In A Hundred years. Hurricane. The head of the services given a rare Security Services given a rare public Speech Warning that russia is on a mission to bring mayhem to the streets of the uk. Can mccallum says theres been a large rise in the moves of Russia And Iran, a staggering rise in the number of children being investigated for terrorism with very young people being drawn into what they call, poisonous online extremism. In they call, poisonous online extremism. Extremism. In the first 20 ears extremism. In the first 20 years of extremism. In the first 20 years of my extremism. In the first 20 years of my career extremism. In the first 20 years of my career here, i years of my career here, terrorist threats, we now face those alongside state backed sabotage in the European Land war. We do not back down from a challenge, it is ourjob. We challenge, it is our ob. We discussed challenge, it is our ob. We discussed the challenge, it is ourjob. We discussed the former chair of the Intelligence And Security committee and he Is Also a long time defence secretary. It was godiva on the programme and thank you for your patience this evening. Isis is back in his resume to export terrorism To Britain and the thread that concerns him the most. In the middle East War is hardly helping. Middle East War is hardly helinu. ,. , middle East War is hardly helinu. ,. ,. , helping. You are referring to a number of helping. You are referring to a number of quite helping. You are referring to a number of quite separate helping. You are referring to a L Number of quite separate issues but they all have the connected element. We were told earlier that Mr Mccallum refer to Russia And Iran and in their case, they are grossly interfering with the united kingdom to the extent of trying to identify those still legally in britain and trying to bump them off, if they can or threaten to injure them and in the case of russia, its quite different, these are criminals and those of which we have already kicked out a number of russian diplomats were believed to be intelligence agents and theyre not trying to use criminals to strip unrest on british streets and so, you have a whole spectrum of events and that is what mi five, not the Semi Five but also the police and other Law Enforcement agents are at work. Talking about the dumb children theres been an increase in cases involving people under the age of 18 who are involved in terrorism. And that now make someone in ten cases. That is something that can be addressed here, is it not, with the right focus . 2 not own interests and theyre not to want to be terrorists and actually strep activity to go in some demonstrations to throw brick that it might be because thats the sort of thing that the russian government likes doing in particular, notjust In London but happening throughout western Europe And Part of their attempts to try to destabilise western democracies because we have the ability to impose their vision of a peace loving country in ukraine on their borders. You sa the ukraine on their borders. You say they are ukraine on their borders. You say they are all ukraine on their borders. You say they are all interconnected and is the war in the middle east, you saw with the War In Iraq back in 2003, four, five that called for a Calling Card of the islamic state, alqaeda. You also have to give these things in perspective, back in that time 20 years ago, we were dealing with the london bombings. And i was a hugely sophisticated Terrorist Attack involving three separate parts of london and any one time and at any one day. That has not been repeated largely thanks to the success of mi five, Mi Six and other Intelligence Agencies and other Intelligence Agencies and institutions. Most of the incidents, virtually all of them in the recent past have either been individuals or a couple of individuals with a weapon, with a knife, taking some stranger in order to pretend terrorism will somehow advance their interests. Im not trying to diminish the severity of that but its of a different scale to what youre saying a few months ago when we were experiencing sophisticated Terrorist Attacks by armed organisations in the heart of london. But it also depends on the caseworkers who do incredible jobs where the major concerns that the Agents Committee had just a few years ago it was Mi Fives caseload was too high in existing only got worse and things are absolutely stretched window at the implication of that is so, what do we do about that . Mi five can demonstrate to the office in the government and the national interest, they will have no differently whatsoever getting any increase in staff to be trained or the equipment they need to use that as always happened in the past. Running around in the Intelligence Agencies, we are talking about tidy sums overall that can be increased at the natural interest national interest. They will already be interest. They will already be in discussion with a sympathetic government because whichever Government Support for the Intelligence Agencies is bipartisan. I for the Intelligence Agencies is bipartisan. For the Intelligence Agencies is bipartisan. I know he makes the speech is bipartisan. I know he makes the speech every is bipartisan. I know he makes the speech every year is bipartisan. I know he makes the speech every year but is bipartisan. I know he makes the speech every year but itsl the speech every year but its two weeks they had from The Budget which are all expecting and he says that publicly, hes saying that allocating our finite capacity is harder that i can recall my career it did seem like a pitch for more funding and seen as a priority. The treasury will always be cautious and they will look to see whether the expenditure is necessary and can they be found elsewhere in all the usual things that the institute has with the part of government. That is them doing theirjob but at The End of the day, this can be a political decision and economic decision. If Gc Hq can demonstrate to the Prime Minister and to colleagues that to deal with this, there needs to deal with this, there needs to be in extra level expenditure, the more personnel in mi five, if we are discussing that this evening, i will be astonished and horrified if they did not immediately get a positive response. So, well have to wait and see because the funding for these agencies is not something secret and most of that is now revealed and rightly so. Of that is now revealed and rightly 50 of that is now revealed and rightly so. Good to get your perspective rightly so. Good to get your perspective and rightly so. Good to get your perspective and thank rightly so. Good to get your perspective and thank you i rightly so. Good to get your. Perspective and thank you for coming on the programme. You are watching bbc news. Welcome back and taking you to live pictures from florida where the governor of florida has been giving a Press Conference of data to people in florida and many of whom are On The Road now on we will see what care they are given and what care they are given and what facilities are coming to the states pre positioning and a lot of the stuff in place for when this hurricane is blowing through a joint have a look at the bbc web page, youll see some the images in milton stretched right across the Gulf-of-mexico'>Gulf Of Mexico and the Hurricane Hunter that was flying into the heart of the hurricane to take Measurements Today has found that it Measurements Today has found thatitis Measurements Today has found that it is strengthening once again sustained winds around 155 miles an hour with some stronger gusts and we got from Ron Desantis in that Press Conference was some concern that by the time it races across florida to the Atlantic Coast from the Gulf coast, it might still be a hurricane as its and headed towards the atlantic which means it could be a state wide Relief Operation you can see people filling up sandbags and that is the current picture of the hurricane. A category four storm that will make landfall in the next 48 hours and this is said and that conference, more than 200 State Health Care facilities have been evacuated and the residents are being told to get out and the mayor of tampa says those who stay in the area where that mandatory evacuation is in place will die. Our correspondent has the latest. Is the Hurricane Bears down on the state, bring some hundred 55 mile an hour winds, and a life threatening Storm Surge it poses an extremely serious threat and an emergency has been declared in more than 50 counties. President biden has approved Disaster Funding and says Milton Gibb you are the worst storms to hit florida in 100 years. The worst storms to hit florida in 100 yew in 100 years. They should evacuate in 100 years. They should evacuate now, in 100 years. They should evacuate now, now. In 100 years. They should evacuate now, now. Theyj evacuate now, now. They shouldve already evacuated and its a of life and death. Its a of life and death. State authorities its a of life and death. State authorities are its a of life and death. Little areas, youre going to die. Little wonder their fling is people in florida know what is coming. Milton is do to make landfall in the same region battered by Hurricane Helene just ten days ago. Many were killed by Hurricane Helene with hundreds still missing. Preparations are still being put in place of the Emergency Shelter set up at a converted Sports Stadium providing thousands of beds for rescue workers. These scenes are becoming all too familiar with milton, the tenth major storm in this Hurricane Season is Climate Change causes a warming of the seas making such storms more frequent and more powerful. Milton clipped mexico as it headed towards the us, giving an indication of what is on its way. No matter how experienced floridians are with hurricanes, this remains a frightening storm coming at the worst possible moment. Joining me to discuss this is our Climate Expert from the university of south florida, jennifer collins. Professor jennifer collins. Professor jennifer collins. Professor jennifer collins. It is waxing and waning at this hurricane but it looks like its going to be A Monster, bring us up to date with the course of the hurricane what Wind Speed you expect when lance. It is the hurricane what Wind Speed you expect when lance. You expect when lance. It is A Monster you expect when lance. It is A Monster you expect when lance. It is A Monster. It you expect when lance. It is A Monster. It lands. You expect when lance. It is A Monster. It lands. A monster. It lands. A tropical storm to a category five in just two days and from then, it weakened a little bit only temporarily and it dropped its Wind Speed again and it went back up and i were looking at mantra 55 mph and this Is A really strong category four, almost a category five and regardless, it Is A major hurricane and with the Wind Scale in literature about the wind and so im very concerned about the wind by muscle very concerned about the potential for Storm Surge however this makes landfall were looking at ten to 15 feet of Storm Surge and four to six feet. It ten to 15 feet of Storm Surge and four to six feet. And four to six feet. If you look at and four to six feet. If you look at the and four to six feet. If you look at the Gulf and four to six feet. If you look at the Gulf coast, and four to six feet. If you i look at the Gulf coast, youre seeing from the southernmost tip on to see the city, some of these places, like tampa in the city itself in densely populated areas. We are really going to see immense damage in built up areas. Going to see immense damage in builtup areas. Builtup areas. Much of the Coastline Builtup areas. Much of the coastline is builtup areas. Much of the coastline is very builtup areas. Much of the coastline is very vulnerable | coastline is very vulnerable right now and much of it is still in the cone and we dont know exactly where it will make landfall which makes it even more difficult and we probably will not know until a few hours before the storm makes landfall where we are really looking at and we have to prepare much of the florida coastline. The florida coastline. Good to talk to you the florida coastline. Good to talk to you and the florida coastline. Good to talk to you and lets the florida coastline. Good to talk to you and lets get the florida coastline. Good to talk to you and lets get a talk to you and lets get a view on the climate Change Aspect of thIs And the ceo of Conservation International Global Leader in Climate Science. Welcome to the programme. As the professor was just explaining, this exploded from a category one storm into a category five over the course of 12 hours distributed, how did that happen . Of 12 hours distributed, how did that happen . What we know for sure is did that happen . What we know for sure is that did that happen . What we know for sure is that ocean for sure is that Ocean Temperatures have been warming and the problem is they remain warm for many months. 18 months of higher than average Ocean Temperatures. I was in the Atlantic Ocean this summer and even add depth, if you go diving and go underwater, usually after the first few feet, it cools down, here, you are seeing warm water deep into the ocean. All of that means is theres just a lot more energy in the storms which means whats leading to that rapid intensification and from one to five, basically going to bed thinking its a category one i can write it out in the Wake Up in the morning and its a category five storm the highest category five storm the highest category we have and that is what is driving it. find Category we have and that is what is driving it. And Climate Science is what is driving it. And Climate Science Is A what is driving it. And Climate Science Is A worrying what is driving it. And Climate Science Is A worrying that what is driving it. And Climate Science Is A worrying that this| science Is A worrying that this will produce for that intensify faster and reach higher intensities give extra boost by these warmers sees in milton is doing just that. And what were talking about is the rain that he carries in the moisture in the air, whats to dump when It Lands . ,. ,. ,. ,. , lands . Enormous amounts of moisture lands . Enormous amounts of moisture that lands . Enormous amounts of moisture that that lands . Enormous amounts of moisture that that warm lands . Enormous amounts of. Moisture that that warm water is producing and once it goes and cools down, its bringing a delusion as along the Storm Surges and certainly for the past few decades, that combination of factors now makes hurricanes from many people notjust the united states but also around the world. We used to have 1 Billion Hurricane Event every four months back in the 1980s rows in Grad School or when i was in college, thinking about a couple of these big events, never having these billion dollar plus events every 18 days and so, the challenge sure systems to be able to deal with it is massive. Weve also lost wetland, tampa has lost half of its mangroves on its coastline, almost have of its wetlands of gone which makes no place for that water to go and nothing to counter a wave coming on shore. Hurricane ian two years ago which hit broadly the same sort of area on the Gulf coast, thousand devastating hurricane, their costliest Weather Disaster on record in the house just two years ago and so theyre coming thicker and faster all the time. Do you get frustrated by the politics because all those words that you just used, warmers sees, moisture in the air, Climate Change, those are not the words that you will hear Ron Desantis use in marjorie taylor green, the representative from georgia, a state which was hard hit by Hurricane Helene she wrote that Climate Change is like covid 19, it is one Big Con and the Weather Systems are being manufactured. What you make of that . These are the united states representatives. Yet, the most depressing things in any business is the fact that things like this, science has become politcised in this way. I have no problem with either party arguing about how to deal with the challenger a crisis. And we can have very different ways to deal with Defence Or Education or Health Care that Is A good debate, but for folks to not think one thing actually exists is massively problematic and i really dont think i weve gotten into this position, particularly in this country. I do not see this elsewhere around the world. Is do not see this elsewhere around the world. Do not see this elsewhere around the world. Is a ust the aaasliht around the world. Is a ust the gaslight Democrats H around the world. Is a just the gaslight democrats who around the world. Is a just the gaslight democrats who do. Gaslight democrats who do believe in it . I gaslight democrats who do believe in it . Believe in it . I think its loecome believe in it . I think its become like believe in it . I think its become like the believe in it . I think its become like the Tooth L believe in it . I think its become like the tooth fairy. If im a resident of florida, right now i have a major problem and when i go to rebuild, all of the major problem in no 1s going to ensure me. It is time for people to make decisions based on their enlightened self interest. I dont really care whether the people believe in something or not, want them to look at the data and do something about it it could be everything from Replanting Mangroves and who Is Against that . To protecting wetlands, who is really against that, no one should be against putting back smarter and better. If you would dont want to have a debate on the existential crisis, but to pretend that something is not happening is just absolutely foolish. Haifa just absolutely foolish. How can ou just absolutely foolish. How can you not just absolutely foolish. How can you not believe just absolutely foolish. How can you not believe it just absolutely foolish. How can you not believe it if can you not believe it if youre resident in kentucky that was flooded in a once in a Generation Flood where you live in georgia where the trees of all been ripped out where you are in north carolina, these are in north carolina, these are republican states, these are republican states, these are Ruby Red States, georgia north carolina, we will see, but they were Ruby Red States we are wondering if its the change in the politics of bailout every year or two, surely, your politics is to change on this issue. Yet, so the Majority Change on this issue. Yet, so the majority of change on this issue. Yet, so the majority of the change on this issue. Yet, so the majority of the american | the majority of the american people understand that change is happening traumatically to the land and people feel it and see it and in the bills and their water and their fires, their water and their fires, the summer here in washington, dc, we had days where we could not go out because of huge Fires Way up in canada. I think people are feeling this. I spent a lot of time in montana and that Is A Red State and believe me, people understand what is happening to their land. I think they are afraid of what they can do about it and i think the challenge is that we have created this belief are not believe as opposed to just solution a or solution b. And i think that is where we need to take this debate and take this country. There are plenty of republicans that understand the science, that understand the science, that understand the science, that understand why we need to have solutions for displacing this country and facing the planet. Their solutions may differ from planet. Their solutions may differfrom democrats, that Is A good place to be in. Izre a good place to be in. Ive spoken a good place to be in. Ive spoken to a good place to be in. Ive spoken to many a good place to be in. Ive spoken to many republican governors were acting regardless of party lines. Will continue to keep watching the situation in florida and we will talk to our panel about some of that. Well talk about Northern Ireland, what is going on in Northern Ireland . Three women have been murdered in the past six weeks, the lead is found murdered in a house in South Belfast the 1st Of October with wounds on her neck and she had been attacked weeks earlier and police have been in contact with her on a number of occasions in the weeks up to her death, then i refer that case to an ombudsman to review the handling of the situation. But why is this such an issue with violence against women and girls, more than 30 have been murdered in Northern Ireland and the last five years and in the 12 months tojuly, the Police Service of Northern Ireland recorded over 22,000 offences related to violence against women and girls. Joining me is the prime correspondent of the belfast telegraph, is such a Tragedy And Family going through this in six weeks, what is going wrong with the culture in Northern Ireland that theres so many attacks on young women and girls . Haste so many attacks on young women and uirls . ~. So many attacks on young women and uirls . S. , so many attacks on young women and uirls . , and girls . We are both complex societies and and girls . We are both complex societies and after and girls . We are both complex societies and after a and girls . We are both complex societies and after a long societies and after a long period of violence, a society that has been called and now we lag way behind in terms of Northern Ireland only recently having updated domestic Abuse Legislature and getting larger sentences in the case of this, strangulation, stocking things put in place in other jurisdictions, but its very stop and start but the nature of our society, with paramilitary groups and within communities, policing has been changing and we are seeing people try to make an effort when it comes to these types of cases of policing in the past, and looking at her Security Situation first, the welfare of women and girls is coming secondary to that. In women and girls is coming secondary to that. Women and girls is coming secondary to that. In the past, Security Has secondary to that. In the past, Security Has been secondary to that. In the past, Security Has been through secondary to that. In the past, Security Has been through the | Security Has been through the community and some families take a bigger role in that in some areas that take a bigger role in that, does the change have to come from within the community will talk about the police and a second but doesnt have to come from within the communities . I have to come from within the communities . Have to come from within the communities . I think theres a lot of things communities . I think theres a lot of things they communities . I think theres a lot of things they need communities . I think theres a | lot of things they need change. A change in attitude and theres a stigma that surrounds theres a stigma that surrounds the type of domestic Violence Abuse and what i also noticed and i think the media have some Self Reflection to doing thIs As well as that we tend to have as well as that we tend to have a hierarchy of victims and some people who appear to be a bit more sympathetic to them than others and these women can be very vulnerable and left in vulnerable situations which makes them easy to be exploited ijy makes them easy to be exploited by men to have violent tendencies and do want to control them and control their lives but i have been gathering the number of killings on this since 2016 and they range from 15 months old to 85 years of age and they also cover most social classes from very middle class women to married women with troubled relationships and a co suspected education in schools and teaching young women and young men but healthy relationships look like. We expect people will learn that in the home but not everyone comes from a solid happy home. And what about the police and their priorities . The and what about the police and their priorities . Their priorities . The Budget Ust was their priorities . The budget just was not their priorities . The budget just was not high their priorities . The budget just was not high enough i their priorities . The budget just was not high enough inj their priorities . The Budget L just was not high enough in it for being toward that there is one set of all Crime Types taken upjust as much one set of all Crime Types taken up just as much and police reports on the situation, it should be funded to the same degree and it is not. Police are attempting to try and they have their own strategy now for dealing with violence against women and girls and that is introducing measures which should make a difference but what were seeing is mistakes have been made in the past we had one murder which was treated like a suicide for a considerable period of time and that its reduced confidence and they really need to try to build that back which is why i think in this case, should clarify the situation and the ever for themselves to the police of this for investigation and we know that mary meant she had beenin know that mary meant she had been in assaulted and a month later she was murdered in her own home. Later she was murdered in her own home later she was murdered in her own home. There Is A live Page Runnina own home. There Is A live page running on own home. There Is A live page running on hurricane own home. There Is A live page running on Hurricane Milton i own home. There Is A live page| running on Hurricane Milton and taking to some of the live pictures some of the Press Conferences we have had in the last hour. In the company of our panel is coming up. Do stay with us. Hello again. Its been a mild but wet day for many of us today. Things are going to change in the next few days. Its going to turn drier, but its also going to turn colder. May well be some frost at night as well. Tonight, though, is going to be on the mild side because were keeping a lot of cloud. Its going to be very difficult to see the meteor shower. The really heavy rain that were seeing across the south, its going to move away into the north sea. Further north still some showery rain to come. And with all that cloud around, its going to be mild. Lowest temperatures will be in Northern Scotland at around 7 or eight degrees. Now heading into tomorrow, were going to find some more showers breaking out for england and wales, not quite as many or as heavy as today, mind you, but theres more cloud in the north, bringing some rain down across Eastern Scotland into northeast england. Western scotland and Northern Ireland should be a bit drier here, but its going to feel colder across northern areas in particular. For all of us, temperatures will be a little Bit Lower than today, could reach 17 in the southeast where the winds are lighter, but its a northerly wind thats beginning to arrive across scotland, Northern Ireland and northern england, bringing that chill. There are some stronger winds here around the Bay Of Biscay on wednesday. Thats the remnants of ex hurricane kirk, thats going to miss our shores, going to slide up towards central parts of europe. But it does allow that northerly wind to push down across all areas. Dropping the temperatures as we head into thursday and an early frost in scotland. More cloud in the south will tend to break up many places. Well have a dry day on thursday. A few showers around these windward coasts and the strongest winds will be down the north sea, feeling quite cold here. For all of us though, temperatures are going to be a Bit Lower, may make ten degrees in the Central Belt of scotland and 12 across Southern Parts of england and wales, so quite a difference from what were seeing at the moment. Now that northerly wind will move out of the way by the time we get to The End of the week. Westerly wind picking up actually in scotland and thats where were going to see more cloud and the Showery Rain Arriving as well. But elsewhere the winds will be light, could start with a touch of frost, but it should be a dry day with some sunshine around. But that cold air is still in place, so typical temperatures to end the week will be around 11 or 12 degrees. Now over the weekend, temperatures will rise just a little. Most of the rain is coming into Western Scotland and Northern Ireland. For much of england and wales it should be a dry weekend. Some early mist and fog, but otherwise some sunshine. Hello, im christian fraser. Youre watching the context on bbc news. You have an opportunity to save lebanon before it falls into the abyss of a long war that would lead to Destruction And Suffering like we see in gaza. He was saying either you do what we say or we are going to destroy lebanon and it is going to be your fault. Benjamin netanyahu again addressing the people i of lebanon directly, while not mentioning anyone by name, but confirming i they have taken out not just the successor to hassan nasrallah, but the next person believed to be in line. Israel was not interested in this war, it is not interested in the continuation of this war, and the moment we can ensure the safety of our citizens, we should stop. Joining me tonight are my panel brian taylor, columnist at the herald and former editor of Bbc Scotland and julie harris, president of the national federation of republican women
