To be unpopular to change the country. Speaking on sunday with Laura Kuenssberg he said the only way to change the country was to do difficult things now even though he knows they are unpopular. He has to not run away from her decisions as he accuses previous governments of doing. Our political correspondent Georgia Roberts joins us. He is able to lose popularity in order to tackle issues. This is one of the earliest of one of the decisions that this government has taken. He is to vote for it next week and several are going to make this unhappiness known. This morning he defended his plans to cut Winter Fuel. He defended his plans to cut winterfuel. I he defended his plans to cut Winter Fuel. Winter fuel. I get that it is tou. H Winter Fuel. No Prime Minister wants to take a decision Prime Minister wants to take a decision like this. But the Winter Decision like this. But the Winter Fuel payments are now to be targeted. They were untargeted before and i think everybody thought that wasnt a particularly good system, so it needed to be targeted. Obviously, those most in need will continue to get the payment. All of those on Pension Credit will get the payment. And we want to get as many people onto Pension Credit as we can. A conference will be voting on this policy next week on wednesday we know that there will be some serious opposition there, as well. Moving on out to the nhs, which the Prime Minister also spoke a lot about this morning. A new report from the former minister was set out in detail which set out the monumental challenges facing the nhs. Today we have heard about Health Outcomes for children being worse. Keir starmer was asked about the nhs and said that it had been broken by successive conservative governments. You is talking about it. Hes been really clear that the nhs is broken but not beaten. And the reason he identifies just ill rattle through them without spending much time on them, is because of the money that was taken out of the nhs, particularly in the early years of the coalition 2010 onwards. The lansley reforms, which were hopelessly misconceived, took a lot of money and had to be then reversed. And then, of course, covid. On top of all that, which has put us in this awful position for the nhs. Labours instinct is to prioritise Childrens Health and reform the nhs. But lets think about next week because the conservatives have joined basically all of the parties in the Uk Government in a opposing these changes. Keir starmer says he is prepared to be disliked. Next week when the vote is Done we will see the scale of how unpopular he is prepared to be. Scale of how unpopular he is prepared to be. Thank you for brinuain prepared to be. Thank you for bringing us prepared to be. Thank you for bringing us that prepared to be. Thank you for bringing us that analysis, bringing us that analysis, georgia. Labouraims bringing us that analysis, georgia. Labour aims to increase the number of appointments Done by 40,000 to help. But that would only deliver around 15 of the extra capacity needed to get back to reaching the target which has been reached since 2006. Lets speak to matthew taylor, chief executive of the nhs confederation. Thanks forjoining us. How feasible is this plan to increase aberrations and appointments 40,000 . We increase aberrations and a ointments 40,000 . ~ appointments 40,000 . We welcome that. The sooner appointments 40,000 . We welcome that. The sooner we can get back to that target that we havent met for a long time, the better. The more important today is that what we were seeing is a weekend working in hospitals sharing Waiting Lists, using independent sector will only take as a small way to making a target. That is for two reasons. It is partly because there are so many people waiting, 7. 6 million. But all the time you people come onto the time you people come onto the Waiting List so demand is to grow by 3. 8 a year. So you have to deal with the stack of people who built up in the flow of people. What we argue today is that we are going to have to put in place a range of other measures if we are going to have any chance of meeting the target by The End of the parliament. Target by The End of the arliament. ~. ,. , ,. , parliament. What measures are needed then . Parliament. What measures are needed then . A parliament. What measures are needed then . A range parliament. What measures are needed then . A range of parliament. What measures are | needed then . A range of things. Better analysis needed then . A range of things. Better analysis of needed then . A range of things. Better analysis of waiting better analysis of Waiting Lists. Tools to do that. There are people who dont need to be on the Waiting List to there. If you can contact people and Waiting Lists, you can find that some of them dont need an operation any more which can reduce it. Using methods that we know will work by elective hubs. This is where you only do Elective Surgery like hips. There isnt the issue of generally elderly and frail people who arent unable to get out of hospital, and just focus on these aberrations. They are 20 more efficient than doing aberrations in general hospital. Wejust dont aberrations in general hospital. We just dont have enough, we need an awful lot more of those. We have also got to address the issue of demand. If the nhs continues to meet the ever growing demand, we are not going to be in a sustainable position. The interesting thing is that what we recommend today is already out there in the Health Service but it is in pockets. We took the best practice that existed in the nhs and made it universal, we could meet the target. Universal, we could meet the taruet. ~ ,. , target. When used to say theres best target. When used to say theres best practice target. When used to say theres best practice happening in pockets, where are those with a stabbing that already from happening elsewhere . What is that in the first place that causes some pockets of areas to do better than others . Causes some pockets of areas to do better than others . Do better than others . What is stepping do better than others . What is stepping that do better than others . What is stopping that from do better than others . What| is stopping that from happening elsewhere . Where we have had investment, newcastle, iwas there a few months ago looking at the treatment centre. They have the operation quickly when people arrive and then they go home afterjust a few hours. Patients really enjoy it because it is a very efficient process and allows them to get on with their lives. I have seen similar work in london. So they exist but we need twice as many and that is only part of what we have to do. So one of what we have to do. So one of The Big Question that as i understand, the chancellor will be talking about this in his statement and it is absolutely critical that we recognise that if we are going to transform the nhs and meet the 80 week target, we are going to have to increase capital investment. But do you think that is actually going to happen given that we have been hearing from the government saying that there is this black hole, an expected shortfall of money, and things are going to get tougher. How likely is it to get more investment . What we need is a longterm need is a long term perspective. The big challenge for the nhs and in the whole country is that if you look at current trends, the demand on the Health Service is with a Population Ageing and poor public health, poverty, housing. If that demand continues on its present trajectory, the nhs will end up having to have more and more money that will stop other public services. We have to demand that Bend Curve and needing the demand we got on the Waiting List. We also have to reduce it so having an emphasis on investing more in primary care, prevention, community based services, which are cheaper than the service is in hospital. So that is the transformation that we need. We need money up front to enable us to do things and if we do that we can bend that Demand Curve and then in the medium term we have much more sustainable Health Service. B, sustainable Health Service. A more holistic approach. Cheap executive of the nhs. Thank you for your time. Lets continue with some Breaking News in the Middle East.
