everything we had in this bill. and i believe, and i think most people do as well, this historic legislation is about rebuilding the backbone of this country and giving working people in this nation, middle class folks a fighting chance. that's what the essence of it is. >> now, this signing today comes exactly one year after the world health organization declared the covid-19 outbreak a pandemic that has since claimed nearly 530,000 american lives. it has crippled the economy and really changed life as we all know it. tonight, the president will assess where the country has been and chart our path forward in his very first prime time address. and our cnn senior white house correspondent phil mattingly is with me with more on that in just a second. but we know the president was initially planning on signing this thing into law tomorrow. why the change? >> they got the bill. [ laughter ] >> simple as that. >> without wandering down the rabbit hole of enrollment and engrossment process in congress, they thought it was going to take a day and a half to receive the bill from the other side of pennsylvania avenue. they got it last night. the president said publicly that he was going to sign the bill as soon as it reached the white house. it reached the white house earlier than they expected and the president signed it today. they will still have a signing ceremony tomorrow to kind of celebrate the moment. but they made clear they wanted to kick this process into gear. and so the president was going to sign once they had the bill one key thing we just heard from jen psaki to this related to this now being law, tens of millions want to know when those first stimulus checks will start to go out the door. president biden said they were targeting the end of march. move that target up. the process will kick into gear starting this weekend. those with direct deposit information with the treasury department and the irs will start receiving their checks this weekend. so they are going to kick this into gear quickly. they understand the necessity of moving quickly now that this is law. >> we'll all be watching. what should we expect. >> so, i think you're going to kind of see this broken into three parts. you're never going to hear public remarks from the president about the pandemic where he doesn't look back. and i think this is obviously a pretty big difference from his predecessor. he will certainly take time to reflect on the more than 529,000 americans who have lost their lives. that will be an element of this. he will also really kind of laser focus in on the vaccine effort. but administration knows this is the lynchpin to getting out of the pandemic, not just getting a handle on it. not just the increase and supply we've seen over the course of the last several weeks but also the infrastructure they're putting in place to actually deploy the vaccine. and i think this is where that $1.9 trillion coronavirus relief package really kind of forms the backbone of the response that they've been planning to really fully kick into gear and surge the vaccine in the weeks ahead. and this other element, the president wants to spin this forward, talk about the next steps. there's been so much focus on just grappling with kind of every day in the moment. they want to talk about what's next. the administration officials i talked to, they understand, brooke, people are tired, people are exhausted. they want this to end. and they see some kind of glimmers of hope. and i think the president wants to tap into that while reinforcing this is not the time to stop social distancing and masking up. just hang on for a little bit longer because hope is coming. light is finally there at the end of the tunnel. so i think you're going to see a lot of emphasis on that as well. trying to strike that balance. don't move too quick, but we're almost there, brooke. >> we're tuning in this evening. phil mattingly, thank you so much. i want to broaden the conversation now. with me now my favorite doctor, our chief medical correspondent dr. sanjay gupta. and of course also cnn political analyst who is also the national political reporter for the "new york times." but, sanjay, i want to start with you. you have been covering, we've all been covering this pandemic for now officially a year. what does this relief bill, this now law, mean for the fight against covid? >> i think this is significant, brooke. obviously it's a lot of money. but some of the things that really jump out at me. we talk a lot about the vaccines, another $14 billion going towards both the innovation side but also the distribution side of these vaccines. they are a bright spot in all this, and having more resources behind that's important. but, brooke, we don't talk as much about testing. but there's $50 billion in this bill that goes towards testing. i remember, brooke, you and i talking some time ago. imagine the idea of being able to have regular testing in your own home that you could do easily and know whether or not you would be contagious. big one, brooke, that you and i both talk about as well a lot. schools for k-12 public schools. we know that schools can open safely if they have proper ventilation, if they have the resources, if they have many of the things that we've been talking about. school districts simply don't have these things. $125 billion, i don't know exactly how all that money will be allocated. but you got to imagine that in terms of improving ventilation, getting personal protective equipment, those types of things, it'll help a lot. >> in terms of jobs it'll help a lot. obviously this is a huge win for team biden in just the first 50 days of the administration. for example, i was reading this morning american airlines just told thousands of employees they wouldn't be furloughed any longer because of this. how will today lay the groundwork for the future of biden's presidency? >> yeah. there is no question that this is a kind of initial political victory but also just a kind of starting point for this administration to say, hey, we got this done. and it's how they got it done also. the size of the bill did not kind of shrink from that $1.9 trillion number, which is what joe biden originally proposed. i think that says a couple things. it says stuff about the state of the democratic party who is not afraid around deficit spending, who's not worried about the kind of claims of the debt rising that had usually scared them in the past. and also it's fairly unified on the question of the need to expand the social safety net, particularly in this time of the pandemic. it also says a lot about republicans, obviously voted for the bill and that shows this is a starting point. that if there was not going to be a grieving on this even without the other hot-button issues, then that likely does not signal that there is going to be much agreement bipartisanwise going forward. >> on your point, just a quick follow-up on the fact that not a single republican voted for this, not one. will this come back to haunt the gop? >> it is a base that is really not motivated around policy right now. so it's very hard for us to say this. we know that the type of suburban voter that they lost in both 2018 and 2020 is someone who will be reached by this bill, small businesses and the like. but this is a party that has oriented itself around social and cultural issues, and it's not kind of looking to be a majority party. they're right now implementing voting restrictions to kind of restrict the number of people who go there and get to those polls. yes, they are posing another popular piece of legislation. but this is the track record the gop is on. it is about motivating a small constituency and not appealing to the american masses. >> sanjay, back over to you. just when you look at the death toll, it is so much better than it has been. but the u.s. is still losing 1,400 people a day over the last seven days. you said it, we all want normal again. how much longer do we need to be cautious? >> that's the tough question. by the way, 1,400 people dying a day. i know that's better, but hopefully that never feels normal. i mean, it's going down, but, man, what a year it has been. >> i know. >> i don't know, brooke, when the normalcy sort of returns. you can look at this objectively, and you can say from a public health standpoint we have been in what is called mitigation mode just trying to slow things down. we could get into knownwhat's k as containment mode, 3,500 people per day. we're closer to 60,000 right now. but that could happen, brooke, over the next few months. i've tried to keep it real this year, brooke, but i'm optimistic about the next few months. i will say this that the vaccines are already, in terms of death rates and hospitalizations, already are probably making a difference because people in long-term care facilities and people over the certain age are increasingly vaccinated. so even if cases plateau or go up, we may not see the corresponding proportional hospitalizations and deaths. and that'd be significant. >> listen, let me just say we appreciate you for keeping it real, and that is why we pay attention and we listen to people like you, sanjay gupta. here's what i'm wondering about. i was reading about this last evening just about how president biden, his team therksz going to have to do what obama and his team did with basically the stimulus back in 2009, sell this plan to the american people. and i was reading this whole post from dan pfeiffer who recently wrote about obama's speech after speech to sell his stimulus plan. and he wrote this. he, obama, visited factory after factory that had reopened because of the recovery act. but it was nearly impossible to break through the avalanche of bad news. now, i realize this go-round covid relief has the majority of americans support. but how will this be different, how will this be successful? >> i think that this is a focus of the entire democratic party. it's basically to say that we cannot kind of stop championing this once it's signed into law. but there has to be a kind of continuous drum beat to sell this to voters leading up into the midterms. let's remember that the reason that the aligned stimulus comparison has such resonance for democrats is because the midterms were such a blood bath. the feeling among the party right now is that delivering to voters and showing them kind of what the democratic trifecta got them is much more important than it is kind of to explain how the sausage was made. so they're going to go -- you're going to see a unified effort from senators to joe biden all the way to house reps to say here is what this relief got you. and i think that this is going to be a difference in 2009 partly because there's a little better understanding of where republicans were at the time. but also you had a president who came in with such a mandate on this issue, and then was able to do it without that republican support. it is a democratic party that is more oriented right now on the same page than i think it was ten years ago. >> sanjay, last question just on the vaccine. we've seen this recent, you know, push publicly, former presidents carter, clinton, bush, obama, and their wives, the former first ladies all part of this recently released ad campaign. missing donald trump who we know got his vaccine secretly in january but is, by the way, taking all the credit for vaccinations in this country. how important is it that this be done so publicly? >> you know, i think it's important, and historically it's made a difference. there's been various vaccination campaigns in other parts of the world. i remember covering polio in nigeria and when leaders came out and started getting those vaccines, it translated. people who were otherwise hesitant were more likely to do it. we have to increase the -- decrease the hesitancy. i don't know if we have the graphic. we can show you sort of how vaccines are being distributed right now. there is a disproportionate sort of distribution, 67% i believe mostly among whites. but look at black americans, 6.4% despite the fact that they are two to three times more likely to be hospitalized. what we see typically is that those types of campaigns make a difference. what we see is more and more people get vaccinated, people who may have been unsure or hesitant early on maybe are more willing to do it. hopefully that becomes the trend. because if you get to that 70, 80% number, that's a huge win. >> sanjay, thank you. gentlemen, appreciate the conversation. more states opening vaccinations to more americans, and ditching restrictions in the process. we've got to talk about that ahead. and prince william is breaking his silence for the very first time since his brother prince harry and sister-in-law meghan spoke with oprah winfrey, and prince williams says his family is not racist. we'll discuss. and 59 democrats now calling on new york governor andrew cuomo to resign. can he survive the flurry of allegations against him? we're inviting the virus to go wherever it may wind over the course of the next week. so this is the challenge we have. this is all kind of a perfect storm moment. >> reporter: and on the day president joe biden plans a prime time covid address to the nation, the debate over mask requirements continues. a battle that has taken center stage in texas. >> the science and the data are very clear that the single most important thing we can all be doing at this point is wearing masks. >> and, brooke, here on south beach, all around me, you can see that spring break is very much underway. in fact, city and tourism officials tell me that they expect to see the highest number of tourists in the greater miami area that they've seen since the pandemic began this weekend and next weekend. now, if you also ethat a close look, not a lot of people here are wearing masks. you would never know that there is a mask mandate in effect for the city of miami beach, even when you're walking about on the streets here. and that is the dilemma. governor ron desantis lifted covid restrictions and also lifted the authority of local municipalities from enforcing a mask mandate. and this is the kind of tug of war that we continue to see across the country between state and local officials. brooke? >> i haven't yet but i will do. >> can you just let me know is the royal family a racist family, sir? >> we're very much not a racist family. >> that is all in response to the stunning moment in that conversation from sunday with oprah when harry and meghan said there were worries about how dark their son archie's skin tone might be, but they did not name names. so back to our cnn royal correspondent max foster. and, max, just even the fact that prince william responded, that he commented, were you surprised? >> i was. this is a very short clip, brooke, but there's so much to unpack. first of all, the message really of this visit was that business is carrying on as usual in the royal family. so that was one part of it. then this reporter, an established reporter breaks protocol, fires a question off of prince william, normally ignore it. we expected him to ignore it at this time when the queen has effectively told everyone to stay quiet and deal with this privately. but he did respond. he told us that he hasn't spoken to harry since the interview, just showing how deep this rift is. and then this question very punchy about race. and he said, we're not a racist family. very hard to imagine this sort of thing ever happening. even last week, it just shows how far we've come in this story, a senior royal asking if the royal family is racist i think is a really seismic moment. but i think, frankly, brooke, he was caught off guard by this. he answered it. it was off the cuff. i don't think it looked organized. these doorsteps as we call them are normally organized. i think he was caught out by it. but of course the whole world is receiving it as a response to what prince harry said in his interview. >> so much in these six little words. max foster, thank you so much. in england joining me, journalist and broadcast writer based there in england. tay, it is such a pleasure to have you on. my first question, you know you heard the clip. prince william says the royal family isn't racist. does he think people will just accept that and move along? >> uh, lovely to be here with you. i think in the uk we are brought up with a stiff upper lip, the mantra of never complain, never explain, and things sort of being swept under the carpet. i think it just shows how angry and frustrated prince william must've been to even have said this when there's been talks that the queen has asked everyone to sort of stay silent. i think the country is completely polarized. they are people in my camp and in my community online who believe meghan because i've walked in her shoes. i know what institutional racism feels like, and there's people that think that she's not telling the truth, she's acting, she's being all these negative things, which i think are just sort of stereo typical that they had to put on her. she's being the angry vengeful black woman, this horrible stereotype. i'm not quite sure. this has never happened. it's unprecedented. and it's dividing our culture and opinions. >> back to your point about the stiff upper lip. there are a lot of parallels being drawn between meghan and princess diana. and at the time diana opened up a conversation about mental health that would have never have flown before. because you said it, stiff upper lip, you just don't show your emotions. meghan is opening up this conversation about race. take me inside those conversations, ateh. what do those conversations look like right now especially among people of color? >> well, certainly so far people close to him and certainly the governor feel that they can continue to resist these calls for him to resign. while 59 sounds like a large number, that is still not the majority when you think about democrats in this state who are calling for him to resign. there are a lot of meetings and discussions that state legislators continue to have on the next steps, perhaps some kind of an impeachment hearing, perhaps their own investigation that state legislators can conduct into some of these allegations. of course, the governor, and even other democrats in this state, brooke, are saying they want to see these investigations play out by the attorney general who has appointed two lawyers to overlook that investigation. and they say they want to see that investigation play out before they make a decision, brooke. >> shimon, thank you. let's get some perspective. with me now a member of the new york assembly. mr. assemblyman, thank you so much for being with me. as shimon was pointing out, many of your colleagues are calling on this governor to step down, but the governor is resisting. he says he is not resigning. do you think these 59 democrats are going to change anything? >> i think they are going to change something. and i'm actually proud to be one of those. and i think what they're going to change is the public perception of the appetite for accountability within the legislature towards the governor. and if this governor has made it very clear that he does not intend to step down. so i believe that the next step must be impeachment. >> before we jump to impeachment, the pressure is mounting. today i saw that the mayor bill de blasio said that cuomo can no longer serve as governor. you know the governor, you worked with the governor, you know the kind of person he is. do you think he would bow out or fight to the end? >> i think this governor would fight till the end until he's forced to face up to his actions. and i think that that is why it is incumbent upon us to make that happen. and i would just add that what he has been doing in these past week, two weeks, it's been an abdication of leadership. in a time when new yorkers need us the most, we are unable to focus on issues at hand because we have a governor who is lying to the public and refusing to face up to what he has done. >> is it possible to acknowledge anything specifically, or are you just all in on wanting him impeached? >> you know, i think that the time for what he could have done besides leaving office and facing up to his action has sadly passed. and i say that given the context of what the apology was that he delivered last time. it was a conditional apology. frankly, it was a nonapology. it was saying that i'm sorry if you were offended, i'm sorry if you misconstrued this. and then he went on to say that he had never touched anyone or behaved inappropriately. and last night the times union reported that that is exactly what is alleged to have happened where he would have sexually assaulted an aide who he summoned to his governor's mansion to help him with an issue with his cell phone and then fondled her after closing the door to his private residence. >> do you intend to that you're one of 150 calling for impeachment, do you intend to proceed with the impeachment process if he continues to not step down? >> well, brooke, it's just yet another example of how former president donald trump is really estranged from this president's club. it's a very elite group of former presidents. and we saw it again on display in that public service announcement that came out earlier today of former presidents bill clinton, george bush, jimmy carter, barack obama getting their covid-19 vaccinations. but we were told the conversations about this actually began when president trump was still in office. then he left town, as we know, on inauguration day, and then later that day the three living presidents who attended the inauguration, presidents clinton, bush, and obama, had a conversation at the arlington national cemetery. that's where they recorded part of this ad. and then jimmy carter's voice was added later. and then they all agreed to have photographs of themselves taken getting vaccines. and that's something that president trump has not agreed to do. we learned later that he actually got a vaccination in january, but he did not make that public. and there is a suggestion he did not want to get photographed getting that vaccine. who knows why, perhaps for vanity reasons. but this is just one more example of president trump not wanting to be a part of this presidents club. it's unclear if there were any conversations in the weeks since then. this was originally actually supposed to be released in february. but then i'm told there was an issue with the vaccination supply so they held off on this because vaccination hesitancy was not the top issue. but now they are trying to put this out. we seldom see former presidents together. this is one example where president trump is not in the club. brooke? >> jeff zeleny with the news, let's get some reaction, er physician dr. rob davidson. dr. davidson, president trump and melania trump got that vaccine quietly. again, president trump though still is taking credit for the vaccine in this country and the fact that he's not in this psa. what's your reaction to all of this? >> the well, i think it's really a shame that they didn't show themselves getting photographed, getting videos getting the vaccine, touting the efficacy, touting the importance of it. because we still know there is hesitancy in this country. about a third of americans have hesitancy. and we need 70 to 90% to be vaccinated. and the ones who seem to be most doubtful seem to be people who have voted for and follow donald trump. they think it's not a big deal, it's just a flu, it's just a cold, i don't need to do that. and if they heard his words saying, this is important, we need to do this as a country, i think that would make our jobs right now a lot more easy. it's too bad and i'm hoping he has a change of heart and comes out with some messaging telling people this is asking you to dive a little in the realm of politics, but is there a particular harm to president trump, who overall the initial response for this pan pandemic, for not being featured in a campaign like this? >> i think, yeah, the harm is the people who follow him, you know, aren't seeing those images. so, if he wouldn't let them record him getting the shot and if he is not willing to be apart of any kind of campaign, i think that's a challenge. hey, i think it's great, if he wants to put out, you know, put out releases saying what a great vaccine it is and remember, i got this for you, you know, who cares? who cares who gets the credit for getting the vaccine approved, if it makes more people get the shot right now, that's all any of us should care about. >> let's talk about the reopening trends we're seeing around this country, a bit of a light at the end of the tunnel, doc. how do you feel about indoor dining? would you tell people it's safe now that it's an option in so many states? >> well, i personally am not much of a foodie eating out so it isn't as much of a sacrifice for me. if there are restaurants that are adhering to the guidelines where people are there at a limited capacity, i know in our state it just went up to 50%, a little bit concerned about that number, but if people are spaced apart enough, you know, it's -- it's kind of safe, i mean, everything has some degree of risk. you get in your car, you could get in a car accident. we still drive our cars. so, you know, i personally wouldn't, i think if you want to eat outside, i think, get takeout and tip well to the folks that are doing the takeout, that's how we can keep the industry going until we have more people vaccinate and we know that the numbers are staying down and these variants are being held at bay. >> okay. kind of safe, says dr. rob davidson. i like that high end medical advice there. what about taking vacations? spring break is a couple of weeks away for a lot of families. is there a way to vacation safely? >> you know, again, nothing is 100% safe. the safest thing is staying home. i think if you're going to travel, being vaccinated gives you some liberty, because you know then that you are well protected and you very likely can't transmit it to other people or have a decreased risk of doing that. if you want to travel to see one other holdhouse, parents or children across the country, as long as we adhere to the guidelined, if both are vaccinated or if one isn't, they're at low risk, i think traveling by car is safer than getting on an airplane or a bus. though we have mandatory mask guidelines in these places, it's a little bit safer. it's all sort of that dial of risk and it's how much you're willing to take. the safest is staying home and then everything you can do to protect yourself, including wearing tight-fitting masks or two masks is going to make it even safer. >> last one, just because i'm channeling families with little kids who need to get out of the house and would love to dive into a public pool. can they do that this spring?
