water in their home safely unless they boil it. after 700-plus water supply systems were damaged from the winter storm and the bitter cold that overwhelmed the texas power grid. the state's kcapital alone losta whopping 20 million gallons due to pipes that burst. those pipes damaged countless homes as well, as you can see in pictures we've been showing you. this is just the basics of life that texans are struggling to find in the most energy-rich state in the nation about to pass a number of record lows. a woman burning her child's toy blocks as firewood. a daughter with a home flooded by a broken pipe, scared to stay with her parents who are high risk for covid. then there are people in that san antonio complex. firefighters doing what they could besides having to trek in water. >> my daughter, it's just me and her, and all our stuff is in there. i haven't been able to go to work all week long, and now everything we have in there is gone. >> but some stories are not of survival. one fire chief tells us he found a man dead, frozen in his bed, under multiple blankets. there have been at least 15 deaths in texas. ercot, which separates the state's power grid, says it could have been much worse, adding the agency's actions prevented a complete collapse of the grid. >> i think we're going to have to look at this very carefully and understand how we can manage the events better as an entire industry. so not a success, but there were worse outcomes, as bad as these were, that we needed to step in and prevent. >> cnn's omar jimenez is live with us from austin. tell us what you're seeing there, omar. is it getting easier for people to get what they need? >> reporter: brianna, it is slowly but steadily getting easier for people to survive. one of the encouraging signs is you hear crackling in the trees as the snow begins to melt. you look down and what was ice is now water flowing through parts of the streets, and if you look at some of the trees, you see those icirles becoming thinner and thinner. this downed power line here is a symbol of what people have been going through over the course of this week, trying to find creative ways to literally survive doing things they have never had to do before. don't just take my word for it. here's a resident we spoke to not too long ago. >> we started with some chairs. i have some really crappy ikea chairs we burned first, then some bookshelf inserts. we tried to find wood but all the stores were closed, so we went and dragged pallets from o the back of the grocery store to pull apart, then we grabbed wood from the pond which was frozen, but we had to thaw them out. we had water, then we didn't have water, so we're trying to melt snow in the bathtub. >> that last thing that jen mentioned, as power is getting restored in places across texas, water is really that next issue. you talked about how many people across the state are under a boil water advisory. that includes everyone here in the city of austin. we were in jen's apartment and we tried to turn on the water. for her she can't even boil water because there's nothing even coming out in the first place. people here are being told to think in terms of days, not hours, when it comes to having that come back on line. let's remember one quick point. this is not happening in a vacuum. we're still in the middle of vaccinations, and testing sites have had to be shut down until they feel it is reliably safe enough to open. >> omar, thank you for that. much of texas has been caught in this deep freeze for days without power. el paso escaped the storm without any power outages. they had their fair share of cold and snow this week, but the city ignored the outages because el paso is not part of the texas power grid. ed gutierrez is the vice president of strategic locations for el paso electric. this is a fascinating case to look at what you do in el paso. tell us why el paso, eddie, is not part of the texas power grid. >> there is a lot of history around isolation and geography and being able to have energy independence. here in the sun city, we are strong and resilient and our energy is a combination of natural gas, nuclear power, solar, and in the future it will be battery operated to a large scale. it was also the lesson of ten years ago. we had a very significant and difficult freeze here back in 2011. we learned to weatherize our equipment and have more focus on the local generation. a strong operations team and our customer teams around the clock helping our customers in this time. >> that's one of the things, you mentioned 2011 when you had this disastrous deep freeze that forced the rolling blackouts. you had millions of dollars in damages to homes and businesses in el paso, and because of that your company decided to winterize your power plants. tell us exactly what those changes entailed. >> sure. i'll start off by saying our hearts go out to our texas neighbors and certainly to our neighbors in mexico with what they're dealing with. here in el paso, ten years ago it was making sure that we are instruments and our equipment could weatherize and be able to sustain extreme cold weather minus ten degrees. it was making sure we had local generation. we have some in far east el paso that now that duel fuel capability, and our operations team worked round the clock to restore power. over the weekend we had less than 3,000 people out of lights, and of those 3,000 people, only a thousand had people with less than five minutes of an outage. it tells you the story of resilience here. >> should state officials and ercot have been looking at el paso, knowing that this is something they should prepare for? >> i think it's a lesson learned but also a path forward. the sun city, the people that are resilient here, it's a story about our customers. we're proud of our community here and to be able to provide reliably is something we take very seriously. >> eduardo gutierrez with el paso electric, thank you, sir, for joining us. >> thank you. capitol police are now telling lawmakers that razor wire fencing installed around the capitol after the january 7 riot should remain in place until at least september. the fencing was set to come down in march, but capitol police feel lingering threats against members of congress that continue to be a security concern and will remain that way for a while. cnn's whitney wild is tracking all this for us. tell us what you're learning, whitney. >> reporter: this is coming at a greater context which is the acting chief of police had asked for this permanent fencing and that came with a lot of scrutiny. mayor merrill bowser said she did not want to see this fencing become permanent. lawmakers echoed that sentiment. they don't want to see the fencing become permanent, either, so it seems like acting chief pitman is continuing to try to make this at least a fixture for a while, at least splitting the difference between what is temporary and what is permanent, brianna. again, this is very important. this is because there is still a very real concern that there are threats against lawmakers. however, intelligence officials are also telling us there is no credible threat, but again, it's just this concern about this online chatter and i think a heightened concern because the intelligence before was either missed or not acted upon which is why it resulted in this riot on january 6 in the first place, brianna. >> the fence sanis an eyesore. it's not what you expect of washington, d.c. tell us about the judge who said the gunman who killed her son and wounded her husband was also targeting supreme court justice sonia sotomayor. >> reporter: this case is so chilling. this judge who was targeted who tragically lost her son is telling "60 minutes" it's her understanding that investigators also found some very scary evidence in a locker that was being used by the gunman. here's what she said. >> what did they find? what was in the locker? >> they found another gun, a glock, more ammunition. but the most troubling thing they found was a manila folder with a workup on justice sonia sotomayor. >> supreme court justice sotomayor? >> the message is clear. he wants to turn around things with the biden administration. what stood out to me is that while it's very good that the biden administration, and very reassuring to the european allies that they're not going to do intentional damage, there is not a lot of specifics of what they're actually going to try to do to solve these big problems. repairing the relationship is nice, and we do always have shared values but we don't always have shared interests. now the question will be how do we actually solve these problems, and the first problem they're going tois the iran issue and that's a difficult one. >> he said he wanted to sit down with iran leaders and other deals that trump backed down on in 2016 which was something the obama administration had done. what issues does that raise? >> i had a brief period where i thought if was on the mend and then the seizures started and more complicated issues started. >> reporter: reagan has always been an on-the-go kind of guy, traveling, running. but after waking up in a sweat, he ended up in the hospital for two months. we spoke last summer. i honestly thought when i spoke to you again we would be having a very different conversation. >> the last time i spoke to you, six months later i thought i would be doing cartwheels down madison avenue or something. i've been on steroids, anti-virals and nothing is fixing it. >> reporter: so far the treatment has been focused on symptoms, nothing yet for the underlying disease itself. you may be wondering just how common, then, is post-covid long haulers? a new study in the american journal medical association said 50% of people who had covid still had symptoms up to nine months later. the most common, lack of smell and taste. they have seen more than 1600 patients since they opened their doors in may, patients now waiting months to get an appointment. >> patients we've seen at the center, they're of all races. they span anywhere from their 20s to 70s and 80s. we have patients who are both male and female of equal distribution. >> people who have milder illnesses, are they less likely to have persistent symptoms? >> i would presume if you had a preexisting condition, the effects from the virus can worsen that condition. but we're also seeing patients who are extremely healthy have a longer illness. >> in fact, more people of advanced age do not seem to be predictors of covid. many were 50 and never went to the hospital, like stephanie. six months after her positive test, she still has inflammation in her heart tissue and memory issues. >> the neurologist explained there is probably a slight inf inflammation in your brain which is why you're feeling the brain fog. >> the fear is the body is essentially attacking itself, explains dr. david mccarthy, who is at mt. sinai medical center. >> the body is trying to fight off the virus, but in that process it is identifying itself as being something foreign as well. >> a year into this pandemic, there is still so little known about what is driving this. more striking is that a respiratory virus could manifest into cardiac issues and neurological ones as well. >> when you're young and healthy and you're used to being in fifth gear, now you're full speed ahead. we're telling you need to shift down until you get better. we are seeing patients get better, it's just very slow. >> these people aren't suffering from fatigue or malaise, they actually have a very real disease. >> brianna, i think a lot of people do believe the inflammation that occurs in response to the infection is probably driving a lot of these long covid symptoms. but why do some people develop and others don't is that the psychological and physical stress of being diagnosed. could it be that previously diagnosed people had underlying conditions masked before this virus. they didn't know about it until they actually got diagnosed. we don't know. but if you start to think about the numbers, brianna, tens of millions of people who have been confirmed with the infection in this country, and 30% have symptoms at least nine months, you're starting to talk about a lot of people and a significant impact on our health care system. that's something we'll be thinking about and having to figure out going forward. if you even go back and look at sars, brianna, back in 2003, there was data showing a significant number of people had symptoms going at least 18 months after that. so there is a lot to learn, still, but this is a little glimpse of what we know so far. brianna? which was, coincidentally, around the time it probably became clear to cruz that phones were pointed at him inside the planes and had been in the airport. in other words, when he got caught. how gnawing were those second thoughts? not very, apparently. after social media exposed his getaway, several hours of silence from cruz land. his office ignored cnn's calls along with those of most other news organizations. we first confirmed his voyage through people familiar with his itinerary. then the police confirmed it, saying that cruz's office requested their resources during this crisis to help get texas' traveling man through the airport. >> i think it's a little tone deaf, and sometimes you got to teach your kids the word no, and this probably would have been a good time to tell your kids no. >> then finally, cruz' response to the firestorm. quote, with schools canceled for the week, our girls asked to take a trip with friends. wanting to be a good dad, i flew down with them last night and am flying back this afternoon. yeah, he blamed his kids. ice cold as a texas snowstorm. and planning a vacation because their kids tell them to with 24 hours' notice in the middle of a pandemic? if that was the way things really worked, a lot of american families would have been to the north pole by now. there is also the irony of ted cruz, of all people, fleeing to mexico with his family because conditions are apparently better across the border. >> these are hardened, cold criminals. these are trans-national, global, criminal cartels. and they are vicious, violent murderers. >> but cruz's initial statement is just the beginning of his storytelling. he hops a plane back and explains it this way first. >> my girls wanted to take a trip with their friends and, frankly, get somewhere where it was warmer, and heidi and i agreed. i took them. i flew down with them last night and flew back today. >> he goes full gilligan, insisting it was just a three-hour tour. many people on social media pointed out for a quick trip, that's quite the suitcase. how much room can one pair of underwear and a clean shirt really take up? hours later the "new york times" publishes a group text with cruz's wife. heidi cruz invites some friends on a cancun getaway, travel agent style. room, board, flight number. the family is freezing, all caps, she declares. but the savage part is that someone on this group text leaked it. and you thought blaming the kids for the escape to mexico was ice cold. all of that brings us to the part where the jig is up. so cruz holds an impromptu news conference trying to clarify. >> the plan had been to stay through the weekend with the family. that was the plan. >> then he went on a mea culpa tour, running for cover with a strategic stop by the mother ship. >> you wient and you took your daughters to cancun and you came back. i think you can be the father and be the senator of texas all at the same time and make a round trip, quick drop-off trip, and come home. >> well, sean, that's right. >> quick drop-off trip. even cruz fact-checked hannity on that b.s. >> so last night i flew down with them to the beach and i flew back this afternoon. i initially planned to stay through the weekend. >> you know, as if this weren't bad enough, tone deaf enough, cruz has a history of calling out others for their ex extracurricular activities. when governors violated their own guidelines, including the mayor taking a trip to cabo, there was cruz slamming the mayor as a hypocrite. he apologized, but cruz took aim. hypocrites, complete and utter ip c hypocrites, and don't forget mayor adler who took a prooit jet with eight people to cabo and while in cabo recorded a video telling austinites to "stay home in you can." cruz, and you can't make this up, told christie to, quote, go back to the beach, referencing, of course, the infamous moment when christie closed a state beach when the government shut down only to sunbathe on it himself. another example during a speech in 2015 blasting the obama administration for inaction. >> if only the terrorist attacked a golf course. that might actually get the white house's attention. holy cow! >> a month before that when he was criticizing obama over a border crisis, cruz went on. >> this is an absentee president. he is not focused on the people who are hurting. >> he's going to two major fundraisers where he wants to be with wealthy democratic donors, but apparently he doesn't have time to actually go and see the border, he doesn't have time to go see the children who are suffering because of his failed policies. earlier he was playing pool, apparently playing a game of pool is a higher priority for this president than it would be to go and see the humanitarian crisis he's created. >> well, now, cruz is playing uniter, telling everyone to rise above the drama that he singlehandedly caused. >> you're allowed to disagree with someone politically. i wish that more of the angry left, more of the people that scream and yell and are filled with hatred, i wish they would learn to just treat people with civility and respect. the angry haters screaming "resign," we're at a very divided platce in our country where people are screaming v vitriol and hate, and i think that is a sad sign of where we are. >> screaming "resign." not only does cruz have a stamped passport, he also has a very short memory. >> it is my belief that secretary kerry has proven himself unsuitable for the position he holds. john kerry should offer president obama his resignation. and the president should accept it. >> you think president obama should ask for eric's resignation? >> yes. exactly. >> but cruz wouldn't be cruz without jabbing the press for his own sabbatical. >> the press is obsessed with optics. >> the press is obsessed with optics, senator. okay. >> do you like green eggs and ham? >> if ted cruz isn't here, he won't be using the food and water that could be used by someone else. he's actually helping people by jetting to mexico during a crisis event. except he did use resources. he called the cops to escort him to the boarding gate. what's worse is they're suggesting that cruz, one of the two senators that rep the state, has zero power, that he couldn't help outside the box to help the people he serves in any way he could. thereinlies t lies the tragedy, real tragedy here. someone in power found a real way to help, alexandra ocasio-cortez. she raised $1 million for texas even though she's from new york. beto o'rourke who lost to ted cruz and is not an elected official anymore ran a phone bank to get more information out to seniors to try to help them get the resources they need. it's certainly something ted cruz could have done, because almost every photo taken of him during this controversy, he is looking at his phone. but was he monitoring the fallout from the texas deep freeze, or was he monitoring the upgrade list? >> reporter: you might expect, riding high. one of the scientists i talked to said they don't even need sleep right now. this is an actual life-size model of affectionately known at percy is up there. they were able to create. up here in the front, cameras. getting new images we'll show ow the screen now saying they've been able to take pictures in high definition and the other really cool thing, there is audio involved now, too. we're going to get sound and video that will come back. that's probably next week, but these new images, getting to see what we're seeing in a new way. so much new technology involved here. i know i'm walking away from the rover slowly, but one of the new things on there is a helicopter. that will, in sort time, be flying up there isn't space. what's noteworthy about this little contraption, first time a helicopter is flying on another planet, also the atmosphere on mars is so thin. i spoke to the deputy mission manager about what this means to entail to get this machine up and's going. take a's listen. >> when i talk i say, blow your face with your hand. okay. you would feel 1/100 of what you feel. that's how much atmosphere there is on mars, yet we've built a machine that can fly in that atmosphere, and control itself autonomously and take images and then land again. >> reporter: which is amazing. the other thing noteworthy, right here. where they'll take samples of the ground there on mars, and then storing them away in titanium, later perk edpicked u brought back to worth. see what it means for humanity, get to mars actually and learn more about the planet and whether or not there was ever life there on the planet. brianna?
