The theme of this conference is change begIns, and we have started makIng those changes. The Gb Energy bill, goIng through parliament right now, the water special measures bill, part of my responsibility. GoIng through parliament right now so we can ban the payment of multi million Pound Bonuses to Water Bosses who are overseeIng catastrophic levels of pollution Into our waterways. I want to come back to that. I just want to pick out some more stuff from Keir Starmer� s speech, and then ill come to your brief. Keir starmer said today, no return to Tory Austerity. Does that mean there will be Labour Austerity . No, there will be no return to austerity. Thats crystal clear. What about Labour Austerity . What we need to do. There wont be any Labour Austerity. What we need to do is grow the economy so that we can brIng In the additional revenues Into the treasury to refund our broken public services, but there would be down payments In any case. You know, closIng the non Dom Tax Loophole allows us to open up 40,000 additional nhs appoIntments every week. I want to concentrate on the stuff he said today, to try and Interrogate what he means. Because people are askIng, what does that mean for me . So, he said the cost of fillIng the Black HoleIn the public fInances will be shared fairly. His words. And we will do this In a Labour Way. What does the Labour Way mean for people watchIng right now . Well, it means doIng it In a way that is fair. He was poIntIng, wasnt he, to what George Osborne said when he became chancellor, when he said the broadest shoulders will bear the greatest burden, and the Polar Opposite happened. Weve just gone through a period where britaIn has had the worst decade for Wage Growth sInce the Great Depression of the 1930s, so ordInary people paid the price for tory failure. That will not happen with this government. You mentioned George Osborne, and obviously Keir Starmer today literally quoted George Osborne when he said, were all In this together. Now, that, for some people sends an absolute chill through them because that means austerity. The reason he used that phrase was to show how George Osborne made promises that he then broke. And that is why trust In politics and all politicians, if im honest, has been shattered. Its easy for George Osborne to say thIngs and then break those promises. This government, Keir Starmer, is absolutely committed to doIng what he says. Thats why hes beIng so honest about the very difficult Inheritance that we see ourselves with today, the difficult choices that will be required. But its important that people see, too, that there is a vision for where we want to get to for a fairer britaIn, where public Services Work and people get a pay rise. And that will take some time. He talked about collective endeavour for national renewal. AgaIn, his words. But he said it will be hard. He said it will be tough. There are people strugglIng right now. Can you understand why what he said today might actually terrify some people who could be thInkIng, we cant take any more paIn . People want help, but people are reasonable. People know that you Cant Fix all of the problems accumulated over 14 years of failure under the conservative government. But people also might be thInkIng. They know that. They also might be thInkIng they Cant Bear any more of this burden. They want the hope. They need to know that the foundations are beIng fixed so we can rebuild a Country that works for everybody. But not on the backs of them. Absolutely. No, no, it will be done In a fair way. Well wait to see the budget. I dont know the detail of the budget. It hasnt all been worked out yet, but it will be a budget that seeks to share the burden fairly, and the poorest will be supported through all of this. But the prize In all of this is, if we can grow the economy, and a lot of the thIngs were all focussed on right now are how we grow the economy, then you can get billions of extra revenues Into the Exchequer And Use that to fund the public services that we all want to see improvIng. Its a big if, though you Cant Guarantee the economy will grow to the level that will yield the kInd of Income'>Tax Income that you want. You Cant Guarantee it, but you can do the thIngs that are goIng to give us the best possible chance of gettIng it. Gb energy, i mentioned it already a couple of times. You have so im goIng to pause you there because time is limited. In doIng that, that isjobs up and down the Country, you know. People were poorer at The End of the last parliament than they were at the begInnIng, accordIng to the resolution foundation. Thats never happened before In modern history. Thats right. Can you promise to people watchIng now that they will be better off In five years time compared to now . We will do our level best to ensure that thats all we can do. So you Cant Promise that . Im goIng to refer to my sector now, if thats ok. Were workIng to brIng In over £80 Billion worth of Investment Into the water sector, startIng next april. Now, that will, on the one hand, it will help to clear up the Pollution Problem that weve got, but it will create jobs In every region of this Country. Good, secure, well paid jobs for people who may not have those jobs at the moment. Were lookIng at reformIng skills so we can have foundation apprenticeships, which traIn people up with the skills they need to take advantage of those jobs. That is money In peoples pockets, that is supportIng families. Its also tax revenues Into the exchequer, which will then be spent to improve services like the national health service. So well do our level best. 0k. Thats your promise. Youll do your level best . Thats all we can say. 0k. Lets talk about the environment fInally then, because Keir Starmer said In his Speech Today, we cant afford any more polluted rivers. In your Speech Yesterday to the conference, you said, Water Bosses are responsible for repeated illegal Ing'>Sewage DumpIng wont get their multi million Pound Bonuses. So you are goIng to let them illegally dump sewage for a bit . Uh, no. Yes. No, what we Intend to do is. I thInk what people fInd desperately unfair is that Water Bosses are payIng themselves vast bonuses while overseeIng failure. Absolutely. So why are you goIng to let them illegally dump sewage Into rivers at all . Were not, what were goIng to do is were goIng to ask the regulator to set metrics for achievement, and they will get bonuses if they achieve those objectives. The key word here is repeated illegal Ing'>Sewage DumpIng, then they might lose their bonus, repeated. Were not goIng to reward people for illegal Ing'>Sewage DumpIng. Why have you got the word repeated In there at all . Even more importantly. Please can you answer that question . Why have you got the word repeated In there at all . Because thats, the problem is, if there is Ing'>Sewage DumpIng goIng on and you dont fix the cause of it, that is where the problem is. Our Infrastructure is so broken that some of it is leakIng sewage out Into the waterways. Now the people responsible for the Water Companies can use money to fix that so it doesnt happen agaIn. What im tryIng to do is encourage them to fix the leaks that are causIng the sewage to pollute our waterways. But more importantly than that, i want to clean up the problem entirely. Hence the 80 Billion plus of Investment comIng In next year. So how many times will they be allowed to illegally dump sewage Into rivers before their bonus is taken away . The Water Regulator will be settIng. How many times . Well, it may be zero, but the Water Regulator will be asked to set metrics for achievement.
