We have also seen Family Members starting to gather, and friends of those former prisoners, and we have also seen increased security presence. Shortly, we are told, prisoners should be being released in coming through these gates. Last night they had their very last night in jail before being released but there will be lots of Processing Today including talking to Probation Officers about the conditions and restrictions across their release, including bans on certain areas and curfews. There are concerns that many of them will be released homeless. In fact, 12 of prisoners released in the year to march didnt, and therefore there are more concerns about reoffending rates. But the government does say this is absolutely necessary to help ease the overcrowding in the prison system. In the medium term, they will have to do both. They really dont have any options because we are so close to the wire. There is about 4000 new Prison Spaces Planned to be delivered next year. And i think they will push on with that. But that wont be enough to meet even planned projections for how many people will be entering prisons next year so they are going to have to do something on the Supply Side as well. Side as well. The real increase in the Prison Population has come from people serving longer sentences rather than sending more people to prison. They are there for longer. And things like the average sentence for robbery is now a year longer than it was about ten years ago. And that, over a long period of time, really drives up the population. So it is actuallyjust one aspect of a broader crisis across the criminaljustice system. You get these really damaging negative feedback loops that problems in one part of the system then cause problems in other parts of the system. So the court backlogs is part of the picture here. We have really long backlogs in the criminal courts which means people are held on remand waiting for their trial or waiting for their trial or waiting to be sentenced for a really long time before their trial and that drives up the Prison Population. Similarly, we have talked a Bit Today already about the Probation Service and the struggles that they are having. A lack of experience to Probation Officers and high vacancy rates means that they are really struggling to manage people in the community safely. So you are getting a lot of people released on parole who are then recalled to prison for a breach of their Licence Conditions or further offending, and again that drives up pressure on prisons. This ruling confirmed a decision made by the European Commission in 2016 when it suggested that Tax Arrangements that had been enjoyed by apple conferred on it by the irish government over a 23 Year Period had been illegal and that therefore back taxes needed to be recovered. This can send two subsidiaries of apple based in ireland but which were doing business outside ireland. What the European Commission found was that the arrangements that apple had reached with the irish government allowed a lot of those profits effectively to be ignored as far as the irish Tax System was concerned. It said these kind of advantages were not enjoyed by other companies and that, therefore, this whole arrangement amounted to illegal state aid. That was eight years ago. Then ireland, despite being owed billions of euros, 13 Billion euros in 2016 prices, decided it didnt like this ruling picks are preferred to keep apple happy so it fought it in the European Court system. In 2020 there was a ruling that struck down the European Commissions original decision. The European Commission appealed and thats where we get to today and this is a final ruling. It means that apple will have to pay back those 13 Billion euros, presumably with interest, as a result of the decision being confirmed that this was illegal state aid. ,. , state aid. The legislation will impose and enforce a minimum age to use platforms such as Facebook And Instagram by The End of the year. How would this be enforced. We know that facial Recognition And AgeVerification Software will be trialled in this country ahead of any specifics relating to this legislation. So essentially, Anthony Albanese, the Prime Minister, wants to clamp down on young Peoples Use of Social Media because he says that parents are worried sick about what they are experiencing.
