On seven october, with the un saying more than 650 palestinians have been killed by israeli soldiers or settlers there. Israeli officials say that during the same period, at least 19 israelis have been killed in palestinian since 1993, control of the West Bank has been divided across three zones where there is either full control by the palestinian authority, partial control shared with israel or where israel is in full control. Unlike gaza, hamas has no control there. Overnight, israeli forces simultaneously went into the cities ofjenin, tulkarm, nablus and tubas, on a scale that hasnt happened for decades. Israel says its been conducting a Counter Terrorism Operation with Foreign Minister, israel katz, describing the situation as a war that must be won. A senior palestinian official has accused israel of trying to escalate the war in gaza, warning of Dire And Dangerous results the Palestinian President , Mahmoud Abbas has cut short a visit to Saudi Arabia because of the attacks. Our Middle East correspondent, lucy williamson, sent this update from jenin. It was a message of force, delivered quietly at first. Israeli soldiers seeking their Targets Street by palestinian street. At dawn, hundreds of troops backed by Armoured Bulldozers arrived in the Refugee Camps of tulkarem, nablus, tubas, jenin, home to armed palestinian groups and unarmed civilians. At least nine palestinians have been killed. Hamas says six of them were its fighters. Masoud najjar said he was injured when he opened the door to his house after some young men nearby asked for water. Translation we felt like something came down on us from the sky and there was an explosion. I was unaware of what was going on. When i put my hand on my chest, it was all shrapnel and blood. Injenin, Army Vehicles surrounded the citys two main hospitals. Ambulances stopped and checked by militaryjeeps. Israels Foreign Minister said iran was financing and arming groups in the West Bank, describing it as a war for everything that israel must win. The idf and our Security Forces are operating in tulkarem, jenin and other places from which murderous attacks have been launched. We will fight to eliminate terrorism wherever it emerges. Israels army has been targeting the same areas in the same cities, week after week for the past ten months, determined to dismantle the armed palestinian groups based here. Now its launched a wider, more coordinated operation across the West Bank on a scale not seen for 20 years. Arriving injenin today, the West Bank head of the red crescent. Youve had ten months of these sorts of incursions. How worried are you by whats happening today . Im very much worried because it seems theres a new stage. Theres a new, er. They are escalating, scaling up their operation. When they talk about evacuating civilians and using the Air Force to bombing the camps. This reminds us of gaza. Explosion. Tonight, explosions and gunfire injenin s refugee camp. This city full of unmarked battlegrounds, roads and alleyways where armed palestinians test the armys control. Lucy williamson, bbc news, jenin. Yossi mekelberg, associate fellow with the middle East And North Africa Programme at chatham house, gave us his analysis. The fact that iran is involved with part of the Axis Of Resistance in supporting militant groups is not a secret. But the Big Question is how much they are actually involved in the West Bank. How much outreach they can they can have in the West Bank, whether they support ideologically, support financially, support with weapons. But in many ways, this is the easiest claim for israel to put forward in order to carry out such an operation. The Big Question is why israel is in this position. Its the occupation of more than 57 years. Its the lack of political solution. Bear in mind that places like Tulkarem And Jenin are, according to the Oslo Agreement, part of area a, which is supposed to be under complete palestinian control. But there is no respect for palestinian control of any part of the West Bank any more. And we know if there was any area that had been successful in the Oslo Agreement is the Security Cooperation between the pa and israel. And right now israel is taking unilateral steps to deal with this militancy. But it doesnt deal with the root causes of militancy in the West Bank, which is the lack of a political solution. So you think this action might destabilise that cooperation . I think potentially the fact that the president of the of the pa decided to cut short an important visit to riyadh shows the gravity of the situation. And i think israel by its unilateral decision, undermines not only the cooperation but also the pa itself. Maybe its part of a grand plan to bring the pa down, but whats next . We know that there are elements within the israeli government that would like to bring down the pa and to annexe next the West Bank, as we could see from what happens in gaza. This makes the situation only worse. You may have heard my previous guest talking about the potential for evacuations, and whether that would leave space for more areas to be cleared for settlers. Do you think that that might be a potential outcome, a likely outcome of this action . I think the very mentioning of of evacuation and compare it to gaza, which is the terrifying idea that going to replicate even to a certain degree, what happens in gaza, where people have been evacuated four or five and six times from place to place and promising them security that they never enjoyed for the last nearly 11 months. The idea to replicate it in the West Bank, and then potentially giving the opportunity to the settler to push more settlers, sorry, more palestinians from their land followed by probably more outposts. This is quite a scary thought, which i think the international community should address. Discussing whether if there are evacuations of palestinian occupied West Bank that more territory might be taken over by israeli settlers. The us has announced a new raft of sanctions targeting israeli Settler Violence in the occupied West Bank. Lets speak to our State Department Corrrespondent tom bateman. Just tell us exactly what the sanctions are and who or what they are targeting. Its sanctions are and who or what they are targeting. They are targeting. Its a new list of sanctions they are targeting. Its a new list of sanctions released they are targeting. Its a new list of sanctions released Byl List of sanctions released by the us State Department for the sanctions both one entity and an individual as part of a package of measures that the us government has put in place over the last few months, which are designed to try to stem the really growing amount of Settler Violence in the occupied West Bank. These in particular target nongovernmental organisation and an individual. In terms of the organisation this is a group that supplies volunteers to the so called hurting operations in the West Bank. These are really where settlers use grazing animals to take palestinian land and then once they are on the land to intimidate and violently attacked palestinians for the and try to drive them from their homes. That group sanctioned by the us now. Any individual i mentioned was described as a Security Coordinator in a Settlement Thatis Coordinator in a settlement that is a very extremist settlement from which many attacks on palestinians have emanated. That individual also sanctioned. I think the significance of these is that it is a sort of ramping up of the types of organisations and people us is now sanctioning. In both cases this group has received funding from the israeli government put up the individual is effectively in a public employee because paid by the settlement regional councils, which comes from Public Funds in israel. And so this is the us government acknowledging the link between the israeli state and Settler Violence in this case. Having said that, we still havent seen a situation where members of the israeli parliament or even ministers have have deep connections with some of those groups, those seem to be off limits so far for us sanctions. Briefly, presumably the us will be keeping a close watch on the situation in the occupied West Bank to see if there are evacuations of palestinians, to see if some settlers might use that to take over more territory. That to take over more territory that to take over more territory. That to take over more territo. ~. ,. , territory. We heard that threat from israel territory. We heard that threat from israel foreign territory. We heard that threat from israel Foreign Minister. Territory. We heard that threati from israel Foreign Minister to an effect try to expel or forcibly displaced palestinians from their homes as part of the Military Incursions were seeing going on for the ferry are described as evacuations by him in the situation under International Law would not see it as such it has to be under very specific conditions for people to live in hostility. I think those are not met at all in terms of what were seeing. They will be a great deal of concern about that threat that is being raised. In terms of the wider context, of course these things are linked for that are not sure about the timing of this announcement by the us. I dont think that sanctions are particularly came on today because they would have been many weeks in the making to prepare this particular list of sanctions. Tom bateman, thank you. A reminder of them breaking news from the fbi, officials they are saying that the gunman who tried to kill Donald Trump mounted what they described as a sustained and detailed effort to attack a major gathering of some sort before deciding to target the republican president ial candidate. You remember that happened at a in pennsylvania injuly. Officials said Thomas Kirks who is 20 search more than 60 times for information about the republican president ial candidate as well as his rival democratic president Joe Biden before registering for the Trump Rally in earlyjuly. That is coming into us as the fbi continues its investigation into that shooting. On his first official visit to germany since becoming Prime Minister, Sir Keir Starmer says a reset of relations with the European Union doesnt mean reversing brexit. He was speaking after talks with the german chancellor, Olaf Scholz In Berlin, saying he wanted deeper cooperation between the two countries. The two men agreed a new treaty, covering science, technology, trade and business, but Sir Keir said he had no plans for a youth mobility scheme, which could give young people in the eu, the right to live and work in the uk. Henry zeffman, is travelling with the Prime Minister and sent this report. Clearing the way for something new. The Prime Ministers first official visit to germany, with early steps towards greater unity. The launch of talks on a treaty between the two countries, encompassing trade, defence, Migration And Plenty more. A new agreement, a testament to the Depth And Potential of our relationship with deeper links on science, technology, development, people, business, culture. A boost to our trading relations. The german chancellor was notably promising too. Translation i am happy about the Announcement L by Keir Starmer to seek a reset in the relations to the European Union. We want to take this hand which has reached out to us. The uk has always been an indispensable partner when it comes to solving the big issues affecting all of europe. Both the Centre Left leaders who entered office after long periods of conservative dominance, Keir Starmer and Olaf Scholz are comfortable and each other s company. The Mood Music here unquestionably good, Sir Keir Starmer talking again about a reset with the relations with europe in general and germany in particular. How much is possible without altering the fundamentals of the Post Brexit Settlement . A quick visit to Siemens Energy this afternoon. The Prime Minister adamant that on the Single Market and Customs Union, nothing will change. Free movement, too, even though some in europe are pushing for a deal to make it easier for young people to move between the uk and the eu. Olaf scholz lamented a massive decline since brexit in contact between germans and brits. And then to paris, not just the paralympics but President Macron too. For our political leaders at least, contact between Britain And Europe is only intensifying. Lets speak to our political correspondent david cornock. Its looking at all sorts of areas science, technology, Defence Cooperation and of Course Business and the economy. The question is as henryjust put it there, with germany at the heart of the eu and obviously in the eu Single Market and Customs Union there is limited room for manoeuvre. Keir starmer having to address an audience at home that may hear the Word Reset as rejoined. He was quite clear today talking to Reporters Today he said the government wants to reset relations with europe but that does not mean reversing brexit or re the Single Market or the union. The does prompt a question about how realistic it is for an ambitious treaty when you cant really fix the overall parameters that govern the Uks Relationship with eu countries. It was very interesting to hear the positive words from Olaf Scholz. Im not sure about the translation but he came through as reset and welcoming the uk reaching out in a different sort of relationship. Really trying to fix the Post Brexit Relationship in the Run Up of course to a time in the next year or so when that initial Exit Agreement will be looked at again, in terms of how it works. Both france and germany really seeing it as in Everyones Interest to develop better relations with the uk three years after it formally left. A race against time to salvage an Oil Tanker attacked by houthi rebels in the Red Sea. And paris promises another games to remember as the Opening Ceremony of the paralympics gets under way. Around the world and across the uk. This is the World Today on bbc news. The pentagon says a tanker which was attacked by houthi fighters in the Red Sea appears to be Leaking Oil and could cause an environmental catastrophe. The greek flagged sounion has been on fire off the coast of yemen since last week. A spokesman said tugs sent to salvage the vessel had been threatened with violence by the houthis. The ship is carrying more than A Hundred And Fifty Thousand tonnes of crude oil. If a major spill occurs, it could be among the largest ever recorded from a tanker. Heres Pentagon Spokesman patrick ryder. M V Sonya now sits immobilised in the Red Sea, where it is currently on fire and appears to be Leaking Oil, presenting both a navigational hazard and a potential environmental catastrophe. Although the houthis have claimed that theyre conducting these attacks in support of the palestinian people, their actions prove to the contrary. In fact, these are simply reckless acts of terrorism which continue to destabilise global and regional commerce, put the lives of innocent civilian mariners at risk, and imperil the vibrant maritime ecosystem in the red Sea And Gulf of aden. The houthis own back yard. Us Central Command continues to actively monitor the situation, and is coordinating with other maritime partners in the region to determine how best to assist the vessel and mitigate the potential environmental impact. Maritime analyst Martin Kelly told me what risks the vessel faces. The houthis have got a range of drones and missiles and unmanned boats which are capable of preventing further attacks. And so its the responsibility of militaries operating in the region to provide some sort of Air Defence so that Salvage Vessels can get close to the vessel, extinguish the fire and make an assessment on how best to salvage this reunion. So youre talking there about quite an extensive defence strategy, arent you . Because doing that Risk Assessment is clearly going to take time, isnt it . Yes, absolutely. And there are a wealth of military vessels operating in the area that are capable of providing Air Defence and surface defence. Amongst them are operation prosperity, guardian and the eu mission, which has conducted more than 300 transits where they have prevented vessels from being hit during transit of the red Sea And Gulf of aden. And then potentially, how long could it take to try to contain this, or to deal with any oil that has spilt . This would really depend on the state of the vessel. And so the first thing that we should do here is get somebody on board and take a look. However, the consequences of this are catastrophic. You referenced the Exxon Valdez Incident in 1989. This could be four times the scale of that incident. Paris is promising a games to remember as it gets ready to host the 2024 paralympics. The Opening Ceremony has just begun. These are live pictures from a Paris Fan zone. It will be focused on the place de la concorde. Sporting events begin on thursday with the first of the 549 gold medals up for grabs. The games which open to a half weeks after the highly successful olympics will run until september the 28th. This is the fan zone. Organisers estimate 50,000 people are watching this Opening Ceremony. In that they will see around four and half thousand athletes from around the world taking part in a parade that has been described as a peoples parade, travelling past some of pierces most iconic landmarks. Theres a lot more detail about the paralympics on our website. Its that time of year, the last wednesday of august, when the Spanish Village of bunol becomes the scene of one of the worlds most Famous Food fights. Locals and an estimated 22 Thousand international visitors gathered to take part in this years la tomatina festival, involving around 120 tonnes of ripe tomatoes. Its said to have originated from a spontaneous fight among villagers in 19115. It was banned for a while in the 1950s at the height of francos dictatorship, but survived to gain popularity across spain and further afield in the 1980s. Do stay with us here. Much more to come. You are watching bbc news. Hello there. Weve certainly seen some contrasting Weather Conditions across the country today. Out to the west, its been cloudy and often wet once again. This was chorley in lancashire this morning, some of the rain really quite heavy, clearing away to some drizzly, murky conditions. The best of the sunshine, well, high cloud, yes, across East Anglia and south east england, but thats where we had the sunshine and the warmth. In fact, Temperatures Peaking in the high 20s by the middle part of the afternoon. Probably too hot for many of us, but as those Weather Fronts that brought the Rain Sink south and east, no rain on it, but theyre going to introduce fresher air as they move through overnight. So on thursday morning, then, well start off with a lot of sunshine and just a few scattered showers across northern england, northern ireland. Showers more frequent into scotland, moving from west to east through the day. Top temperatures between 14 19 degrees here, but we should see temperatures at 23 celsius, so a little bit more pleasant perhaps across southeast england. Now, as we move through thursday evening, those showers will tend to fade away, perhaps just clinging to the far north of Scotland Clearing skies, thats going to allow those temperatures to fall away into single figures. Maybe a little bit misty and murky as well first thing into northern ireland, southwest scotland. But on the whole, we keep that quieter theme of weather. Friday will start off dry, settled with some sunshine coming through. Cloud will build up through the day, but it should be largely dry for many throughout the day, and temperatures will once again range from 15 19 degrees in the north, perhaps 20 23 celsius across parts of england and wales. High pressure is going to stay with us as we move into the weekend. It will start to drift its way north and east, allowing the Wind Direction to come in for more of an easterly that could push in more cloud off the north sea. Certainly a fresher feel on those exposed east coast, and perhaps not as sunny as it has been, so sheltered western areas seeing the best of the sunshine and a dry day for scotland and northern ireland, and as a result, a little warmer as Well Highs here of 22 degrees. Second half of the weekend looks quite promising. Again, that High Pressure still likely to pull away, but we keep that drier theme, and thats going to hold those Weather Fronts out in the atlantic. So, dry settled and sunny story as we continue into sunday, and as a result a little warmer, too.
