and is suella braverman�*s critique of the police reasonable? chris mason, bbc news, at westminster. so is there any evidence of bias in policing of different protests? our home affairs correspondent daniel sandford is here to take a look. thanks, reeta. saturday — when the march which started this row is due to take place — is armistice day, the day we mark the end of the first world war. at 11 o�*clock there will be a ceremony at the cenotaph in whitehall. so at the police�*s request the organisers are avoiding westminster. they�*re starting their palestine solidarity protest at hyde park at midday, and are then marching to the us embassy. the law that allows police chiefs to stop marches is section 13 of the public order act of 1986. it says the head of the metropolitan police can ban a march — with the home secretary�*s consent — if there is a risk of it "resulting in serious public disorder". but in this case sir mark rowley didn�*t feel he had the evidence, because previous marches in the last month have gone off relatively peacefully, so he didn�*t go for a ban despite the home secretary�*s entreaties. but political protests have been banned in the past. a whole series of far right edl marches were banned between 2010 and 2012. that�*s where suella braverman�*s allegations of bias come from. is it one rule for the left and one rule for the right? well, at that time there had been a number of previous edl protests which had turned violent, so there was a reason for police to push for the ban. and the man who recently stood down as the chief inspector of constabulary says he has seen no signs of bias this week. under this commissioner, the policing i think is very evenhanded. i think it has been under previous commissioners as well, and therefore i think the accusation of having favourites and partiality is misconceived and ill—advised, and should not have been made. in her controversial article arguing that police were "playing favourites", suella braverman also highlighted the differences during the covid pandemic between how anti—lockdown protests and black lives matter protests were policed. and this is a more uncomfortable comparison for scotland yard because statistics show that in london many more people were arrested for breaching covid regulations at anti—lockdown protests than at the main black lives matter demonstrations, even though some of them were happening at around the same time. so, why didn�*t sir mark rowleyjust do what the home secretary asked and ban saturday�*s march at her request? well, he thought that would be unlawful. and injuly, suella braverman herself renewed the rules under which forces work — which say "the operational independence of the police is a fundamental principle of british policing". daniel, thank you. let�*s speak again to chris mason. is suella braverman going to survive this? that is the big question for the two reasons we�*ve been exploring. her views and her vocabulary, and the frequency with which she is grabbing attention, and so irritating quite a lot of her colleagues whilst delighting some others. why then is the home secretary saying all of this stuff? she does aspire one day to lead her party unpleasing those who might make that happen does matter, but there is a more simple, straightforward reason, which is that she believes what she is saying. it is her authentic view and has been for a long time. then there is the question about her undermining the prime minister and downing street today was clearly livid at that whole business of the article appearing with words in it that downing street did not want to see in it. so what does the prime minister do?
