parliament. "we condemn scott benton for his comments which unjustifiably tarnish the reputation of all mps." some of the quotes which have come from that report into allegations made against the mp scott benton. to discuss this in a bit more detail, we can cross to our westminster newsroom and join our political correspondent harry farley. this is a developing story. what more does this report say? the a developing story. what more does this report say?— this report say? the main headline is that it recommends _ this report say? the main headline is that it recommends a _ this report say? the main headline is that it recommends a 35 - this report say? the main headline is that it recommends a 35 day - is that it recommends a 35 day suspension and what that means for the next steps, crucially, is that rishi sunak could be facing another by—election in a key seat in blackpool south. scott benton won that in 2019 the majority ofjust over 3,000. the report says that scott benton was a serious breach of the parliamentary rules. it recommends a 35 day suspension. what happens next is that mps will have to approve that, it's just a recommendation at this stage. if mps do approve that, scott benton could be recalled as an mp and that would trigger a by—election which obviously is not what rishi sunak once in the build—up to a general election next year. —— rishi sunak wants. election next year. -- rishi sunak wants. , ., , election next year. -- rishi sunak wants. , . , ., wants. tell us a little bit more about scott — wants. tell us a little bit more about scott benton _ wants. tell us a little bit more about scott benton and - best for decades to build normal relations with ukraine, even following essentially a coup d'etat when the candidate was not allowed to come to power when he won the elections. they were allowed a third round although this went against the constitution. this was like a creeping coup d'etat but we accepted. what happens next? he won the next election. so what to our so opponents do? they committed a coup d'etat. here is the problem. despite the tragedy of these events, we have always been seeing that the russians and ukrainians are one people, essentially, and what we are witnessing now is a great tragedy resembling a civil war between the brothers on opposing sides. it's not even theirfault, the brothers on opposing sides. it's not even their fault, the entire southeast of ukraine has all been pro—russian. historically these were russian territories. my colleague is raising the poster saying turkiye, . .. turkiye,... this turkiye, . .. this has turkiye,... this has nothing to do with ukraine, crimea is russian, everyone knows that perfectly well but they started making up historical nonsense, saying that backin historical nonsense, saying that back in the day, vladimir lenin gave those territories to ukraine when the soviet union was established. we accepted that even after the collapse of the soviet union, we were ready to live with that, but the southeast, the pro—russian part was always important to us. during elections, they have always been voting for those. vladimir putin at his annual news conference. it didn't happen last year, this is the first one since his invasion of ukraine, some main points we've heard from vladimir putin this morning, he said that the goals of what he describes as russia's military special operation remain unchanged. he said "there will be peace when we achieve our goals." the president said some 486,000 people had so far signed up voluntarily as contract soldiers on top of the 300,000 people called up last year. he said, "the flow is not diminishing and there is no need at present for additional mobilisation." one key additional point to mention before we bring my colleague in is that president putin also said that he believed his troops were fighting excellently. let's now talk to my colleague from bbc monitoring. there's so much we hearing from president putin and this is such a rare opportunity for journalists notjust in russia, but foreignjournalists, to journalists notjust in russia, but foreign journalists, to ask him what they want. foreign journalists, to ask him what the want. ., , foreign journalists, to ask him what the want. . , . , foreign journalists, to ask him what the want. . . , they want. that is correct but so far it has been _ they want. that is correct but so far it has been so _ they want. that is correct but so far it has been so familiar. - they want. that is correct but so far it has been so familiar. putin yet again justified his so—called special military operation against ukraine by saying that russia has been forced to start after trying to negotiate with people who he said had carried out a coup in ukraine, and yet again questioned ukraine's very identity by saying that russians and ukrainians are one people. he questions ukraine's territorial integrity by saying that odesa, a city in southern ukraine, is a russian city. he claimed that crimea, which is a region of ukraine annexed by russia in 2014, was a russian region, and all these remarks are going to incense ukrainians. some of what he said, it doesn't sound true at all. he said that the russian speaking east of ukraine has always been pro—russian but as the past years have shown, a lot of fighters in the ukrainian army are russian speaking so that is questionable from the point of view of veracity as well. he questionable from the point of view of veracity as well.— of veracity as well. he also talks about the international - one third of hospitals are functioning in gaza, fewer than 12. even primary health care centres have been taken out of action. it's completely impossible to save lives any more. ambulances are not functioning, the civil defence which usually digs people out of the rubble is unable to do itsjob. we just can't get supplies into hospitals that are needed to really there are very tiny number in the south of gaza that are still emergency room services. more and more of the hospitals across gaza being systematically dismantled by the military action that is taking place. hospitals are supposed to be a haven under international law, they are supposed to be protected, and what we are seeing in this horrific conflict as they have become battlefields themselves. for the patients they are, it's absolutely terrifying. it's also completely unacceptable and we are unable to sustain human life in this situation. we've got trucks of medical supplies waiting to get into gaza. when they do get in, we cannot even get them to all of the hospitals in need because the israelis won't let aid supplies across the front line. there was a convoy a couple of days ago that ran to the north to try to take medical supplies to some of the hospitals. evenit supplies to some of the hospitals. even it came underfire. there supplies to some of the hospitals. even it came under fire. there are desperate people, children, women, people in intensive care who need to be kept alive and we cannot do that. from the hospital, we are hearing this morning that some of the patients have started to die because medical staff are rounded up and detained by the israeli military. just briefly before we let you go, is any significant aid crossing from the rafah crossing into gaza from egypt? the rafah crossing into gaza from e. t? , the rafah crossing into gaza from e, -t? , ., ., , the rafah crossing into gaza from e, -t? i. ., ,., the rafah crossing into gaza from e. t? ., ., the rafah crossing into gaza from egypt? tiny amounts of aid are caettin egypt? tiny amounts of aid are getting in- _ egypt? tiny amounts of aid are getting in. yesterday _ egypt? tiny amounts of aid are getting in. yesterday 100 - this is a strong piece of legislation, most legal experts and formerjudges have said the legislation is incredibly strong, it is effective and will work. the key now is to get it on the statute books. the question is for everyone who is trying to block that happening, first and foremost the labour party. we want to stop the boats and tackle this problem. they are already down by one third, we got more to do. the labour party, to a person, voted against this legislation. the question is, why don't they want to stop the boats?— question is, why don't they want to stop the boats?
