a bit of a civil war happening on capitol hill between republicans that voted for the impeachment of president trump and those who still passionately support the president. at the middle of all of that is the house minority leader kevin mccarthy. he traveled to florida on thursday to meet with the former president. the two both issuing a statement saying president trump is prepared to help republicans win back the majority in 2022. the problem though is that there are still a handful of republicans that aren't in agreement with embracing president trump and liz cheney, who is one of those republicans that voted to impeach the president, matt gates, a florida congressman now attacking her. he traveled to her state of wyoming on thursday to criticize her and perhaps drum up support for a primary challenger. then there's of course marjorie taylor greene, a georgia congresswoman, who's run into a great deal of controversy. a cnn report showing she had past social media posts where she called for the execution of democratic leaders like nancy pelosi, now pushed by democrats to expel her from the house of representatives, that's unlikely, but they're also pushing for her to be removed from the house education committee. that is more likely. you're going to see that drum beat only increase next week when congress, at least the house of representatives, returns to session. laura and christine? >> thanks, ryan. we got a sense of the human toll of the covid variants. the prediction model predicts 595,000 deaths by may 1st as the most likely scenario. the worst case, it projects nearly 654,000 american deaths by may 1st. by some estimates that's as many as died on both sides of the civil war. >> that means the variants from the u.k., brazil and south africa could kill an additional 85,000 people above the previous projections. anywhere else is like wiping out a major american city like baltimore or las vegas. >> we are in a race against the variants right now. the faster we're able to reduce overall rates of infection by taking the public health measures, distancing, the faster we're able to vaccinate people, the faster we can turn this pandemic around. >> there's no evidence it can cause severe covid-19. early indicators are that it makes it more contagious. caseloads are starting to ease now. the south african variant of covid is here. the first confirmed cases of the strain found in two people in south carolina. state health officials say neither person has any noteworthy travel history and there's no connection between the two cases suggesting that the variant may already be more widespread than previously known. this all comes as novavax announces its coronavirus vaccine is 90% effective. a separate study in south african where the new variant has been raging for months shows the vaccine was considerably less effective. cnn's david mckenzie is live in johannesburg. you were at a johnson & johnson trial just a few minutes ago. what did you see? >> this is a critical trial of the johnson & johnson vaccine. we expect results of that very soon. that could be a game changer. as you said, already some vaccines show that they are not as effective with the south african strain. we've seen an extremely dramatic scientific wave. people are not able to fight off the virus even though they've had it before with an earlier strain. we were at that site, the johnson & johnson site. monitoring some more than 200 volunteers, checking blood, symptoms if any, making sure people are following all the protocols. we even went into the pharmacy and saw those precious experimental vaccines in the fridge. this could be, as i said, incredibly important if the johnson & johnson vaccine is effective. the question is will it work against the south african variant, variants found in brazil and the u.k. one of the big concerns though is if it is, if others are seen to be, is getting vaccines out to places like south africa, the rest of the african continent. everybody in the u.s. is potentially safe as variants develop. take a listen to a nurse i spoke to. >> they deserve to have this vaccine. whether they're involved in the production, whether they're involved in the clinical trial or whatever, i think everybody in this world, if people want the vaccine, the vaccine has to be available for them. >> if a vaccine doesn't come quickly, what's the impact? >> well, the impact is we worry about the new variant. >> reporter: those new variants that have emerged have dominated the infection. i was looking at a study done in this province of south africa showing how the variant discovered in late november of last year just absolutely took over. places in suetta, in south africa and other parts of the continent. people who have it with no travel history in the u.s. is very concerning. >> that's why they're rushing to create boosters to address all of the variants. thank you so much. european regulators are expected to authorize the vaccine. the eu is already upset and germany says the vaccine may not be safe for some of the most vulnerable people anyway. cnn's melissa bell joins us outside of a plant in belgium where the astrazeneca vaccine is produced. melissa? >> reporter: christine, we are waiting to see what they have to say about the possibility of making this vaccine, the astrazeneca one, available throughout the e.u. even before we hear about that, fears of the amounts of vaccines that are going to be delivered at a time when europe is going to vaccinate its population. even before this astrazeneca vaccine becomes available. that's how badly europeans needed it. that helps explain, christine, their anger. what astrazeneca says the reason they're not able to give out as many to the e.u. as they plan to, is at sites like this one where it is produced, what they explain is you get different yields. the cells they use for the vaccine have a relative amount of yield. some sites and other sites you can see a three-fold difference between the yields. it is because of that slow production they say at this particular site that there will be a slower rollout in the e.u. the e. usaid it is not playing any games. it has announced an inspection of the site. it will have sack seen export restrictions making sure they don't head to the u.k. where there's a shortage in europe. to give laura. yesterday was another day of executive orders. this time related to health care. one of the main ones he signed was reopening the enrollment period for the marketplaces for the affordable care act so people can enroll to get health care should they choose to do so. what they'll be doing is opening the enrollment period for 90 days from february 15th to may 15th. that allows people to sign up for health care which has been a massive concern because of the pandemic. we were told by sources last year that people went to president trump, urged him to actually reopen this period given people were suffering job losses at a rate that we had not seen in so long and people were now interested in getting health care because a pandemic was sweeping the nation. president trump refused to do so. that was a period that only lasted for about six weeks. it ended. that enrollment period back in december. this will be reopening. officials have said part of the challenge is going to be making sure people are aware this is something they can actually do. that's going to be another part of the campaign that you're seeing the white house go after in the next few months until this enrollment is over. if president biden wants to do much more on health care, he'll take the legislative route. the most important thing to him right now is getting passed the covid proposal that is not getting bipartisan support. it's getting support from democrats but the white house is trying to get republicans on board. as president biden has said he wants this to be a bipartisan bill. join anderson cooper for a look at the origins of a qanon conspiracy. all right. good friday morning, everybody. this is "early start." i'm christine romans. >> i'm laura jarrett. 31 minutes past the hour here in new york. this morning the united states facing a raging pandemic, a struggling economy, domestic terrorism. the lawmakers, the ones charged with dealing with that, openly at war with each other. >> we will have the need for supplemental for more security for members when the enemy is within the house of representatives. a threat that members are concerned about in addition to what is happening outside. >> we have members of congress who want to bring guns on the floor and have threatened violence from other members of congress. >> the enemy is within. pretty hard to get things done when trust is this low. this isn't about policy disputes, this is about basic safety. senator ted cruz tweeted he agreed with congresswoman alexandria ocasio-cortez. aoc clapped back to ted cruz, you can sit this one out tweeting you almost had me murdered three weeks ago. >> meanwhile, republicans still afraid to move away from trump. a house leader went to florida yesterday looking for a mutually beneficial reset after the insurrection. for days there's been a budding war over the party's future. members poisoning each other's reputation, defending conspiracy theories and more. one house republican putting it this way. >> it's important to stand up and stand by our oath to the constitution and to say there are better ways for us to govern that don't devolve into threats of political violence into these illusions to insane theories. that is not a strong party. >> tension on capitol hill. police arresting a west virginia man armed with a handgun and 20 rounds of ammunition. dennis westover had a police affidavit called stop the steal paperwork. westover was tagged in a facebook post at former president trump's rally on january 6th before the in insur insurrection. they are calling for permanent sensing. >> the new york state attorney general reporting governor andrew cuomo's administration under counted thousands of people who died of coronavirus. they added 3800 deaths to their tally representing nursing home residents who actually died in hospitals. in a statement the new york state health department denied there was any under count. they always reported deaths in nursing homes and hospitals separately. it casts a renewed light to send some residents who are hospitalized back into the nursing homes, a policy governor cuomo has defended as following guidelines. there are two reasons poid wants to reopen schools. they want congress to approve another $170 billion for k-12 schools for colleges, universities. there has not been a lot of republican cooperation. they are willing to trim the size of the relief bill but considers all of the components esse essential. won't break them up but could consider a smaller size. the second is medical. even with cases and hospitalizations trending down, new data from the cdc suggests kids can return to classrooms with the right precautions. all these new variants add to the unknown risk. >> the president is taking very seriously the issue, both from the students' standpoint and from the teachers' standpoint and he really wants to and believes the schools need to reopen in the next 100 days essentially all the k-8 schools within 100 days. that's the goal. that may not happen because there may be mitigating circumstances, but what he really wants to do is everything within his power to help get to that. >> the kids are the ones still paying the price as are their parents who in many cases can't work. in chicago a little more than 10,000 students have opted out of in person learning recently amid a contentious battle among the teachers union and the public schools. only 1/3 of eligible students plan to return in person. in new york city public school has dropped 4%. enrollment in the nation's largest school district dipping below 1 million for the first time in 15 years. new york city's mayor is going to have indoor dining if the governor allows it. when will restaurant doors reopen? >> i'm athena jones in new york where news when indoor dining is expected today. the decision is up to the state and it will be driven by data and science. de blasio says i want to see the people who work in the restaurants have their livelihoods. this comes as new york's governor andrew cuomo says they will lift it in all zones except for a handful in new york city citing a decline in positivity rates and hospitalizations. >> reporter: i'm diane gallagher. one of the largest mass vaccination sites in the entire country is kicking off in charlotte, north carolina. it's through a public/private partnership. the expectation is roughly 19,000 first doses will be given out to people who can either drive or walk up to get that vaccine. i'm kevin mcmorris santore. the governor of ohio will set aside some of his state's vaccine allocation specifically for the teachers and staff at k-12 schools. governor mike dewine wants students back in class in ohio by march 1st. he said setting aside 55,000 doses of the vaccine per week specifically for teachers will help make that happen. in ohio, dewine says every school district but one has signed onto the march 1st plan. >> i'm nick watt in los angeles where the second biggest district in the nation just said this about when schools might be able to reopen. maybe later this spring. the word maybe is doing quite a lot of work there. he wants all staff to be vaccinated first. the unions will need to get on board and they're not that cooperative and also the infection rate will need to at least half in l.a. before the schools can open their doors. >> thanks to all of our correspondents for those reports. the white house now pushing back plans for president biden to sign an executive order. that plan just one of the flurry of early immigration announcements from the administration that at least so far hasn't changed the reality of the border. priscilla alvarez is live. you cover these issues every single day. there was so much hope and anticipation from advocates from those who want to see changes at the border but the reality is different. >> that's exactly right. the place where that's most evident is the u.s.-mexico border. let me give you an example why things are remaining the same. i spoke to a cuban migrant who came to the u.s.-mexico border seeking asylum with his wife. he fled cuba claiming political persecution, got to the border in 2019 and was subject to a trump era policy that required them to wait in mexico as their court hearing continued here in the united states. and so in that duration of time they have been assaulted, they have been threatened and they have lost a baby. honestly, there are tens of thousands of migrants just like them who are desperately seeking answers from the biden administration after being put and subject under this trump era policy. in fact, i even spoke to an attorney who said she's been receiving at least 50 calls a day from migrants who just want answers and we just don't have those yet. there is urgency behind the actions that the biden administration will take now and in the coming months but then, two, it's the reality that the biden administration could face legal challenges. we already saw that. in less than a week, just this week a federal judge blocked the pause on deportations. there is urgency behind the actions that need to happen but the biden administration has to contend with the reality that they're going to face legal challenges along the way. >> such an important point to recognize that reality coming up against a lot of trump appointed issues. i want to talk to you about what the first lady is up to. we've learned jill biden is taking on a new project. tell us about what you're learning there. >> that's right. we have heard that jill biden is going to have an active role in the tags being force of the biden administration and tends to set up and focus on reuniting families. under the trump administration we had the separation of families at the u.s.-mexico border. in fact, we know that lawyers are still searching for the parents of more than 600 children. so we expect that the first lady is going to play an active role in the effort and in her involvement bring nmore attentin to the issue. >> the reunification of those families, it's just amazing. there are 600 of them still without their families. it's just incredible. priscilla, thank you so much for getting up with us this morning. nice to see you. we'll be right back. in, is there a more fascinating place than audible?
