militants. the announcement about his visit was made by the us secretary of state antony blinken after late—night talks in tel aviv. antony blinken also said the us and israel had agreed on a plan to allow humanitarian aid into gaza. in gaza itself un agencies have warned of a deepening humanitarian crisis. more than 2800 people have been killed by israeli air strikes. hamas, which is designated as a terrorist organisation by governments including in the uk and us, said it fired a barrage of rockets at jerusalem and tel aviv overnight with sirens sending lawmakers into bomb shelters. a draft resolution at the united nations on israel and gaza failed to pass the security council. western nations voted against it because it failed to condemn hamas. we can show you the scene in gaza, it is just after 11 o'clock there. all eyes on the next stages of what happens next. we can talk now about that with our correspondent anna foster in northern israel. bring us up to date with the night of developments, what's the latest where you are? the us influence — what's the latest where you are? iie: us influence here in israel at the moment is really significant on a number of levels. the fact the us presidentjoe biden will be heading here to carry out diplomatic talks, also planned with israel. it means a lot, notjust in terms of israel's next steps in gaza but also in terms of trying to stop this becoming a war that spreads to the wider region. today people are looking once again at the rafah crossing at the southern end of gaza which would allow some of those many people who have been displaced from their homes in gaza to leave the strip and moving to egypt. yesterday all through the day there were discussions and suggestions that a period of ceasefire might be achieved in order to move some people out but as the day went on that didn't happen. we have seen continuing air strikes by israel defence forces overnight on carter and similarly attacks by hamas militants firing rockets into israel. here on the northern border, there are continued tensions with hezbollah, militant infiltrators coming over the border, trying to plant bombs against the border war, fired on by israeli artillery fire. it shows you that level upon level this war is unpredictable and people are really not sure where it might go next, and particular concerns it could escalate and turn into a larger regional war. our middle east correspondent yolande knell has the latest. israel says it is hitting hamas targets as barrages of rockets are still fired from gaza. but a world leader is heading this way. on wednesday, president biden will visit israel. he is coming here at a critical moment for israel, for the region and for the world. with its military might already on show nearby, the us is worried that events could spiral into a regional crisis. overnight, israel was also fighting against powerful hezbollah militants in lebanon. it welcomes the us support. translation: the visit of - the president of the united states has strategic importance, for the entire middle east and influence in that the most seniorfigure in the united states is coming to israel at a time of war, getting a review of the war situation. also, the different scenarios in the middle east and the steps that will need to be taken. there is also the hostage crisis to discuss, with hamas now saying 250 people are being held in gaza. it is believed they include americans and maybe some of the ten british nationals still missing. the bbc doesn't generally publish hostage videos, but the family agreed pictures from the video could be shown. and the clock is ticking to come up with plans to alleviate the immense suffering of ordinary palestinians. israel put gaza under siege and told one million people to evacuate from the north to the south. this un school is now a shelter. they are a severe shortages of water and food. the un says the situation is desperate. we have seen about a million people move from the north to the south due to the possible threat of israeli intervention in the north. arising out of the taking of those hostages. we need to get aid to those people for two reasons. number one, to make their movements safe to where they want to go, voluntarily. and two, to sustain them while they are there. the hope is that aid can be brought in through egypt's rafah crossing on gaza's southern border. already lorry loads are all ready to enter. and on the other side there are crowds of palestinians with foreign passports, including british families, waiting to exit. meanwhile, israel continues its plans for a wider operation, which it says will eliminate hamas. its forces are expected to launch a ground offensive in gaza soon. the stakes forjoe biden's trip couldn't be higher. yolande knell, bbc news, jerusalem. we can go straight to southern israel to get the latest situation with chief international correspondence lyse doucet. there is a real sense people are waiting for this israeli ground operation into gaza, but day after day it doesn't seem to be happening. what's your assessment of what would appear to be a delay? we assessment of what would appear to be a dela ? ~ ~ , be a delay? we never knew, they wouldn't tell— be a delay? we never knew, they wouldn't tell us, _ be a delay? we never knew, they wouldn't tell us, it _ be a delay? military secret of the highest kind, when they were launch that ground incursion. military commanders don't want to keep that number, more than 300,000 reservists massed along the border, they have to maintain morale, a state of vigilance, but as far as we know the weather has been a factor. there has been heavy rain here, and whether it matters in war, the success of operations. you have to say that this must be a delay as well, the fact the americans and other western leaders are putting so much emphasis on the need to ease the suffering of the civilians of gaza, the need to get humanitarian aid in and get foreign passport holders out. the fact president biden is arriving on wednesday. israel could launch its assault but it would seem unlikely, it would be a huge humiliation for the american leader if that was to happen while he is on the ground here. this may be frustrating for israeli military and political leaders. they gave the impression they were all but ready to go in. we don't know what are the military preparations. we heard several days ago from the idf that they had gone in, probing missions with reconnaissance teams. they will only go in when they are absolutely ready and they know hamas is waiting for them. this will be a very risky operation, especially in the north, risky for israeli soldiers and risky for the many civilians in the north including those in hospitals who haven't been able to leave, who can't leave and who will not leave and who could be and will be in the line of fire. and who could be and will be in the line of fire-— but empty. in bigger cities like ashkelon where there are a lot more modern buildings, in modern buildings in israel for the past few decades there is a law that you need to have a shelter, but in older buildings there is not a shelter in every home so they have to rely on public shelters which might be risky in this time. we were driving around ashkelon last night as the sun was setting and we noticed there were still some cafes and restaurants open. supermarkets and restaurants open. supermarkets and pharmacies have to be open. still there are people staying, perhaps hoping against hope they can weather this. perhaps hoping against hope they can weatherthis. but perhaps hoping against hope they can weather this. but the air raid sirens are going off constantly and once the israeli of the hostages, a young man who was killed in one of the air strikes. and one of those videos that gives both hope and horror to families, a 21—year—old young woman with long blonde hair saying she was being held hostage, she had been injured and her injuries were being taken care of. but she was begging everyone to get her out as soon as possible. herfamily has held a press conference today in and france all voted against. russia has complained that the council is being held hostage by western countries. the result of the voting is as follows. five votes in favour, four votes against, six abstentions. the draft resolution has not been adopted, having failed to obtain the required number of votes. after the vote, the us ambassador explained that the draft*s failure to condemn hamas was indefensible. u nfortu nately, unfortunately, russia's resolution presented today does not meet all of these responsibilities. russia's resolution, put forward without any consultations make no that the mum and a 13—year—old have been murdered and the family await news on their other daughter and that dad. in a statement yesterday about the mother lianne, she had moved from england to work archbishopjustin welby is set to address the ongoing conflict —— where archbishopjustin welby addressed the ongoing conflict in gaza alongside leaders from the muslim and jewish faiths. theirjoint statement aims to promote peace and harmony among different faith communities in the uk. let us speak to now with our faith and ethics reporter harry farley. the archbishop is appealing for the creation of a humanitarian corridor in gaza. the significance of three faiths coming together to make an appeal. yes, we heard from the archbishop of canterbury, justin welby, as well as to other faith leaders who spoke on their communities here, saying they stand against any form of hatred or violence againstjewish people or any other community here. the rabbi and the sheikh spoke of their personalfriendship and and the sheikh spoke of their personal friendship and connections between the muslim and jewish communities here in the uk acknowledging that they sometimes stand on opposite sides and disagree with each other but they called for an end to any kind of hatred or violence against their communities here in the uk in the context of course of all this and the reason these faith leaders felt they had to come out and make the statement is there has been a significant rise in anti—semitic incidents in particular since those attacks by hamas at the weekend before last and the metropolitan police telling us that in the week since those attacks there was 175 anti—semitic incidents and a similar number of offences in london compared to 14 and 12 last year and the metropolitan police also said there had been a rise in the number of islamophobic incidents although not such a significant rise. that is why these faith leaders felt they had to come out and make this statement and make an appeal to any kind of discrimination. two real aims of that, one about promoting peace and harmony and the other being a comment on the humanitarian state in gaza just now with them saying civilians cannot bear the cost of terrorists. "but in the face of a ground offensive in gaza, i plead that the sins of hamas are not borne by the citizens of gaza, whothemselves have faced such suffering over many decades. the price of evil cannot be paid by the innocent. civilians cannotbear the costs of terrorists," he said in a statement. "over two million civilians in gaza, half of them children, are facing a catastrophe. yes, the archbishop of canterbury referring to an anglian hospital —— my anglican hospital. as you say, all these communities we heard from today, the anglican, muslim and jewish communities all have deep ties across the region, particularly in jerusalem ties across the region, particularly injerusalem where there three faith communities meet and they all have called for peace in the region but also peace between communities here in the uk as well. thank you. let's take you to brussels now... a man has been shot dead by police in brussels. the authorities have confirmed his identity as a 45—year—old man. the police has confirmed he is the gunman who opened fire in central brussels on monday evening and killed two swedish nationals. prosecutors are treating the attack as terrorism. a euro 2024 qualifying football match in the city, between belgium and sweden, was abandoned at half—time, and supporters were temporarily held in the stadium. authorities have now raised the alert level in brussels to its highest level. live now to sofia bettiza in brussels. ring is up—to—date. we can confirm one man has been shot dead by police, it happened a few metres away from where i am standing in a cafe in that street which, as you can see, has now been cordoned off and there was quite a big police presence here in brussels this morning. as you said, the authorities have confirmed the identity of the man that was shot dead, he is a 45—year—old man of tunisian origin who apparently was living in belgium in this neighbourhood illegally. the motive, just to remind you about what happened here last night, the gunmen opened fire at around 7pm at night, he had an assault rifle and he shot dead two people in the street and injured a third person. we have seen a video where the man is filming himself and speaking in arabic, he is saying that he killed people in the name of god and the belgian federal prosecutor has seen that video and said they believe that was the gunman. they are treating this as a terrorist attack and they believe that the man was inspired by the islamic state group. for now, thank you very much. that is the very latest from brussels. around the world and across the uk, you are watching bbc news. let's look at some other stories making news. uk wages are outstripping inflation for the first time in nearly two years, according to official figures. the office for national statistics said that regular earnings rose by a near record of 7.8% in the three months to august. that means that wages are now rising faster than prices — for the first time since october 2021. rolls—royce has announced plans to axe up to 2,500 jobs globally to create a "more efficient and effective" company. that's about six per cent of its global workforce. the company, which makes engines for aircraft, is based in derby. it employs 42,000 people around the world with about half based in the uk. humza yousaf is to pledge an extra £300 million to help cut nhs waiting lists by 100,000 patients by 2026. the first minister will make the announcement during his keynote speech to the snp conference in aberdeen. it comes after delegates agreed a new independence strategy. you are with bbc news. welcome back. india's supreme court has ruled against petitions seeking to legalise same sex marriage. the government — led by the hindu nationalist bjp — and religious leaders have been strongly opposed to same—sex unions, saying they are against indian culture. a five—judge bench of the supreme court headed by the chiefjustice of india heard arguments in the case back in april. live now to our south asia correspondent, samira hussain. welcome to you. huge legalising same—sex marriage was something that had to be done by parliament. what it did say is that marriage is not protected under the constitution but for it being free from any form of discrimination including sexual discrimination including sexual discrimination is something that is protected in the constitution and because married couples are able to get a whole bunch of benefits like tax breaks and pension benefits and making medical decisions for their partners, that is something same—sex couples cannot avail themselves of so the supreme court has said that you need to couples in same-sex unions in in this country.— unions in in this country. thank ou. let's return... to the main developments in the ongoing situation involving israel and its war against hamas. the us secretary of state — anthony blinken — says president biden is to travel to israel to show his support for the israeli people. secretary blinken also said the us and israel have agreed on a plan to allow humanitarian aid into gaza in a way that doesn't benefit hamas militants. in a separate development — the un security council has rejected a russian draft resolution calling for a huminitarian ceasefire in the israeli—palestinian conflict. the us ambassador said the draft*s failure to condemn hamas was outrageous, hypocritical, and indefensible. our correspondent rushdi abu alouf who is in the city of khan younis in the southern area of the gaza strip spoke to us earlier. yes, there was three air strikes that killed over 100 people according to health ministry here who said all of them are civilians and those of people who have accumulated from their homes in gaza city in the north and that people thought this area was safe. i was talking to some people here and they said after the strikes, what is the reason for being in a so—called safe area so we want to go back to gaza city. very worrying moment for the people, for more than 600,000 people who are taking this city, khan younis in the south and rafah. 90% of those who are killed are not from that area, 90% of them have had a troubling journey from the last couple of days from their homes in gaza city in the north and came all you way here to khan younis to feel more safe and they were killed according to local authority who said this is a crime and israel are sending people here to kill them. the suffering, tragedy stories are in every corner. every person you meet here, whether a doctor struggling to find a couple of hours to sleep or a businessman who left behind big business in gaza city and is now with his family, has to live in a shelter or a school, you go there and you find a very long queue of people just waiting for hours to get five pieces of bread that is not enough for 50 people, the family that they are with. you see someone begging to buy water in the water is not available. israel is bringing water to the area but there is no electricity to bring the water to the house is so 90% of the houses in southern gaza which accommodates more than two thirds of the gaza strip overall population do not have water, they have to buy water. that was our correspondence inside gaza, in khan younis having moved from the north of gaza, heeding the warning from the israeli authorities. top us diplomat, antony blinken said president biden will focus on securing the release of hostages taken — while underscoring the need to minimise civilian casualities in gaza by hamas. our correspondent david willis gave us this update. president biden as part of this visit will be receiving what's called a classified and comprehensive brief on israel's war aims and strategy. now, of course, a key element of that strategy is thought to be some sort of ground invasion. and it's become clear that given the full throated support for israel's right to defend itself earlier on, the united states has grown increasingly concerned about the possibility of some sort of humanitarian crisis, given the fact that water and food supplies are already said to be running low in parts of the enclave and so on. so part of this meeting today with benjamin netanyahu on the part of the us secretary of state, antony blinken was it's thought to ring some sort of humanitarian reassurances on behalf of the united states and some of its arab allies regarding the possible terms of that ground invasion, if you like, the creation of safe areas for palestinian civilians who obviously do not want to get involved in what's going to be happening there, and also some sort of means of getting humanitarian foreign aid into those who are not involved with hamas. that was the latest from the white house from david willis. just to remind you if you're away from television there was much more detail on what is a fast developing story in the middle east on the bbc live page there with some of the latest updates and we've heard about the humanitarian situation unfolding in gaza and we are told hundreds of lorries with vital supplies are headed to the only crossing in gaza which we've spoken about, the rafah crossing between southern gaza and egypt and it remains for now closed. yesterday there were further israeli air strikes around that crossing and egypt said it will not openly crossing until it is deemed safe to do so and it is hoped that could be one way forforeign do so and it is hoped that could be one way for foreign nationals to be able to leave gaza and for much—needed food aid to make its way in so we are told hundreds of lorries are stationed near the border crossing ready for it to open in the world food programme telling us food supplies in gaza are running very low saying we are stockpiling food. you are watching bbc news. lets talk more about that situation. the united nations says israel's total siege of gaza, cutting off fuel, food and electricity supplies, is causing a deepening humanitarian crisis. it's warning more help is needed to support the hundreds of thousands of palestinians who've moved from the north of the territory, to the south. but there are those who are refusing to leave their homes, saying there's little support and aid for them if they do move. our former gaza correspondent, jon donnison has more. much of the north of gaza looks unlivable. this is jabalia, once one of the world's most densely populated neighborhoods and where those who've survived are clinging on. not far away, abu jaleel is one of them, trying to squeeze the last drops out of gaza city's water system, cut off for days. we will not leave, he says. we can't. even if they destroy our homes, where will we go with a family of five or six? multiple families are now packed into apartments after their homes were destroyed, but they say it's not safe to move south. the bombing is happening without warning, says while el ashi. and if i leave with 50 members of my family, where are we going? —— and if i leave with 50 members of my family, where are we going to get food and water? and this is where people are being told to go. amid the destruction in southern gaza, the homeless and the hungry who fled the north in their hundreds of thousands are trying to survive. "we have nothing that we need to live," says this man who fled south. we're living in a dump, and if we move, we'll die. amid the detritus and with too few toilets, many are fearful about the spread of disease. there's food, but not enough. all this will feed less than 2000 people, says amir. just a fraction of those in need. there are long queues to get bread but it's being rationed. "we've been waiting here since six in the morning," he tells us. just to get food, to feed the kids. "we will run out of flour," the baker says. in two days, maximum. clean water is also in short supply. and all the while, the hospitals in the south, like in the rest of gaza, are overwhelmed with patients. from the old to the very young. seven days. ten days. four days. born amid the chaos less than a week ago. what kind of life lies ahead of her? john donnison, bbc news. we will talk more about the unit share humanitarian crisis —— we will talk more about the humanitarian crisis point here is the senior in brussels, the police presence there after police shot dead a man who killed two swedish nationals. a third person was injured in a rifle attack. that attack took place very close to where the euro 2024 football tournament was being played between belgium and sweden. that tournament was postponed as a result fans kept inside the stadium as you would expect given the concern the over security and brussels this morning now put on its highest terror other. just the capital, this does not apply to the rest of belgium but now brussels being put on its highest terror alert since the gunman, believed to be a man of tunisian origin in belgium illegally after having his asylum application rejected so that scene live in brussels, but let's take you to gaza because you're following events are very closely out of the expected ground invasion and we know the us president will visit on wednesday and we've heard from our correspondence there on the ground suggesting that much touted ground invasion could possibly be delayed for a whole host of reasons and the weather has been a concern for the authorities but also there is a delay while the humanitarian situation is resolved. we are seeing about the worsening humanitarian crisis with eight unable to reach those who need it because gaza is effectively shut off right now, one of the only routes out of the territory on that southern rafah crossing which remains closed and us authorities hope it will reopen to allow some foreign nationals to leave and for some much needed aid to be brought in so clearly an emphasis on resolving in some way that humanitarian crisis before the ground invasion begins in president biden will arrive there on wednesday with suggestions of fighting will not begin before then. we will have the headlines for you very shortly at the top of the hour but we will pause briefly for the weather with carol. hello again. it was a cold and frosty start to the day across northern areas this morning, but it will turn milder in the next few days. today essentially we are looking at hazy sunshine and a mainly dry day but as storm babet show its hand across our shores from tomorrow it's going to turn windier, there will be heavy rain and it will turn milder as well. so what's happening tuesday into wednesday, this is storm babet coming up from the bay of biscay, moving across our shores. you can see from the weather fronts and isobars it is bringing wet and windy conditions with it. this is the rainfall accumulation chart, it runs wednesday to saturday. there is going to be a lot of rain. the keys here, widely we're looking at 30—50 millimetres. but where we see whites across angus and the south—east grampians, the met office has a yellow weather warning out at the moment for as much as 200 millimetres of rainfall on higher ground that could lead to some disruption. today, though, a lot of dry weather, a lot of sunshine, albeit hazy. showers moving from south—west england into south—west wales, and temperatures, 11—17 north to south. up a touch on yesterday. through this evening and overnight the rain continues to advance through north wales, clipping north—west england, moving through northern ireland and getting into scotland. there will be some further heavy showers coming in across southern england and it will be a blustery night but it won't be a cold night. as we go through tomorrow, storm babet moves across our shores, look at the isobars, the winds picking up and rain particularly in the west and south will be heavy, but we have rain moving northwards across scotland which will clear and then some heavy downpours, some of which will be thundery, but still a lot of dry weather. the wind picking up, widely we are looking at gusts of between the low 305 and mid 405. temperature—wise, up a touch again, looking at ten in the north to 19 in the south. as we move into thursday, some heavy rain coming in across north—east scotland in particular, some heavy rain across northern england. heavy downpours for the rest of england, wales and northern ireland, and it's also going to be windy. gales, even severe gales, across the far north of scotland. windy in areas adjacent to the north sea. even on friday, it's going to be wet and windy. the northern isles and the east coast seeing gales or severe gales, and also large waves, and then it turns cooler. thanks live from london. this is bbc news. the us president will visit tel aviv on wednesday to reaffirm support for israel as it prepares a ground offensive into gaza. the un warns that gaza's health system is on the verge of collapse as israel continues its siege and airstrikes aimed at destroying hamas. at a gathering of faith leaders in london, the archbishop of canterbury, justin welby, calls for israel's evacuation order for hospitals in northern gaza to be reversed. and police in belgium have shot and killed a man suspected of killing two swedish football fans in brussels on monday. india's supreme court has ruled against — india's supreme
