administration got nothing but heartache politically after it was passed. lost 63 seats in the house. lost control of that. he knows he has to go out there and sell it. it's a little different. this bill is already popular. almost 70% of the public say, yes, we want this because it's money in your pocket. that's different. what he has to do is go out there and say to people, this is what it's going to do for you. not only is it going to put money in your pocket but it's going to give you more money to raise your children. it's going to give you relief if you're a small business owner. it's going to help us get those vaccines quicker. down the line, piece by piece, tell people how they can use this to their advantage. >> this is a total win for this administration. his success is predicated upon getting us back to a healthy economy and getting through this virus. this will certainly help him do that. this may be the easiest achievement so far. you think of immigration and infrastructure and minimum wage, student loans. democrats aren't all on the same page. do you think that at all plays into why selling this covid relief, why it's so important? >> exactly. this is certainly a win for the biden administration and the first step to their agenda but it's not the robust fullness of their agenda. when joe biden was the candidate, he moved on from that rhetoric. by the general election was leaning into a progressive agenda and the build back slogan was ambition. that's going to require, you know, a few kind of big investment in infrastructure, immigration plans, voting rights bills. these are big things that the administration is going to have to tackle next. that's going to run up druktly against the senate filibuster. we know because of how small that margin is to get the relief plan passed, the same necessity for democrats to stick together. >> you pointed out a second ago how popular this covid relief is among americans across the board. not a single republican voted for this. not just that, but one republican called it a tragedy. mitch mcconnell says it's one of the worst legislations he's seen in his time in the senate. how much should the president focus on republican voters as he's out in the country making the sell? >> well, i think he has to focus on all voters, but particularly on republicans, telling them how it's going to help them, not only putting money in their pockets but he also has to go out there and convince republicans to get a vaccine because as we know, vaccines are key to getting the economy back, getting everybody back to work. if you look -- we just did a poll repeatedly at cnn and i think we have the numbers. >> here you go. >> 92% of democrats say, okay, i'm going to try to get a vaccine, but look at that number with republicans. 46% say, no way, i'm not going to get a vaccine and 32% of independents say, i'm not going to get a vaccine. what joe biden has to say to those people, who are saying, wait a minute, i'm not going to get a vaccine, he has to convince them not only for their good health, but also it's the way back to reopening the economy and making that growth rate, you know, just go up. and so he's got a lot to sell this week. not just the plan, but also telling people they need to get vaccines in their arms. and they've even said, you know what, we could use the help of the former president and we need people to talk to his supporters and convince them that they need to get this vaccine as well. >> that's why it would have helped to have had the president when he quietly got that vaccine with the first lady back in january to do so publicly. we hit on this before, we know the biden administration doesn't think the obama administration did enough promoting stimulus. democrats lost control of the house the very next year. do you think the biden administration can prevent history from repeating itself here? >> we know the midterms are tough for all incoming presidents and the party that's in power, but what we're seeing here is a bet from the biden administration that more important than kind of showing, you know, bipartisanship or needing republican votes to kind of bring back a feeling of unity, that they need to deliver on that agenda. that's what they think will insulate them from results that mirror 2010. we had a story today that talks about the progressive criticism of barack obama's 2009 response has become party canon. you've seen joe biden's chief of staff say they didn't go big enough or message enough. that's the message they're trying to take on now. saying even in these gerrymandered or tougher districts, even in the senate if they give and dlir covid relief, it will reverse history. it may be the exception that the 2009 may not have been the biggest and best response democrats could have done. >> we know the bigger challenge is how to implement this covid relief and long-term strategy. we'll continue to talk about this. thank you both so very much. >> thank you. breaking news now. cnn has learned north korea could be getting ready to carry out its very first weapons test since joe biden took office. stay here. a, not magenta. i'm not going back to the store. magenta! cartridges are so... >> we don't know the answer to that, but it could very well be that kim jong-un doesn't want to show his hand. also, if this initiative doesn't work, he may want somebody to blame. so, there could be a number of motives for having his sister do this, but she is generally considered to be extremely capable. maybe she decided that this was her time to shine. >> that's quite a way to shine. how serious is this and what do you make of the threat? >> well, this threat comes on the eve of the meeting in anchorage between russia and united states. this is sort of like telling the united states you need beijing's help to deal with north korea. now, this worked in the administration of george w. bush. it didn't work so well in the obama administration, and it didn't work at all in the trump administration because trump was trying to separate north korea from china. i don't know how it's going to play in the biden team, but i suspect it won't work this time either. >> you and i talked so much about the relationship between kim jong-un and, you know, president trump, obviously the quote/unquote bromance, the friendly relationship, we heard about the love letters between the two, the president invited them on air force one. if you were advising the president, how should he straddle the dangerous, unpredictability that is kim jong-un? >> i wouldn't say to china, look, i need your help. i would try to keep those two separate from each other. we have a number of issues with regard to china, which actually transcend north korea. and then with regard to north korea, i would perhaps just leave kim jong-un alone right now. maybe tighten the sanctions, but for the most part, i wouldn't give him the attention that he always craves. >> speaking of china, do you actually think the biden administration should approach any other countries in the region? >> well, i've heard myths that there's a tracking device, particularly to track either people of color or immigrant groups. i've heard that it changes your dna. i've heard that it could resemble something called the mark of the beast in this kind of apocalyptic theology so i've heard so many things and that's why we've held national town halls with the cdc in english and in spanish to speak to the latino faith community and african-american faith community, and we've partnered with the ad council to do a national public service announcement in spanish for latino faith communities because we need the truth. the truth is that we are healers and that we're trusted brokers and that we need our people vaccinated, but we also need to answer their questions and not cast judgments on people who have anxiety and fear. >> of course. of course. reverend, do you feel like you are successful in convincing these folks otherwise? >> i think that every step and every person who has their questions answered thoughtfully and pastorally is moving in the right direction. i think that we are at a tipping pointed a more and more people become vaccinated. more than a pastor. they have a relative who has been vaccinated and has come out well and is feeling well and feels protected so i think those natural relationships in collaboration with the church are -- are what is helping us reach that tipping point in america. >> can you take me inside one of the conversation i'm sure you've had where you see almost the person's face change realizing that you are bestowing upon them the truth and healing and a mix of science and scripture. give me an a-ha moment that you've seen. >> well, actually just last week someone told me they weren't going to take the vaccine. they were concerned, that they had seen on some social media post or whatsapp chats that it changed their dna or that they would be tracked, but we had this conversation with the cdc epidemiologist who was an expert, and she actually told my wife and i, she says, no, i'm going to proceed with the vaccine. i feel safe that my questions were answered, and i felt respected because when people feel heard, i think that boosts trust around vaccination. >> amen to that. at the end of the day we all just want to feel seen and heard, don't we? i guess my last real question for you is how hard have members of your community been hit by this virus? >> as you know, brooke, latinos and african-americans and other minority groups are disproportionately impacted. we're twice as likely to die or be impacted by it. you know, it's not lost on me that we're past a year and over 500,000 people have passed away in the u.s. and over 2 million across the world. i'm a pastor, and my message is christ called us to heal, so i myself and my wife and my children all had covid in december over the christmas holiday and so i know what it's like and i feel that we need to move towards compassion that calls us to action, and that's why i'm calling people to get informed and share correct information, compassion that leads us to action. >> i so appreciate, that and i appreciate you, reverend. thank you. be well. >> thank you. >> you, too. before i let everyone go, a quick note here. britain's prince philip is back home at windsor castle after being released from a london hospital this morning. just speaking of, you know, everyone's health. the 99-year-old royal had been hospitalized for a month. he's been recovering since undergoing heart surgery. royal sources tell cnn that the prince who by the way turns 100 in june is in good spirits. he stepped back from public life in 2017 and has been taken to the hospital several times in recent years. i'm brooke baldwin. thank you so much for being with me. i'm here in new york. let's go to washington.
