" almost two months after rioters stormed the u.s. capitol, new concerns and new warnings about the possibility of violence later today. capitol police say they boosted security after intelligence pointed to a potential new plot to breach the capitol. the warnings, also coming from the fbi and the department of homeland security even prompted house lawmakers to change their schedule. >> reporter: there are real concerns about security especially since we're learning more about the joint bulletin issued by the fbi and dhs. it warns that violent extremists want to take control of the capitol and remove democratic lawmakers. this all comes because march 4th marks the date that conspiracy theorists believe donald trump will retake his position as president. that belief is false but intelligence officials note there has been increased chatter online notably among members of the 3 percenters extremist groups. lawmakers believe this is online talk and not necessarily an indication anyone is coming to washington to act on it, but security at the capitol has been increased, including with additional officers that will be on capitol hill today. there are also concerns about threats against president biden still to be scheduled joint address to congress so washington once again on edge today. >> meanwhile, president biden is focused on two things, the pandemic and the economy. he's coming out swinging against state leaders who are already easing or dropping social distancing measures, but his priority is still the covid economic relief bill. jeff zeleny has the latest. >> thanks for coming in. >> reporter: president biden striking a compromise with moderate democrats to limit the americans eligible for a stimulus check in hopes to push the covid relief bill across the line. as the senate begins discussing it, the president will limit the spending. people earning more than $80,000 or household incomes over 160,000 would no longer get a $1400 check. >> these masks make a difference. >> reporter: in the oval office the president blasting officials in texas, mississippi and other states that are lifting all covid-19 restrictions. >> the last thing, the last thing we need is neanderthal thinking that everything is fine, take off your mask. forget it, it still matters. >> reporter: but the white house is focusing considerable attention on capitol hill trying to carefully thread a political needle of addressing the concerns of moderate democrats without alienating progressives. >> what he has been firm on is that the package needs to be large enough to meet the scope of the twin crises we're facing, covid and the economic downturn. >> reporter: but the bottom line is some americans who receive the assistance under president trump may not in the biden administration. >> he's been firm on the importance of the $1400 checks going out to americans and that -- and he has fought for that tooth and nail and is -- that is a bar for him and he's also been firm on the thresholds at which americans should receive those checks. >> reporter: the president speaking virtually to house democrats trying to impress upon them the importance of keeping their coalition united to pass the legislation but not a single republican is expected to support. >> a diverse caucus isn't a divided caucus. staying unified as we complete this process and pass the american rescue plan won't just make a difference in our fight against covid-19 and our efforts to rebuild the economy, we'll also show the american people we're capable of coming together for what matters most to them. >> reporter: a day after pledge to go have enough vaccine for all-americans by the end of may, the president urged caution in the weeks ahead. he warned other states against dialing back restrictions too quickly. >> it's critical, critical, critical, critical that they follow the science. wash your hands. hot water. do it frequently. wear a mask and stay socially distanced. and i know you all know that. i wish the heck some of our elected officials knew it. >> reporter: senate debate is expected to begin on the bill as early as thursday but republicans are redwierd read the bill in its entired at this. it could span 10 hours. also a slew of amendments also being expended here. the white house is trying to get democrats to stay unified on this but it is a challenging needle to thread between progressive democrats who don't want many changes and moderate democrats who do want some. this is the key priority. it's likely to go on through the weekend. jeff zeleny, cnn, the white house. the nation's leading infectious disease expert says it's risky for some states to begin rolling back covid restrictions. dr. anthony fauci told cnn that it could lead to another surge. >> reporter: i don't know why they're doing it, but it's certainly from a public health standpoint is ill advised. it is inexplicable why you would want to pull back now. i understand the need to get back to normal but you're only going to set yourself back if you just completely push aside the public health guidelines. >> now this comes after both texas and mississippi move forward with ending their statewide mask mandates despite pleas from health officials. cnn's nick watt has details. >> to say that i'm petrified doesn't explain the gravity and depth of my feelings. >> reporter: no more mask mandate across texas and businesses can fully reopen without any state restrictions. >> now is not the time to lease all restrictions. every individual is empowered to do the right thing here regardless but the state decides. >> reporter: in mississippi, a similarly seismic roll back. >> we are not going to continue to use the heavy hand of government when it's no longer justified. >> reporter: here's what the governor of texas said he learned from last summer's covid-19 surge. >> if i could go back and redo anything, it probably would have been to slow down the opening of bars. >> reporter: that was june 26th, fewer than 6,000 new cases reported in texas that day. yesterday there were 7300 new cases in his state yet he said this. >> it is now time to open texas 100%. >> reporter: texas has fully vaccinated less than 10% of its adult population. that should accelerate. >> this country will have enough vaccine supply, i'll say it again, for every adult in america by the end of may. >> johnson and johnson production will need to pick up a little. we're told it will. >> we are not in the habit of over promising. >> reporter: in florida another spread, new nursing home cases reportedly down more than 80% from the peak in december suggesting the vaccines are working. meanwhile, we hear that the cdc is finalizing guidance from people who have been fully vaccinated. that guidance we understand will include fully vaccinated people should limit social gatherings to at home and just with other people who have also been vaccinated and when they're out and about, keep the mask, keep the distance. nick watt, cnn, los angeles. there's been a stunning development in the growing tension between the duke and duchess of sussex and buckingham palace. in a new clip from the upcoming oprah winfrey show, she says they might be perpetuating falsehoods. >> how do you feel about the palace hearing you speak your truth today? >> i don't know how they could expect after all of this time we would still be silent if there is an active role that the firm is playing in perpetuating falsehoods about us, and if that comes with risk of losing things, i mean, there's a lot that's been lost already. >> now that clip is being released just after buckingham palace said it will investigate bullying allegations against the duchess of sussex. they say meghan's behavior towards staff was so troubling that it led to a complaint in 2018. cnn's royal correspondent max foster is following all of these developments. the substance of these complaints can't be dismissed but neither can the timing, right? >> reporter: no. so there's an article in the "times" quoting a main source saying there was an hr bullying complaint against the duchess. that was published yesterday. we weren't able to substantiate those claims but then buckingham palace came in and said they would be looking into them, probing them effectively. they won't be speaking to the duke and duchess themselves. doesn't look like an investigation into the bullying but they are going to speak to the people who were involved in that complaint. it didn't go to a formal level so we're going to see what comes out of that. but certainly this all happens ahead of this big oprah interview on sunday and cbs releasing this clip, which was recorded before any of these bullying allegations appeared in the u.k. media. so the timing is interesting, but she's speaking to effectively something else. i think she's talked before about the immense amount of tabloid media pressure and intrusion that they felt in the u.k. harry said that effectively forced them out of the u.k. the duchess has also spoken about how she felt unprotected by the palace in the face of these claims. i think what she's probably speaking to here, we have to see the whole two-hour show on sunday to really make sense of it, but it suggests that she is unhappy with the way the palace allowed these tabloid rumors and stories to just sit and fester and she felt unprotected by that. she's really taking it to another level saying that actually the palace might have been culpable by allowing these stories to flourish as well. so it's a major claim. the biggest claim yet i would say about the palace. >> but, i mean, the irony of this isn't lost on many people. the couple say that they left the u.k. to escape the media scrutiny. they seem ever present fixtures now on our screens. >> reporter: yes. so that is an accusation. the other accusation is that when they left the u.k. they said they would stop working with the tabloid media for sure but also would be doing less mainstream media, working with grassroots media organizations instead. it doesn't become more main street than a cbs media interview with oprah winfrey. there are some inconsistencies there. also when it comes to being the victim here, is it the duchess or members of staff that she allegedly forced out of her household in the u.k. all of this needs to be investigated, but one of the issues the duchess has is this no comment policy that the palace developed over decades, really, and that was in response that they felt they shouldn't have to respond to speculative media reports, just rise above it. no comment with something she found very frustrating. at the same time the palace isn't really commenting on this. they're not giving their side of the story. we don't have the full palace side of the story, but over time there's more and more pressure on the palace to speak out. we're only getting one side of the story, that is the sussex side of the story. it will be pretty sensational on sunday if we look at what has led to this point. the last point i'll say about the oprah interview, they haven't been able to speak freely until this oprah interview. up until last month they had honorary titles which meant they were always speaking on behalf of the crown, on behalf of the queen. they no longer do. now they speak on behalf of themselves. there's nothing holding them back from saying what they feel. >> no end to the intrigue. cnn royal correspondent, max foster in london. appreciate it. security concerns and the pandemic are keeping the pope from iraq. we'll explain why he's pushing ahead with the historic visit and what it means to long suffering iraqi christians. new york governor andrew cuomo apologizes but refuses to step down over allegations of sexual harassment. we'll hear his response to accusations ahead. stay with us. united states is considering how to respond after at least ten rockets hit an airbase in iraq that houses u.s. troops. an american civilian contractor died of a heart attack outside of baghdad. it comes almost a week after the u.s. military struck a site in syria in response to previous attacks on coalition forces. in light of the recent assault, the u.s. secretary of state says those responsible must be held accountable. >> the first thing we have to do is get to the bottom of it and find out that to the best of our ability who in fact is responsible and then i think the president is very clear that we will take appropriate action in a place and at the time of our choosing. in the case of the earlier attacks, the first thing we did is to make sure we understood who was responsible and that took some time and then we worked very closely with our iraqi partners to make that determination and then to take clear action to demonstrate that these things could not go forward with impunity. >> this comes days ahead of the pope's visit to iraq. he's vowed not to cancel the three-day trip because of increased security and the coronavirus. ben wedeman joins me from baghdad. we'll get to the timing of the visit but first explain the purpose of the visit. >> reporter: the purpose of this visit and, in fact, pope john paul ii wanted to come to iraq in 1999 or 2000 but wasn't able to. the purpose is really to show solidarity with the christian community here in iraq, one of the oldest christian communities in the world which has dwindled from 1.5 million back in 2003 to 300,000 today. he also wants to extend an olive branch to the shia community. he will be going to najah in southern iraq to meet the grand ayatollah who is one of the senior clerics of the shia tendencies. really create bridges with this country that because of war, sanctions and whatnot over the years has not put it on the itinerary of popes in the past. >> now to the timing so soon after these repeated attacks there. surely there must be pressure to cancel, right? >> reporter: there is pressure. there has been pressure on the pope, kim, for him to cancel this visit from within the vatican itself. we heard pope benedict xvi, pope emeritus benedict xvi describe it as a dangerous visit. if you look at papal visits going back, it ranks pretty much at the top in terms of danger but pope francis is a man who's known to be quite stubborn when he decides to do something, he does it. and for iraq, many iraqis are christians as well as muslims, are looking forward to this trip with a certain amount of humor. many want him to go to places he won't be going, stay longer than he's planned. what we've seen in the time leading up to his visit is a flurry of activity, cleaning up, repaving roads. they want him to go to all the cities in iraq that are in desperate need of new roads, proper drinking systems, proper electrical systems so that perhaps the government will finally be moved by his presence to do the things that it has neglected to do now for many, many years. so iraqis are more than happy for him to come not only for spiritual reasons but more practical ones. >> no shortage of need there. no shortage of courage from the pope. thank you so much. cnn's ben wedeman from baghdad. new york's governor is rejecting calls to resign. three women, two former aides, have accused governor cuomo of sexually harassing him or making inappropriate comments. he apologized. >> i now understand that i acted in a way that made people feel uncomfortable. it was unintentional and i truly and deeply apologize for it. i never touched anyone inappropriately. i never knew at the time i was making anyone feel uncomfortable. >> cuomo urged new yorkers to withhold judgment until the investigation is complete. u.s. house of representatives has passed a new bill at reforming police practices named in honor of gl george floyd. every republican opposed it, including one who initially voted yes but later changed his vote to no. among the provisions is a national registry of police misconduct but it faces a tough fight in the senate. george floyd's death in police custody last year sparked national outrage, widespread protests and calls for police re reform. senate hearings investigating the attack on the u.s. capitol have uncovered confusing red tape from officials. some say troops could have been deployed to stop the attack within minutes, so why did it take hours? also ahead, the international criminal court is opening a formal investigation into alleged war crimes by watching "cnn newsroom." police have stepped up security around the u.s. capitol amid warnings about the potential for violence later today. the fbi and the department of homeland security have warned of increased chatter among extremists discussing possible plots against the capitol. in a rare move, concerns over security prompted house lawmakers to change their schedule and they won't meet today on the hill. former fbi deputy director andrew mccabe spoke to cnn about the security measures. mccabe is a cnn senior law enforcement analyst said it is the right approach and should happen prior to january 6th. >> i think what you're seeing here is a very understandable kind of recalibration among the law enforcement and intelligence community to what they're hearing in publicly available chatter on social media groups, et cetera. there's been a lot of criticism about how they handled that same sort of chatter leading up to the january 6th riot and i think what you're seeing now is an over abundance of caution. people are taking that sort of information very seriously, passing it along to congressional leadership and everybody is taking precautions that had we done that on january 6th or on january 5th, we may have been in a much better situation. i think it's a responsible way to handle this information. the former vice president is breaking his silence on the insurrection. mike pence opposes a house bill that would broaden the ability to vote and he peddles some of the same false claims that brought on the capitol riot. after an election marked bill significant voting irregularities and numerous instances of officials setting aside state election law, i share the concerns of millions of americans about the integrity of the 2020 election. meanwhile, the head of d.c.'s national guard says an unusual memo and change in protocol slowed the security response to the capitol riot. oren lieberman has more on wednesday's senate hearing into those failures. >> reporter: from this moment you see here, it took 3 hours and 19 minutes to deploy the d.c. national guard and help secure the capitol. at 1:49 p.m. a frantic phone call pleading for help. >> chief, his voice cracking with emotion indicated that there was a dire emergency at the capitol. >> reporter: but major general william walker, commander of the d.c. guard, said his hands were tied. walker had guards man at the armory, but to move them he needed approval from his superiors. acting defense secretary christopher miller and ryan mccarthy, that included for a 40 person quick reaction force that had been tasked to help with traffic control. >> just to be clear, the secretary of defense said i could use it as a last resort. >> last resort. >> but the secretary of the army says that i could only use it after he gave me permission. >> reporter: some 30 minutes later as this was unfolding on capitol hill, d.c. officials got on the phone with the pentagon. walker was on that call and he heard hesitation and the concern about the optics of deploying troops to the streets of the capitol. >> everyone is seeing this on tv and they're not immediately approving your request and in your recent testimony, you just said, hey, i could have gotten them on those buses and ready to go, is that correct? >> that is correct, senator. >> reporter: walker says he could have had 154 troops to the capitol within 20 minutes but it wasn't his call. >> the word that i was -- i kept hearing was the optics of it. and there was concern that it could inflame the protestors. >> reporter: robert scelese, acting assistance of defense, said the acting secretary of defense wanted authority because of the sensitivity of providing u.s. troops against a civil disturbance involving american citizens. >> there is no ability for the military to respond without the secretary's approval for civil disturbance operations. >> reporter: the pentagon offered more guardsmen multiple times before but capitol police and d.c. officials said no. without a formal request for help, military officials couldn't plan for a specific mission until the riot was already unfolding. about 3 p.m., 90 minutes after the evacuation of the capitol, acting defense secretary miller approved the callup of the full national guard. within an hour he moved available guardsmen from the armory to the capitol. according to general mark millithey moved with sprint speed. they reacted faster than our most elite forces. it's an argument senators weren't buying. >> and so you could have had them there earlier, hours earlier if it had been approved. >> as security at the capitol broke down, so, too, did communication. acting secretary of defense chris miller approved the d.c. national guard to help clear and secure the capitol. general walker didn't find out about the approval for more than 30 minutes. oren lieberman, cnn at the pentagon. the furious response from israel after the international criminal courts chief prosecutor announced a probe of alleged israeli war crimes in the palestinian territories. let's go to sam kiley for details and reaction. sam, tell us more about exactly what they'll be looking into here. >> reporter: first of all, the reaction from israel has been a statement from benjamin netanyahu, the prime minister, who goes as part of the re-election, battles at the re-election march 23rd but nonetheless is taking a very robust line, indeed, calling this undiluted anti-semitism and questioning the jurisdictions of the international criminal court here. oddly enough, hamas has, which is the power that rules in gaza, an organization that is labeled terrorist organization by the united states and many european governments, has welcomed the investigation even though it is like israel specifically named as part of this investigation. i think perhaps hamas is rather enjoying what the israelis find repugnant, which is some kind of potential moral equivalent given that they've been lumped into the same investigation. those investigations focus on the actions of israel and the palestinian armed groups during the gaza war in which there were casualties, heavy casualties particularly on the palestinian side. casualties during the so-called marches and rush back in 2018 and there were casualties on both sides. and then problematic from the israeli perspective, investigations into the continuing spread of jewish settlements on the west bank. israelis promising that they're going to fight this all the way. >> all right. sam kiley in jerusalem. breaking news just in to cnn about prince philip, the duke of edinboro. the 99 british royal has undergone a successful heart procedure in a u.k. hospital. let's bring in cnn royal correspondent max foster who joins us with the latest. max, i understand this was a pre-existing condition, but what more can you tell us about this? >> reporter: well, it's a patchwork of information really, i think. the palace has been really clear they don't want to give a running commentary of prince william's condition. we're getting a better sense of why he was feeling unwell. initially it was he had an infection, he had a pre-existing heart condition and got moved to hospital. this is a major center for cardiac disease. now we're told he has had an operation on the heart and that it was successful. so that's positive news. it all happened yesterday. they had his royal highness who will remain in hospital forest, recoupment for days. he's 99 years old. any sort of treatment he does receive needs to be monitored very carefully. he's not quite out of the woods yet, but as far as the operation is concerned, it has gone successfully. a few years ago he had an operation to have a stent put in, so perhaps -- i mean, a lot of speculation has been that the stent has had to be replaced, something around that. we don't have the detail. it does seem it's gone well so far. he will remain in hospital as they monitor his condition. >> all right. obviously we all wish him well and we will stay on this story. thank you so much, max. we really appreciate it. demonstrators defiant and determined are back on the streets of myanmar just one day after security forces intensify their crackdown killing dozens. i'll have the latest in a live report. plus, alexey navalny is waiting in a russian today. there's an urgent call for an international response after a dramatic and disturbing surge of view so he lens across myanmar. wednesday was the deadliest day of protests which have been going and gone since the military coup one month ago. at least 38 people were killed at the hands of security so sources. they were seen being pulled from the ambulance. they will meet tomorrow. the u.s. special envoy to myanmar said the international community has to come together to stop the situation. they look at policy options that weigh the response. paula hancocks is in seoul with the latest. just horrific scenes there. 38 dead, maybe even more, paula. what's the latest? >> reporter: kim, this is the fear that many activists on the ground do have. the u.n. saying that from february 1st until now they believe at least 50 people have been killed, but activists say they fear that death toll is actually a lot higher. it's very difficult to keep a tally on the ground with everything that's going on, but we are still seeing, kim, people coming out onto the streets despite the fact that wednesday was the deadliest since the coup. so the protesters are not being convinced to stay home. many say that they are afraid. they're fearful of what might happen but they also say that they feel like this is the final battle, that they have to win this battle against what they call the military dictator ship, otherwise they will be living under it forever more. certainly there is a case to be made that protesters are being galvanized by what we are seeing on the streets but there's no doubt that the level of force the security forces are using now against protesters is increasing. one thing we also heard from the u.n. special envoy to myanmar also talking about the fact that wednesday was the deadliest day, saying that she had been speaking to a military representative in myanmar from the military leadership and had said there would be strong measures against them and the answer was that they were used to sanctions, that they had survived under sanctions many times before also saying that they have learned to live with only a few friends. so certainly this is ominous and it's worrying for the international community seeing all the condemnation and sanctions they have put forward so far has had very little if any impact on the military leadership. in fact, what we have seen over recent days, certainly since sunday, is that level of force against protestors increasing. kim? >> ominous response, exactly the right word there. paula hancocks in seoul. thanks so much for that. russian opposition leader alexey navalny is in quarantine while being held in a detention center according to his lawyer. right now navalny is being isolated with two other people at a detention center east of moscow. matthew chance joins us from moscow. we finally got an update from navalny considering he had disappeared. what's he saying? we lost matthew there. apologies. kenya, rwanda and senegal are some of the latest countries to receive covid-19 vaccines through the international co-vax partnership. it's given more than 10 million shots to more than a dozen countries, most of them in africa. >> reporter: touching down in nairobi, covid-19 vaccinations arrive in kenya for the very first time. it becomes one of the latest countries to receive doses as a global vaccine sharing program rolls out across africa. >> we've been fighting this virus but we have been fighting it with rubber bullets. what we have received here is equivalent, met forkically speaking, to a position of machine guns, bazookas and tanks to fight this war against covid-19. >> kenya received its initial shipment of just over 1 million doses as part of the co-vax program. it's aimed at reducing vaccine inequality. it got started last week with the delivery to ghana. the president became the first to get vaccinated under the program. >> it's important that i set the example that this vaccine is safe by being the first to have it. >> in addition to ghana, kenya, rwanda, senegal and the ivory coast are the first to receive the vaccines. it comes after a long wait. far behind wealthier nations that can pay full price. that's partially due to difficulty of securing supplies. access in lower income countries will continue to accelerate. >> we've delivered 10 million doses in 14 countries so far and we will now be doing at least another 10 million in the next week and scaling up from there. so, yes, not enough doses and not as quick as we would like. it took us 83 days from the first jab in the u.k. to the first jab in africa, but now we're off to try to get as much of this out as we can. >> reporter: all told covax aims to get 2 billion out. 92 countries qualify for cheaper or free vaccines. low and middle income countries are now hopefully catching up in the race to vaccinate the world against coronavirus. for the second day in a row, brazil has reported its highest daily death toll from covid-19. almost 2000 people died on wednesday pushing the country's seven-day average to its worst level yet. we have the details. here in brazil, more than 1,900 people died from covid-19 on wednesday. a new daily record in a country where the total death toll has already surpassed a quarter of a million. the health registry registered 71,000 new cases bringing the total number of new cases to 10.7 million and pushing the health system to the limit. icus across the country near or at capacity with 1/3 of state governments reporting icu occupation at over 90%. the new wave of infections and deaths has been blamed on a more relaxed attitude with a rash of big parties around carnival time as well as a more contagious variant. the governor of brazil's biggest state, san paolo, said the red phase would be imposed starting this weekend. that means all but essential businesses must close. the governor warned that the state's health system was on the verge of collapse if drastic measures weren't taken. he joins a growing list of mayors and governors who have imposed tighter measures in the hopes of slowing the spread of the coronavirus. brazil has
