Millions of americans in the the state of texas are struggling to find Drinking Water after deadly Winter Storms left them without power for days. While the lights have largely come back on, more than half of the States Residents are being told to boil their water if they have any at all. Long lines are now the normal mass water Distribution Sites as Store Shelves run bare. The damages are adding up as frozen pipes burst and frigid temperatures persist. U. S. President biden says that he will sign a Natural Disaster declar declaration. Omar jimenez has more. You never used your fireplace before this . No. Reporter Jen Studebaker and her family were burning chairs, pieces of book shelves, before eventually scavaging for bits of wood without even a means to cut it. That hammer is what we were splitting it with. Reporter using their nearly abandoned fireplace now as a means of survival. This is the head of the futon bed so it would be closer to the heat and hed all be together. Reporter a new mentality they had to adopt. Everyone thinking just get one more day, one more day. And then what if it happens again tomorrow, now we got to we cant burn all of this. Reporter and even though the power is on the water is not even bubbling, nothing. Reporter the waterter isnt. And it is not just austin. There are millions under a boil water advisory. In houston, miles of long lines to pick up water at mass Distribution Sites. In san antonio, this apartment complex burned to the ground as firefighters struggled to get enough water to fight it. Our main concern is water supply. All these hydrants are frozen and there is no water. Reporter even members of congress forced to get creative. Im going to fill my toilet with water so that i can be ready for later today. Reporter without water in her houston home, she collected rainwater to flush her toilet. And hospitals are struggling to care for an influx of patients amid an ongoing pandemic. As more of our Area Hospitals were without power and water, many of their patients ended up at our facilities. Earlier today we had a situation where an elderly female walked out of her home and she was found in her backyard deceased. And that was directly related to the weather conditions. Reporter emergencies merging. And leaving those already affected by the pandemic wondering where to go next. I lost half my income and then finally were getting here, what am i going to do . We can barely live here. Sorry. It is like you keep going and going and this whole year just keep going. And if we just make it one more month, then my tax payment will come in or well get some funding. I cant pay my utility bills. So just let us have the tiny apartment. That is all im asking. Maybe some water. That would be nice. Reporter and water is that next frontier. Still expected to be a multi day process, but officials at least here in austin are optimistic that they can get it restored by the end of the weekend. In the electricity front, were still seeing outages, but were in a much better place than we were days ago. And the good news overall, friday night was supposed to be the last night of freezing temperatures that we see this week giving texans this weekend the chance to play offense for a change. Omar jimenez, cnn, austin, texas. As omar mentioned, hospitals are struggling as supplies run low. So to get perspective from the front line, an Emergency Medicine Resident at the University Of Texas is joining me now. Thank you so much for joining us. We heard yesterday from the mayor of san antonio where 50 of the city either has no water or low pressure. How is your hospital and the others there coping with this . Thanks for having me. As you mentioned, water is a huge issue. Were under a boil water advisory. There is also a lot of pressure issues. So ill give you an example. A lot of patients get dialysis at outpatient clinics. Over the past week or so, those clinics have all been closed. So missing a session of tdialyss can be life threatening. So a lot of those patients are coming into the hospitals. My hospital thankfully has good hospitals, but a lot around the city and outside san antonio dont. And so were seeing a lot of those patients because they cant get dialysis which is a water intensive treatment being transferred to our hospital. Water is himself necessary to keep many surgical tools and equipment cool. And then it is needed for boilers and kind of more of the mundane things like Washing Linens and getting uniforms clean for staff members. So water is crucial and it will be a main thing that we need to get back to make sure that hospitals like mine that still do have water are not overburdened. All the hospitals need to be able to take care of those patients in their areas. And speaking of the burden on top of the all the normal patients you see, what kind of conditions are you treating now represen related to the crisis in. I break it down into two phases. Earlier part of the week, we were seeing a lot of injuries relateded to the cold itself. Folks were warming themselves up using their car heaters in garagings, using Propane Gas Tanks indoors and poorly vent lated areas. So a lot of Carbon Monoxide poisoning. We were seeing a lot of hand burns because people were burning things. And then in san antonio and a lot of the urban areas in texas, we have large homeless populations. So we were seeing a lot of frostbite and hypothermic patients coming in with extremely low body temperatures. And last few day, weve been seeing the results of the pharm closed. So patients that miss died al circumstance people that dont have their medications and they are coming in with uncontrolled high Blood Pressure or uncontrolled levels of their sugars and they are needing to be admitted to the hospital. So a lot of downstream effects that were seeing. A real failure by has litera lives. Absolutely. You know, on kind of the surface level, you see a certain number of deaths that are related to the hypothermia or whatever the case may be, but there are so many downstream effects. And then we essentially have not been providing any Covid Vaccinations the past week or so because clinics and farm i ises h have been closed. So the entire picture of how much damage this has done to the health of texans is immeasurable at this point. Everyone at the hospital, nurses, doctors, like yourself, hospital staff, you are part of the community, you are also affected by the lack of power and water and so on. How are you all coping and helping each other through this . It has been a long week, it has been a long year to be honest with the pandemic and then this last week has felt like a month or a year in itself. We as you mentioned are texans, were not used to driving on aisle icy roads. So it was a challenge. It was inspiring to see my colleagues sleeping at the hospital overnight to make sure that they could be there for their jobs and their patients in the mornings. Those of us that were lucky enough to live near the hospital, we would bring food and board games and other kind of essentials to our colleagues who could not go home. And so texans are resilient, it has been a tough week, but weve come together and it has been inspiring for sure. I know that you have family as well in houston and everybody is going through this together. So we wish you, your family, all your patients of course, everyone there at the hospital all the best as you deal with this crisis. Thank u you so much, doctor. So for a closer look at when these freezing temperatures will end, lets go straight to derek van dam. Derek, what are you seeing . Kim, this is our coldest the coldest morning well have for some time because temperatures will be moderating from here on up. That is the good news. So we have to get over this morning because temperatures are subfreezing for many locations. Shreveport to jackson, mississippi, southward to san antonio. We have hard freeze warnings in effect for over 10 million americans anywhere that you see the shading of blue or light blue. Within thing to note, this is a side note, this is the first time in several days that i havent seen any precipitation. No snow, no sleet, no Freezing Rain on this latest radar. So things are starting to quiet down and clear up. But to put the Long Duration cold spell into perspective, we need to look back at when it was its coldest. That was earlier this week between the 14th and 16th. There were dozens of locations that set alltime record lows. Or alltime records. So this means that never in the existence of the records before have they reached that type of minimum temperatures. So quite incredible to see how far south this actually made to. On tuesday, it was negative 14 degrees in oklahoma city. Single digits below zero fahrenheit in dallas. And this morning, well wake up to below freezing temperatures again, but were talking about improvement in the weather and we see that shifting of the cold air pushing a little further to the east, this time into the Lower Mississippi river valley. Look at the temperatures by this afternoon, we warm to the upper 40s for dallas, even lower 60s for the gulf coast region. It gets better from here, check this out, into your sunday, end of the weekend, well reach the 70s for the coastline. Were replacing the blues with the greens and yellows, so that means the warmer weather is coming. You can see it in the seven day forecast for dallas. But i have to remind you of this, this is all set on the backdrop of still a significant snow pack that is on the ground. Look at this, over a foot of snow in portions of arkansas and Northeast Texas as well as louisiana. Well, at least some good news on the horizon. Thanks so much for that, derek van dam. El paso is one city that voided the disaster playing out across texas. While much of the state has been struggling with Power Outages and water shortages, weve also learned a hard lesson from a decade ago. Dianne gallagher has the story. Reporter no power. No water. It has been the same story across the state of texas this week. Well, most of it. They are freezing in san antonio, austin, dallas, ft. Worth, rio grande valley. Were very lucky. Reporter the reason the lights never really went out in a major way here in el paso is a bit more complicated and rooted in experience. We had gas shortages, water shortages, Power Outages. Reporter ralph, like everybody else, cant forget the 2011 deep freeze. It was a catastrophe that we werent prepared for. Reporter the Senior Vice President of operations was in the control room when it all came crashing down. We actually had over three days where the temperature in el paso never got above freezing. And we lost most of our local units. Those impacts lasted for weeks and weeks after. And so we made that decision that we would harden our assets, that we would invest in new technology and invest in new infrastructure. Reporter the winterized plant that he is showing us around today exists in part because of that big freeze. There are these few times where we have an overnight low that we really have to get all the systems up and ready. And our team was able to do that. It is a lot easier with a brand new plant because now were designing it for minus 10. You have the top technology, it is state of the art. So you can design in these redundant systems. Reporter and builtin redundancies that needed to be tapped in to this week when the natural gas supply dropped. In we w we went into Diesel Operations On Monday and that is where we started seeing the issues with gas pipeline pressure. Reporter but another reason they are not in the dark . It is located so far from other lone star cities that it is not on the same power grid. There are three power grids in the country. Western, that is what el paso is on, eastern, and texas. The only state to have its own grid in part to avoid certain federal regulations. This week the texas system which is operate the by the electric Reliability Council of texas, or ercot, failed and has faced accusations of being unprepared for the storm. Im taking responsibility for the current status of ercot. Again, i find what has happened unacceptable. Reporter planning for a once in a decade storm is expensive, but it is possible and worth it, says El Paso Electric if it prevents disasters like what were seeing in texas this week. It has delayed the delivery of vaccines to many areas and slowing down the rate that people are getting the shot. Alexandra field has more. Reporter all 50 states now feeling the impact of the deadly winter storm, 6 million Vaccine Doses now delayed. Shipments of more than 700,000 shots to california alone still havent arrived creating a Ripple Effect and leaving people who need shots waiting. Were working with provider network, complicated 1100 plus providers in the state, a lot of inquiry, a lot of stress. We estimate that more than 90 of this weeks allocation will arrive late because of the weather out east. Reporter weather derailing every part of the process from Vaccine Manufacturing sites to distribution hubs. Power outages across the country affecting as many as 13 Vaccination Sites until the power is back, they cant get new supplies. But wsome doses are finally on the move today. There will be saturday and sunday deliveries and they are tasking states with making up for lost time next week. It appears that next week well be trying to double up. It will be a little slower than usual, but well catch up. Reporter the delays coming just as so many states across the country were starting to closes gap between doses received and shots in arms. 37 states now say they have had ministered more than 75 of what they have received, four states are over 90 . Weve now got over 200 vaccine Distribution Sites and were ready for more. We have been told to expect a significant increase. Reporter the latest estimates suggest the u. S. Is in for a big increase in vaccines. If pfizer and moderna are able to provide what they have promised in the next three months, the u. S. Should have three times as many shots on hand. New studies suggest even a single dose of the Pfizer Vaccine could be highly effective, but dr. Anthony fauci says just one is just too risky. The reason is even though you can get a fair degree of, quote, protection after a single dose, it clearly is not durable. Are all ri reporter and also dr. Fauci says we should have data on High School Age students perhaps by the fall maybe around the time that school starts. And President Biden has promised to have enough Vaccines Available for nearly every american by the end of july. But he struggled to answer when the country might return to some semblance of normal. Getting the vaccine and having it available is not the same as putting it in someones arms. This is going to be a continuous rolling effort. So well have ordered much of what will have been distributed over 600 million doses by the end of july. July 29th is the expected date. That could change. Look what is happen s is happen weather now slowing up the distribution. But i believe that well be approaching normalcy by the end of this year and god willing this christmas will be different than last. But i cant make that commitment to you. Countries across europe are hoping that they can get back to normal too, but germany is being cautious about easing its lockdown measures. The Health Minister says the Var Yept First identified in the uk has been found one out of he have five people in germany who test positive. And wales says the lockdown in place since december will last another three weeks, but some measures would be relaxed a bit and president macron is urging eu members to allocate 4 to 5 of supply to developing countries. With several vaccines being used, people would start saying, well, i dont want this one, i want that one instead based on the perceived effectiveness. And were already seeing that playing out in europe and especially in germany. Tell us about that. Reporter absolutely. It is an interesting and concerning trend that were seeing in germany. Essentially the Oxford University and astrazeneca vaccine, those dose, only 17 of them have been used. That is according to Government Reports in german media, 17 of those doses. German media calling the oxford vaccine a shelf warmer. The mayor of berlin so upset he said that i will not have Tens Of Thousands of doses of a Vaccine Sitting on shelves while people need these immunizations. If you dont take this vaccine, this is the mayor of berlin, if you dont take this vaccine, you can stand in the back of the line. He will turn you around essentially. That was his threat because there is so much concern because Tens Of Thousands of these doses on the shelf. And it all originates from a spat over the oxford and astrazeneca vaccine, some saying that the original data on efficacy was confuse, maybe even inc incorrect. Germany now approved it, but only among those under 65. But still that sense of that debate has obviously really imbued people with doubt and at a time of vaccine be hesitancy, that is concerning. And were not just seeing this in germany. There have been reports out of france, sweden, austria of local groups asking for the Moderna Vaccine over the Oxford University and astrazeneca vaccine. There is a difference in every case. Oxford and astrazeneca is around about 63 effective. The Moderna Vaccine around 95 effective according to the figures. But of course all of these doses have to be used. I spoke to the two doctors treating the protestor and they said that she never regained consciousness and that the bullet was in fact a live bullet, a real bullet. And what we had heard from police of course was that they said that they were using antiriot procedures. But the doctor said that it was definitely a live bullet. So on this has galvanized the movement over the past ten days. She has become somewhat of a symbol of the pro Democracy Mich Movement and now of course with her passing, that is just increasing. Weve seen a number of vigils for this particular woman. She is the First Casualty since the february 1 military coup. And certainly when people are on the streets, you hear them chanting for Aung San Suu Kyi for the leaders to be released and also for this protestor who lost her life. So what about the regional players in asia, can we expect china or the other members of the association of Southeast Asian nations to exert any pressure on the military . Reporter china and russia have been reticent to do so. We have seen strong condemnation from much of the rest of the world saying the world is watching and that there will be consequences if you use force against protestors to the military. Were not hearing that from the likes of china and russia. China for example does have strong Business Interests and strong connections to myanmar, although pointing out that they havent just worked with the previous military dictatorship, they also worked with the civilian government. But protestors are particularly angry at china. We have seen a number of times and today as well this saturday they have been protesting outside the chinese embassy, they believe that china is playing an undue role in what is happening and is supporting the military.
