The program is a part of the Biden administration's major domestic plan, including the previous stimulus payments and ongoing infrastructure deals. Over 48,000 or 93% of Iowan children are impacted by poverty in the state. UNI Professor and political analyst Dr. Chris Larimer says the program could be a major game player for the Democratic Party. "This is part of a very broad, domestic agenda that the Biden administration is trying to push through now before the midterm elections next year, and I would expect congressional Democrats to run on this program talking about the benefits of it," he said.
