Every council in the country has to submit its data, all that data is submitted so every council can be fairly funded. That sets your Revenue Budget. When you sets your Revenue Budget. When you set your Revenue Budget you then have to spend to that level. You only get your council tax in to that level of budget. If you are overspending then you charge more on the council tax. One of the things that not shown at all is all the petty cash income that the councils receive that goes into the Expenditure Side of the accounts. It doesnt go into the income side. In the case of some councils that can be tens of millions. I suspect with birmingham caps that could be hundreds of millions. Thats on top of the Revenue Budget they are overspending on. Furthermore, a council, when it sets its Revenue Budget cannot charge more council tax or less council tax. It has to be a balanced budget. So when you look at somewhere like birmingham, the first thing you have to question are the Chief Executive and Finance Officer who set the budgets, because they are supposed to set a balanced budget for the whole year. They cannot be overspent on it. Something is seriously wrong. And what is wrong is the level of staffing in councils. The level of staffing in councils.
