secretary is in egypt's part of a diplomatic tour, as we see actors coming to the region hoping to avoid escalation in the conflict and hoping to get and help aid to palestinian civilians inside the through rafah, the un has reported that a minimum of 100 trucks of humanitarian assistance are needed in order to support the 2.3 million civilians, men, women and children living in gaza. it's also important to note that once that aid arrives inside of gaza, there need to be assurances that humanitarians that are working to distribute the aid throughout the gaza strip will be protected and safe from bombardment, as well as ordinary civilians who are trying to access that aid, that they will also be protected and not targeted while seeking it out. absolutely. i mean, the un is involved actually handing out direct aid on the ground. the norwegian refugee council itself that you work for, what is your role in gaza? well, we have been working in gaza for 15 years. as of october the 7th, our operations in gaza had to be suspended because we need to ensure that our 5a staff on the ground could take care of themselves and ensure that they and their families were safe. unfortunately, we have already had colleagues in gaza who have lost family members, including one member who, just a couple of days ago, lost her only son after an israeli air strike on the house they were staying in in rafah was targeted, after their house was targeted in an israeli air strike. in terms of what we are able to do from the outside, we have been able to send some amounts of cash to palestinians in need in gaza, but this is only a very small window of time that we're able to provide this type of essential service and cash assistance. once there's nothing left, cash will do no diverts any of those humanitarian supplies coming into the gaza strip. but practically, on the ground, how can that be ensured and how can that be avoided? well, humanitarian organisations such as nrc have been working on the ground in gaza for years, and we have always ensured that we don't work with hamas on projects or make contributions to hamas. all aid that we provide is heavily monitored to ensure that there is no aid diversion. and we make sure that all of our assistance complies with counterterrorism laws and that we have due diligence in place to ensure aid is not diverted. i know we are able to do this, in part, by relying on advice and experience of other ngos also in contact to ensure we are adhering to best practices and making sure aid does not get diverted. i was speaking to hear the, and we've just had figures in from the palestinian health ministry. they say since israel began its aerial bombardment following the unprecedented attacks on the sub of october, 3500 palestinians have been killed inside gaza. 12,000, more than 12,000 injured. i'm following unrest and clashes in west bank, in palestinian towns, 69 people killed, including one woman, 22 children, rafah crossing, the border between gaza and egypt, to be open to allowing an initial convoy of 20 trucks of aid. it won't be until at least tomorrow. how urgently is the aid needed? desperately. the situation in gaza can really be characterised as catastrophic. you mentioned the number of deaths, the number of injuries. it is almost 1000 injuries descending upon hospitals in gaza each day. to those figures i would add we've got upwards of1 million people displaced, housed in overcrowded settings. desperately short of water and fuel and food. hospitals have really taken an enormous hit. four of the 35 hospitals in gaza are non—functioning. most of the others are only partially functional. only two thirds of the clinics on functional. all the supplies and equipment that hospitals were quire to function or in very short supply. staff are exhausted. it is a desperate, desperate situation. the aid can't get there soon enough. israel says in its aerial bombardment, it is targeting it is targeting hamas infrastructure. but the civilian cost is so high. these 20 trucks, if they make it in as of tomorrow, it isjust 20 trucks, if they make it in as of tomorrow, it is just a 20 trucks, to something we were looking at yesterday, the explosion in an overcrowded hospital which took place on tuesday night. there are still conflicting claims of the explosion. israel says it wasn't responsible for the air strikes, that it was a malfunctioning rocket by a militant group aimed at israel. palestinian leaders insist israel is to blame. you can see on the map where the hospital is located in gaza city. here this footage shows what appears to be the courtyard of the hospital in flames. we've established that is what it is. the tv station was broadcasting live. you can see bright lights. israeli forces has said there was a failed rocket launch by the singing militant group. you see a bright flash. our verification teams have looked at these images, and we can see from these images, and we can see from the shape of the rooves this was the main courtyard of the hospital. now, another thing we have been looking at is daylight images of what it looked like. you can see quite a lot of fire damage. most of the buildings surrounding it are less damage, and you can see a relatively small crater. we've shown these images to several weapons expert, and whilst a covenant come to a conclusion, they said if the explosion had been caused by a bomb normally used by israeli forces, the crater would have been bigger and more damage to the buildings. another way of establishing what hit and causes explosion is by studying missile and fragments at the scene. our team on the ground haven't been able to see any evidence of it. we've also seen this, these are men searching for something inside the crater. the logo on their vests showed they are from the palestinian police. we don't know what they have recovered. the islamicjihad movement said the explosion was caused by an israeli aerial bombing and they say they have the remnants of the warhead as well. we haven't seen any evidence of it yet. what is not in dispute is the very large number of casualties that occurred, according to palestinian officials. we think those were people sheltering in the hospital, sleeping on the grass. to establish the truth of what happened, you need an independent investigation, but in going to be windy wherever you are. but the met office has an amber weather warning out for the strength of wind across north—east scotland, especially close to the coast, we could have gusts of 70 mph, so some large waves. and just under that, you can see another rain warning, and another one across the north—east, where we could have 100 millimetres of rainfall. but it's the red warning area that's giving us most concern. here, we could have up to 250 millimetres of rain and extensive flooding's quite possible — as, indeed, is further disruption. now, as we head through the evening and overnight, the rain continues across the north, it's going to be windy, with gales — even severe gales — across the north and east, and then it looks like a new area of low pressure is going to show its hand across parts of england and also wales. it's not going to be a cold night, though. now, tomorrow, this area of rain across the south—east is still open to question. it might drift a bit further west quicker than we're showing here or slower, so do keep in touch with the weather forecast. but the rain will ease off across scotland. and although it's still going to be very windy, with coastal gales along the east coast, we're not looking at the gusts of 70 mph that we're likely to see today. then as we head on into saturday, well, depending what happens on friday, the low pressure looks like it's going to pull off into the north sea. it will be brighter out towards the west, we'll have further rain across the north of scotland and the wind will still be a feature, but it won't
