including us citizens — to leave. despite the reports, the rafah crossing remains closed. hamas and israel have denied reports they've agreed a truce in southern gaza. the us secretary of state, who this morning returned to israel — was in cairo on sunday to persuade egyptian officials to reopen the border point. these are the latest pictures from the rafah crossing. showing the crowds there. we understand that un fuel trucks crossed the border this morning. but as we said, it remains closed for the moment. this is a fast—moving story, but here are some of the other main points. the united nations is warning that hospital fuel reserves in gaza are likely to run out in the next 2a hours — potentially endangering thousands of patients. conditions in gaza are worsening with shortages of food, water and aid. at least 2,750 people have been killed. palestinian sources say israel's airforce struck 20 targets in gaza overnight, with the detonations among the heaviest seen in the past nine days. the un chief, antonio guterres, warned the middle east is staring into the abyss. he's demanded hamas immediately release hostages. and israel let in aid. the israeli prime minister, benjamin netanyahu, says his military is ready to begin a ground offensive at any moment aimed at crushing hamas. we've been told that 199 israeli hostages are being held by hamas. i just want to show you some pictures we have in of un fuel trucks. they're seen leaving gaza for egypt. a reuters tv staffer says trucks appear to be headed to the kerem shalom crossing on the gaza—israel—egypt borders. a short while ago, our reporter in cairo, abdelbassir hasan, gave us some clarity on what is happening at the rafah crossing between gaza and egypt. he has come so far at the crossing between egypt and gaza. that is contrary to what has been reported earlier that the three side, egypt, united states and israel have reached a truce to allow aid, humanitarian assistance and aid to enter gaza in return for allowing the foreign passport holders to come to egypt. that should have taken place two hours ago. later, we have got reports from both sides, israel and hamas denying they have known that any kind of truce has been reached between the three parts and therefore, no change happened at rafah border to three or four minutes ago, before i'd be with you on air. ten minutes ago, we had footage from the borders between egypt and palestine, gaza. it shows three trucks carrying the united nations flag, reportedly fuel trucks, three of them entered from, came from gaza to egypt. this is the major change which has been spotted ten or 15 minutes ago. the first sign of any such movement across their borders between gaza, egypt and israel. what are the reason for the three trucks to cross to egypt and why are they especially for fuel? we don't know. i guess it could be a need for fuel which necessitated the three trucks to come to egypt and get back to gaza. this is my own point of view because there is no official statements or remarks from any side on this latest move in the last three or four minutes, as far as i understand. on both sides, there are scenes of dozens of foreigners and palestinians are stranded at the palestinians are stranded at the palestinian side at rafah border since the early morning, hoping to cross to egypt. according to the footage from that side, we have seen dozens of foreign nationals and palestinians waiting to enter. according to the instructions they got earlier from many sides, especially the united states to be closer to the border in order, they are expecting it could open any time today. jason shawa is a translator working in gaza — he's currently sheltering there. i asked him to describe the situation he's facing. yes, i moved here, relocated with my family and some neighbours and relatives were in all, we had to leave our house in gaza city. the israeli government ordered everyone to leave the city now. that was four days ago. we are in the centre of the gaza strip in a small town here, in a house with 60 people and 20 children. of course, needless to say, the children are horrified. we are having major issues with drinking water. food is not too bad. but we are having major issues with water and fuel, to be able to pump water and fuel, to be able to pump water up into the tanks. i mean, yes, that is it. water up into the tanks. i mean, yes. that is it.— water up into the tanks. i mean, yes, that is it. what are you doing for sunplies? _ yes, that is it. what are you doing for supplies? how _ yes, carrier, the delivery system _ on any? the water carrier, the delivery system is _ on any? the water carrier, the delivery system is totally - delivery system is totally destroyed, and even if it was up and running, israel cut all water supply into gaza as well as electricity. evenif into gaza as well as electricity. even if they did start re—pumping to gaza, which they claimed, also the new says, it is useless. itjust will go underground. there is no delivery system functioning any more. what we do as we look for water tankers. we have a barrel thing, a one cubic metre thing that we can develop. two of us here literally dump them, we intercepted a tanker coming by, passing by and the guy was willing to let us buy some water. we did, we are talking about drinking water, but the amount we got maybe will last us for two days if we ration it. we don't know what we will do them or after that, i mean. the internet is also extremely intermittent here. in most areas of the gaza strip, it is completely out. electricity is zero, literally zero. we have a small solar system the other is keeping our ruta and small fridge up and running. of course, many of us are now considering moving back to the city. many relocated to this place, gazans who took a decision yesterday, we are following that on whatsapp. as soon as the israeli government got wind of theirs, we are suffering here, this small town cannot sustain over two or three or 4000 people. we said let's go back to our homes if they are still there and die. and as soon as the israelis got wind of that, they started carpet bombing the city last night. starting from the southern end of the gaza strip. the refugee camp and the gaza strip. the refugee camp and the street that connects to the city. and way up to the southern borders of the city. a lot of people were bombed in the house. i know of a relative of mine, an orthopaedic surgeon who by some divine miracle, thatis surgeon who by some divine miracle, that is the only extra nation, was bombed in his house. his wife and his son, they sustain locally very mild injuries and were transported to hospital, which is also by the way, has been ordered to evacuate. the hospital administration refused because there is no way they can evacuate patients hooked up to ivs and respirators and whatnot. evacuate patients hooked up to ivs and respirators and what not. jasan and respirators and what not. jason there in gaza. _ and respirators and what not. jason there in gaza, he _ and respirators and what not. jason there in gaza, he has _ and respirators his family, he is now sharing a home with dozens of other people as they seek shelter from the israeli retaliatory air strikes. antony blinken, zachary bey has arrived in tel aviv, he has got off the plane, it's a shaky chart at the moment. he has been in talks for the last six days, is back in israel to coordinate efforts against hamas and trying to alleviate the situation in gaza for the too many people impacted. our correspondent anna foster is in the north of israel, close to the border with lebanon. she sent us this update. the israeli defence minister has agreed in order to evacuate all israeli communities that are within two kilometres of the border with lebanon. many are very close indeed. they can see the grey border wall from their homes and their streets. we are talking about nearly 30 different towns and villages, many of which we have been doing the last few days. many of which, i have to say, are already completely empty anyway. a lot of people haven't waited for the official order to leave. they have heard and seen the exchanges of fire that have been going on ever since the hamas attacks a week ago. they also saw the fire going to and fro from lebanon yesterday. those could have already left, but those who shall remain you maybe didn't have the means to get out before and i wouldn't have somewhere to go to, israel will help those communities, the closest to the border, tens of thousands of people to move out of the area and it really shows the concern that we have been talking about for several days now. the concern that is just gradually growing and growing and there could be a new and serious escalation on the northern border with lebanon. and israel says it does not want a war with hezbollah. just explain who hezbollah are in their links with iran and the country itself, is placed there. it iran and the country itself, is placed there.— placed there. it is a powerful military and _ placed there. it is a powerful military and political- placed there. it is a powerful military and political group i placed there. it is a powerful| military and political group in lebanon. they have a lot of weaponry, a lot of fighters, they are backed by iran. many of the fighters are very experienced, they fought in syria for example as well. they also have mps as part of the lebanese parliament. they are in a powerful position. they are a strong ally of hamas. they also are in many countries around the world the designated terrorist organisation just like hamas. that's why the question is what will happen next. the firing of the anti—tank missiles coming from hezbollah and its allies across to israel, that something they are doing in support of hamas and people are asking how that will escalate. one thing that could potentially be the trigger is the ground invasion of gaza. it's been talked so much about and we've seen preparations happening down in the south. a lot of people say that if that happens, would hezbollah stand back and allow hamas to not basically have anybody standing alongside it? i mention they are backed by iran. the iranian foreign minister has been in lebanon in the last few days, talking to hezbollah, talking to the leadership and they have given statements saying that hezbollah are ready to move in at the right time. israel is said that they didn't want an escalation. and hezbollah said they didn't want an escalation right now. the problem is, what they are saying doesn't tally with what they are doing. and we see this firing, civilians being killed, that is a sort of thing that could push the centre new and dangerous territory.— could push the centre new and dangerous territory. anna foster there. around _ dangerous territory. anna foster there. around the _ humza yousaf said a majority of scottish seats in a general election would provide a mandate to begin negotiations for a referendum. that would be 29 seats. he previously said it would be based on the lower threshold of the snp winning the most seats. the true picture of a&e waiting times in wales has been seriously under—reported for a decade, according to the royal college of emergency medicine. the independent medical association has established thousands of hours are missed from monthly figures. the health minister previously claimed that wales outpeformed england. but once the missing data is taken into account, it suggests the performance in wales is worse. a group of 30 charities and non—profit organisations have urged the prime minister to pass the renters reform bill. the legislation, which was introduced to parliament in may — would remove the right of landlords in england to evict tenants for no reason with only two months' notice. you're live with bbc news. the israeli prime minister, benjamin netanyahu, has promised to destroy hamas, and his defence forces seem set for a major offensive into gaza. but what are the challenges israel's forces will face? our defence correspondent, jonathan beale, has this assessment. this is who israel's now at war with. hamas, who last week crossed the border, solely focused on taking life, murdering women and children. for most, it was, in effect, a suicide mission. the left side of my head was hit with shrapnel from an rpg or a grenade, hard to say exactly what. got shot in my finger on my left hand, and a bullet got wedged in the left side of my neck. yoav, who grew up in london, was among the first israeli military casualties of this war. he won't be the last. we've been asked to hide his identity. he says israel's fighting an enemy unlike any conventional army. they have only one interest, which is to killjews. there was no preservation of their ability to go home afterwards. they were going to die doing whatever they wanted to do, and that meant killing as many people along the way, they'd die doing it. this is just some of their arsenal. israel today displaying to journalists weapons they've seized. they say this is just 20% of the weapons hamas brought into israel, and it is just a fraction of what israeli forces will face when they go into gaza. israel says many of these are built in factories inside gaza itself. are you worried about israeli forces going in if they've got factories producing this? i'm not worried. the idf can deal with everything that stays in that room and more. but this is only a fraction of what they have. yeah. the tightly packed streets of gaza is where israel could soon be fighting, which hamas knows best. it could be littered with booby traps and roadside bombs and their network of hidden underground tunnels. brutal urban warfare can favour the defender. hamas still has one bargaining chip — more than a hundred israeli hostages. one israeli who's helped negotiate prisoner exchanges in the past is once again working his hamas contacts. they're still talking, but he's noted a dramatic change of mood. in the first days, they were boasting their bravery and their heroism and how they surprised israel. and in the last few days, the tone is very different. their tone is, "we're going to fight to the death, we're not afraid of dying." israel is preparing for a major offensive. but invasions are often easier to plan than to execute — and getting out harder than going in. jonathan beale, bbc news, southern israel. to show you the latest pictures of the us secretary of state, antony blinken has arrived, extent is aircraft in the last few minutes or so. the six states are trying to coordinate efforts against hamas according to us officials. they heard widespread opposition to hamas during his tour, but concern to the plight of the palestinians. he said he made it clear, cannot and must not be business as usual going forward. he said they are determined to do everything to address the situation in gaza. he says civilians should not have to suffer. we will have any lines as soon as we get them here. this is what president biden has been saying about the situation in gaza. he warned israel offer long—term incursion into the territory and referred to his two state solution. heery is speaking to our partners at cbs moves. would you support israeli occupation of gaza at this point? i think it would be a big mistake. look, what happened in gaza in my view is hamas and the extreme elements of hamas don't represent all the palestinian people. and i think that it would be a mistake for israel to occupy gaza again. but going in and taking out the extremists, the hezbollah up north, but hamas down south, is a necessary requirement. do you believe hamas must be eliminated entirely? yes, i do. but there needs to be a palestinian authority. there needs to be a path to a palestinian state. and you believe israel would pursue that after what's occurred? not now, not now. but i think israel understands that a significant portion of palestinian people do not share the views of hamas and hezbollah. president biden there. we have the latest from the un teams on the ground in gaza. the international committee _ ground in gaza. the international committee of _ ground in gaza. the international cope with the most urgent need, trying to fix the most urgent need, trying to fix the water system that has been damaged and is not providing water any more the last few days. trying to support their medical facilities and particular, the paramedics who are working tirelessly to take care of the continuous flow of patients. in difficult circumstances. there are thousands and thousands of people in this place, the difficulty right now is to bring the necessary items to respond to those needs. we have trucks on the way, so we need the access into the gaza strip to make sure the goods are actually supporting the people in these critical moments. the scenes in gaza and its 2.2 million people is having and its 2.2 million people is having a dramatic impact. the lack of water, lack of electricity and lack of food and also medical items is pushing the situation a very critical level. it needs to be resumed everywhere. it is an obligation for the warring parties to make sure the civilians caught in the middle of the fighting do not suffer. in addition to the fighting from the deprivation of basic items. we call for every party to mention that those goods are essential for their survival and to get them as soon as possible. hussein ibish is a senior resident scholar with the arab gulf states institute. in light of the expected ground offensive by israel — he explained what hamas was doing in preparation. they are bracing entirely for the hottest possible welcome for the israeli troops, who, many of them are reservists, many of them are not used to close quarters combat. hamas obviously spent many months, possibly more than a year, probably with some help from hezbollah and certainly with help from the quds force of iran, preparing the attack on southern israel, which was extremely effective as well as brutal and vicious. it was a killing spree, but they encountered not only much weaker defences than they expected, but also they themselves were more effective than anticipated. but they will have put in at least as much effort during that same period of months, over a year possibly, into preparing to meet the counter attacks. so they are hunkering down, they are braced, i think they are ready for the israelis. frankly, the israelis have already been surprised by what they have encountered from hamas last saturday, and they were surprised by hezbollah several times, as hezbollah developed more capabilities. so i'm not sure they know exactly what they are going to be encountering. as long as you have palestinians willing to call themselves hamas, hamas exists. and in fact, really, they have started the more serious conversations... they said that for the first couple of days, and then they shifted to saying hamas cannot be tolerated as a sovereign adjacent to israel, which is a very different thing. even that cannot be prevented, except if there is a direct and prolonged israeli reoccupation of the streets of gaza city, khan younis, and the other towns, streets and villages itself. and that obviously is something else hamas will have prepared for. a long—term insurgency. it might take a bit of time to get going after the israelis have really exhausted the damage they are preparing to do in the ground attack, but sooner rather than later, i think it could become a slow and steady abattoir for israeli conscripts. a lot of israelis killed and captured by an insurgency, which will gain strength as it goes along. let's just show you the scene at the rafah crossing. it is the only viable exit out of guards at the moment. some speculation that it could reopen. a ceasefire could be in place. that has not happened. hundreds of people waiting to see if they can cross into egypt. stay with us. hello. the new week starts the way the weekend was, with temperatures below average for the time of year. quite a chilly start to the week. that's denoted by the blues on this chart. however, warmer than normal temperatures — these are the oranges and reds — push towards us this week, but they will come at a price. the pressure chart tells the tale. high pressure recedes, low pressure is going to take hold across much of western europe. it's going to bring outbreaks of rain, some of it should be relentless in eastern scotland later in the week, and some very strong winds, particularly around the north sea again, later in the week. as for the here and now, well, the winds are light for most. a bit of a breeze blowing through shetland. a few showers here. more of a breeze developing towards the south—west. in—between, most will be dry. a few showers in south—west scotland, eastern northern ireland, and one or two later on across parts of east anglia. but compared with the weekend, a lot more cloud around. and the sunshine that we do have, a bit on the hazy side. temperatures all fairly similar to what we saw yesterday, at around 11 to 14 degrees. now into this evening and overnight, where the winds are lightest across parts of scotland, northern ireland, northern england, skies clearest. tomorrow, we see the coldest conditions into tomorrow morning. the greatest chance of frost for your tuesday—morning commute. head further south, temperatures nowhere near as low. we saw temperatures down to —1 this morning, 8 or 9 degrees for many. a bit more breeze, a bit more cloud, and that cloud towards cornwall, devon will bring outbreaks of rain through the day, eventually pushing on towards the far south—west of wales, pembrokeshire, also carmarthenshire. most of you, though, will be dry. sunshine again, fairly hazy. the bluest of the skies the further north you are. and temperatures for all just lifting by a degree or so compared to what we've seen the past few days. and that's because we start to drag in south—easterly winds as we go through into the middle part of the week, but these weather fronts push their way up northwards. with it, strengthening winds across the country for wednesday. outbreaks of rain initially across scotland ease for a time. elsewhere, some drier and brighter weather, but some of the more persistent rain will be there across parts of wales and the south—west later. but as i said, a windy day. temperatures will rise a bit but, of course, that will be tempered by the strength of the wind, especially across parts of scotland and north—east england. beyond that, the winds will get even stronger still around north sea coast. we'll all see rain at times for the end of the week and into the weekend. there will be some drier moments, and temperatures will temporarily rise, before dropping at the weekend. take care. this is bbc news. the headlines: israel denies a ceasefire in southern gaza. people are waiting at the rafah border crossing after us media said it would reopen. the un chief says the conflict risks tipping the middle east into "the abyss", urging both sides to pull back from the brink. in other news: projected results in poland's general election suggest the governing law and justice party has lost its majority. there are crowds of people at the border between egypt and the gaza strip after us media said the crossing was about to reopen. it didn't happen. if it did, that would allow desperately—needed aid into the territory, and some foreigners — including us citizens — to leave. despite the reports, the crossing remains closed. and hamas and israel have denied reports that they've agreed a truce in southern gaza. the spokesperson for israel's defense forces, lieutenant colonel peter lerner, told me how they decide what targets to hit in gaza, and why so many palestinians are dying in this operation.
