Almost 100 domestic Abuse Related Offences were recorded by police on average every hour last year, according to government figures. The new measure is part of Raneems Law, in memory of Raneem 0udeh and her mother khaola saleem, who were murdered by ms 0udehs estranged husband. Phone rings. Police emergency. Whats the location of the emergency . Hi. Um, ijust called the police about half an hour, more than half an hour ago, and actually, im in danger. My Ex Partner came, and he actually, um, harmed me and my mum as well. This is Raneem 0udehs call to 999 just hours before her death. Raneem made multiple calls for help in the hours before she and her mother were killed by raneems ex husband. She was on the phone to police while she was being attacked, but officers failed to get there in time. Raneem had previously made 13 separate calls for help to West Midlands Police in the months before her death. An inquest found multiple mistakes by the force which contributed to their deaths. Labour first proposed Raneems Law earlier this year, with plans for domestic abuse specialists helping in 999 control rooms. Now ministers say this strategy will be piloted from next year. It will be a number of forces across the country having specialist domestic abuse teams, with both Police Officers who are specialist in domestic abuse, but also specialists from organisations to ensure that a new approach and a new culture around calls that come in on Domestic Violence and other violence against women and girls are both prioritised to the level of need that they need, but risk assessed and services can be put in place for those victims straight from the first time they call. The pilot has been welcomed by raneems aunt. Having specialists in 999 control rooms, it means that all the Police Officers, theyll be able to be handed the right documents, the right logs, and they will be able to do their work and they will be counted upon, which is really important. Now, in the future, were going to have other policy under Raneems Law. But most importantly, we need to save lives. We need to save those people when they first call us for help. From november, a second pilot will introduce domestic Abuse Protection orders in three Police Forces to strengthen powers already in place. Theyll cover all forms of abuse and have no cut off time. The Home Secretary says these measures are the first step in the Governments Commitment to halve violence against women and girls in a decade. Divya talwar, bbc news. Farah nazeer . . Is the Cheif Executive of Womens Aid shejoins me now. We are grateful for your time. That was such a horrific chilling case that we were just looking out, wasnt it . Yes, i mean, that case is horrific, its incredibly wasnt it . Yes, i mean, that case is horrific, its incredibly sad wasnt it . Yes, i mean, that case is horrific, its incredibly sad and horrific, its incredibly sad and what it does do is illustrate what happens survivors, the worst that can happen when survivors dont get the response they need the time that they needed from police and first responders. Its so important that the police take these calls very very seriously and you heard in the programme just now and very seriously and you heard in the programmejust now and in very seriously and you heard in the programme just now and in the police will receive 100 calls an hour on domestic abuse. This is really important, in memory and calling the police and hoping for the right response with the right expertise that sits behind that response. In terms of what the government has announced today, it has been welcomed across the board. What do you think is really required here to address . You mentioned those startling, the amount of calls per hour, how far does this go in terms of trying to put a dent in that . Well i think its a really important first step and ensuring that there is the culture change the oversight, the proper Vetting And Training of those Police Officers because we do know that Womens Confidence in the police is at an all time low, so we need to see getting the right people with the right training in those roles, and there is proper oversight, proper scrutiny and proper safeguarding around those roles to ensure they do work well and respond properly. Ithink critically, though, what we also need to recognises one in five women will only report to the police. While there are that many calls an hour, there are so many more out there and survivors out there who will never report to the police, and i think the key thing here is to always remember that domestic abuse is a societal issue, it requires a societal response, it means that the police have to work well, criminal Justice System has to work well, the services on the ground, so once the police have picked up these women, these children, where do they go . What else, then, needs to actually be part of this equation. This initiative is around people who are making those calls, what do you think needs to be done for all of those people who are not able to make The Call those people who are not able to make the Cal Make The Call there are several thins. Make The Call there are several thinqs we make The Call there are several things. We need make The Call there are several things. We need to make The Call there are several things. We need to make make The Call there are several things. We need to make sure| make The Call there are several things. We need to make sure there are specialist services on the ground my Community Based Services are there in situ so that women and other survivors can go and access those services, can call help lines and get through to them. Thats about investment and a choice of where you put the investments, Speed Services have to be strong so that people can go to them, they can get the help and that they need, and when police are getting these calls and, when these Special Services are getting these calls in, they have good services to help those people on. We need to look at prevention, what are schools doing, what her children learning about healthy education, healthy relationships within the education programmes. There is a lot to do, so there is a whole approach that we need, theres a very good step, but it doesnt take away from that wider approach that we need to see in order to really half violence against women and girls. Really half violence against women and uirls. , really half violence against women and uirls. , really half violence against women and irls. ,. , ~ really half violence against women and uirls. ,. ,~ ,. , and girls. We have seen some measures, but where we enough in recent years . We have seen some measures, but where we have i some measures, but where we have really not seen measures that really make a difference is the investment in those Special Services, in fact we have seen Special Services closed down, we have seen them under threats, and these are the first ports of call for people who are experiencing domestic abuse. So that is a really big deficit. If you add a layer onto the outcome of those survivors that have additional barriers, so deaf and disabled people, they have even more barriers to accessing services. Those without recourse to public funds. So there is a lot more that needs to be done. This is a good first step but scratching the surface of what weve seen happen in order to put an end to domestic abuse. Thats what we are hearing from the zoo in shropshire. Found apparently in a pond. Im back the same time tomorrow. Thanks for watching todays programme. See you next time. Goodbye. Hello. Weve had a real mixture of weather across the uk friday. Some low Cloud And Mist across the North East of the uk, Heavy Thundery showers in the south, and weve seen some pleasant spells of sunshine elsewhere, notably across parts of the northwest of the uk, where weve also had light winds. Now, looking at the weather overnight tonight, its going to keep a lot of low cloud across some of these North Sea coasts. Cloud becomes a bit more extensive across england and wales. A few more showers and thunderstorms possible in the south, and probably clouding over in Northern Ireland as well. Temperatures for the most part overnight around 11 14 degrees, so a relatively mild start to the day on saturday, but another cloudy start as well. Now, as we go through the morning, most areas will see some sunshine breaking through, but the cloud could again linger across eastern coasts of scotland, where it will be misty and rather cool. Temperatures probably around 13 degrees or so. Further southwards across england and wales, there will be one or 2 thundery showers, and some of those could be quite intense. Therell be a number of places, though, that stay dry and dodge the downpours. Temperatures high teens to low 20s. Then through Saturday Night and into sunday, were going to get some Heavy Rain moving up. And in the worst case scenario, we could be looking at about a Months Worth of rain in the space of 24 hours. And thatjust increases the threat of seeing some localised flooding issues. So sunday rain, extensive, heavy and thundery across large areas of england and wales, perhaps avoiding most of northern england, Northern Ireland and scotland. Certainly staying dry. Decent sunshine for the north west, but probably, again some low Cloud And Mist affecting some of our eastern coast of Scotland Into next week. Into next week, areas of low pressure are set to move in off the atlantic, bringing several belts of Heavy Rain so that could cause one or two issues. And even as the low pressures pushes through, well then start to get this plunge of colder north westerly wind heading in. Now, the first sign of that change to colder Weather Conditions will be with us on monday. As we start to get these colder northerly winds move into Northern Scotland with some sunny spells and showers here. Some Heavy Rain still around england and wales where itll be quite gusty. Temperatures not doing too badly 19 for norwich and london, but certainly turning colder for Northern Scotland. 13 degrees in aberdeen. Well, thats below average for the time of year. And that colder weather is going to push southwards as we go through the course of the week, eventually arriving across Southern England towards thursday. Bye for now.
