Lets go to manu raju on the hill. Obviously theyre going to keep that 15 minimum wage in it but it is not going to get through. It is a big decision last night. Explain the importance of that and what it means now for people to get aid. Reporter the time line for getting aid will probably be early to midmarch. The push for the democrats is to get this done before that March 14th Deadline when jobless benefits for millions of americans expire. Today is a critical day to meet that deadline. The democrats advancing the 1. 9 trillion package out of the house. This bill would touch virtually all aspects of the u. S. Economy, provide money for vaccines, for schools, provide money to extend jobless benefits and states and local governments and the like. But what it does not have or will not have ultimately is that 15 minimum wage increase at the federal level. The house plan will include that tonight. But because of the ruling by the Senate Parliamentarian who sets and determines what fits in within the rules of the senate. The ruling that this does not cannot it would violate the rules of senate by including it in this proposal, that means that next week when the senate takes up this plan, the 15 minimum wage will be striped out. And ultimately what will pass the senate assuming the demo democrats could keep all members in line, is a bill without the 15 minimum wage and theyll have to move that separately and it is very unlikely that it will become law because it would require 60 votes to pass out of the senate and this current process requires 50 votes. Democrats could do it if they are all in line. Now, tonight is key because it is the first step as i mentioned. But could the democrats keep all members in line. The expectation is probably yes, they might lose a couple. Nancy pelosi could really only lose five members because we do expect republicans will vote in lockstep against this plan. Which they consider an overreach, too much money spent. But we expect it to pass and could the senate get it done and out of the house before march 14th. Today alone they are expected to vaccinate 2,800 people. And we talked about President Bidens milestone, their part of that number. So far they have vaccinated 40,000 people here at tinley park alone. Lets look at some of the other numbers. For example, we told you this is in cook county and they are doing 5,000 shots aday but it has the capacity to do 60,000 a week if the vaccines are available. Meanwhile, here inside of the convention center, i want to show you what is going on. Behind me there are roughly 55 vaccination stations. But before people walk in this room to receive their vaccine, they are greeted outside by members of the National Guard. We know members of the National Guard have a variety of missions. Right now their mission is to protect the people here in their home town. Theyre collecting information and making sure that folks who come inside have appointments. Lets bring in sanjay gupta. Good morning. Huge day. Good morning. And there is no reason to believe the fda will not give the green light to j j, right. So if it does. W what will we see over the next few days . This is a process that weve seen before with moderna and pfizer. This Advisory Committee is reviewing all of the data that weve already seen. And it looks very promising. Which is why people are so optimistic. They will make their recommendation. The fda will then officially authorize this. They dont have to but they almost always follow the recommendations of this Advisory Committee. After that this goes to the cdc over the weekend, a commit for Immunization Practices will meet and they determine the who, the when and the how this vaccine will get rolled out and the cdc basically validates that recommendation and put it altogether, early next week you should see the existing doses of Johnson Johnson benefits roll out. Theyve been making the vaccine before they have authorization in anticipation of that. So the next three or four days will be very big days for Johnson Johnson and for all of us with regard to vaccines. So, sanjay, help us understand what is going on big picture here. Because you have the good news, this could be a third vaccine authorized and more supply out there and this number on our screen rising of the number of americans vaccinated and you have hospitalizations coming down and new infections coming down. But we just spoke with dr. Michael osterholm and he thinks were poised for another rise based on this uk variant and i wonder where you stand on that . And i talked to professor osterholm all of the time about this. This is i more these variants are more transmissible and contagious. If we have a certain amount of contagiousness right now, it will go up. Because what would have otherwise been an encounter that you could have gotten away with, you wont be able to get away with that because of the more transmissible variants out there. And the big question and the important one is will we see the lagging indicators like weve been talking about all year. So cases go up but does that mean that hospitalizations will also go up a few weeks later and that deaths will go up a few weeks after that. And if they do, will it be the same proportion that weve seen in the past. And what i would say with regard to that, after talking to lots of people, is that im optimistic that they wont go up as much if or as quickly as they did in the past because we have so much more immunity out there in the public. Everyone talks about Herd Immunity. That is very true. But i think what is important is if you look at who is getting immunized, 75 of people in longterm care facilities have now gotten immunized and gotten vaccinated. That is important because that population of people accounted for more than a third of the deaths in this country and now they are largely protected. Vulnerable people all living together in a longterm care facility, that is a problem. If they are largely protected now, that, i think, should reduce the likelihood of hospitalizations and deaths. So that is what im looking for. Cases may go up. And that is not a good thing. But if we could keep hospitalizations and deaths from going up, i think that is really important. That is helpful, thank you. And sanjay, there is a new model that shows that you have cases falling faster than expected. You spoke with the doctor heading that Modelling Team last night. What did you learn . Well, so it is dr. Murray. This is the ihme model that everyone has heard of from the university of washington. I think there is a couple of things. One is that again i think people have been thinking about Herd Immunity as sort of being the switch. You get to Herd Immunity and that is everything is going to be improving. But what we now see is that you could get significant improvements along the way. And that is really what i think dr. Murray was talking about. If you look at the fact that there has been, you know, somewhere between 20 to 30 of the country has likely developed Natural Immunity because theyve been exposed to the virus and then increasing vaccinations to the right population, you should see it decreasing numbers overall and in many places people are being more adherent to mask wearing and things like that. Look, i just have to say, as much as we talk about the vaccines and the vaccines are this is a this amazing scientific thing and if we wore masks in high density masks for four weeks people tell me that we could bring this pandemic to an end in four weeks which is kind of incredible. Wow so those things make a difference. Theyve always made a difference. We dont lean into the easy things because we wait for the big breakthrough. Yeah. Well, listen, part of the problem is a deliberate misinformation against masks so a significant portion of the country doesnt believe it works or it is an infringement. Were seeing Vaccine Hesitancy declining. Kaiser family foundation, 55 of adults say they have been vaccinated or want to. It is up from 47 , up from 34 in december. It is going in one direction. That is good, right . That is very good news. That is the basic problem. I mean you could create these vaccines but vaccines dont matter. Vaccinations matter. And if you look through history, as more people get vaccinated, hesitancy does tend to go down. I see the other guy doing it and im less likely to be resist about myself. Oklahoma city mayor david holt and mesa, arizona, john jiles. Two of mayors across the country in a letter are urging lawmakers on both parties to pass the bill. Thanks for joining me this morning. Thank you, jim. Mayor jiles, if i could begin with you. Republican congressman trent kelly of mississippi, and this is a consistent point, hes not alone on this. Has said that what i see, and im quoting him here is a bailout for poorly runned states and not based on losses of covid. Is mesa, arizona, a poorly run city . Not at all, jim. Im very proud of the way that weve administered the covid relief that we received a year ago. There are a lot of people in mesa that received food and utility assistance. Our First Responders were funded. Our hospitals were coordinated with. We were able to get kids back into school, to help with our School Districts to have the Remote Learning devices that they need. So i would invite any scrutiny that partisans would like to apply to the way that weve administered the funds that weve received thus far. As is typical, cities and what were seeing is were the ones that are dealing with the consequences of covid and prim primarily tasked with mitigating and avoiding those consequences. So if partisans want to think it is a good idea to eliminate cities from the distributing the covid relief, that is a big problem. I would encourage them to take a second look and realize that were doing the heavy lifting and it is now is not the time to take cities out of the equation. Mayor holt, the republican argument at the National Level here is that you guys are making out just fine. Revenues went up in some cases so you dont need this money. Tell us what the truth is in your city. Sure. Look, i dont know a city where revenues have gone up. That is news to me and i think that is not true. Whether youre mayor is a republican or a democrat, revenues are down. They may not be uniform around the country but there is ways to compensate for that in the bill. In okc, our revenues are down and that was our police and fire causing us to have to freeze a lot the hiring of a lot of positions and it causes 11 cuts on all of our other functions. You know, Municipal Government is the level of government you interact with the most. It is the one that you depend on the the most every single day and were not able to provide the level of service and we have 4800 employees here and were not laying off people, we are freezing the hiring and there are cities laying off people. So the idea that this is a red state blue state or red city blue city thing is a myth. Everybody needs support to get back to the level of services that people expect. Mayor jiles, you said thats arent bells and whistles. Where would this money go for you . It goes straight into addressing food insecurity, into assistance for our schools and needles into arms. These are basic services. This is what is keeping people from having their utilities turned off. So, to davids point, if people want to debate the financial questions, we can submit invoices for twice the amount that were receiving in covid relief funds from the federal government for all that our city has been involved in that is directly tied to covid relief. So expenses are way up. Revenues in some cities, were not being hammered on retch because were [ inaudible ] off of internet sales. That the keeping the lights on in my community. But i could tell you that expenses are way high. Mayor holt, and perhaps this question to both of you, i wonder, do you think that the National Republican party has the politics wrong here. Because polls show that Republican Voters generally support a lot of the measures in this relief. And by the way, President Trump, he supported stimulus payments. Josh hawley, aspiring for 2024, talking about a raise in the minimum wage for companies above a billion dollars. Do you, mayor holt, think that the national gop has the politics wrong . Well two thoughts on that. Mayor jiles and i are mayors of cities that got funding last spring. We couldnt use it on our own Revenue Shortfalls and that is what we need here. But as an example, that is a popular move. That helped his city and my city tremendously. We were able to respond to covid19 in a very proactive way due to that funding. And this time around, i dont know what about mesa, but weve been told he may get 116 million. I could assure you, every one of my residents, whether they are registered republican, democrat or independent, is going to welcome those dollars and welcome the return to normal City Services that well be able to realize because of that investment. So, yeah, i think this is a nobrainer. It is a very popular issue in my community regardless of your party registration. And certainly that is why we would encourage and we think it is good public policy. Whether it is good politics is to judge. And that is why we encourage congress to move on this package. Mayor jiles, same in mesa . Absolutely. The emergency relief, i dont know how this got into a partisan debate. Emergency, covid relief has got to be viewed as bipartisan and nonpartisan. So this facility, we have some images it of, it reopened in texas, it is just about two hours from san antonio. In june of 2018 you said President Trumps Child Separation Policy and the detention in these facilities crossed a line. These children now are unaccompanied minors. They are not separated from their families. That is an important distinction. But if you think by putting them in this trump era Detention Facility and reopening it, President Biden has in your mind crossed a line. You made an important distinction there, which is these are not children that have been separated from their parents. There is a lot of confusion. The other important distinction is many of the images of kids in cages that we see are i. C. E. Facilities, this is not an i. C. E. Facility. This is a facility contracted to the department of health and Human Services office of Refugee Resettlement but i think it is the wrong direction to go in. What i believe we need to do instead is to speed up the placement of these unaccompanied minors with Host Families that often are relatives that already live if the United States. The Biden Administration has said theyre basically two reasons why they need to do this. Number one, for covid distancing requirements, look, that is understandable. You want to keep people safe. But secondly because there is a surge. I understand both of those explanations. But i also believe that these types of facilities have been used as a crutch because the bureaucracy at hhs is taking too long to place kids so they need to improve that and eventually be able to phase out these facilities. Right. So it is not an i. C. E. Facility. But as i think you know, it is not a state licensed facility. And it is really in the middle of nowhere. It is like two hours away from my major city. So there are Major Concerns from folks about the ability to monitor it. It is basically a contractor that runs it. And i just ask, you know, what would you do instead . Because youre a democrat who is messaging to the Biden Administration, this is the wrong decision. I would invest in personnel and in policy to find the unaccompanied minors the host family as quickly as possible. Look, do i believe that when a child shows up at the board who are is 14 years old, and you have a choice to make as the government, what are you going to do to make sure that that child that does not have parents here and not with them, what are you going to do to make sure that child is safe. You have to place them somewhere. The answer to that of course is yes. But here is the thing. In that Washington Post article, that broke the story, the person from hhs said that on average they think that these kids are going to be there 30 days at this facility. Which violates the flores agreement which is 20 days. Youre going to improve the accommodations, they are not facilities in the middle of nowhere and unlicensed that i think are scaried for a lot of kids to live in, but secondly you could make sure that hhs has the resources to find the families much quicker so they dont have to stay near 30 days. That is what were failing right now. There is also not even a nominee from the white house to lead i. C. E. Or cvp. President trump is reporting this sunday going to blast the Biden Administration over Immigration Overhauls at cpac. The idea here is that he believes it will help republicans in the 2022 midterms and at least one democrat who represents part of The Border Town in texas agrees. It is Night And Day between trump and joe biden. Look, donald trump had a dark heart when it came to migrants. He and people like Stephen Miller have this vision of america as a white country and they did everything they could to slow immigration and stop immigration, deport people when they could, basically to torture these kids by separating them from their parents. Joe biden is very different from that. I think hes moving generally in the right direction. I think on this decision to reopen this facility, they shouldnt use it as a crutch. But republicans and dozens of states are still using the baseless claims surrounding it spread by former President Trump and his allies to push new restrictive election bills. Experts say that the link is clear. It is just as much about keeping people who will not vote for them away from the polls as it is energizing their own base and getting them to be angry about Election Security. Which is exactly the playbook that trump used if the last year. Reporter the Brennan Center for justice is tracking at least 253 restrictive voting bills in 43 states. That is roughly six times the number from this time last year. Majority is declared to pass the house. Reporter in iowa both chambers will make it harder to vote. That now awaits the governors signature. In Georgia The House and senate are advancing bills that would change Election Laws and restrict access to mailin voting. Even eliminating early voting on sundays. In arizona, votering Rights Activists are sounding alarms. There are bills that would really harm access to voting, particularly for people of color, for low income families, for native americans, and theyre rushing through because we have to fix a problem that doesnt exist. Reporter most of the votingrelated bills proposed in the grand canyon state are popular for decades in the sprawling state, more than 80 of arizonans voted by mail in 2020. One bill would require mailin ballots to be notarized and other lets them request a ballot but mail but you have make the journey to turn it in in person a permanent voter list that advanced out of Committee Just this week. If you are not voting, then youre not going to notice being removed. Its not just one bill. It is 50 or more bills. So it is the cumulative affect of all of them. Will they all get through. Theyre hoping that something could happen on the federal level that could basically counteract what is happening here on the state level.
