Findings. But he started by saying that the simple truth is that the deaths that occurred were all avoidable and those that lived in the tower were badly failed. Listening to all of that with me as my colleague, ellie price, and we will talk in more detail now about what Sir Martin said. Thank you forjoining me, and just broadly sum up the findings from today. gs just broadly sum up the findings from today. As You Sa , findings from today. As You Say. There findings from today. As You Say, there were findings from today. As You Say, there were some findings from today. As You Say, there were some of. Findings from today. As you i say, there were some of those key phrases which i think were important to draw out from that report and so martin Moore Bick talked about decades of failure from central government and many of the companies involved and many of those various people and groups and organisations who had a role to play in all of this and even the start of the report talks about a path to disaster that started many decades before the fire itself in 2017. At the end of this inquiry, before the report was published, we heard from the lawyer from the core participants talk about a Merry Go Round of buckpassing, many of these core participants and those involved had essentially tried to shift the blame from Each Other and i think there has been an Attempt Today to unpick that web and it certainly seems to have been achieved and there has been criticism on so many layers of those involved based on dishonesty for some, and for others, inconsistency and indeed incompetence. 5ir others, inconsistency and indeed incompetence. Sir martin said the various indeed incompetence. Sir martin said the various people indeed incompetence. Sir martin said the various people he indeed incompetence. Sir martin said the various people he was l said the various people he was referring to, or organisations, or different degrees of responsibility and some were incompetent and with some, there was dishonesty. He talks about government there was dishonesty. He talks about Government Failures there was dishonesty. He talks| about Government Failures from 1991 to 2017 and he says there were many opportunities and previous fires and lessons that could have been learnt earlier and put in place to prevent this fire and he talks about from 2010, the culture of deregulation, some think the government was promoting and then saying the challenge of red tape, so regulations were sort of less important and were seen to be in some ways bypassed, or at least the constructions industry, as we are hearing in all of this, find it easier to bypass certain regulations and we have heard plenty about the companies involved and he talked about systemic dishonesty and deliberate and sustained schemes to mislead those who put the regulations in place but also the products being used on the buildings were safe. We had so much about cladding and the insulation but also about those companies and organisations that were meant to be noting whether those products were indeed safe. We heard a lot about the refurbishment and how much that refurbishment and how much that refurbishment of the tower itself was incompetent and he singles out the architects and various contractors, as well as the tmo. He said many of those bore a significant or considerable responsibility for the fire. He then also moved on to the London Fire brigade and talked about a chronic lack of Leadership And Management and we heard a lot about that in the phase one of this inquiry but this is more about the fundamental organisation and the training of firefighters in the training of firefighters in the Run Up to this fire, a fire from what actually on that night. Lets not forget the aftermath of the fire, out residents were let down by Kensington And Chelsea Borough Council in the aftermath of how they were looked after when they were looked after when they lost their homes. We will come on in they lost their homes. We will come on in a they lost their homes. We will Come On In A Moment they lost their homes. We will Come On In A Moment the Come On In A Moment the response from some of those organisations and businesses, but i first want to ask you, what are the recommendations from this part of the inquiry . The whole point about this is to learn lessons and tangible recommendations, and there have been plenty far reaching recommendations for the Construction Industry, so the call up or a new Construction Regulator overseen by a single government department, and there is a lot of criticism that various different govan departments for Responsibility Forfire regulations so departments for responsibility for Fire Regulations so there should be an urgent review of Building Regulations and guidance and there should be a consultation on whether to get rid of the private building controls and there should be a monetary Fire Safety Certificate for higher risk buildings. As i say, the list goes on, and looking particularly at the Fire Brigade who said they should be the establishment of a Fire And Rescue college and that the Fire Brigade basically needs to undergo some very serious and urgent inspection. Undergo some very serious and urgent inspection. Take us back to some of urgent inspection. Take us back to some of the urgent inspection. Take us back to some of the responses urgent inspection. Take us back to some of the responses from | to some of the responses from organisations, companies that were involved in this inquiry. I am just being told that the Crane Grenfell united conference is about to start so we will come back to you any moment, ellie. Grenfell united is one of the key groups that mobilised in the wake of the fire so lets hear what they have to say in response. Today marks the have to say in response. Today marks the conclusion have to say in response. Today marks the conclusion of have to say in response. Today marks the conclusion of a marks the conclusion of a painful six years listening to the advice that contributed to the advice that contributed to the deaths of 50 for Adults and 18 children. They were our Loved Ones, our neighbours and ourfriends. Todays report speaks to the lack of confidence, understanding and a fundamentalfailure to confidence, understanding and a fundamental failure to perform the most basic duties of care. Lack of competence. We paid the price of systematic dishonesty, institutional indifference and neglect. The government ignored warnings about dangerous cladding from as early as 1991. It knew the risks but failed to prevent them, revealing the greed and profiteering of an industry that has been poorly regulated by governments over decades. It uncovers the systematic failings at the tmo and the royal borough of Kensington And Chelsea which created a toxic calculated culture which marginalised its residents. It shows the Senior Management at the London Fire brigade knew about the risk of cladding for fires but did nothing to prepare. But above all, the judge concludes what we already knew, that every single loss of life that night was avoidable. Human life was never a priority and we lost friends, neighbours and we lost friends, neighbours and Loved Ones in the most horrific way through greed, corruption, incompetence and negligence. The recommendations published today are basic Safety Principles that should already exist, highlighting how the governments role, duties, and obligations have been Hollowed Out by privatisation. Where avoids were created, as the government outsourced their duties, wingspan, centex, and arconic fills the gaps with substandard and combustible materials and were allowed to manipulate the Testing Machines Fraudulently and knowingly market their products are safe. We today sent a message to Keir Starmer and his government. This country has been failed by governments of all political persuasions and our expectation is your government will break old habits and implement all the recommendations made by Sir Martin Moore Bick s report without further delay because the time to address this is already three decades too late. For the report to be worth anything, it must be, and bring systematic change. To prevent another tragedy like grenfell, your government needs to create something that does not exist, you must become a government with the Power And Ability to separate itself from the Construction Industry and corporate lobbying, a government that prioritises and tackles the glaring structural injustices and social and racial inequalities of the people you serve. You must now, finally make this the Turning Point for you and britain. To the crown prosecution service, it is now on you to deliver justice and bring charges to those culpable for the death of our Loved Ones. We want to thank the public for their continued support of the aggrieved survivors and the grain Grenfell Community, and you worked there for as when it happened and we asked you to continue to stand for what is right and holding those responsible to account. Finally, to be 50 for Adults and 18 children whose lives were cut short in the most violent way, we must never give up violent way, we must never give up Fighting Forjustice violent way, we must never give up fighting for justice for you, and you will forever be in our hearts. Finally, to the 50 for Adults and 18 children. To the 5a Adults. 50 for Adults and 18 children. To the 54 Adults. To the 54 Adults. That is natasha to the 54 Adults. That is Natasha Alcock to the 54 Adults. That is Natasha Alcock from to the 54 Adults. That is Natasha Alcock from the i Natasha Alcock from the Grenfell United group and i hope to be speaking to her in a little while, calling on the government to take action, and she said the community had been let down by previous successive governments and she said to Keir Starmer, our expectation is your government will break from this and separate yourself from this and separate yourself from the Construction Industry and lobbying and she also said that basic safety and suppose which the Grenfell Community were let down by should already have been in place and should already have existed. That is the statement from the Grenfell United community group. Basic Safety Principles. We are just detailing the second part of this public inquiry into the Grenfell Fire Tragedy and we heard from Natasha Alcock from the Grenfell United group as well who said, to the police and the crown prosecution service, it is now on to you to deliverjustice. We have been hearing from the met police and let me just tell you a bit about what they have been saying as well as what the Prime Minister, sir Keir Starmer, has been saying. We are expecting to hear a statement from the Prime Minister after Prime Ministers questions. But he is saying this is all about the people and his thoughts are wholly with the people of grenfell today. He said, i hope Sir Martins report can provide the truth they have sought for so long and it is a step towards the Accountability And Justice they deserve. In a statement to parliament, he said, the government will carefully consider the report and its considerations to ensure such a tragedy cannot occur again and i hope those outside government will do the same. And from the metropolitan police, also, assurances that they will work on the detail of this inquiry and they say they have to go through It Line by line, match it to the evidence they have, and they acknowledge it will take some time, that that process will take a longer time then the relatives would like. I looked happening in the last Half Hour and we will hear more from the relatives about their reaction to it throughout the rest of the day here on bbc news, as well as from the organisations that had been named, and some of the phrases i picked out earlierfrom Sir Martins reports, and i am not prescribing these to any particular company or organisation, but this is to give you a general view of the reports, he talked about a chronic lack of leadership and a manipulation of the processes, of appointing an architect, incompetence and greed, giving you a flavour of what Sir Martin and his team are saying and we source huge emotion from one of the panel, thouria istephan, who said the inquiry is ending but the journey of the people of grenfell who have been affected continues, and she said, we wish them strength. Do stay with us here on bbc news. We are expecting Prime Ministers questions in the next few minutes and we will hear more reaction from the government. You are watching bbc news. Terrible fire at Grenfell Tower~ if you moments ago, i read out that statement from the Prime Minister but we are expecting to hear more from him later. Yes, a statement from the Prime Minister at 12 30pm about the Inquiry Report and he will have to respond to some really serious and significant criticisms in the Grenfell Tower report about the way the government, over decades, really, addressed the issue of fire safety, going all the way back to the 1990s, questions raised about why action was not taken after previous fires. Real criticism of the government was Mac Agenda under the coalition after 2010. Yes, the coalition after 2010. Yes, the Prime Minister will have two address all of that in his statement at 12 30. Before that, i would statement at 12 30. Before that, Iwould Be Statement at 12 30. Before that, i would be surprised if theissue that, i would be surprised if the issue doesnt come up in some way at pmqs. I am sure all the different parties will want to give their thoughts on what we have heard this morning from the inquiry. It wont be the only issue that comes up. This is the first pmqs since the summer break, a lot of big questions about some of the big decisions, including that controversial decision to remove Winter Fuel payments for millions of pensioners. I think that will come up over the next half an hour but the shadow of 0livet is that inquiry into the Grenfell Tower tragedy this morning and that will dominate the rest of the day at westminster. The Prime Minister making a statement after pmqs when we were here the governments full response to some of those serious criticisms that have
