their roles. the decision could change the direction of the party as we know it. let's begin with jessica dean who joins us on the hill with more on this power sharing agreement. >> reporter: the big thing here is democrats will now take control of the senate committees. when you're in control, you're setting the agenda. that means thing in joe biden's agenda that they wanted to get ahead, president biden's agenda they wanted to push ahead like merrick garland's nomination for attorney general can now move forward. you'll remember there has been a holdup on some of these nominees including merrick garland who is the nominee to be attorney general because republicans maintained control of these committees, because they had to operate off the last congress because they didn't have this agreement in place. now that democrats will take over these committees, that means democrats are going to have a much easier time getting things on the table. they're going to hold control. we expect now that someone like merrick garland who should get bipartisan support will now get to go through the process much easier than when republicans were holding control over the senate judiciary committee, for example. that's a big example of what this will mean. it was also interesting, you heard the majority leader there chuck schumer talking a little bit about what this means. he also said that one of the key issues he is encouraging these committees to focus on is climate change. he encouraged the committee chairman to begin holding hearings about climate change and how they can enact biden's build back better agenda. you're going to start to see things move. of course, jim and poppy, we've been following the negotiations about this power sharing agreement for weeks as he and mitch mcconnell worked to hammer this out. it kind of dragged on. now that they've got this agreement, things can move forward. that's the real key takeaway here. >> the other big meeting today among republicans, deciding the question including future of congresswoman liz cheney as number three republican. based on your reporting, does she have the backing to keep that job? >> reporter: she certainly has been reaching out. we do know she's been reaching out to various republicans to get their support. there is a meeting later today with the house republican caucus to really discuss both liz cheney who, remember, is the number three republican in the house and who voted to impeach president trump, voting her conscience, as she said, to talk about what they want to do, if anything. there have been calls to remove her from leadership for that vote. we know she's been calling around trying to shore support, listening to people, explaining herself in advance of this meeting later today. it is diametrically opposed to the other side of this which is congresswoman marjorie taylor greene who is also being considered as likely to be a topic as well, what to do with her. house minority leader kevin mccarthy faces the decision of the he will strip her from her committee assignments. she's as signed to be both on the budget committee but the house education and labor committee. she has talked about the parkland high school shooting being a false flag. there are big concerns about her sitting on the education committee with these beliefs. very much the future of the republican party is at stake here, which direction does it want to go in. notably, jim and poppy, back to liz cheney she's garnered support from a lot of senate republicans including mitch mcconnell who rarely speaks out in this. he didn't name her in this statement but said her beliefs are lun any lies and a cancer on the party. >> they are lies. among them, that 9/11 was not a terrorist attack it's an amazing list. jessica dean, thank you very much. let's bring in former republican congresswoman barbara come is stock and senior correspondent jamie aggangel. you're one of the republicans that lost their seat as the party moved to the right. i wonder does challenging marjorie taylor greene, a first-term congresswoman, get to the core of the issue here, or must the party and will the party confront donald trump? he's the former president who is still propagating a big lie about the election. is the party willing to do that? >> well, today, officer brian sicknick is lying in honor because of protecting members of congress from a mob that donald trump incited. so i think the choice for republicans is really quite simple. do they want to continue being defined by a president who lost the popular vote twice, impeached twice, cost his party the white house, senate and the house in 2018, because it was a referendum on him. or do they want to turn the page? i certainly hope and think it would be the smart thing, the republican party is still hemorrhaging republican voters as his own pollster told him, in his paper on why trump actually lost, not the big lie where trump said he won by a landslide. i think republicans need to embrace the diversity of the par. liz is a conservative as were eight of the ten people who voted for impeachment, come from very conservative districts. -- without having cooks, conspiracy theorists and qanon. think marjorie greene should be taken off her committees. i think she also should be taken out of the party. if georgia wants to somebody to congress, they can pick whoever they want. the other members of congress don't have to play with her. she's not going to be passing any bills. i think they'll soon see how infective she is. she is toxic for the party. she's a cancer, as mitch mcconnell said, and she needs to be cut out and the other people who promoted her like jim cordon, matt gaetz, they are killing our party. >> jamie, to build on congresswoman comstock's points there, the people of her district elected her, and they chose her in the primary over a literal brain surgeon who was, by the way, super conservative, pro trump, pro life, pro guns, part of his slogan when he was running. i just wonder if you can encapsulate for us how much this moment means today. >> i think this is a huge issue for the republican party, as barbara said, it is a reckoning. yes, she was elected and that is an issue. but the republican house members have to make a decision about whether she gets to be part of their conference and represent them on committees. one of the things we've seen for the last couple of days, senate republicans reaching out to say they support liz cheney, and to say that they think marjorie taylor greene needs to be excised. i think what you're hearing from those senate republicans is a very public, hey, kevin mccarthy, you've got to be a leader here. kevin mccarthy went running down to see donald trump and get in higgs good graces again because we know he wants to win the house back in 2022. he wants to be speaker. he is worried about fund-raising, but i think what we're going to see this afternoon at that 4:00 meeting is a real reckoning for kevin mccarthy. does he have the support to continue with letting people like marjorie taylor greene be in the party and try to have other people in the freedom caucus kick liz cheney out of the leadership. >> barbara, to that point, who leads? who is the alternative leader of the republican party, given that trump still commands such a big portion of the support of republican voters. who do you see emerging into that role and can take up the mantle, if it's possible? >> well, in the past when republicans have been in the minority, it's often our governors who lead. i think if you look to a lot of our governors, we have very popular governors across the country in red and blue states who did much better than donald trump. you look at somebody like governor sununu in new hampshire who ran about 15 or 20 points ahead of donald trump in a state that trump lost. you also see governor hogan here in maryland, in our area, who is very popular, twice elected. i think we need to look for leaders who have been able to put together a coalition that gets you over 50%. donald trump only got 46%, and now he continues to lose many of the voters he had following -- you've seen people leaving the party, changing their party registration after january 6th. i do think that's why it's so important that the senate convict donald trump and we turn the page, cut this cancer out. it's no not that we aren't concerned about the issue that were addressed, but the toxic personality of donald trump and his refusal, his unconstitutional refusal to listen to the courts, listen to his own justice department, to listen to his own white house counsel who told him he did not have a path. as bill barr said, his theories were -- we have to turn the page and get back to being a constitutional party. the rule of law and this is isn't conservative versus moderate. this is conservative versus e cy without having the marjorie greenes and toxic personalities. when you look at redistricting, most of these districts will become more purple. the democrats are going to have to reckon with that, too, because the growth is in the suburbs. they didn't like the far left wing either which is why we did so well in congress, have a 50/50 senate because far left politics is just as toxic, too. >> i just think it's really interesting, jamie, very quickly to you, that these are two women in the republican party who both said i'm not going anywhere in a party that doesn't have enough women. it's just interesting. >> two women who could not be more different. i think the votes we see this afternoon at 4:00 will say a lot about the future of the party. >> so good to have you both. thank you. >> thank you. we turn now to a tribute happening soon for fallen capitol hill police officer brian sicknick who died -- was killed. he was killed when one of the rioters hit him with a fire extinguisher. it's tragic. his ashes right now are lying in honor inside the same building that he, jim, died protecting. >> it's an honor that's been reserved for only four other people. rosa parks, reverend billy graham and two capitol police officers killed in the capitol in 1998. we have more on the service about to happen as well as this officer's life and the investigation into his death. josh, are we learning more about who is responsible? >> reporter: the investigation remains under way at this hour. i'll talk a little bit about what authorities are doing. what we're going to see in about 15 minutes is the ceremony, a final departure, a thank you, if you will, from congressional leaders. we know the remains of officer sicknick arrived last night where he was able to lie in honor throughout the evening. members of congress coming and expressing their appreciation. that is about to culminate in this ceremony where we expect to hear from house speaker nancy pelosi as well as senate majority leader chuck schumer, also the chaplains for both the house and the senate, to simply say thank you for his service. he obviously died during the capitol insurrection. what we know about officer sicknick, he's a native of new jersey, former member of the new jersey air national guard. obviously after that capitol riot, received those injuries that he then succumbed to. prosecutors in d.c. have opened a federal investigation. to your point about suspects, so far they're not providing us information about where that stands. they say that remains under investigation. after this ceremony today that's about to take place which we'll be covering, he will be inturred at arlington national cemetery. not only lying at the capitol but spending his eternal rest in one of the most hallowed sites in the united states at arlington. >> josh campbell, thank you very, very much. in a few minutes we'll take you back to the rotunda for that tribute when it begins a little later this hour. meantime, potentially good news in the fight against coronavirus. a new study shows the astrazeneca vaccine not only protects people from the illness, but may also drastically reduce transmission of the virus. that would lead to something big. start stopping with nicorette next hour president biden o senators in the oval office. they're going to talk about the $1.9 trillion covid relief plan. he had republican senators in there two days ago. moments ago he told democrats on a call, quote, we need to act fast. cnn's lauren fox is following the latest on capitol hill. clearly the republican offer at $600 billion, less than a third of his plan, is not going anywhere. i'm curious if biden signaling to his party he's willing to come down a bit to get republican votes, or is the focus on getting this passed fast? >> reporter: i think clearly we should look at where biden is spending his time today. he started at 9:45 appearing on this democratic conference call, an effort to really shore up support for his plan. look, his plan, this $1.9 trillion plan. he's willing to taper around the edges. if there are things that republicans view as problematic in this proposal on the fringes. he is willing to make those. one of the items he's willing to talk about is not the amount of those $1,400 checks, but who could receive them. essentially in that meeting at the white house with republicans, one senator, a republican, mike brown, said he told the president, i got one of those checks the last time around. i think we need to taper this so families who truly need this money are the ones to receive it. biden signaling on that democratic call, that's potentially an area he would be willing to negotiate. he wants to stick to the underlying amount of money. i think one of the concerns and questions from moderate democrats has been why does this have to be so large. i think the answer has been from the biden administration time and time again that the danger is not doing something that is too large. the problem is doing something that's too small, that hampers the recovery. i think a lot of democrats aring look at what happened during the great recession just a few years ago. i think that's something that's really guiding biden right now in his message to democrats. he's asking them to stay unified. at the end of the day, it is going to take every democratic senator voting for this package to get it through even with this budget process that allows them to pass it with just democratic votes. biden making it very clear he needs their support. he wants them to stay united, telling them on this call, i will have your back. i need you to have mine. that's where things stand this morning. >> a lot of members of his administration, veterans of the obama administration post 2008, and the feeling then was not enough money. lauren fox, we know you'll be following it. thank you. dr. fauci warns people are not -- there is good news. the biden administration is boosting the number of doses given to states by an additional 5%. >> let's go to our kristen holmes who joins us this hour from washington. two questions. does that now mean they get 21% more vaccine doses a week. it was a 16% increase last week. tell us what this means, that cvs and walgreens are going to start vaccinating people this week. is that every sengal branch in every state? >> good morning, poppy and jim. that's a great question. i want to start with the idea that all of this is meant to not only boost up the distribution of the vaccine, but the administration, which is actually getting those shots into arms. take a look at where we stand right now, 52.7 million doses have been distributed and only about 32.8 million doses have actually been administered. that's a huge gap here. they're really trying to close that up. you talk about cvs and walgreens. they're launching a new retail pharmacy program next week. take a look at what that's going to look like. it's starting february 11th and 12th. it is not in every state. cvs will start in about 11 states and expand. walgreens will start in about 15 jurisdictions. again, all of this is meant to try and get those shots into people's arms. but the big question is whether or not the supply can actually meet the demand. take a listen to what dr. fauci said about this. >> as we get into the middle of february, march and april, the number of doses that are going to be available are going to be greatly accelerated. the real compelling thing is that the supply does not meet the demand. so we've got to get more vaccine into people, and weave got to make sure that we use every possibility of getting doses out there. >> now, he also went on to say that the vaccine distribution and administration can be done, can be accelerated without risking the second dose. but i think the most important thing here to point out is what all of these experts are saying, which is that the best way to protect yourself and your family against, not just coronavirus, but any of the variants, is to look up when you can get the vaccine and go get it. that's what these experts are saying over and over again. yes, they're working on the supply side. but if you can, go out there and get that vaccine. >> for sure. kristen, thank you very much for the reporting in washington. also, there's a new study that shows something that could be really good, and it suggests that the oxford-astrazeneca vaccine substantially reduces your chance of spreading coronavirus. >> it's a lot cheaper, simpler option. cnn's jacqueline howard covering the latest. what more are we learning about the efficacy of astrazeneca's vaccine, but also its other advantages. >> reporter: this new study is providing interesting data. number one, when it comes to the transmission rate, what really stands out here, researchers took a look at pcr positive test results coming from nasal swabs taken from some trial participants. here is what they found. from the nasal swabs, they found the percentage of pcr cases reduced by 67% after one dose and by half after two doses. so that's how they came to this finding that the vaccine could reduce transmission rates. we do want to see more data, such as looking at transmission directly through contact tracing. this initial finding is interesting. then number two, when it comes to overall efficacy, the new study suggests that the vaccine has an overall efficacy of 66.7%. but when you look -- that's after two doses. but when you look after just one dose, the studies suggest 67% efficacy up to three months following one dose. so again, transmission rate and then efficacy after one dose. those are the two main findings here when it comes to the astrazeneca vaccine. >> all right. it's good to have options. we are seeing more options. jacqueline howard, thanks so much. >> thank you, jacqueline. right now we're taking you -- these are live pictures of the ceremony honoring fallen u.s. capitol police officer brian sicknick. it is just about to begin. >> josh campbell is with us now. josh, this is an honor that not many americans have been privileged to have. billy graham, 2018, rosa parks in 2005. the two capitol police officers killed in a shooting inside that building in 1998. quite an honor. a difficult day for his family. >> very much so. you think about lying either in state or in honor inside the capitol, that's typically afforded to government leaders, to presidents, other members of the government. the congressional leaders decided this honor would also go to this capitol police officer who died after this violent insurrection. i think it's important to note that what we're seeing, what we're about to see just has so many layers of symbolism. this was a building that officer sicknick had protected for over a decade, also the building, as we mentioned, where he received those life-threatening injuries that he suss comed to after that domestic terrorist attack on the capitol. it's the same building where former president donald trump will be charged for inciting the insurrection that led to his death. of course, the focus right now for everyone in that room, those officers that we see gathered, the members of congress, is simply to say thank you. if i can real quickly, i want to point out one thing. i was an intern on capitol hill for a couple summers. i got to interact with the capitol police. later in law enforcement i got to work with the capitol police. i don't think people understand just how difficult a job that is. if you think about it, on one hand they are charged with protecting a major target, the united states capitol. they are charged with protecting 535 vips in government, often with large egos to come with it, but that's their job. unlike other federal facilities, they have to do their job, protect this facility, protect the members, protect the staff while understanding that this building is one that is supposed to be open to the public. it is the building where the members of the public and constituents want to come and interact with their representatives. a very hard job. obviously made much more difficult on that day on january 6th as we saw that violent insurrection. >> the capitol went through one metamorphosis after the shootings in 1998 building the capitol visitor center, new security. we'll have to expect perhaps another change now. we should note point of order, to lie in honor is an honor reserves for viv villians such as officer brian sicknick. it is former members of government who get the honor of lying in state, awarded to presidents, former supreme court justices, et cetera. still, officer brian sicknick joining a very small group, poppy, who has received this honor. >> josh, i think it's notable that this gathering, this solemn day is being held in the same building that was attacked and that officer sicknick lost his life protecting, and as you've putt it so well, 535 vips. such a hard job in a building open to the public. he was only 42 years old, josh. he was a 13-year veteran of the capitol police and someone who it seems like for his entire life served. he served in the new jersey national air guard as well. he just gave everything it seems, for his whole life. >> a public servant through and through. everything we hear about this former officer, this is someone who was dedicated to serving and protecting others. obviously on that day on january 6th as he and his colleagues were trying that protect members and protect staff there at the capitol, they were injured. his injuries obviously leading ultimately to his death. someone obviously who not only wore the badge, but someone who made that decision to put himself in harm's way in order to protect others. i think it's also important to note that what we're seeing right now is really the first manifestation of the loss that took place, the visceral loss that took place on that day. we've seen pictures of injuries. we've seen some of the videos. now what we're seeing right now is emptiness. we know his family has gathered. they gathered there about two or three minutes ago. because of that insurrection, they now have this gaping hole, this loss. it's just hard to look at these images and not have that front of mind, that this is one who would have been there on the job, who would still be guarding this building but for that deadly incident on january 6th. >> we saw mitch mcconnell, senate minority leader, republican. chuck schumer, senate majority leader, democratic, joining the crowd honoring brian sicknick just moments ago. you also see this is a ceremony of the age. you see the social distancing there, a result, of course, of the ongoing thread from covid, and yet still a beautiful, solemn moment. the ashes of brian sicknick and a flag there honoring him right in the center of the rotunda. >> josh, what are your other thoughts as you look at this gathering and you think about this moment, because it also comes less than a week before former president trump will face his second impeachment trial. this is a moment not about politics. this is a moment about humanity and civility. >> indeed. as jim mentioned, this is a sign of the ages here where you have people spread out. what is so sad here is obviously an officer that lost his life, but this may be a new normal. that's what people can't see right now, that outside that building, there are still members of the national guard that have that building locked down from the public. the reason why there's social distancing and people are spread out is also because of covid. but there are a lot fewer people there obviously because -- >> josh, stand by. let's take a moment to o'brien congressional leaders, mayor bowser, officers of the metropolitan police department, the united states capitol police, officer brian sicknick's commanders, the book of matthew reminds us blessed are the peacekeepers, for they shall be called the children of god. today we gather to honor officer brian sicknick, a new jersey native, a national air guard veteran and a 12-year member of the capitol police force. a peacekeeper, not only in duty, but in spirit. talk to his colleagues and they will tell you that brian was a kind and humble man with profound inner strength, the quiet rock of his unit. they will tell you that brian was dependable, never missed a radio call. they will tell you that he took great pride in his job, never more so than when he became a mountain bike officer on the first responders unit, and they will tell you that brian wouldn't have liked this attention, and that if he were here, he'd be the first to puncture the somber moment with his sharp sense of humor. brian was a peacekeeper who loved his dogs and his girlfriend sandra and his family and the new jersey devils. he was caught in the wrong place at the wrong time on a day when peace was shattered. i had the honor of meeting officer sicknick's family last night, and i learned that gladys, his mom, had graduated from james madison high school two years before me and that his aunt, brian's aunt had graduated a few years after me. we spent about 25 minutes, brian's mom, dad, aunt and other relatives, just reminiscing about brooklyn and about brian. i said to them at the end with a bit of a lump in my throat, you are such good, decent, fine people. i didn't know brian, but knowing you, i'm sure he was exactly that way, too. all you have to do is look at his picture in the memorial book, the little program here, and you can see it, what a good, kind, decent man he was. that brian and his family were made to pay such a high price for his devoted service in the capitol was a senseless tragedy, one that we are still grappling with. it has left deep scars here in this building among his friends and his colleagues, as have the tragic deaths of two of brian's fellow officers in the days since his passing. officer liebengood, officer smith. let us be a comfort to all who continue to recover from injuries, seen and unseen, from the attack on january the 6th. we have mental health counseling for officers and staff. anyone who needs help or just someone to talk to should know there are services available and that we are all here for you, just as brian was always there to take a young officer under his wing and help them get used to their new unit. blessed are the peacekeepers like brian. let us be peacekeepers now in his memory . ♪ for purple mountain magisteries, above the respected and were protected by him to the united states capitol rotunda for a recognition of his life. to brian's parents, gladys and charles, his partner sandra, his brothers ken and craig, and the entire sicknick family and the capitol police force, thank you forgiving congress this privilege of honoring brian with this ceremony. we've heard from you, from brian's brothers ken and craig, that he was the kindest of all, the fittest of all, just a very special person. again, we heard from his entire family, as the distinguished leader said, what a special person he was, how kind he was. and we know from his service on the capitol police force how patriotic he was. we gather today united in grief, gratitude and solemn appreciation for the service and sacrifice of officer brian sicknick. respect his service certainly as a member of the capitol police force, but also as a patriot to his country in other arenas. in 1997 he joined the new jersey air national guard under which he was deployed twice to defend our national security. in 2008 he continued that commitment when he joined the united states capitol police. we saw last night how brian's patriotic service commanded the respect with a visit by the president of the united states and the first lady, who came to pay respects to brian. now today the presence of distinguished guests is a testament to the great respect that so many have for brian and for the capitol police force. as we're joined by the capitol police force, members of congress, the secretary of defense, the chairman of the joint chiefs of staff, our mayor of the district of columbia and members of the metropolitan police. and we thank them for their service. again, members of the capitol police and other law enforcement leaders. our promise to brian's family is that we will never forget his sacrifice. we must be vigilant as what president lincoln referred to as the harsh artillery of time. we will never forget. with your permission, may we be worthy to carry brian in our hearts. we will never forget. each day when members enter the capitol, this temple of democracy, we will remember his sacrifice and others that day who fought so hard to protect the capitol and the congress. throughout our nation's history including officer jacob chestnut and detective john gibson. we're blessed to be joined by officer chestnut's wife, gwendolyn. the presence of these heroes brings luster to our constitution and our democracy. it is fitting this day that we have been embraced by a performance of "america the beautiful," as you can see by the program, by the air force band singing sergeants. appropriate because, again, brian was a member of the air force national guard. they sang oh beautiful for heroes proved in liberating strife who more than self their country love and mercy more than love. to the heroism of officer sicknick and all who defend our great country, god has truly shed his grace on us, brotherhood from sea to shining sea. may it be a comfort to officer sicknick's family that so many mourn with them and pray for them during this sad time, may it be a blessing, many of us who had known brian sicknick, those of us who now admire him, we say to his friends and family, we may it be a comfort to you that so many mourn your loss. may he rest in peace . >> ladies and gentlemen, please rise for the benediction, delivered by country the vast majority of people in law enforcement do it for the right reasons. they wake up every morning putting on that gun, putting on that badge, understanding that that day might be their last because of the profession they have chosen, yet they do it anyway. that is what occurred there after that capitol riot, where officer sicknick was one of many capitol police officers who were trying to protect that building as this violent mob stormed their way inside. we know those injuries he received ultimately led to his death. what we're seeing are his brothers and sisters in arms coming together to remember him as well as the law maimers he was charged with protecting. this is the final thank you. it's also worth noting that this honor we're seeing right now, lying in honor inside the united states capitol is not the only honor this nation will bestow upon him. the honor will be eternal. after this ceremony, his remains will be taken across the bridge, into virginia, where he will be interred at arlington national cemetery. >> as you see the lawmakers there pay their respects. as you said, josh, officer sicknick stood between them and the violent mob on that day and paid with his life. he's survived by his parents, by his girlfriend of 11 years, sandra garza. as the majority leader chuck schumer said, he loved his girlfriends, he loved his dogs and loved the new jersey devils. speaker pelosi said we will never forget. i always think in these moments of the people who knew him well and who get their final chance to say goodbye. >> reporter: that's right. this loss is something that they will continue to feel long after this ceremony, long after the capitol returns to some sense of normalcy. they will continue to carry that loss because of what occurred on that day. as we look at these images, the one thing that it's hard not to overlook. i'm not prone to hyperbole, but if the goal of these insurrectionists was division and they were motivated by division, what came about is the opposite of that. you see republicans and democrats here gathered inside the capitol rotunda in unit. there are obviously republicans who have soul searching to do. we know the impeachment trial of president trump is coming up, and those who insided this riot, there are those wanting to hold them accountable. but for those who actually stormed the building, if they were looking for division, again, what they got here today was unit as the nation comes together to celebrate this officer who gave his life in the service of his nation. >> josh, look who remains there as the lawmakers and the family have filed out. it's his former colleagues and comrades. it's the fellow capitol police officers. you have to think about what this moment is like for them. >> reporter: exactly. i think it was senator schumer who said the injuries and what was inflicted upon those people in the capitol, it was not just physical loss. obviously officer sicknick lost his life, but there are so many other victims, from those who still carry the wounds mentally of what they endured, the members and their staff, but also these police officers. i think we just have to go back and honor the service of the u.s. capitol police. as we sit here watching this, they are grieving the loss of one of their own as they are also in a building that remains under threat, a building that has guards outside from the capitol police as well as the national guard, and they have to continue to do their job even while carrying this huge burden. >> let's go out with a
