need to do more by helping to slow economic activity. the fed will make its next decision on november one. the biden administration has widened the range of advanced artificial intelligence chips that cannot be sold to china. the move was seen as a further step in the battle between washington and beijing over access to what's known as dual—use technologies that can be used in military applications. jason oxman is the head of a global association for the tech sector and he says trade policies on computer chips need to take into account both national security and market needs. china is a large economy, it is the second largest population on the planet, and it is an innovative economy but at the same time states has expressed legitimate national sequence —— security concerns about provisioning the next generation of semiconductor technology to china. what we are concerned about striking a balance between the legitimate national—security interests and ensuring there is economic opportunity for natalie us semiconductor companies but worldwide companies that are investing in manufacturing capability in the us and want to be sure they have the opportunity to export semiconductors around the world. 50 export semiconductors around the world. ., export semiconductors around the world, ., ., export semiconductors around the world. ., ., export semiconductors around the world. ., , ~ ., world. so how do you strike that balance, world. so how do you strike that balance. giving _ world. so how do you strike that balance, giving -- _ world. so how do you strike that balance, giving -- given - world. so how do you strike that i balance, giving -- given everything balance, giving —— given everything we have seen? it is balance, giving -- given everything we have seen?— we have seen? it is an enormous challenge- _ we have seen? it is an enormous challenge. all _ we have seen? it is an enormous challenge. all nations _ we have seen? it is an enormous challenge. all nations have - we have seen? it is an enormousl challenge. all nations have those national—security interests to take account. we have asked the biden administration to focus on separating out those legitimate national concerns from economic concerns and the way to do that is to focus on what the semiconductors are being used for. what the biden administration has made clear is that the ones used for military technology, those cannot be exported, but for consumer uses or other types of use, those kind of semiconductor can be exported to china. so it's really a detailed analysis, we have asked the administration to work closely in partnership with industry to make sure the rules are defined. the new rules you referenced were a refinement of rules that were first issued in october 2022 of the administration has been adding on additional rules in the months in between. so really looking for a refinement to make sure that legitimate uses are still permitted. china is facing severe economic challenges, do you see the strategy changing given the kind of economic environment that is there in china? the biden administration has made clear they are not looking to handicap china's economy in any and i do think we have an opportunity with the upcoming period of time if president biden and president xi can connect will burn the band president xi can connect will burn the hand there and explain the purpose of this import controls, i think that will go a long way to addressing those concerns that have been raised that they're being used to address china's economy and not to address china's economy and not to address china's economy and not to address those national—security issues. the administration has made clear that is not the goal but i think there is a more solid communication effort to be made to make sure to transmit that information and so that when china drops policies of its own, we don't get back and forth in this retaliatory stance that is not good for either economy. in the past few years, events such as the pandemic, the ukraine war and trade and geopolitical tensions between china and the us has led companies to re—think their supply chains, and in the process, redraw the map for global logistic operations. companies like dhl are at the forefront of this. i have been speaking to oscar de bok, ceo of dhl supply chain, who explained how the company is responding to these changes. if one thing has been clear over the past three or four years, it is that supply chains had to be ready every time for the unexpected. that is the trend you actually see at this moment, because our customers want to make sure they're not going to be dependent on one single market, one single continental country for key components of their products. so we asked dhl have to stay close to our customers there and make sure that we are able to provide that flexibility, that capacity in those key markets. so we were discussing today, that's why we have been investing specifically in southeast asia and also following the investments we have made in mexico, investments we have made in mexico, in india along similar reasoning of making sure that our customers are ready to source the products from more than one single market. you have talked _ more than one single market. you have talked about china plus one on you're sitting south—east mexico and india is focus on building some sort of operational centres and expanding the supply chain options. can you tell us more about how you're to do that? , , . . tell us more about how you're to do that? ,, . . ., , , that? some specific examples in southeast asia, _ that? some specific examples in southeast asia, if _ that? some specific examples in southeast asia, if you _ that? some specific examples in southeast asia, if you visit - that? some specific examples in l southeast asia, if you visit penang today, you can clearly see the huge investments being made there by the telecom industry and the fast growth you see over there, that's also where one of the areas where we have made large investments to be sure we can help our customers to grow specifically there, to not only make their investments in the production sites but also their supply chains are working towards that end from there as well. let's turn now to sri lanka, because the international monetary fund says it has reached agreement with the island nation to release some $330 million in financial assistance. that's the second tranche in a $3 billion loan aimed at helping sri lanka recover from its worst—ever economic crisis. the release of the funds is subject to approval by the global lender's executive board. now let's turn to india, because the imf has released its latest asia pacific regional outlook report, showing the country's contribution to global growth is set to go up in the next five years. here's our india business correspondent archana shukla explaining why. consumer spending has been the biggest growth driver for the world's most populous nation. it has been better—than—expected according to the imf and that along with increased infrastructure spending, most of which has been coming from the government sector, has pushed up growth. the i'mma contains india and china will drive half of the world's growth this year and next and its director of the asia apartment that i spoke to in mumbai added that in the next five years india's contribution to global growth will grow up to 18%. it is currently 16%. the imf expects even china will continue to grow in this spirit. this adds to the growing discussion on whether india can overtake china as the global growth driver at a time when chinese economy is slowing down and companies want to diversify out of china and india, aiming to benefit from this move. this week in a report barclays said it will take just five years of study growth in india to become the leader. whereas in stark contrast, hsbc says india's investment and consumption are too low to overtake china and even 18 years. despite this debate, the imf says india continues to be the bright spot in global economy, but there are potential risks. inflation has slowed down, monsoons affecting food prices is still a worry. if the war in west asia pushes prices higher, india being a large importer could suffer, and this is an election year where government spending is already going up, and continuing high interest rates would hurt businesses too. and before we go — the us market is all closed in the right, as you can see. —— the us markets. obviously response to what we heard about the us interest rates will remain at a 22 year high. and that's it for this edition of asia business report. you can find more updates on the bbc news website. thanks for watching. hello. storm babet continues to bring hazardous weather, not least because of the amount of rain that is falling. a red warning from the met office covering
