Is to prepare for a Ground Invasion, which, again, would be of further escalation and what we have seen which began after October The 7th, but what we have seen along the border between Israel And Lebanon has been very different than we have seen In Gaza. Weve seen a steady, over the course of ii steady, over the course of 11 months or so, exchange of fire, but everything changed just over a week ago when It Pagers and then Walkie Talkies held by members of hezbollah exploded here in beirut and around lebanon. And we have seen a real israeli object. Lets go to the un in New York. Sir Keir Starmer is speaking now. Lets see what he says. See what he says. Other than helinu see what he says. Other than helping those see what he says. Other than helping those in see what he says. Other than helping those in need. See what he says. Other than helping those in need. The i see what he says. Other than l helping those in need. The un and the icrc have both lost staff this month In Gaza, lebanon and donetsk. More than 208 workers have been killed so far this year. Including british citizens. More than 200 aid workers. This should eliminate the work of this council. Because we have heard again today just council. Because we have heard again todayjust how dire the situation has become, the Security Council must deliver its responsibility for global peace and security. Soi so i want to use this meeting to Call To Action in three key areas. First, we need to renew the international consensus on delivering humanitarian support. This should be a bare minimum, yet, too often, we are falling short. We must address the situation In Gaza. The 7th Of October was the bloodiest day for the jewish people since the holocaust. I utterly condemn the Terrorist Actions of hamas. The ordeal of the hostages and their love drugs continues almost a year later. Six of them were killed in Cold Blood just a few weeks ago. So i say again, let the hostages go. We must face up to humanitarian catastrophe In Gaza that continues to deepen by the day. Israel must grant humanitarian access to civilians in line with its obligations onto international humanitarian law. There can be no more excuses. Israel must open more crossings, allow vital life saving aid to flow and to provide a safe environment for the un and other humanitarian organisations to operate. These Civilians SufferingIn Gaza is beyond belief, so we have restarted our funding to unravel, supporting uk med to operate theirfield unravel, supporting uk med to operate their Field Hospitals and we are supporting unicef to deliver water, and we are supporting unicef to deliverwater, health and we are supporting unicef to deliver water, Health Care and special treatment for malnourished children, but the most fundamental need is even more basic. They need the fighting to stop. The situation in sudan also demands our urgent attention. Millions are facing Emergency Or Famine conditions, exacerbated by deliberate attempts to prevent aid reaching those in need. This is now the worst humanitarian crisis in the world today. In the worst displacement crisis. With over 10 Million people driven from their homes, it also risks destabilising South Sudan and chad which are already suffering their own humanitarian crisis. The uk has doubled its aid to the victims of this war to almost £100 million, but much more is needed. The world must step in. Second, calm the Security Council to seek political solutions that can break repeated cycles of violence like that in the Middle East. The region is on the brink. We need an immediate Cease Fire between israel and lebanese hezbollah. In the implementation of a political plan, which allows israeli and lebanese civilians to return to their homes to live in peace and security. That security will come through diplomacy, not escalation. There is no military solution here. Nor is there a military only solution to the conflict In Gaza. This council must demand again and immediate full and complete Cease FireIn Gaza with the release of all the hostages. We need a political route to that agreement which provides a bridge to a better future, a credible and irreversible path towards a viable Palestinian State alongside a safe and secure state of israel. That is the only way to provide Security And Justice for both israelis and palestinians. In june, uk brought a resolution to this council on the war in sudan, calling for both parties to commit to a Cease Fire. I repeat that call today. The word parties must engage in Cease Fire talks, support the secretary general S Envoy in his efforts towards peace. We must keep working to bring this war to an end. And we must ensure that those responsible for committing atrocities are held accountable. This leads me to my third and final point, we must ensure accountability for those violating the Un Charter and this council must recommit to the values it sets out. Now, this should go without saying, yet the greatest violation of the charter in a generation has been committed by one of this councils permanent members, Russias Invasion of ukraine is illegal, it threatens global security, its caused colossal human suffering, over 35,000 human suffering, over 35, 000 civilians human suffering, over 35,000 civilians have been killed or injured, 6 Million forced to flee. In almost 20,000 ukrainian children forcefully deported, kidnapped, to put it bluntly. I think of yaro s love, whose wife and three daughters were killed earlier this month by a russian strike on civilians in levee of. And i wonder how russia can to show its face in this building. Lyviv. 6000 russian shoulders have been killed or wounded in this war. Russian soldiers. And for what . Do Un Charter which they sit here to uphold speaks of human dignity, not treating your own citizens as bits of meat to fling into the grinder. Russias war has triggered a global Energy Crisis and a global food crisis, causing hunger in the horn of africa. They entered into a un brokered Black Sea Green Deal and then withdrew. They tried to block the pact for the future. Now the world looks on as russia deepens its military ties with the likes of North Korea and iran. There can be no equivocation here. They must be held accountable. Aggression cannot pay, borders cannot be redrawn by force. Russia started this illegal war, it must end it and get out of ukraine. We stand with 89 countries who make clear at the swiss Peace Summit that ukraines territorial integrity must be the basis of anyjust and lasting peace. Any process that does not recognise this will only be used as a pretext by russia to regroup and come again. President, in this moment of deepening conflict, the world looks to this council more than ever to provide leadership for peace, preserve our collective security and protect the most vulnerable. The united kingdom will always play its part in fulfilling that responsibility. Thank you. I think Sir Keir Starmer for his statement. I think Sir Keir Starmer for his statement. The uks Prime Minister, his statement. The uks Prime Minister, sir his statement. The uks Prime Minister, Sir Keir his statement. The uks Prime Minister, Sir Keir Starmer, minister, Sir Keir Starmer, speaking there at the Un General Assembly in New York, touching on various crises and conflicts that are happening around the world at the moment. And of course, the one we are focusing on as night falls here in lebanon, the fact that the Israel Defense forces looked to be readying themselves for a Ground Incursion into lebanon. We can speak to our international editor, who does Live Injerusalem for us tonight. Jeremy, there were various scenarios being talked about at the moment. What is likely to happen in the next 2a hours or so . 2 1 likely to happen in the next 24 hours or so . Likely to happen in the next 24 hours or so . 24 hours, it might be a bit longer hours or so . 24 hours, it might be a bit longer than hours or so . 24 hours, it might be a bit longer than that. Be a bit longer than that. Theyve mobilised a couple. To Reserve Brigades of infantry. The israelis, thats probably four or 5000 soldiers. They already have soldiers mobilised up on that border. They have been reinforcing. The chief of staff, head of the army, he pretty much said its going to be happening. He said we are preparing for it and your boots will be manoeuvring on the other side of the border, words to that effect. So, yeah, its happening. And i think that hopes that it might be a quick in and out, some kind of glorified raid i think are unlikely. The way its been looking come i think the israelis want to do some damage to hezbollah facilities there, but the minute they get over that border, hezbollah will want to do some damage to them. Jeremy, what is your assessment of the timing of this . Because, of the timing of this . Because, of course, israel are still fighting a war In Gaza. Why have they decided to do this in lebanon now . I have they decided to do this in lebanon now . Have they decided to do this in lebanon now . I was in southern Israel Lebanon now . I was in southern israel today. Lebanon now . I was in southern israel today. I lebanon now . I was in southern israeltoday, i can lebanon now . I was in southern israeltoday, i can hear israel today, i can hear periodic Air Strikes coming from there. They are doing this because they say they want to make it safe for israeli civilians to get back to border areas and they believe that the only way to do that is this slightly mad atjargon phase, which is escalate to de escalate, in other words, because hezbollah so much pain that they will stop sending rockets into israel, rockets and missiles. However, they have said, hezbollah has said the thing that will stop them is the Cease FireIn Gaza, and thatis is the Cease FireIn Gaza, and that is the objective right now, particularly of The Americans or World Leaders in New York for the general assembly this very week, the so called high level week, so they will be doing a lot of diplomacy trying to get at least a pause, but it all depends, any hope for diplomacy, its a bit thin, frankly, and up until now, but the Hamas Leader who is In Gaza presumably in some kind of tunnel they are, he has insisted any Cease Fire requires israel to get up 100 from the gaza strip. Israel has not been prepared to do that and while The Americans have had so called Bridging Proposals across the gap for two sites. That is another question. If they dont, then they will have to go ahead. The israelis most likely will go ahead with this. Why now . Well, people in israel who are very cynical about prime Minister Benjamin NetanyahusObjective Benjamin NetaNyahus Objective says Benjamin Netanyahus Objective says he feels he needs a victory at this point because a year on from, virtually a year on from those October The 7th attacks, they are still fighting In Gaza and they dont have a victory there. However, i dont think based on the record of history there are quick victories to be had inside lebanon. ,. , inside lebanon. Jeremy, a brief thou~ht, inside lebanon. Jeremy, a brief thought. We inside lebanon. Jeremy, a brief thought, we are inside lebanon. Jeremy, a brief thought, we are different inside lebanon. Jeremy, a brief thought, we are different sides| thought, we are different sides of the border, im in lebanon, you are in israel, but of course countries around us Middle East region have a stake in what is going on here as well. As we see this Escalation Begin can that impact more widely . Begin can that impact more widel . ~. , , widely . Well, one very big question widely . Well, one very big question is widely . Well, one very big question is what widely . Well, one very big question is what iran widely . Well, one very big | question is what iran might widely . Well, one very big question is what iran might do. Iran is the armour and principal backer of hezbollah. They have a very, very close relationship with them and since the leader of hezbollah has, thanks to israeli assassinations, loss and very important people in his high, and, im sure they will be talking even more attentively and closely with the iranians. The iranians have armed hezbollah, basically, as a forward defence against israel. So one of the questions is, would they be prepared to see hezbollah using the potent weapons its given them against, say, israeli towns, if israel sends troops over the border. Would they try and keep it local . Would they try to actually attack those troops using their own hezbollah soldiers who are well trained and well armed and in the last 2006, when israel sent in ground troops, they knocked out tanks and they killed israeli soldiers while losing men themselves, of course, and in themselves, of course, and in The End, that resulted in essentially a stalemate and a Un Resolution that ended that war. ,. , ~ Un Resolution that ended that war. ,. ~ , Un Resolution that ended that war. ,. ~ i. , war. Jeremy, thank you for oininu war. Jeremy, thank you for joining us war. Jeremy, thank you for joining us. Our war. Jeremy, thank you for l joining us. Our international editor live from jerusalem. Do stay with us, much more to come on this developing story tonight, and sumi is at the un in New York as well. Much more to discuss is this Escalation Looks like it may become even more serious here in the Middle East. Around the world and across the uk, this is Bbc News. You are live with Bbc News, i am Anna Foster here in beirut, as fears continue to grow over further escalation in the conflict here in the Middle East. Weve heard just in the last hour the chief of Israels Defence Force speaking to soldiers on the northern border, telling them to prepare for a Ground Invasion into southern lebanon. And we also have the uk Prime Minister talking about that and other world conflicts and crises at the un in New York. Of course, countries from around the World Meeting for the general Assembly And Sumi is their following development over the last few days. When you hear the calls therefore De Escalation, but here in the Middle East, the messages, the sounds, are they expecting the Un General Assembly to have an impact on whats happening here . ,. , impact on whats happening here . , here . That really is the most strikin here . That really is the most striking difference here . That really is the most striking difference that here . That really is the most striking difference that im i striking difference that im seeing right now. These tonnes of escalation that you are witnessing on the ground there in lebanon, so different to these calls for De Escalation for a Cease Fire as we have now heard from the british Prime Minister. And there certainly is an optimism because you do have World Leaders gathered here with the sense that President Biden, the british Prime Minister, Sir Keir Starmer, and World Leaders gathered here are the ones who come at least on the sidelines of the summit could possibly move forward, some diplomatic action. We talked the Israeli And Ambassador and saw him again today and we know that there is this united nations secure to counsel meeting taking place particularly on the conflict on the escalating situation in lebanon, remember, it was france that called for this meeting. The israeli ambassador told us he will be going to that Security Council meeting and told us that he wants to make sure that they understand that the aggressor here is iran. So, of course they are thinking about civilians, he told me, as the rest of the world is, as we are seeing these calls for a Cease Fire, that is important to the israelis, but they want it to be clear at this un Security Council meeting that iran and hezbollah are the aggressors here. It will be very interesting to see what my come out about because, as you said, the situation is heating up said, the situation is heating up on the ground with this possibility of a Ground Incursion. Everyone weve been speaking to here, including the swedish Foreign Minister who i just spoke to, she said we are speaking to all of our allies to underline the point that we must find a diplomatic solution so that civilians in lebanon can return to their homes as well as in israel. But at the moment, things are so hot on the ground, it looks like a very steep hill to climb, doesnt it . As you have been reflecting yourself on Bbc News over the last couple of days as well, notjust the Middle East on the table there, we heard, of course, President Zelensky speaking earlier as well. There are other crises, other conflicts that need the Worlds Attention to. Absolutely. So President Zelensky delivering his address to the un earlier today, thats, of Course Plenty of attention. He spoke specifically about what he said was a renewed russian threat on nuclear facilities in ukraine and this point was really to reach out to delegates here at the united nations to say this is not a Conflict Thatjust affects ukraine and my country, but rather could soon be something thats brought to the rest of europe and the rest of the world as well. And he specifically pointed to the global south, to brazil, to china and said that any alternate piece plans that are presented should not be heated because any Peace Plan must be a just peace that goes through ukraine. So thats been a big topic of conversation here today. We know that President Zelensky is headed to the White House on thursday to present his plan for victory to President Biden there. And we will see what developments happened there, but i have to say certainly the escalation in lebanon is the topic thats dominating the agenda, again, we will be following that meeting taking place a little bit later today. Bit later today. Yet, looking forward to bit later today. Yet, looking forward to hearing bit later today. Yet, looking forward to hearing that. Bit later today. Yet, looking forward to hearing that. I i bit later today. Yet, looking i forward to hearing that. I know you have much more to come from New York. Thank you forjoining us from there. Now, one of the issues here in lebanon has been this escalation over the last few days and the impact that is having on the civilian population. The lebanese Health Ministries said a couple of hours ago that more than 50 people have been killed today. Dont forget that many people have now fled their homes in the south of the country and moved further north. It is having a huge impact on the Health System here, and i spoke a little earlier to doctor hassan, the director of one of the main governmental hospitals in the southern city. A government hospital. The system a government hospital. The system now with hundreds and Hundreds System now with hundreds and hundreds of injuries. Many pebble hundreds of injuries. Many people started the day. Just ten minutes before you calling 30 metres from close to the hospitab 30 metres from close to the hospital. Many cases, more than 300 injured, more than 30 people 300 injured, more than 30 people died then. Six patients and six people died then. Six patients and six injured in the burn units, and six injured in the burn units, we and six injured in the burn units, we have a burn unit here, units, we have a burn unit here, we units, we have a burn unit here, we transferred many of them here, we transferred many of them also here, we transferred many of them also to other hospitals in beirut. Them also to other hospitals in beirut, and we say may be safer hospitals beirut, and we say may be safer hospitals are safer areas. Now the whole region of lebanon is not safe, the whole region of lebanon is not safe, as you know. The escalation not safe, as you know. The escalation is getting more and more escalation is getting more and more dangerous. Now we have injuries more dangerous. Now we have injuries for more dangerous. Now we have injuries for all ages, children, women and also young and other children, women and also young and other patients. The director and other patients. The director of and other patients. The director of the and other patients. The director of the Main Director of the main governmental hospital in the main southern city, one of many across the south of lebanon. They have seen today a Third Day of increased Israeli Air strikes and the suggestion is now that that is going to be a precursor to an israeli Ground Invasion. The israeli Prime Minister, benjamin netanyahu, sang in the last few minutes that they will use full force in trying to return residents of Northern Israel back to their homes. Studio anna, you know this region, you have been reporting from there for a long time. Ijust wonder if reporting from there for a long time. I just wonder if we time. Ijust wonder if we could get your reflections on what the mood is like there in beirut. , , the mood is like there in beirut. , v. , the mood is like there in beirut. ,. ,. , beirut. Thats a really interesting beirut. Thats a really interesting question. | beirut. Thats a really i interesting question. Its beirut. Thats a really interesting question. Its a very different mood. I think this is a country and a city that has seen War And Conflict before and actually in many people it has produced this sense of resilience and all the way through these last 11 months or so, since, way through these last 11 months orso, since, of way through these last 11 months or so, since, of course, things escalated In Gaza and in israel after those terrible attacks on October The 7th, people here have felt that Resilience Butjust in the last few days, friends of mine, people im speaking to, it is a really different mood. People are thinking about trying to leave, trying to be out of the country. They are thinking about moving themselves out of the cities and into the mountains, making plans, checking in with Loved Ones and you really do feel that things are moving up a gear now, particularly again with what we have heard from israel and the last few hours. Of course, as i say, a city that has been devastated by war in the past. And i think theyre real Concerns Notjust in the middle East Tonight but as you are hearing in New York, really around the world of what could be next here in the Middle East over the next few hours and days. Over the next few hours and Da S. ,. Over the next few hours and da 5. ,. Over the next few hours and Da S. ,. ,. ,. , days. You and the team there on the ground. Days. As we head towards The End of september, it has been a pretty wet month for many, especially across central and southern parts of the uk. Weve had more rain around on wednesday, and over the next few days, its still looking pretty wet. Therell be some strong winds as well. Perhaps something a little bit drier and quieter by the time we get to the weekend. But for the here and now, this is the rainfall were likely to see accumulate between now and The End of friday, could be as much as 18mm. Perhaps parts of north east england, potentially through the midlands into wales as well. So areas that could really do without seeing more rainfall as it falls on that saturated ground. So low pressure is driving our weather. Its gradually shifting its way eastwards at the moment. Weve got some rain for the rest of this evening and tonight, pushing across central and eastern parts of england, northern england, its going to be pretty persistent. Northern ireland also seeing some outbreaks of rain to the south of that, Clear Interludes and intermittent heavy showers, perhaps some thunderstorms rattling through overnight as well. Its northern and central parts of scotland that are going to stay driest for longest, but temperatures falling into single figures here. Most of us though, sticking in double figures overnight. But through the day on thursday, that rain is going to be quite persistent for parts of north east england, driven in with that brisk easterly wind. Northern ireland also looking pretty wet for a good part of the day. Further south across england and wales, sunshine and showers, but the showers could be torrential at times, bringing a threat of localised flooding. Some hail in the mix, some lightning as well. 18 degrees in the sunshine in between the showers. Cooler but drier for the north of scotland. That Cooler Air then sinks a little bit further south across the uk as we move through into friday. So a bit of a change in wind direction. Still some heavy rain for many central and southeastern parts to start the day on friday. Looks like that clears away, and then were back into clearer, fresher conditions with sunshine and a few blustery showers as well. Temperatures ranging between only about 9 10 in the north to 13 or 14 towards the south. So certainly a colder Feeling Day friday. Fast forward into saturday, first thing could look like this. Some frosty conditions, two or three degrees in some of our towns and cities. Could be a little bit colder than that in the more rural spots. So heading through the course of the weekend, then a lot of dry and settled weather on the cards. Weve got this area of high pressure dominating our weather, although it will feel colder. A front brings a few showers across the north of scotland, and then later on sunday, the next area of rain moves in from the southwest. But it wont be as wet as it has been across central and southern parts of england. Perhaps a bit more rain in the north and the west on sunday. Bye bye. This is Bbc News, the headlines. The head of the israeli Armed Forces says he is preparing for a possible Ground Invasion of lebanon, as another two brigades of Troops Head for the border.
