goes. in the fight against the virus, better news this morning. forc for the first time in almost two months, fewer than 100,000 americans are hospitalized with covid-19. the direction of the graph there a hopeful sign. >> it is. the fight far from over. you could see the last month marked the deadliest of the pandemic in the u.s. more than 95,000 people in this country died from covid in that month alone. the key to ending the pandemic is vaccinated people. some states using big sites to get as many shot news arms as quickly as they can. we kick things off in washington on the fight for aid for stimulus. our lauren fox joins us on capitol hill. okay, so the republicans came out with a counter proposal and joe biden said come on over to the white house. but what he does with that is the big question. >> well that is exactly right, poppy. and we're getting more details this morning on what this republican plan would include. we now know it is $618 billion and in stimulus funding and it does not include money for direct funding for state and local governments. it does include about $20 billion for schools, $20 billion for childcare, $220 billion in an effort to ensure that the americans have expanded unemployment benefits and alsoed $50 billion for small businesses, $160 billion for testing, tracing and other coronavirus-related supplies. so it is a start. it is a down payment. but it is far, like you said, from the democratic proposal which sits right now at $1.9 trillion. look, we expected the democrats could move as soon as this week to unlock a budget proposal and a budget policy plan that would allow them to pass a coronavirus relief bill with just a simple democratic majority. we are still going to wait and see what the meeting brings tonight and whether it changes the democrats' calculus moving forward. but we're getting signed from chuck schumer that this bill is a little too small and too late. >> and senator van hollen telling me last hour they're doing this on two tracks. keep the reconciliation path open while still negotiating. john, you look at where this stands and i wonder where you see in the overlap in the negotiation here. no state and local funding is a nonstarter for the democrats and the president. and the price tag too, this is 600 versus $1.9 trillion. where could there be a meeting of the minds. >> i think there is very unlikely to be a meeting of the minds. by proposing something one-third of the size that president biden has proposed and by proposing zero for state and local governments knowing that is a top priority for the democrats and the new administration, that tells me this is more of a gesture than a serious offer intended to come up with a deal. obviously the biden administration has signaled that they're willing to make some changes to their plan. for example, what the republicans have proposed on curtailing the checks, targeting the checks, that might be acceptable to the administration. but this only cuts a couple of hundred billion dollars off the proposal. so that would take you from $1.9 trillion to $1.7 trillion. what about everything else? it means they've slashed everything else and so you've got in the biden proposal, expansion of the child tax credit and income earned tax credit and money for childcare and eviction protections, and all sorts of things that the biden administration wants to push forward quickly. they feel like there is pent up demand upon dg democrats to put relief into the checkbooks of americans and you mentioned there are two tracks, chris van hollen said there are two tracks. one is more robust than the other and that is the reconciliation that democrats track. >> thank you, john and lauren thank you for that on the hill. let's go to the massive nor'easter hitting a number of state this is morning. expected to drop a few feet of snow in some places. crippling some covid vaccination efforts, testing centers shutting down in some states, vaccine locations closing temporarily. including a mega site in new jersey. >> chad meyers tracking the timing and scope of the storms. so we got a few inches here in washington. new york worse. tell us what you see out there. >> for d.c. you're just about do. a think another inch or two but not much. it is winding up for new york city, for boston, for connecticut and all the way across parts of new jersey. there is the radar right now. really getting some bright bands here across parts of new york city and the like. and extreme event for power outages and critical infrastructure and trying to drive around or get a city bus. here is the morning hours where we're seeing the snow. the low continues to develop south of long island. it is not even as strong as it will be yet. we're still ramping this up. it is in very warm water. the gulf stream water. this isn't hurricane water but this is very warm and enough for the storm to gather more strength and then they throw up into the colder air. boston will change over to a sleet mix. we have a lot of sleet in philadelphia in the morning hourps by tomorrow by 5:00 it begins to pull away but hours and hours of snow. so at least a foot and a half in new york city. less in boston and i'll get to that in a second because it ramps across the city. but there will be two feet or maybe three. let's hope one of the bull's eye is not over manhattan. and look at boston. from along the harbor at two to three inches back toward worcester at over 18. so i said six to 12 for boston but that is downtown. into the suburbs, you get a lot more. back to you. >> it is worcester, just to keep it local. thank you very much. how is the storm impacting mass vaccination sites like the one just opening in boston's famous fenway park. >> let's get to alexander field who joins us inside of fenway park with more. looks like a lot of folks still there. >> reporter: snow doesn't get in the way of a lot here in boston and there is no plans to shut down this vaccination site. they asked to come earlier and they did. there is a long line because every vaccine is opened for. they opened up for the first time last week and all of the appointments filled up within a matter of hours. they'll be releasing new appointments every week and they expect those to book up again in a matter of hours. this will serve an urban and diverse population. they believe that concentrating the supplies is an effective way to do it and the numbers bear that out. they start with 500 vaccinations today and next week ramp up to about a thousand people a day and 1200 beyond that and what happens when it comes time to play baseball. we asked the ceo of the red sox and here is his hope. >> we'll do both. we'll see what the state and city tell us. if they would like us to keep going, we're happy to do that and work it around the baseball schedule. it is important. we obviously play at night and then we have early morning shifts. we'll figure it out. it is just too important. we have to get everybody vaccinated. >> reporter: vaccine in the morning and baseball at night. a whole new kind of ball game. the city or health officials believer this site would be effective because they're having success with the site at gillette stadium open since january. jim and poppy. >> wishing them a ton of success. great to have you love. order now at edible.com welcome back. well this morning as most states across the country are facing a bumpy and often frustrating vaccine rollout, we're seeing a real vaccination success story across west virginia. the state very early on deployed the national guard to help with logistics and decided not to follow the trump administration's plan to use chain pharmacies for the mass vaccination and vaccinating nursing homes first. it is a different approach and has been successful for them. they've used small local pharmacies instead. the state has now given doses to all willing individuals at nursing homes and assisted living centers and he joins me now. good morning, governor, thank you for being here. >> thank you for having me, poppy. >> it is such a success story and so many folks on ground there leading this effort deserve a lot of praise. you've got 94.23% of your vaccination doses out there that you've received and no state has given the state a larger share of the second dose of the vaccine. west virginia has led on that front as well. you said this is practical smarts and not rocket science. why have you been able to do this when so many others haven't? >> well, poppy, i have to tell you a story, my dad, when i was skinny and had brown hair and i was 18 or 19 years old and i said dad, is there anything i could do and dad played a little bit of football at perdue and he was a big chested guy and everything, about that time the desk exploded as he grabbed me around my shirt and slammed me down on the desk and said there is always something you could do and you damn well better live your life that way and it is a virtue and a curse because i won't give up. but in west virginia, that is what we did. we looked at this, instead of trying to create a bureaucratic mo model to get going, we got going. and we knew it was about age, age and age. and we knew that our elderly want to go to their local pharmacies and they want to go to the local health clinics and everything. and so we dispursed the national guard and just got after it. just imagine that today, and this is hard to believe, but we have put on first round shots of the vaccines that we've received, we're now at 108.1% of the vaccines received that we've put in arms, meaning that we've got more vaccines out of the vials and absolutely not thrown a single one away. i mean, west virginia is a small state, but it bounds with a lot of good and smart people and we've been missed in a long of ways and it is going on here and going on good. >> i think this is critically important. you've had a message to other governors who have struggled and that is stop playing the same play. another football analogy. stop running the same play. are they calling you now, those governors? >> well i'm sure they're reaching out to a lot of different people. i've not had any governors call directly to me. but from the standpoint -- everybody wants to be a shining star and think they've got this figured out. i mean, for crying out loud, poppy, it doesn't matter if it is an american in west virginia or nebraska or texas or wherever it may be, if we've got vaccines that are sitting in a warehouse shelf, i mean, they need to be in somebody's arms. >> right. >> we need to realize as a nation, this is happening by the hour and not by the month and people are dying and we need to all come together and quit fighting with one another. >> that is true. and i know none of your doses have sat on shelves there for more than a week. there -- you have taken though, i just want to get your response to this, some heat about teachers. and you've taken some heat from some of your state saying your not prioritizing teachers and what happened on friday was a move to take them down. can you respond to that down on the list, can you respond to that and you could guarantee that teachers are among the essential workers you're deeming to get the vaccine now across the board for teachers. >> without any question, we have made the teachers the essential from the get-go. there is no truth to that whatsoever. what we did was just this, in fact, we decided that we needed to go back to school from eighth grade down because we can't do anything but follow the science and follow the medical communities and they're saying that is perfectly safe and we should be doing that and everything. but so in addition to that we decided that we were going to get all of the teachers and all of the service personnel, all of them, 50 years of age and older, all of them vaccinated. and so we've been on that campaign. and what we're going to do, as soon as we get some vaccines, as soon as we get more vaccines, we'll double back and get the rest of the teachers and everything. but our teachers are doing great and i hope and pray that we're keep our kids in school. >> okay. well that is a promise to those teachers. so i'm sure they're glad to hear that. let me switch gears here because economic relief is critical for americans right now. and critical to your folks in west virginia. you've been clear about your desire to support president biden, to work across the aisle. when it comes to this covid relief bill, i wonder what is more important to the people of west virginia and to you, that biden's $1.9 trillion bill passes, even if it is without republican support and reconciliation, which would mean bigger checks to your folks in need, or that it is a bipartisan agreement even if it is less money? >> well, first and foertsremest wish we would all come together. that is not just blowing smoke, because i don't do that. but we have a lot of people in west virginia that are still struggling with paying their power bill because they got laid off. >> so which one is it? >> i mean, at the end of the day, really and truly, poppy, what we need to do is we need to -- we need to understand that trying to be per se fiscally responsible at this point in time with what we've got going on in this country, if we actually throw away some money right now, so what? we have really got to move and get people taken care of and get people back on balance and i want to work with the biden administration just like i worked are with the trump administration and i want to move forward. >> that is significant to hear from a republican like yourself in a state where your democrat senator joe manchin thinks the payments are not targeted enough. have you talked to him about it? >> well, you know, i've not talked directly to joe about that and everything. i don't really -- you know, i don't really know exactly what the thinks could possibly be there. i mean, we have people in that are really hurting. that is just understood. and on top of that, there is a -- here is a perfect example, poppy. my executive assistant came in and said not far from my home there was an elderly man that froze to death in his house and everything. probably couldn't afford to pay the power bill. i mean, there is so many different things where people are really, really hurting. >> okay. >> and today we've got to move. we can't hold back. we've got to move. >> that is a clear message on stimulus. but for that man, aren't there powers that you have to not allow them to be turning off the heat on your folks right now? >> well i -- >> that is a tragic story. >> yeah, i do not know exactly -- i don't know the details of what happened there at all. and you know, and again, our utility companies here are doing a great job and they're not turning off the heat on people and everything but i don't know what happened. but there is too much pain. there is too much pain going on right now and we just got to adjust that and then let america take off again. >> west virginia governor jim has been plagued with issue and now the state is trying something new. >> cnn's rosa flores has been covering the story for sometime. she has more. >> reporter: evelyn knob missed pre-covid times. >> i miss smiles. >> and said her palm beach kupts home is her safe haven and her car is her freedom and the covid vaccine is hope. and while getting a appointment online was frustrated. >> i waited, and devices to get her an appointment at publix near her home. >> i said how did you do it. >> reporter: the vaccine rollout in florida has been bumpy but governor desantis is working to fulfill a promise. >> our senior population deserves to be the priority. >> 1 million people have received doses including 1.2 million seniors 65 and over. but the governor's promise has a blind spot say some home health workers like stephanie. she takes care of vulnerable seniors and has to compete with the elderly on the same jammed websites. >> it is awful. >> reporter: stephanie is one of the lucky ones. she got the first dose on friday. in florida, there are about 80,000 home health workers like her and they are up in arms because while the governor's executive order on vaccines gives health care workers and those over 65 priority, home health workers feel forgotten. >> home health has been in the blind spot from the very beginning. it is disheartening that we are having such a struggle. >> reporter: the governor said that the answer to getting more people vaccinated is to get more vaccines. and he's been in a fighting match with the biden white house about it. >> they've only distributed about 50% of the vaccines they've been given in florida. so clearly they have a good deal of the vaccine. >> when the person at the white house said that florida has all of the these doses, those are second doses. >> where has he been. so all of a sudden now that we've had a transfer of power he now recognized that there is a vaccine supply problem. >> reporter: palm beach county commissioner said it is not just a supply problem. >> we're the only county where all of this vaccine is going to publix. >> there was going to be a distribution problem. in her county publix was the onlient rit distributing the vaccine. >> 90% the seniors live within a mile and a half of publix. >> that is true on the urban side off palm beach count, it is not true on the rural side. that 10% that doesn't live within the radius, they all live in my district and that is why the inequity falls. >> reporter: the state redirected vaccines to rural areas not serviced by publix. as for evelyn's first dose. >> how did it go? >> perfectly. no problem whatsoever. >> reporter: pre-vaccine times look similar to post-vaccine times because she knows the shots are not foolproof. >> the governor announced that this week the state is slated to receive about 307,000 first doses of the vaccine. that is about 40,000 more than prior allotments and jim and poppy, they say that 40,000 isn't that big of a boost but he'll make good use of that vaccine. jim and poppy. >> rosa flores, thank you so much. so this could be news parents have been waiting to hear. schools are not the superspreader covid environments they were feared to be. here is the director of the cdc on this. >> accumulating data suggests school settings do not result in rapid spread of covid-19 when mitigation measures are followed. >> we are joined now by dr. john berks chief science officer of the cdc covid response team. it is very good to have you. jim and i are looking forward to talking to you and so many parents and teachers and school administrators watching, so thank you very much. >> it is my pleasure, thank you. >> could you state for most or all of america what do the cdc findings tell us. because i know you studies wisconsin closely. but does it apply everywhere? >> right. so you're referring to a publication we put out last week where we looked at schools in wisconsin over from the time period of september to november, about 4,500 faculty and students and looked at transition in the school versus in the community and remarkably, although there were 191 children or staff infected in the school, only seven of those transmissions could be attributed to having occurred in the school. what that tells us is that the schools are not the incubators we feared they might be for spreading infection. we're just not seeing in this example and others that we've looked at, that rapid rates of infection are occurring in schools the way that we see them in other place where's people get together in large numbers, like meat packing plants or jails and prisons, or homeless shelters. so i think this is very reassuring. >> dr. brooks, could you tell us why. is that because of the mitigation efforts, because of children are not -- i know there is data on this, are not the biggest vectors, right, for transmitting the disease? >> yeah. let me speak to the mitigation measures and i'll just say that the jury is still a little bit out about whether children are morar less likely to be infected but in this setting we're not seeing them mitting frequently to each other or to the staff there. it comes down to the mitigation measures. the schools that have been successful like this one in wisconsin, they have a very high level of mask wearing. 92% of the students and staff wore masks. other measures that are really important that schools have undertaken and are working are dedensefying the classroom. limiting the kids that are there. making sure kids stay far enough apart that they're protected. some schools have instituted testing screening programs so that they could rapidly detect when somebody is infected and then take action to prevent it from spreading within the school. >> was this district you looked at specifically will wisconsin wealthier with new buildings or middle of the road or do they have older buildings because theresy question of vent lation. it sounds like you're saying it is all the mask wearing which technically any school district could do no matter how old their building is or how poor the ventilation is, right? >> well that is correct. and let me put it this way. i want to use this model of swiss cheese. i'm sure you've heard it before. we want to layer our mitigation strategy and together they give us the most benefit. so do what you can in the situation you've got. masking is something that everybody could do. social distancing is something that everybody could do. ventilation is important. there was an outbreak in a high school in israel where during the summer they had a spread of the infection very quickly. one of the things that may have contributed is they had air-conditioners in the room that recycled the air-conditioning and it didn't bring in any fresh air. so vent lation is important if you are able to take advantage of bringing in fresh air. our website could give you some instructions. that is another method you baseless and debunked claims of voter fraud. in fact using those baseless claims to get people to give him money. the former president's political action committee raised $31 million in the final weeks of 2020. he's likely facing expensive legal fees. >> a little over week from the impeachment trial, second impeachment and he's added two attorneys to his defense team after five quit this weekend. that is a big deal. our jessica dean joins us now. this is a lot of money that he could use toward this effort and others but i don't want to glass over what happened over the weekend. >> there is so many moving parts to this, jim and poppy. of course, president trump's original lawyers not going to represent him now. and now they bowed out. now we have new lawyers that are going to represent him. and coming back to this money, which is such an interesting part of this all of this. you see him raising tens of millions of dollars off the baseless claims about election fraud, even as all of the lawsuits, remember, were being tossed out of the court again and again. he was still raising all of this money. now, of course, we don't have a crystal ball and we don't know exactly how you'll use this money but what it does is it positions him to have money for this himpeachment trial and to dole out to republican candidates as we move toward 2022. and we saw kevin mccarthy going down to florida last week to meet with president trump to talk about what they said is bringing back the republican majority in the house. well one way to do that, you could see former president trump dolling out money to candidates that gives him control potentially over how things move forward, what candidates are well funded, if they're not getting funded from the typical official ways, can they get money from former trump. so it is interesting to see how he wields that money and what that means for the republican party going forward. will he be working in concert with the republican party or will he be doing and funding candidates that maybe aren't getting money from the official ways. so it will be interesting to see how that moves forward. and then of course we'll see how it works with impeachment as we go ever closer, that starts next monday or next week rather. >> okay, jessica dean, thanks for the reporting. well sources tell cnn that the fbi's probe into the deadly january 6th attempted insurrection is their biggest investigation since the september 11th attacks. cnn security correspondent josh campbell has more. one thing is the organization and the preparation of this riot, this insurrection. what is the investigation shown so far on that end? >> reporter: this massive investigation remains underway. i've talked to sources in law enforcement who say they can't remember a mobilization of fbi resources surrounding one case since 9/11. all 56 field offices that have some type of role in this because this attack took place and then the suspects fled to different parts of the country. so they're trying to identify and arrest them. dear point, some of the latest charges get to the organizational structure. one example we're now learning that two members of the proud boys, this far right pro-trump group has been charged with conspiracy as well as unlawful entry into the capitol. and this was not necessarily a group of individuals that got out of control, they were in communication and talking with each other. we're learning disturbing details about a woman arrested and charged her name is dawn bancroft. she had taken a selfie from inside of the capitol and she said we broke into the capitol, we got inside, we did our part. we were looking for nancy, to shoot her in the frigging brain but we didn't find her. that apparently a reference to house speaker nancy pelosi. additional indication of this violent mentality that so many of the rioters had and how more severe this could have been as those who were guarding the speaker had not done their jobs to get them out of harm's way. >> do we know how many that attacked the capitol that were armed. a capitol police officer lost his life and will be honored by lying in state at the capitol. you have more than 100 who were seriously injured. as you say, it could have been much worse. do we know how many were carrying weapons in there? >> we don't. you're talking about firearms. we saw them using projectiles and things to hurt the officers around there. we haven't seen any massive charges with weapons. we do know that the district of columbia has some of the strictest gun laws in the nation and there were indications about plans and protests ahead of the inauguration, ahead of the january 6th capitol attack to bring weapons into the district. we haven't seen really those charges to a large degree and i think that is because what prosecutors are saying that we're seeing a phased approach. they're going after the low hanging fruit and entering the capitol and now the more severe charges such as conspiracy and the like and we'll have to stay tuned to see if we see some of those gun charges. >> josh campbell, thank you very much. and the battle between reddit with nicorette first it was game stop and now it is silver. wall street is watching as an army of online investors push up the price of the precious metal. don't get wonky. explain why this matters to everyone, beyond silver. what is happening? >> well this is a crazy story and it just got crazier. last week while we're all paying attention to game stop there were posted on the wall street bets forum calling for people to buy silver. they said that would hurt big banks that they're accused of artificially suppressing silver prices. but we should know that we don't know these reddit users are. nor do we know what actual market moves their making. and so what is interesting is that in the last few hours there have been pushback from other people on wall street saying there is no movement to buy silver and that they're whole operation is co-opted by hedge funds. this explains what elizabeth warren said over the weekend, that the s.e.c. needs to investigate. she said we don't know who all of the players are, we don't know if there is big money trying to get into the pidle of this. but poppy, there are two big takeaways here. one, even if you don't own silver or game stop, and you just have money in the market, you have a 401(k). you have been ip pacted here. we saw the worst peak since october because hedge funds have lost money, they had to exit their positions and it created this negative feedback. but i think the other big point here is that none of this is normal, it does appear to be an example of speculative excess in financial markets. if you look at ipo markets being red hot and the blank companies called spaks, there is other examples of speculative mania and you don't want to be the last one in. >> and the white house and the biden administration doesn't want to talk about this. they keep deferring to the s.e.c. but this is a big deal and they'll have to talk about what it means for main street very soon. thank you very much. ♪ super bowl week
