Like many cities across the country, the City of Santa Monica is attempting to right the wrongs of the past and it’s looking for local residents to help determine how by completing an online survey. City leaders are calling on the community to give their input about the possibility of adding a new “Right to Return” criteria to the city’s Below Market Housing program, which is a local initiative that provides Santa Monica residents and workers with apartments in the private sector at a rent that is lower than market rate. “There are about six questions on the survey but the key question that’s driving this policy is the first question, and that question is how do you think historically displaced residents, their parents, legal guardians, or grandparents should be prioritized in the current setup,” said Natasha Guest Kingscote, a Human Services Administrator who is overseeing the survey efforts.
