Mike Rangel, an owner of Asheville Pizza and Brewing and Rabbit Rabbit entertainment venue downtown, laughed as he recalled wandering Bourbon Street decades ago, jug of grocery store wine in hand.
"I see the attraction, but I also feel like, if not enforced, there's nothing to really stop someone from grabbing a six-pack from Hot Spot and just walking around hanging out," he said. 
Rangel said the South Slope would be a likely place for a social district to spring up. The neighborhood, he said, doesn't really need the help.
