Frank, why did you shoot all those People Police escorting frank james out of the Police Department after his arrest today didnt answer any questions from reporters. Investigators say they have lots of evidence that links james directly to the shooting, including the 9 millimeter glock he allegedly used. They say he bought it legally more than ten years ago. And according to a federal complaint against him, somebody tried to scratch the serial number off that gun. Were also learning new details about how he carried out this attack witnesses told investigators the suspect was sitting in the back corner of the train car as it pulled into the station in brooklyn they say the suspect popped a smoke grenade. We have one witness who says, what did he do he goes, oops. He pops the two and bran dishes the firearm. Frank james set to make his first appearance in Court Tomorrow cnbcs Valerie Castro live outside the Federal Court House in brooklyn. Valerie. Reporter shep, frank james is charged with violating a federal law that deals with intent to harm passengers on a Mass Transportation system he could face 20 years behind bars investigators say they uncovered a man with an extensive criminal background and a concerning cache of items stored away in pennsylvania on any other day, the sight of someone struggling to get through a subway turnstile wouldnt seem that out of place. This shows frank james the morning of the attack. The United States is rushing a new batch of weapons to the front line for the first time, america is sending artillery to the ukrainians the 800 million military aid package includes howitzers and helicopters. Ukraines foreign minister has warned the battle of donbas could look like world war ii with thousands of tanks swarming the battlefield. The pentagon says this shipment of weapons is designed for whats to come that part of ukraine is a bit like kansas so its a little bit flatter, its a little bit more open we can anticipate the russians will want to use tanks and long range fires and artillery and rocket fire to achieve some of their objectives before committing Ground Troops so these capabilities, again, all done in concert with what the ukrainians say they need for that particular kind of fighting. John kirby at the pentagon. This, this is the latest satellite image of a massive eight mile long Russian Military convoy its snaking its way into the donbas region. The whole convoy doesnt even fit on this screen these satellite images of russian troops, Armored Vehicles and support equipment gathering near ukraines eastern border with russia. Meantime, there are signs the besieged city of mariupol could soon fall to the russians. Moscow claims it captured more than 1,000 ukrainian troops who have been holding out in that encircled city but even as Putin Presses his attack and tries to turn around his disastrous invasion, its already backfired in a big way listen to this he wanted to stop the expansion of the Nato Alliance but today sweden and finland suggested they might both apply for nato membership soon. Retired air force lieutenant David Deptula now. He served as chief of air force reconnaissance and planned Successful Air campaigns in iraq and afghanistan. General, thank you the u. S. Giving more weapons to ukraine, some that they wanted including helicopters. How big of a difference might these new weapon systems make . The administration ought to be commended for what its done so far its not enough. The new package is a step in the right direction as it may indicate an overdue shift in u. S. Policy that kind of cracks the selfimposed embargo on higher end military capabilities for ukraine, but theyre still not the kinds of weapons necessary to repel the russian invasion. Like what well, let me explain why. You kind of mentioned some of this, but now that its evident that the war is likely to be a protracted conflict and russias regrouped based on its performance, we simply cant expect just more of the same stumbling by putins forces and that means the kinds of arms that ukraine needs are changing. Its commanders need better air defense systems, longer range weapons than they currently have, such as Fighter Aircraft to supplement their air force losses multiple launch rocket systems, antishift missiles, larger drones and so on and so forth. These are the kinds of systems necessary to achieve air superiority, destroy russian fuel depots, air fields, power, transportation, military Assembly Areas ive got to tell you, you showed those satellite images and miles of russian tanks and apcs and artillery and i was reminded of the highway of death in the closing days of desert storm when we routed the iraqi army. With the right equipment the ukrainians can do the same thing and thats what the United States ought to be supplying them to do. Do you buy the reasons for the resistance to doing such a thing . Do you buy that if we did that it would escalate and wed be seen as a party to this or do you not buy it no. No, i dont buy it because the fact of the matter is then why wont we do it im sorry i wonder what what is the real reason that we wont do it then why do we give them enough to hang on for a protracted entanglement but not enough to potentially win . Well, its a wonderful question and frankly what i would suggest to you is putins rhetoric has done more to deter action for the u. S. To assist ukraine than the u. S. Has done to deter putins aggression and egregious acts of crimes against humanity so thats why i say hopefully there may be a crack in the current u. S. Policy that has restricted giving the ukrainians the kinds of weapons that they need to win. Ive got to tell you, shep, if there was ever an example since world war ii of a nation fighting against all odds for the freedoms that our own nation regards inalienable are the people of ukraine. We need to support them to the greatest degree possible, not the least that we can get by with according to bureaucrats and lawyers. Lieutenant general David Deptula, thank you. Weather alert. Weve had plenty of those lately, but meteorologists are warning now that tonight will bring the biggest threat 31 Million People at risk for severe storms. The area that we are most concerned about here as we head through this evening is across northern louisiana including shreveport and monroe. Monroe. Into memphis, southern through the Mississippi River valley and into memphis, Southern Illinois and southern indiana. Even as far north as chicago and toledo, we have the threat for isolated thunderstorms well have to be on alert as we head through the rest of our wednesday evening. This storm is going past its peak strength. That is some good news there we head into our day tomorrow. Notice a lot of the storms along the boundary starting to break up lingering a little bit longer as you go along the gulf coast and you have instability with the mild and muggy air across parts of the northeast from new york to philly as well as parts of western massachusetts, gusty thunderstorms could do damage here. In development now, robotic prosthetic limbs controlled by your mind. Scientists tell us its closer to reality than most people might think. Theres a new technology called artificial touch it uses electronic sensors to help people who have lost limbs actually feel things again lets say you lose an arm in a car crash. With this new technology, when you go to pick up your phone with your prosthetic, youll actually feel that youre holding something. Essentially the sensors use vibrations to restore sensations and Scientists Say this technology is just the beginning. On miracles in the works heres cnbcs meg tirrell. Reporter most of us take a handshake like this for granted but not former Army Sargeant Gary Anderson from champaign, illinois, who lost his right hand back in 2005 while serving in iraq and out on patrol, he was hit by a roadside bomb. Shrapnel came up through the vehicle, severed my jaw and i have a mild traumatic brain injury today he uses this, fully robotic prosthetic bionic limbs like these work by receiving signals from the users own muscles. Super light, super strong. This is the creator of the ability hand and ceo of sionic, a small startup in chicago. Its detecting all the different positions im making with my finger. Its armed with human Like Movement quick reflexes and engineered Strong Enough to withstand even an arm wrestling match. It takes a lot of strength to with stand the forces of arm wrestling we designed the ability hand to be that strong reporter but what makes the ability hand different is it provides touch feedback to the wearer. We have Touch Sensors that relay that information back to your brain through a vibration motor. When you touch an object, you can feel it. Reporter they can feel the difference between holding something gently and crushing it, a distinction Sergeant Anderson feels deeply. Now he can safely hold his daughters hand. It was kind of surreal. Her touching my hand and feeling the vibration through the prosthetic it was kind of neat because obviously i could never feel that reporter today bionic hands are in their infancy limited to just simple vibrations more complex feelings are on the horizon researched by scientists across the country. What we need to do next is convey the information that the sensors record back to the user in a natural and intuitive way. Reporter dr. Levi hargrove from downtown, chicago, says implanted devices in the future can stimulate the nerves directly harnessing the power of Artificial Intelligence to more fully merge man and machine. The field of ai is emerging so quickly quickly self driving cars, industrial controlled robots, they all use these algorithms. The importance of ai is going to be absolutely critical to unlock the potential of these limbs reporter dr. Hargrove says advances like these implants are still in the experimental stages now. Being used in just a handful of people across the world. As they get a better sense of how to stimulate the nerves to restore feeling making them more widely available could be three to five years away shep. Futures bright meg tirrell, thank you so much. Time for the top of the news a group of undocumented migrants arrives in d. C. The strategy from a republican governor who says the Administration Needs to do more to solve the border crisis whats the top concern right now for americans . A new cnbc poll has the answer and its bad news for president biden. But, first, keep those masks on while you travel. Thats the message from the Biden Administration today the cdc Just Announced its once again extending the mask requirement for all Public Transportation this time for two more weeks the mandate was set to expire early next week, now its in effect through may 3rd the cdc reports its extending the mandate because of concerns about the omicron subvariant, the one theyre calling ba. 2 the data shows it now accounts for nearly 86 of all new covid cases in the country in a statement the cdc officials wrote in order to assess the potential impact the rise of cases has on severe disease, including hospitalizations and deaths, the Health Care System capacity, the cdc order will remain in place at this time the mandate applies to commercial planes, public buses, trains, subways and everywhere you get on and off all of them the cdcs extended the requirement several times now and thats led to a lot of backlash ten Airline Executives sent a letter to the president just last month calling on them to end the mandate. They wrote, its no longer aligned with the realities of this pandemic. Deltas ceo ed bastain signed the letter he spoke with cnbcs phil lebeau on squawk box this morning. I feel very strongly the mask mandate should be lifted and individuals including our own employees make their own decisions and take personal accountability for their health on board our planes. Candidly, its time to let the masks go. Its worth noting ed bastian, whose name i mispronounced, made those comments hours before they extended the mandate the former fda commissioner mae Scott Gottleib i dr. Scott gottlieb is with us of thht decision on masks . Ime story. Doctor, good to see you. What do you think, right decision on masks . Im not surprised they extended it two weeks. Theres a surge right now in the midatlantic and northeast right now. I think were further into that surge than we think. Were probably not picking up most of the cases that are occurring and were probably going to see those cases decline as we head into the next two to three weeks. Im not surprised they extended it i think they can reasonably lift it the scuttlebutt is when they lift it, i think they will when the may 1 deadline is up, they will impose a mask requirement when you get on and off a plane. Those are the points of highest risk because you dont have the high quality air filtration when you get on and off the plane thats going to be a more contentious debate it will be hard to enforce that if in fact thats where they land. Weve heard the airlines use the administrations own talking points about the pandemic as a reason why this should be lifted we have the vaccine, we have treatments shouldnt that count for something in making a decision like this . I think this could be reasonably lifted. Prevalence is low. Theres a surge going on its regionalized right now. People know how to protect themselves a lot of people have had this infection. Most people have been vaccinated and people who are at risk know they can wear high quality masks and protect themselves in those settingsks and protect themselves if you have an so i think we are at the point where we can reasonably lift this im not surprised theyve extended it. The big question is what do they do on the back end of this if they maintain some requirement for wearing a mask when you get on and off a plane, thats going to be something difficult for the airlines to enforce. I think it will be contentious. Before we go, the Pfizer Vaccine for kids under 5 any way you could make maybe a little news on when they may be authorized yeah. I dont have insight into the process. This is really going to be up to the fda. The data should be out this month, maybe later this month. Well have some data out moderna has released data from their vaccine. Fdas ultimately going to have to be the judge here i dont know what the agencys timeline is at this point. All right dr. Scott gottlieb, great to see you. Thank you. The british Prime Minister Boris Johnson is under even new pressure tonight over the covid lockdown parties he had. Sticker shock in america a key Inflation Report out today with its biggest increase ever according to the labor department, wholesale prices jumped by 11. 2 in march from a year earlier that is data out a day after Consumer Price index in march had its biggest jump in 41 years. Americans are noticing for many inflation is a bigger concern than the war in ukraine. According to the new cnbc allamerican economics survey, nearly half of americans say the cost of living is at the top of their list of issues facing the country. Thats up 9 points from october. 31 say the war in ukraine the immigration and border security, jobs and employment plus crime, Climate Change and covid do not even crack the top 5. Cnbcs senior economics correspondent Steve Liesman is here how are people adapting to everything being more expensive, steve . Shep, americans say theyre doing what they always do when faced with higher prices or economic downturn, theyre economizing in all sorts of ways in fact, 84 tell us theyre doing Something Different to make ends meet amid the surge in inflation. 45 dipping into savings 56 planning to travel less. 59 are driving less the top way, cutting back on discretionary items like going to the movies, restaurants or concerts to be sure, weve seen higher percentages like this in the past of americans cutting back these numbers show the growing level of concern the key is whether theres a meaningful downturn in spending is whether these attitudes last. When it comes to inflation, there is plenty of blame to go around 69 accepted a big part of the problem is the supply chain bottlenecks and almost equal 66 say corporations taking advantage of the situation 55 are pegging the war in ukraine but about half the public puts the blame on president biden. Steve, the president s Approval Rating is taking a beating over this. Undoubtedly nothing seems to be going right with the Biden Administration from the publics point of view. Take a look, his overall Approval Rating sank to 38 with 53 disapproving pollsters call that being 15 points under water you can see on the left side of the screen in the first poll the biden presidency, he was six points above water that is a big swing. His economic approval is falling for the fourth straight survey now just 35 approval. Bidens handling of the economy and the war in ukraine doesnt fare much better at 39 with 49 disapproving39 the president has lost ground on the economy with key constituents that helped put him in office. Compared to last year women 18 to 49, people of color and young people have all fallen in double digits pollsters, we have democratic and republican pollster, they say the president has to focus on these groups. T has to with a message of tackling inflation if hes going to turn those around, shep Steve Liesman, thanks so much. The record inflation also having a big impact on vacations. As we reported, air fares are way up hotel rates are skyrocketing and businesses that rely on tourism are watching to see how much families are cutting back on spending right now resorts in las vegas report theyre not seeing much of an impact at all, at least not yet. Visitors with children are fueling much of the spending in vegas. There are loads of Family Friendly activities. Marvel avengers or the hunger games. The tournament of kings or the shark aquarium immersive art at area 15 or cirque du soleil. Its amazing. I like it. Its pretty cool. And the sports, raiders football, basketball with the vegas aces, Golden Knights hockey games. I think its just the diversity and variety of things to do that you cant find in any other destination. Las vegas is not trying to become the next orlando to the relief of the man who tweets as vital vegas. He is not a fan of children here its awful. It ruins everything. Look, theres kids now they know were talking about them, too. Oh, no. They are everywhere im an advocate for las vegas being for grownups and children can be everywhere else. Not all Properties Welcome children some outright ban them at circle all patrons must be 21 a business decision to make bar service more efficient parents say they know sin city has a seamier side they just shrug it off thats not different than daytoday life in manhattan.
