confirmed, she will not become the budget director. we will find places for her to serve that doesn't require senate confirmation. be clear, we will get ne neera tanden confirmed. she will prove her critics wrong. >> tanden's nomination in limbo because of harsh tweets she wrote when she was head of a progressive group. still, the biden administration pinning their hopes on lisa murkowski. >> in a world we've gotten dnum to derogatory tweets. i'd like us all to cool that. dan daniellea dpiaz is live. tanden didn't have full throated support even among all democrats. there was a question mark about her experience, whether she was right for the job. the white house got caught flat footed it seems. >> reporter: that's exactly right. the biden white house has their backs against the wall on neera tanden's confirmation. this comes after even just democrats have said that they don't mow if they'll support her nomination, not even republicans. joe manchin said he's not going to support tanden. we're keeping an eye on kyrsten sinema. she has not said where she lands for tanden to lead the omb. biden needs every democratic senator to support his goals so they can pass through congress because of the 50-50 split in the senate. he is not voicing any opposition towards his own party and democratic senators. he's not come out and blamed them for this issue. here's what he had to say. >> i don't so much blame it on the senate, i blame it on the failure to have a transition that was rational. as you know, previous administrations had a significant number of their cabinet confirmed before they were sworn in. we're going to be in good shape. >> reporter: he expressed optimism there. he is hopeful that tanden's nomination can get through the senate despite this criticism of her past tweets. they were hoping lisa murkowski would sign on to support tan den for the nomination. as you pointed out, she's not looking like she will support tanden in this nomination. we'll have to wait and see where she falls. >> daniella, it seems there is a problem because they can't get cooperation anywhere. the public overwhelmingly supports this but not a single republican in congress is on board with it. congressman tom reid said the popularity of the bill is going to wear off. tell that to somebody whose unemployment benefits are about to run out, but what are your sources on capitol hill? what are they saying about what it will take to get republicans on board with this bill and anything else for that matter? >> reporter: i really want to be clear, democrats don't need any republicans to sign on to support this package. and republican leaders are urging their members not to support this legislation, as you pointed out, because they feel it's riddled with proposals that had nothing to do with covid-19 and it's very expensive legislation that has to be passed after several stimulus packages were passed last year. again, this is still an issue democrats have within their own party to try to pass this legislation. again, we're keeping an eye on kyrsten sinema and joe manchin have not said whether they will support this with a $15 minimum wage increase. in fact, joe manchin wants to propose an $11 minimum wage increase if it turns out this can pass using budget reconciliation with the $15 minimum wage increase. we've talked about it a lot on cnn needs to be approved by the senate parliamentarian who decides what can be passed in the senate using budget reconciliation which also, of course, means this passes as a simple majority in the senate so they only need 51 senate votes for this to pass in the senate. this is an important thing we're keeping an eye on within the democratic party on this issue. >> all right. daniella diaz, thank you so much. appreciate it. to the coronavirus jobs crisis now where women are bearing the brunt of the job losses. federal reserve chief jerome powell says better options in child care may help women get back to work. >> our peers, our competitors, advanced economy democracies have a more built-up function for child care and they wind up having substantially higher labor enforcement participation among women. we used to lead the world in female participation a quarter century ago. we no longer do. it may just be that those policies have put us behind. >> women are more likely to stay home to take care of kids in the pandemic and older family members are more likely to work in the first place in customer facing jobs that have been slammed by layoffs. women are down 5.3 million jobs during the pandemic. 2.5 million women have simply dropped out of the work force altogether. they've lost a job in the pandemic and they aren't working now because they have responsibilities at home or there's not a job they feel comfortable going back to. powell says the real unemployment is closer to 10% if you count the people who dropped out of the labor force and noted that not all jobs will come back. not all of them will come back. new data shows the pandemic has allowed some sectors to thrive and others to fall. this is a projection from the government to the year 2029. it expects most jobs will fall. 24% where they would have been without a pandemic. jobs in the travel sector down 27%. >> that's a stark chart. the republican party's post trump dilemma spelled out in one very telling moment. house minority leader kevin mccarthy and liz cheney both asked whether it's a good thing that the pormer president is speaking this weekend at the conservative political action conf conference. >> yes, he should. >> that's up to cpac. >> on that high note, thank you all very much. >> they have taken direct aim at the handful of republicans who have voted to impeach him including liz cheney. good news on the johnson & johnson covid vaccine, folks. a day before the fda considered emergency authorization. an fda analysis provides strong protection against severe covid-19 and may reduce the spread of the virus by people who don't have symptoms. the fda also found the j&j vaccine may better protect against the south african variant. they are laser focused on all of the variants emerging including a new variant in new york city carrying mutations that may make vaccines less effective. variants are the most serious stumbling blocks that could reverse much of the progress being made. >> i think we spend a lot of time in wishful thinking over the last year. we could all wish for this to be the last lane but we wouldn't be doing our jobs if we weren't actively focused on containment or how might therapeutics help to minimize the effect of the variants, how might we make sure that if we do have another wave, it feels different? lease a long awaited report with new details of the killing. cnn's alex march quart reports for us. >> reporter: good morning, laura and christine. a report is coming out as early as thursday. we've been waiting for this for a long time. it was passed in 2019. it's an unclassified report. back in 2018 the cia assessed the crown prince, mohamed bin salman, ordered the brutal killing of khashoggi. the prince denies it. we are learning about another link between mbs as he's known as the murder of khashoggi in istanbul. it revealed that the two private jets that carried the saudi hit team were operated by a company the crown prince had taken control of less than a year before the grizzly murder. he had ordered that this aviation company be transferred into the company's investment fund which he, mbs, controlled. i spoke with a lawyer for khashoggi's former fiance who says this shows a direct line to mbs killing jamal khashoggi. we did ask saudi officials for a response and we did not get one. meanwhile, president joe biden said he has read the report and hasn't offered any details. he will be speaking with the saudi king salman soon. >> let's bring in nic robertson. you, nic, have reported extensively on the u.s./saudi relationship. how does this potentially change the political calculus for the biden administration here? >> reporter: the more damning the evidence that comes into the public domain that links mohamed bin salman more deeply perhaps or puts flesh on the bones of the cia's analysis that in all probability he ordered the killing, that sort of working assumption, more evidence it is to back that up. the harder it is to have a relationship with the kingdom. quite simply, the king is getting old. quite possibly during president biden's leadership the crown prince will become king, that's the expectation. the concerns in saudi arabia are and their belief is the report won't have a smoking gun. won't link directly the crown prince to the killing of khashoggi but they do suspect and fear that there could be leaks from those that want the united states to put in place some sort of sanctions that will curtail weapons sales. what's the political cost? saudi arabia is the most powerful and significant ally of the united states right now in the gulf. it's a huge player, only more likely to become more so. moving away from saudi arabia. president biden has gone out of his way to defend saudi arabia. moving away from saudi arabia throws open the possibility that they can look more to china and russia for military and other sorts of support. in a global environment where china is challenging the u.s. and becoming a more dominant player, that's a very difficult environment for president biden to navigate. >> condemning saudi white house willing to fight with some republicans and democrats for a cabinet nominee whose chances are fading fast. >> there's one nominee to lead the budget department. her name is neera tanden and that's who we're continuing to fight for. >> on the brink of collapse senators say because of mean tweets she wrote when she was head of a progressive organization. >> still, pinning their last hopes on senator lisa murkowski. overnight she said it seems in this world we've kind of gotten numb to derogatory tweets. i don't think that's a model we want to set for anybody whether it's a nominee, president or senator so i'd like us all to cool that. cnn's daniella diaz live on capitol hill. these tweets were sent in an era when the leader of the republican party said far worse and so did many of his lieutenants. really, daniella, this isn't about republican obstructionism or tweets, this is about the outside role the centrists will play in biden's party. they have no room for error but don't want to look like they're handcuffed, does it? >> that's exactly right. the biden white house has their backs against the wall on this nomination for neera tanden to lead the office of management and budget. joe manchin, west virginia senator, said he won't vote for tanden to lead the omb. another senator, we don't know where she stands on this issue. kyrsten sinema of arizona. she has been very quiet. the white house needs her vote. this points to a larger issue in the white house. their issue isn't even trying to get republicans to sign on to their proposal. their own democrats, they need every single democrat to support what they want to push through congress. cnn has learned that the white house is in constant communication with sinema on where she lands and has regular phone calls with manchin. they have a relationship with the white house on these issues but biden has said he still plans to stand behind tanden. the white house has no plans to choose someone else for this role. we'll be keeping an eye out how the white house plans to stand when they don't have the votes to confirm her to leave the office of management and budget. >> thank you so much. bright and early this morning, you're one of our "early start"s, early birds. the deadly capitol insurrection, the former chief said he did not see an fbi memo sent one day before the riot. that memo explicitly warning about potential violence. it said protestors were preparing for war, but a preview of today's testimony shows officials had at least some sense of what was coming. the acting chief of capitol police will testify they did make security changes to protect high ranking members of congress, including adding protection at leaders' homes and planning evacuation vehicles. still, there's a lingering anxiety on capitol hill. they left yesterday frustrated by the vagueness of the threats and the limited details of how much longer that will need to be in place. cnn's ryan nobles is on capitol h hill. >> reporter: another day of revealing testimony looking into what happened on january 6th and the capital insurrection there. house appropriations committee members expecting to hear from two key players, the acting chief of poe lis, yolanda pittman and acting sargeant at arms, timothy. pittman says there was intelligence given to them prior to the january 6th attacks but security officials didn't do enough to act upon it. had they known the insurrection and the threat level would rise to the scope and breadth that it did on that day, perhaps they wouldn't have allowed the vice president, mike pence, to be on the capitol campus to certify the electoral college vote. then timothy blodgett's testimony, he's expected to say some of the intelligence they got in was contradictory. he points specifically to a briefing put out by capitol police on january 3rd. in one part of the testimony it talks about how there could be the possibility of violence as a result of the planned protests on that day, but then just a couple pages later in that briefing it essentially says they didn't expect it to be anything more than the million maga marches that had already taken place in washington prior to january 6th that didn't amount to much more than just a peaceful protest. so these are the opening statements from both pittman and blo blodgett. in addition to what they said in the opening statements, we expect them to be pressed by house leaders about what they knew leading up to it and then potentially what needs to be done in the aftermath. so another very busy and what could be a very revealing day here on capitol hill. laura and christine. >> ryan nobles, thanks for that on capitol hill. cnn investigation has found a close friend and ally of georgia congresswoman and conspiracy peddler marjorie taylor green was part of the mob. anthony agero is a conservative live streamer and activist. he has admitted on camera that he was part of the group. she called him her friend. marjorie taylor green said he was there. the biggest sticking point to passing president biden's rescue plan, the minimum wage. many small businesses, the owners say now is not the time to raise it to $15 an hour. some cities have already done it. vanessa jurkavich takes a closer look. >> i used to work two jobs a day. i had to support my family. >> reporter: michaud pssion use to work two jobs. now he makes $18 an hour cleaning homes. that allows him to not only cover his bills but take time to care for his disabled father. >> i work only 35 to 40 hours a week and i'm making more than two jobs and now i can give some time to my family. i can help my dad when he wakes up. >> reporter: the federal minimum wauj has been stuck at 725 for over a decade. 29 states and washington, d.c., pay more than that. d.c. is the highest at $15. the same city where they are considering raising the federal wage to that level. >> no one should work 40 hours a week and live in poverty. >> reporter: president biden wants that part of his covid-19 plan. >> we did it here in d.c. that leads the way to go about it and do it the most people. will that cover more and it will cost 1.4 million jobs. >> small businesses, especially the ones with the hourly rate, sometimes they handle lower margins. at the end they have to transfer the cost. they have to either cut hours or cut employees or increase p prices. >> reporter: but some small businesses have made the math work. they paid $13.25 an hour when they opened in 2018 but quickly pivoted to the new $15 minimum when it took effect this past summer. >> we knew this $15 mark was coming and we made sure the model supported it. that was an integral part of our business. it was the right thing to do and good thing for us to do in the business. >> more than 400,000 small businesses have closed by september. at the same time, support for workers has grown. 67% of americans back raising the minimum wage. >> just under a year ago we decided and considered these people to be essential. the right thing to do is pay them $15 an hour, a living wage. >> reporter: a living wage means a world of difference for sayam. he's saving money. he has plans to go back to school for a career in i.t. and for a reunion in bangladesh a year in the making. >> future and i just got married one year ago so -- >> congratulations. >> 506 children separated from their families at the u.s./mexico border by the trump administration. that number is down from 611 a month ago. the biden administration is responsible for reuniting families split apart by the trump era process. some are still in the u.s. there's an order that bans some immigrant's visas. the move opens up an area that the former president had closed off saying it's in the best interests of the economy. alex garcia is a honduran native living here who's been in a missouri church for nearly four years. he finally walked out to live with his family wednesday
