over 100 million vaccines delivered so far. we are at a critical time. stunning images of crowds flocking for spring break. the other surge raising major concerns this morning is the growing crisis at the u.s. mexico border. right now, more than 4,000 unaccompanied migrant children, that's children without their parents are in border patrol custody. we are following all these headlines, first, cnn jeremy dimons is at the white house with more on the cross-country tour touting his relief package, it's interesting during trump presidency, we talk about campaign-style presidents. i wonder if you see this at a campaign event? >> reporter: from is no question president biden and vice president harris are talking about the american rescue plan. that coronavirus relief package you signed in law last week. a part is political. it's about preparing for the mid-terms. every democrat up and down the ticket will be running on this plan. particularly throws members of congress and senators up for re-election. it's no surprise that vice president kamala harris is beginning her help is here tour as the white house is calling it in two key senate battleground states for 2022. she will be in los vegas, nevada today, tomorrow headed to denver, colorado. president biden also hitting the battleground state of pennsylvania tomorrow. they will both be ending the week in georgia. atlanta, georgia, which, of course, is notable. because this $1.9 trillion package certainly would not have happened, certainly not a pack only of this size would be possible unless democrats picked up the two key senate seats in the special election back in january. there is also, of course, a policy aspect to this as well, the biden administration wants americans to know how they can access the relief in here. besides the stimulus checks. they are beginning to turn their attention to how to implement this massive bill which has a number of components that are very complex. that's why we will be hearing from president biden at the white house. he will be mentioning gene sperling, a former clinton administration official who served as a top treasury department back during the obama administration, he will be leading the implementation of this massive relief bit. a senior official telling me it is his experience how government works better than gene sperling. that's why the president will be appointing him to lead that effort today. >> some of those shown up in direct deposits over the weekend. thanks very much. also this morning, the push to get children fully back in school has hit a critical milestone, teachers and educators in all 50 states and the districts of colombia are eligible. this is crucial to get the covid-19 vaccine. >> this is a big deal. it comes as eligible is opening up across the country. our senior medical correspondent elizabeth cohen is with us this morning. good morning. i know it's different state by state, but it seems like a big deal. >> reporter: good morning, poppy. it is a big deal. in the beginning, the rules were so strict about who could get a big deal that has changed in many states. here's a mattering of states, for example, in alaska, you have to be over the age of 16. in california, anyone with certain health conditions can get vaccinated. that is a big difference. it's worth to know if you are eligible yet. once there is more supply and eligibility. the u.s. department of health and human service will be budget out a $250 million ad campaign doing among other things, promoting the vaccine. so let's take a look at this campaign and what it involves so ads will be on tv, billboards, print digital. one expert says a quarter of a billion will get you ads. there will be a podcast. it hasn't been announced who that is. the focus will be on avoiding clouds and getting the vaccine. you might wonder why when people are fighting to get it? well, the thinking is once all those people are out there we will find there is a goodly sized chunk of the united states that isn't fighting to get it. might not want it. what are the results of a recent cnn poll. what that poll from earlier this month shows is that these are folks who will not try to get the vaccine. democrats only 7% of them said they won't try to get it. a third said they won't try republicans almost half of them said they won't try. wee need to reach herd immunity. jim, poppy. >> we do, elizabeth, thank you very much for that. so we are clearly, as elizabeth pointed out, not out of the woods yet. there are concerns over huge crowds on spring break could this lead to another surge? take a look. this is miami beach over the weekend will there be a super spreader event? >> natasha is in miami beach, with signs, urging people responsibly like a lot of folks are listening. how do folks explain it? they say they're done with it or it's not a danger? >> it's a struggle for the city of miami beach. they are enjoying them responsibly as you say. they don't want this to be a spring break destination so to speak. they did see crowd problems. there was an incident a few blocks from where we are standing a. few police officers disburse a large crowd. so it was a lot calmer. the city tells me 100 arrests. some issues typical of spring break season. they tell me trying to police these visitors during a pandemic is twice as hard. if you look at the hotel occupancy projected occupancy for this month, it's way up from last year. still more visitors than they have gotten in a long time they're also trying to escape some of the tougher covid restrictions where they live. >> no one cares around here. like everyone is more relaxed. we're hear to do that. i already had covid once. i am not worried about it. i am concerned for other people's safety. that's why i wear masks in places. >> most people we've seen along ocean drive have not been wearing masks. you have to keep in mind florida reopened business at full capacity. so one has got to ask, what kind of approach has been best here? of course, the mayor of miami beach, health experts are concerned that activity like what we are seeing this week might lead to another surge. jim, poppy. >> listen, based on past experience. that's almost to be expected. good to have you there, thanks very much. now to the southern border. where right now there are more than 4,000 unaccompanied migrant children in border patrol custody. this as officials are still working out what to do next. >> how the homeline secretary is calling in fema to help. obviously, the key question is what do you do? what is most humane? i think it's worth noting the administration does not call this an emerges. the "e"is for emergency. >> reporter: it is a challenge and the reason it's become such an urgent situation is because there is an increasing number of unaccompanied children crossing the u.s.-mexico border. it is not justify shelter capacity for them. so initially, they will be encountered by border patrol. and they will go into shelters to relocate them with family. i know the strain of the coronavirus pandemic. those shelters are limited. the homeland is helping fema to help the process quickly. the situation is becoming more urgent as the numbers show no sign of abating and increasing almost daily. >> other issue, thanks very much. coming up next, we will speak to a spokesman for the national border patrol council. what he is seeing on the ground or possible solutions. that's coming up. also new court filings showing reservist itself charged in the capitol insurrection on january 6th was a well-known nazi sympathizer. details next. new york governor andrew cuomo facing more pressure from fellow democrats to step down amid sexual harassment. on top of this, "the washington post" reports a long-time adviser of the governor actually called to gauge their loyalty in the middle of all of this. there is an urgent situation unfolding at the u.s.-mexico border. as we mentioned earlier, more than 3,000 unaccompanied children without parents or adults are currently in border control custody the image there is stunning. cnn captured boats carrying dozens of people. look at all the kids there, dhs secretary alejandro myorcas says it has been rising since last april. he blames violence, food insecurity and poverty in central america. he says covid-19 restrictions hampered the government to respond in the process. i am joined by national border patrol, chris cabrera. thanks for taking the time. >> you have a lot of experience on the border. you say this is the busiest you've ever seen it. you've heard a lot of competing explanations for why this is happening now. why, in your view? and is there a combination of reasons? >> yeah, i think there is always, you know, a mix of it. you know, a part of it is every election cycle, regardless of the political party that takes office, it gets interpreted in the southern countries a little different. for instance, when president biden announced 180-day moratorium on deportations, some folks took it to mean that it was a 100-day am necessity period for people to come in. we all know that was not the case. that's what the smugglers are telling people to get their money and get them to come forward. so that's one of the issues. there is a lot of it that goes into it. i think what we see is the magnitude of the effect it's having on young children, 6, 7, 8-years-old traveling completely by themselves. that's just a disaster. >> yeah. those numbers are out of control. you see facilities there being overwhelmed. the biden administration ended the deliberate separation parents from their children, which had been described by some in the administration as a deliberate deterrent. but you still have this issue, right, of what do you do with all these kids? so what do you do? are they not moving quickly in off? were they not prepared for this? do you need for facilities? >> we weren't prepared for it. from the border patrol side of it, usually we deal with, you know, 12, maybe 24, 48 hours. that's the longest we deal with people. now we are stuck. because hhs is not getting their part done so we're stuck for people much longer than they are intended to be in custody. that's in custody period, when in our custody. >> you said, i am quoting you here, the only way to get past this is to take the politics out of it. the situation has turned a political football. god knows, the immigration and the politics, so deeply intertwined in the last several years, in particular, you got 12 republican lawmakers going down there now. they placed blame explicitly on the biden administration. you have a biden administration saying, listen, there are a lot of factors involved here. so let's you and i take the politics out of it. how do conditions improve? what do you do now? >> as far as in the housing conditions or? >> how do you address the issue? because they're coming. some believe the surge will grow as we come into the spring. >> the surge will definitely grow. whenever you remove policy, we have to have something behind it to take its place. regardless of what the answer is, whether it's let everybody in or nobody comes in at all, whatever they decide they need to do, we need to get this cured first, due to immigration reform and then allow people to let the process move forward. we are trying to put the cart before the horse right here. unfortunately, it's met with political head butting. if you request see what we see with you know an 8-year-old girl traveling completely alone, an 8-year-old in charge of its 5-year-old sister completely alone. that's heart breaking. these folks in washington don't see that. they're not down there every day we are. we see the human toll it takes. until they can solve it and as opposed to a politician. we will continue to see it year after year. >> it perfectly captures the situation so what is the legislative fix? the most important one, it's hard to see one thing, say, congress get this done now, otherwise, this will only get worse. >> honestly, i don't know the answer, that's way above my pay grade. you know, i don't know that i just, whatever it is, it needs to come soon. i think the only way like we said is get rid of the partisanship out here. if these folks can't put it aside, they need to step aside and let folks in the internet do it. i think the best ways for people to come out, whether it's media or congress or whatever can see this for themselves before they make up their mind. >> well, chris, let's keep talking about this, because it doesn't look like it's going away tomorrow. thanks, so much for joining us this morning. >> all right, thank you for having me. now to alarming new information about an army reservist who was charged with taking part in a violent surge at the u.s. capitol. >> cnn had a well-known nazi sympathizers and white supremacist. you can see in these images, all the while, it is so hard to look at those photos and all that they stand for. what was his job at this naval base? >> well, he was a security contractor. he had a security clearance on a naval weapons base in new jersey and this is just so shocking, it's so startling, but what we are learning from court filings the extent that he was a well-known white supremacist within his colleagues. investigators interviews dozens and dozens of colleagues. the majority of whom allege he made racist and bigoted comments in the past. however, his lawyers say he's not a white supremacist. he is facing several charges, jim and poppy. he has not yet entered a plea. >> the capitol police say the presence and these thousands of national guard troops may be scaled back. you know, there are some politics involved here, no question. does that mean the sweat level is lessening, right, and they're comfortable doing this? or is it about pressure they are getting from the politicians? >> i think they are trying to split the difference so there is still this heightened threat environment. they're acknowledging that, there is still this thinking that the political climate is extremely tense, that there is still this heightened threat environment. however, they have to adapt. they can't keep this extreme level of security forever. as you point out, a lot of members of congress have said, what is the point of this? >> they're dead normal crowded overtime. this new pandemic record, though still only half of pre-pandemic, the numbers are going up, 1.3 million passing through airports. 1.3 million again yesterday. that means 5.2 million have flown in four days time, airlines hope it's the start of a real recovery especially sense they got $40 billion in that new stimulus. this is what the new normal looks like, this coronavirus testing security is here at dallas international airport. the cdc is recommending you get tested before domestically or internationally. the cdc shopped short of telling vaccinated americans, dr. anthony fauci says any guidance will be too free right now. >> they really would like to get the data that would allow them to go to the next step. they want to make sure they get it right. some people think that's a little bit too slow. they will get there. they will get there soon. >> now, they think they want to get out right now. all parks at disney world, for example, are sold out this week. united airlines is adding more flights in april to skiing destinationings. the airlines for america tells me it's too soon to say a recovery has happened at this moment. the trend is people are book only a couple weeks in advance. >> a lot of spring travel opportunities. in the next few weeks, the biden administration will kick off a $250 million national ad campaign. the goal to encourage americans still hesitant about the covid-19 vaccine to get the shots. administration adviser says the campaign will work with trusted messengers and influencers to get the word out. dr. stanford has been on the front lines of this effort working across philadelphia to get more people tested and vaccinated to the black doctors covid-19 consortium she founded. take a look at this, a moment of celebration. i love this video. just over the weekend, she joined some of our colleagues to celebrate the vaccination of 25,000 people in 31 days, 82% of people of color happen to bring in dr. stanford now. good morning. >> good morning. >> it must have felt great to dance in the streets and celebrate all that you have accomplished? i wonder how you are addressing that where you are and all those hurdles being overcome. >> yes, they're being overcome. the mission of the black doctors covid-19 consortium was always access empathy and action with education. and so from the very beginning, talking about coronavirus disease, where there were so many mixed messages and then when october rolled around, we were also administering flu vaccine, because flu and covid was a deadly combination and we introduced a survey to ask folks how they felt. their attitudes and perceptions, so we knew where many of the fears lie and we educated down that vain and so once it was an opportunity to offer the vaccine, i'm here now at temple and people are lined up around the block ready to receive the vaccine this morning. >> you know, i wonder if, you know what your thoughts are, because it seems like the vaccine hesitancys that was previously being recorded from earnings groups isn't happening anymore. you had one of the top biden covid advisers on cbs just yesterday morning. this is what she said that really struck me. >> we are now seeing that black americans aren't as likely as white americans to say that they're willing to get vaccinated. are you also seeing that shift? >> yes, this is great news. we seen vaccine confidence growing in all groups, across the country. and so now the work is to make sure that people can connect with vaccine when they are eligible. but it is very promising. >> very promising. that's good. actually, our poll last week show it's actually white republicans, many trump supporters who are the least likely to get a vaccine who are more hesitant? that's very interesting. i can tell from you the day we started vaccinating on january 16th, there was no hesitancy. if anything, we didn't have enough vaccine. we have not had a shortage of individuals who wanted, especially since we are offering moderna and johnson&johnson now. i think some of it was people assumed or thought that because of the atrocities and the medical mistrust that that would be the case. but when one in two people you know have been seriously ill or died from coronavirus or you personally have had it, all you can think about is not getting it again, that is what has driven so many when 52% of the deaths in philadelphia were african-american. so no hesitancy here. >> that's great to hear that progress. if i could just ask you on a separate question, a big picture about this, there is a new study that says that 3-feat of physical distancing, specifically in schools, could be sufficient to prevent the transmission of the virus. of course, that would have a huge affect in schools, right, space has been an issue to open safely. i wonder, do you believe that? >> reporter: it's a good question because governor cuomo wakes up this morning as a man without many political friend after you know the bulk of the new york delegation and two senators call on him to resign for sexual harassment and unwanted touching. he is not alone. it appears that biden is giving him time, reflecting what cuomo, himself, is calling for, calling on new yorkers to wait for these investigations to play out into the allegations and then to make their decision. that is a position, though, a lot of democrats have previously and in recent days it has proved too much for many of these democrats from new york to hold that position. biden again is not alone. nancy pelosi over the weekend said something similar, gave cuomo that time. take a listen to what she had to say. >> i do think the women deserve to hear the results of these investigation as does the governor. >> you are not calling on him to resign right now? >> i said we should see the results. he may decide. hopefully, this result will be soon and what i'm saying is the governor should look inside his heart. he loves new york to see if he can govern effectively. >> now, it's worth noting cuomo denies some of the allegations against him. even though he apologized for making people uncomfortable. he repeatedly said people will not resign. they don't think cuomo is going to resign willingly. that is why all eyes on this impeachment investigation that is now ongoing here in new york. it's worth noting jay tapper is told by a house democrat the reason so many democrats came out last week on friday is because of a recent allegation that was published in the albany times union that reported recent and physical allegations against the governor, poppy, jim. >> right. yeah, there seemed to be a c change there and it hits on why. dan, thanks, a lot. let me bring in political investigations reporter for "the washington post" jeff fossee. good morning. you have different reporting in the post that i want to get to, that is that larry swartz, a close friend used to work and a former adviser has been picking up the telephone and calling a bunch of county officials that rely on distribution of vaccine, not about vaccine but their loyalty to the governor. explain why that matters in the middle of a pandemic and the concerns that some these officials have? >> reporter: so larry swartz, one of the governor's best friend, came back in last spring to help run the pandemic and he's been tapped as the vaccine czar for new york state. he's been working with a range of county executives across the state to set a massive vaccination site to figure out how many doses should be distributed to each county. recently swartz began calling county executives, officials to make sure they would not be calling on the governor to resign amid the firestorm of allegations. and what that did is it put some of these officials in an uncomfortable spot. one filed an ethics complaint with the state attorney general, a notice of complaint. they said this person that we are relying on for vaccines for much of our counties are helping is also asking us for political support for the governor and could those link swartz. he never mentioned the vaccines in these calls. he's undoubtedly the person that runs the vaccines for the entire state. >> yeah. well, concerned enough to file an ethics complaint. what is your take and your reporting on why you just heard nancy pelosi not calling on cuomo to step down? you have president biden and vice president harris also not calling on governor cuomo to step down. horizon was clear in her language about now justice cavanaugh during that confirmation hearing and her fellow senator al franken in 2017. she was unequivocal before any investigation saying he should step down. what is different now? >> reporter: you saw some blowback for kristen gillibrand. she called for an investigation. i know folks later criticized her after it happened. you have cuomo, who all of his advisers and all on time, they said he's not resigning and the other person that could potentially move the needle. it's unclear if he would is joe biden the president of the united states. the two have known each other for many years. i think he was considered at times for spots in the bind administration and the transition. the two of them i think have a pretty firm relationship. unlike many of new york politicians that cuomo deals with, who have had a sharp elbow, so far joe biden seems to be willing to give them the benefit of the doubt and honestly, that's quite an opponent biden would be a big move, he'd call for the resignation, it would be far more seismic than anything we seen in the report. >> it seems like, josh, governor cuomo is taking, you know, the play right out of the ralph northam playbook in virginia. you know, stick out this controversy. his was the black face controversy. you know, through press conferences that dominated the media. now look at him. he has higher approval ratings. he stuck it out. it seems like that's what governor cuomo is aiming for. no? >> reporter: he is raising for. it certainly seems that way. on friday he said i will not be a part of the can sell culture, the governor who is a former father was a three-term governor said he was not a part of the political club, which was a claim that it is laughable by many in new york. that's what he was doing on friday saying the voters don't support me. to be fair no the governor, voters in new york state still do support him. you see his numbers high, particularly among black voters, particularly in new york city, who have known him for years. what he is counting on is those folks stay with him. the difference in what happened to governor northam in virginia and governor here is an attack of allegations coming out every day about governor quote. and have you the nursing home issues that he's dealing with and the investigation into how his administration handled covid in nursing homes. he had a desperate incident while politically overcoming and politically challenging. there were not new allegation every single day. the question is how many of those can he withstand?
