Vaccinations are cancelled today. They are also going to be cancelled tomorrow. Based on what were seeing right now, we believe that tomorrow getting around the city will be difficult. The white house announcing it has awarded a massive contract to an Australian Company by the name of alume which makes athome covid test kit that tests with 95 accuratery in, get this, 125 minutes. And a critical meeting at the white house to discuss the financial crisis connected to this pandemic. Ten republican senators will discuss their counteroffer to his 1. 9 trillion relief plan but their proposals price tag is less than a third of the administrations package, and well talk much more on how soon struggling americans can get what they need from all of this. It was granted Emergency Use Authorization by the fda back in december, but this new contract announced today will really allow them to boost production so right now about 100,000 tests a month are set to be shipped to the u. S. , the test kits starting this month through july. This new contract were told could bring that up to 19 million test kits per month being shipped here by the end of the year. Good. Roll them out. I want to start with this push today for the second doses of the vaccine to be delayed so that they can maximize the number of people who actually just get that first dose. Obviously people still need the second dose of the vaccine but do you think placing the higher importance on the first dose is the smarter move . You know, brooke, at this point. I think it is. The variants have made everything much more important, the variants in the u. S. From the uk and the brazil and South African variant coming out strong. This means were in a race against time, and we have to get as many people vaccinated as be po. We do not know for sure sitting here today what the ideal timing and separation is between the first and second dose for either the pfizer or the moderna vaccine. We just know what was tested in the initial clinical trials, but it does seem to suggest that we have a little bit of play there, but its still important for people to get two doses of the vaccine eventually, but at this point we just need to spread it to as many people as possible. And i know understandably were all thinking of ourselves and our loved ones here in the u. S. , but dr. Fauci also just reiterated, you know, the vaccinations must be a world wide push. He says if we dont get a global effort without a doubt this thing is not going to go away and youre going have it continue to come back to your point with forms of mutants, mutations. You are the vaccine expert, doc. How do you balance increasing the supply here in the u. S. Which we so badly need but also making an impact globally . Well, we must do both at the same time. Unfortunately, with Infectious Diseases no one is safe until everyone is safe, and so we have to have a multipronged approach and im so happy to see that the Biden Administration has rejoined the w. H. O. , has reinvested in our global efforts to try to stop this. As we see this week, you know, the variants that are so threatening to us today are coming from the uk and from south africa and from brazil, and so all of these hot spots across the globe must be addressed if we want the u. S. Population to be truly protected, so its important to do both. We also have to use every tool at our disposal. Kaitlan, other than the obvious price tag, what are the key differences between these two plans, and what is it that the that the Biden Administration says that they absolutely wont accept . Well, the price tag is a big difference given how big the numbers are and how far apart they are. Thats something that the white house focused on today, but even when you look inside these packages you can see some differences, though theres similarities in what they are laying out in the proposals and allotments for different areas are pretty different and one of them is the stimulus checks that, of course, we have seen laid out, the 1,400 checks in the proposal from the white house but what the republicans are suggesting are narrow concerns, heard some concerns over Centrist Democrats over what that look like and who exactly it would be that would qualify for them but what this group of republicans being led by Susan Collins by putting this forward is saying there is a path to a Coronavirus Relief bill that could get bipartisan support. Its not the one that the white house has laid out so far. What were seeing hours ahead of this meeting thats thats expected to happen in the oval office shortly, brook, is the white house Tamping Down Expectations for whats going on out of that. You heard jen psaki saying this is not a forum for President Biden to make or accept any kind of offer from these republicans. Its justration the question of really where this is going to go, this pursuit of bipartisanship, so the white house is touting the support from people like West Virginias republican governor jim justice saying he could get behind a bigger Relief Package earlier. So far they have not gotten that from Congressional Republicans so thats going to be the big question, but i do think its notable that this is first group of lawmakers weve seen biden invite to the white house in front of cameras. Its a group of republicans who have put this counteroffer out there. It doesnt mean hes going take this offer though. Correct, and you also mentioned Centrist Democrats, so speaking of, West Virginia democratic senator snow manchin is a key player in getting this passed and last week the Vice President appeared in a local tv interview in charleston West Virginia to increase the pressure on Senator Manchin and Senator Manchin says, wait a second, he wasnt told about this, not to thrilled about it. What does the white house say about that . Yeah. Hes not happy about this at all. Did not get a heads up. He saw it as what you saw there, an attempt to put pressure on him to get behind this package when he, of course, is going to be a critical vote forey only ha thread right now so anything that he says is going to be something that the white house is listening to, so you did see jen psaki say theres been outreach from the white house to senator joe manchin. She didnt say whether or not thats coming from President Biden himself or what other official is reaching out to him but hes not only critical to what they are going to do on Coronavirus Relief but if they ever try to take another stab at it again down the road, any other proposals that the white house is going to have, what joe manchin says is going to be critical to that, so the white house not giving him a heads up apparently about what this interview will be. Did not respond kindly to that. The white house has said they are in touch with him. They are fielding his concerns. Cnn is learning the House Majority leader steny hoyer is telling Republican Leadership to strip the controversial congresswomans Committee Positions or the house will bring this to a vote on the house floor. This comes after the Georgia Republican tweeted over the weekend that she will never apologize or back down for her dangerous behavior and baseless Conspiracy Theories and oh, that she spoke with former President Trump than she is grateful for his support. So now you have the House Minority leader Kevin Mccarthy in bit of a awkward position. Hes supposed to meet with the congresswoman this week to talk to her about her outrageous remarks and actions so lets start the conversation about. Shes under fire for antisemitic comments, for expressing support of democratic leaders, for bullying the Parkland Shooting Survivor and thats just the pg version of it all. Yet here she is out of this weekend she comes out more emboldened and says she will never apologize all because she has this, quote, great call with former President Trump. Yeah. What does that say to you . Look, put a point on it. I mean, they are putting the republicans placed her on the Education Committee after she has alleged that the School Massacres in parkland and sandy hook were staged to put forth gun control. The trump razed the barriers between the far right and white extremists and gave oxygen to white nationalists and in a variety of ways from very fine people and having Marjorie Taylor greene appear with him the night before the georgia runoff has tried to legitimize those movements and what youre seeing is a reluctance among the Republican Leadership in conference to draw a clear line against that kind of extremism, and as a result theres a lot of other previously whright leanin voters saying is this the coalition where i still belong . Given everything youve just said, if youre Kevin Mccarthy, franscesca, this is for you. If youre Kevin Mccarthy and know youre supposed to have this conversation with Marjorie Taylor greene, what do you do because, again, context is key. Last week he went down to florida maralago to kiss the proverbial ring of the former president. Is he really going to throw the Hammer Down On Greene who said she just had a great call with donald trump . Well, brooke, its also largely symbolic of what weve seen taking place in the Republican Party right now. They have an opportunity to have a break from formerly President Trump and move in a different direction which many republicans, including those in congress have said that they are looking forward to doing and now they have to make that choice. Do they want to follow Donald Trumps lead and continue to go in that direction after just having lost the white house . They dont have the house. They no longer have the senate or do they want to take the party in a different direction and this is largely falling on the shoulders of kevin mccart they week to make this decision. So, ron, what do you think Kevin Mccarthy does . You know, look, mccarthy has sublimated himself to trump from the beginning, and i have a hard time imagining that he will for example, after his initial comments of january 6th hes completely backed off and said were all responsible for for the attack on the capitol. I mean, its hard to imagine that mccarthy is willing to fundamentally break with trump because, you know, as i said to have before. Trump has addicted the entire party to the drug that he is pushing, and what i mean by that is that its not just trump. Its republicans up and down the ballot who are losing support in these white collar suburbs that they used to dominate and as a result pretty much all of them now need massive turnout from the trump base. He holds the power. So as a result they ever whats that . I do remember we talked about it about. Even the man is out of the white house, you know, he he does wield a lot of power, the trump base, the trump wing of the party yields a lot of power and this will be the harbinger of where we see the Republican Party go depending on what Kevin Mccarthy does. Franz kae k, theres a chance nothing happens to marblery Taylor Greene and there is a chaps that trump gets acquitted in the second upcoming Impeachment Trial. What kind of precedent does this set for future Office Holders in either party . Well, republicans, of course, are making this argument that it would set a bad precedent for someone no longer in office but there is precedent as democrats have said for this to have happened in the past. I want to come back to the question of where the gop is in this. This will play out in the senate as well. Do republican senators who also issue condemnation immediately after the attack on the capitol of former President Trump, do they break with him here . Do they vote with him . They signalled in their initial vote that that was not something that they planned to do. We saw Mitch Mcconnell voting with rand paul on this, and as we head towards the senate trial its possible that they could take a different vote but the early signs is they are continuing to go in this direction and even though former President Trump doesnt have a twitter account currently they are very concerned about the power he still wields. In the short term well see how the ultimatum that steppy hour has placed on Republican Leadership and well see where that goes and what happens with the congresswoman and what happens with the former president. Senate could have come with serious consequences for their law licenses because they would be making arguments to a tribunal to congress that they knew to be false, that they knew to be true or that had been disproven by dozens and dozens of courts and any sensible lawyer had to know that if youre going down that road you have to be prepared for the consequences, so we dont know what happened in the closed the private meetings with President Trump and his lawyers, but we can assume that the attorneys knew that they were taking themselves at risk. And they had to bounce. Yeah. Theres this there are mixed reports about whether or not trump would actually go to washington to testify. One cant imagine he would do such a thing but do you think thats in the realm of possibility and why . Anything is in the realm of possibilities. Weve lived through President Trump the past four years. True. He and his lawyers need to ask toss he want a political circus or does he want to be acquitted . This is a rare political proceeding where almost half the senators are on the record saying they are willing to acquit this individual if they just make the constitutional argument that a former sitting president cant be tried or face judgment. Look, that argument is wrong or if not wrong theres dispute about it among legal scholars. Go with that and stay away from the craziness and Conspiracy Theories but the president loves a Jerry Maguire i cant quit you with the craziness and thats where we are. I dont know if its Jerry Maguire. I dont. I know what it is. If trump is acquitted, lets play this forward. If he is acquitted, is there in the realm of possibility some other repercussion that would then prevent him from running for office ever again . No. Theres talk. I think senator tim kaine has put out the idea of kcensuring the president. Its merely a statement on the United States that we disprove. Could they write it in, section 3, article 3, if Censured Cannot Run ever. Weve never seen it before and it would have to be litigated. A serious constitutional question. The simple fact is they should have they should have just convicted him and had they convicted him there would be a clear path to removing him from office and now legal scholars in congress are having to go down the road of these unproven legal theories for the first time ever. The simple fact is that there was a basis for convicting and removing the president and frankly, there was as basis to do it a year ago and congress, the two houses of congress failed to the senate did, the house didnt. I dont know if the solution after that failure is to start going down the road of these untested legal theories just, you know, for the sheer thrill i guess of trying to prevent donald trump from running for office again. Do you know if any of them resigned out of frustration specifically because of the governors handling of the pandemic . From what inside senior Health Officials told us morale plummeted to levels no one could remember. Past emergencies had always caused folks inside the Health Department to rally because they were suddenly called upon to show their expertise, and in this case they were sidelined and disrespected by staffers and aides to the governor, they said, and so in in that context we had these nine resignations of people that are not just anyone at the Health Department but it goes all the way up to the Deputy Commissioner for Public Health, the director of their office of Communicable Disease control, the state epidemiologist. I mean, these are people that are, you know, in charge of the Public Health response for the state, and so this was a concerning development that we learned about that hadnt been report elsewhere, and we now the that this was something that, you know, they needed to respond to. The other big nugget from your piece, david, is that you report that had Governor Cuomo designated the Greater New York Hospital Association as this Regional Vaccine hub. Its a trade group with a multimillion Dollar Lobbying Arm that has actually been a major donor to the governors causes, but Governor Cuomo on the flip side, you know, hes defending the move. He said they had the necessary cold Storage Capacity saved for the vaccine, that Health Care Workers were the first to be vaccinated. What do you say to that . This is one of the things that came out. So the reporting really started with a question which warnings you know, how did the first month and six weeks of the Vaccine Rollout go . If you were in new york at that time you remember there were real slowness getting the doses into arms and people are wondering why are certain hospitals slow and whats going on with the rollout so we started to look into it. One thing that the governor did that surprised a lot of state Health Officials and local Health Officials was in december to designate these hubs in different regions around the state to be to be centered in Hospital Systems so you had, you know, a university excuse me, a medical system up in albany and you had long island and Greater New York Hospital Association take care of the New York City region and that it was a departure from the planning that had gone the planning that had been done at the state and local level around Pandemic Response. Theres been, you know, year, of sort of plans have been drawn up and updated each year really in the wake of 9 11 and bioterrorism threats and say what would we need to do if we needed to do a mass inoculation level, if we needed to respond to an Anthrax Attack which is one of the early things they tested and they had a way of doing that. David, im listening to you so closely and im also wondering just with all of your reporting what are some of the things that the governor has done right in these months fighting the pandemic that you that you truly believe he deserves credit for . I mean, i think he deserves credit for setting up the testing. New york state does more testing than any other im not sure its more than any other state, but they do a vast amount of testing and thats helped the state stay, especially through the summer months, stay on top of the pandemic. You know, i think that this, you know, this effort to try and inoculate folks as quickly as possible. You know, the governor has a philosophy and has shown it in other places as well when you look at the mta and the l train renovations that you go you dont always go with the plans that the sort of bureaucrats come up with. You try to think outside the box and say is there a better way to do that . I think they felt that this hospitalbased system was a smarter more efficient way to do it, but it did result in sort of discord inside the department and a lot of instances in which folks at the Health Department were finding out about various rules around, you know, what was going to be happening with regard to the Pandemic Response in realtime at Press Conferences which is not necessary lit way we think Government Works in the state. Even into tonight just blinding conditions. Weve had some Blizzard Conditions with winds already, coastal new jersey, long island, coastal connecticut at 50 miles per hour. You could see this area of red, even in purple around New York City, this is where were going to see critical problems when it comes to just travel, either by road or by air.
