base. we'll have more on that soon. welcome to our vurszs in the united states. all around the world. this is "early start." i'm laura jarrett. >> i'm christine romans. it's wednesday, march 3rd. the finish line for of marathon pandemic is in sight. but some states are stopping short. they're now reversing course in baffling ways. core restrictions lifted by two republican governors just a day after warnings, dire warnings from the cdc. texas its 29 million americans effectively restrictions-free. governor greg abbott announcing restriction there's end in texas and mississippi and iowa theirs. they join 14 other states that have no mask requirements. one texas icu nurse says this all comes way too early. >> it's a little nerve racking to see that, you know, we're going to take away the masks. i don't think it's safe to do that right now. we don't have people in the hallways anymore in stretchers. we're not putting dead bodies into rooms at this point. the breathing is a little better, it's not better. >> remember, it was the reason they were able to open in the first place, take those away and the virus can stand unchecked undoing months of gains. the first shots of johnson & johnson one and done vaccines are in people's arms. and president biden is trying to expedite across the country brokering a rare partnership on two arrivals. cnn's jeff zeleny has more from the white house. >> reporter: good morning, christine and laura. president biden with optimism with the combination of forces from johnson & johnson and merck. coming together for the vaccine. one of the reasons the white house believe that all americans will have vaccination by the end of may. that does not mean all americans will be vaccinated. it still is a challenge to get the supplies out in parts of the country, as well as easing some americans' concerns about this. but president biden speaking very optimistically on tuesday at the white house. >> there is light at the end of the tunnel. but we cannot let our guard down, to ensure that victory is inevitable. we can't assume that. we must remain vigilant, act fast and aggressively and look out for one another. that's how we'll get ahead of this virus, get our economy going again and get back to our loved ones. >> reporter: now, the president also calling for teachers to receive at least one dose of the vaccination before the end of march. he said teachers are front line workers and he's trying to make the case that teachers should be moved up to the front of the line. all of this coming as the white house is trying to push its covid relief bill through the senate. the white house realizes it's a heavy lift for senate to pass but they hope it passes by the end of the week. the president could debate the president's covid relief bill today. the $15 minimum wage increase is out of the deal and two big infrastructure projects also now being pulled. cnn's daniela diaz joins lose live from capitol hill. daniella, break it down, what's out of the bill and why? >> reporter: that's right, laura, they're being stripped from the house legislation that passed these two when they voted last week. this includes a $1.4 trillion for a transit line and an international bridge in upstate new york. the parliamentarian ruled that these projects could not be included because they were pilot projects. republicans, it was a huge point of contention for them because they didn't want to support the legislation and argue because the project has nothing to do in their opinion with covid-19, they shouldn't be included in this massive $1.9 trillion covid relief bill. and like i said, the senate parliamentarian ruled against this. and democrats argued that they should be included since this is a pandemic and lots of people have lost their jobs. these would provide jobs to communities that needed it in california and in new york. but now that we know this is going to be stripped from the senate version, house speaker nancy pelosi's spokesperson is arguing now that this is stripped, republicans should get behind this legislation and support this legislation since this was a major argument for them for why they didn't vote to support is this. laura. >> daniella diaz, thank you so much. wall street worried about bubbles developing in financial markets. sent tro currency, spacs, reddit people stocks. are these hinting at overheating in the larger economiy the bond markets suggest a rapidly improving economy later this year, fueled by vaccine success, trillions in stimulus and a fed that's been providing its own fire power to support the economy. the former new york fed president bill dudley there's a chance for recovery but warning it might be a bubble. >> i think the climate is object mystic about economic recovery. and they see that monetary policy and fiscal policy is going to be very stimulative. do i think the yields are sustainable? absolutely not. so if you define a bubble that yields are far away from where they'll be in the long run, then i guess there's a bubble. >> so is there a risk of overheating? well, yes, there's always a risk but also a greater risk of millions of americans not making it across the chasm to that better economy. that's why more relief is needed for real americans. 11 million people are severely behind in mortgage payments, 18 million people remain on the government for jobless checks and we're down 10 million jobs since the crisis began. >> the white house pulling the nomination of neera tanden to let's its budget office. tanden had come under fire from lawmakers really on both sides of the aisle. after lisa murkowski told the white house she was a no on tanden it was clear there was no path forward. after at least one democrat defected, she praised president biden and said she would serve. the base west of baghdad is the same air base that iran attacked last year in retaliation for that u.s. air strike that killed the country's top military commander. this is almost undoubtedly a response and escalation from last week's air strike on iranian proxies in syria. no reports so far of casualties or damage. still ahead for you, what persistent problem at nursing homes made them such a big driver of covid-19? united states has three covid vaccines sand finally on the cusp of seeing daylight. but some states have decided the pandemic effectively over. they say masks that save lives no longer needed. president biden is invoking the defense production act to form a rare partnership between competitors. merck will now help produce johnson & johnson's vaccine hopefully speeding up production. >> as a consequence of a stepped-up process that i've ordered and just outlined. this country will have enough vaccine supply, i'll say it again, for every adult in america by the end of may. by the end of may. >> the president said johnson & johnson's vaccine manufacturing facilities will now begin to operate 24/7. the president wants educators to have at least one dose by the end of march. at least one dose for teachers by the end of march. and yet, some states say they're done. they are reopening businesses that have struggled. they're ending the mask mandates that helped those businesses reopen. by slowing the spread. >> effective next wednesday, all businesses of any type are allowed to open 100%. also, i'm ending the statewide mask mandate. >> now, the move is baffling for many texans including those on the front lines. >> i feel like we finally hit a point where we all started breathing a little bit easier. we kind of saw a little bit of a light at the end of the tunnel. and i kind of thought that was shut down. and i'm exhausted and i'm scared what this will look like. >> just very disappointed. it's a step in the wrong direction. doesn't make any sense. >> just puts everything we have worked so hard to get at risk. i think everybody here in texas and austin, is just dumbfounded. >> mississippi is also lifting its mask mandate. and ohio lifting its 300 limitation on sporting events and mass gatherings there. case numbers are falling in this country, it is true, but the trend is slowing but the numbers are still as high as they were in the summer when safety measures were put in place. 2,000 people a day are still dieing in this country. cnn has reporters covering the pandemic from coast to coast, starting in texas. >> reporter: i'm in texas where governor greg abbott on tuesday announced he is ending the mask mandate and all business information the state can reopen next week with zero capacity restrictions. now, the action comes after health officials across the country warned governors not to ease restrictions because progress across the nation against coronavirus has began to plateau. and also because of increasing concerns about the more contagious and rapidly spreading variants. now, the cdc director said we cannot give into the false sense of security that the worst of the pandemic is behind us. a harris county judge lena hidalgo said every time public health measures have been pulled back we've seen a spike in hospitalizations. >> reporter: i'm dan simon in san francisco where things are beginning to open. with cases declining, the positivity rate is now down to 1.3%. the city moves from the purple tier to the red tier. that means indoor dining can resume at 25% capacity. movie theaters can also open up at 25% capacity. no concessions, though, the popcorn will have to wait. indoor gyms can also open up at 10% capacity. the positive news is the vaccination numbers also improve. it's estimated that 20% of san franciscans have been vaccinated. >> reporter: i'm erica hill. saying the state is headed in the right direction, michigan governor gretchen whitmer announcing restaurants and bars can double their capacity to 50% starting friday. capacity limits increasing for gatherings, retail stores, casinos, gyms and stadiums. and those with a negative covid tests will now be able to visit their loved ones in nursing homes. >> christine, it's so unfortunate, when you think back to have the early days of the pandemic, if there had been real leadership at the top, at the federal level, about masks and understanding that masks actually saved lives, then there wouldn't have to be this whole joyous uproarious, as you can hear it for governor abbott to roll back the mandates, if people knew they saved lives we wouldn't be in this position. >> it unfairly puts retail employees in the role of enforcing guidelines. look, they're on the cusp here of having pharmacies and grocery stores really pushing out vaccines in places like mississippi, in places like texas. also in iowa where they dropped the mask mandate as well and montana. those workers are very worried. they're indoors. they're in close contact with other people. they're giving a life-saving vaccine but there's not a requirement for them to be protected against someone who could spread the virus. >> it's so important. all so avoidable. 35 minutes past the hour. the senate could begin debating the president's covid relief bill today. the $15 minimum wage out. now two big infrastructure projects, a rail capital improvement in california and a bridge in upstate new york, those are being pulled after the senate parliamentarian ruled they could not be included. daniella diaz covering that right there on capitol hill. daniella, the president spoke with democratic senators yesterday. what was his message to the party? >> reporter: that's exactly right, christine. president joe biden met with all 50 democratic senators yesterday in a virtual meeting, and he urged them to support his legislation, this massive $1.9 trillion package, even if there are provisions, if they don't like and support in this bill. this comes after there has been debate about several parts of this legislation including whether to scale back jobless benefits from $400 a week which is what the house passed to $300 a week. and there's discussions that some moderate democratic senators don't like some versions, some provisions of this legislation, because it's not targeted enough or it's too much money. but the bigger picture here is that this is a major test of unity for biden. for the major biggest legislation of his administration. he needs every single democratic senator to sign on and support this package because they're passing this using budget reconciliation. so 51 votes in the senate needed to pass this. soful every single democratic senator signs on, vice president kamala harris is likely to be the tiebreaking vote. and we're not expecting any republican senator on this legislation in the senate. that's the bigger picture here and what biden is trying to push with all 50 democratic senators to sign on to this. >> sure. he needs 100% of his party on board if this is going to make it. now, daniella, if the senate takes this up today, what do we expect for the rest of the week? certainly a lot of late nights on capitol hill and greasy pizza boxes. >> reporter: yeah, we're expecting late nights, it's another voterama, that's what we call it when it's a late night in the senate chamber and the senators are voting on amendment after amendment after amendment to remove or pass and include this legislation. unlike the first voterama series that i talked to you a couple weeks ago, every amendment that they're passing in this legislation will be included in this final package. so this is a huge point for republicans. this is going to be their way of pointing out the amendments they don't agree with. or parts of this legislation that they want to point out not targeting or too much money. so this will be a good time for republicans what they see is a good time to point out what they don't like about this package. especially ahead of any midterm elections or the next set of elections for the senators. and we are expecting a late night. and democratic senators are ready to try cuomo faces an escalating crisis and growing calls for him to resign after a third woman publicly accused him of making unwanted advances toward here. new york's attorney general is investigating the allegations. white house press secretary jen psaki addressing the cuomo situation. saying both the president and vice president believe every woman coming forward should be heard and treated with dignity and respect. new this morning, the justice department is expected to release a scathing report on republican ronny jackson detailing his time during a top white house official during the obama and trump administrations. according to the pentagon inspector general, jackson made denigrating comment about a female employee. drank alcohol and took ambien while on duty. jackson denies the claims saying the report is politically motivated. global co2 levels have rebounded to prepandemic levels. the international energy agency says governors around the world are missing a historic opportunity vaccinated. the u.s. conference of catholic bishops is urging catholics to avoid taking the johnson & johnson coronavirus vaccine and to choose pfizer or moderna instead. okay, the reason they say, reporter: jackie and her mom 90-year-old hattie are getting the covid vaccine from rush medical center. they have limited transportation and hattie can only get out of the house if someone carries her. >> it's a blessing and it's great. i hope everybody gets to take it that they do well. >> reporter: a few miles away -- >> you're just going to feel a little pinch. >> reporter: a vaccination at the flores home. there are 120 people in the program targeting those hardest hit by covid. 71 people have received the vaccine. >> this is like a blessing to have someone come to the house especially when you have a latina, 92-year-old mother who has dementia who can do hardly nothing for herself. >> reporter: but there's a problem, not everyone who needs the shot gets it, and it falls along racial lines. the kaiser family foundation tracks vaccinations in 20 states by race and ethnicity. the overall vaccination is three times higher for whites than latinos and twice as high for blacks. the challenge in cities around the country, many vulnerable american, are going unvaccinated. >> there's racism that underlies our cities we know there's racism in this case as well. >> reporter: many live in a pharmacy desert and can't get themselves to a vaccine. in early february in illinois, latinos make up 20% of covid cases but only 9% of vaccinations. in maryland blacks make up 33% of cases, but only 16% of vaccinations. and in california, the numbers are staggering. latinos account for 55% of covid cases. but only 18% of vaccinations. it's a problem president biden says he's trying to fix. >> the fact is, if you're 70 years old, you don't have a vehicle, and you live in a tough neighborhood, meaning it's a high concentration of covid, you're not likely to be able to walk five miles to go get a vaccine. >> reporter: the president's covid package includes funding for mobile vaccinations which have begun in states like california, and massachusetts. jackie and her mom say this program may have saved them, not only from the virus, but from an unequal system that nearly left them behind. >> there's nobody not bother no one. every nationality. we bleed the same. >> adrienne injuries were reported. last month, netherlands police arrested two people after they set a fire near a different test center. europe's regulators will consider the johnson & johnson vaccine on march 11th. europe was focused on their own vaccinations but china and russia are sending millions of vaccination doses around the world. they could save lives and establish goodwill with western advers regulator here are the pfizer biontech and moderna. you have the countries like the czech republic, like slovakia, who are frustrated, like austria, that the supplies aren't coming through in big enough numbers, not just slow to regulate and approve but supplies have been bumpy and rocky in the beginning so they're turning to russia, turning to china. but i think there's another detail sort of hidden in this as well, hungary, we saw the prime minister get from a china vaccine over the weekend in his arm have been the first to shop around the world for alternate vaccines. yet, look at the european union figures on uptake of vaccines among countries, hungary is at the bottom of the list. they've only distributed 44% of all of the vaccines they've been given from the european union. so
