possible. hello, welcome to bbc news. the bbc has confirmed that young children were among those killed in an air strike on a convoy of vehicles leaving northern gaza on friday, along a route designated by israel. our team at bbc verify analysed two videos of the strike on the vehicles heading towards southern gaza. both videos have been verified, these first images show a lorry carrying at least 30 civilians on the move, moments before it was hit. and these are still images taken from a subsequent video from the aftermath of the strike, too graphic to show in detail. the video shows men running to the lorry, trying to help those who've been hit. there are at least 12 visible dead bodies in the video. in the past hour, israel's prime minister, benjamin netanyahu, benjamin netanyahu, has visited troops near the border with gaza. he asked if they were ready for the next stage, and he said, the next stage is coming. the un relief agency, unrwa, says hundreds of thousands of people have been displaced in the past day. and nearly a million, almost half the territory's population, in the past week. more rockets have been fired into israel, and israeli air strikes are continuing across gaza. military sources in israel say a senior hamas commander is among those killed. the us secretary of state, antony blinken, is in saudi arabia on the latest stop of a tour of the middle east. jordan's foreign minister has accused israel of flagrant breaches of international law, and warned the displacement of civilians in gaza was pushing the whole region towards conflict. this is the scene live from gaza. the latest information is that more than 2,200 people have been killed in gaza in the last week, with 9,000 wounded. at least 1,300 israelis were killed by hamas gunmen last weekend. from southern israel, nick beake sent this report. the reality of another night of israeli air strikes on gaza. chaos in the rubble. a scramble for survivors. more casualties of gaza yesterday, attempting the journey to safety. the circumstances are still not clear. israel says a significant number of people have now followed their ultimatum to leave northern gaza. we have seen people listening to our warning, understanding that they are doing the clever thing, moving out of a dangerous area and that they are doing the right thing for their families and their own safety. america's top diplomat, who's in the middle east, stressed once again that civilian life must be protected. as israel pursues its legitimate right to defending its people, to try to ensure that this never happens again, it is vitally important that all of us look out for civilians, and we're working together to do exactly that, in particular, working on establishing safe areas. hamas continues to attack israel. this, footage of unmanned so—called kamikaze drones. they, along with rockets, are still being fired to civilian areas in many parts of israel. the united nations has called for food, fuel and aid to be sent to gaza. for now, it's only bullets and bombs heading that way. let's bring you some pictures that came in, in the past few hours, from the reuters news who are ordered to evacuate, and while evacuating, as you showed in your video before, they were bombed. it means there is no escape and there is no safety. even including my family, who fled from the north of the gaza strip. people move to the south, and next to them there is continuous bombardment, continuous shelling. there are people dying in the south of the gaza strip, as they were ordered to history at all. we know that there are threats to hospitals in the north of gaza strip, three main hospitals, each hospital has at least 500 people. women who need delivery, delivering babies. chronic diseases. intensive care units. how can these people be evacuated? not only that, we see hospitals, there were so many people who took refuge in the hospitals, thinking they are safer, but they are not safe, so what can be done in this situation? we haven't even assessed the crisis and how much needs are there, because our teams cannot move on the ground. i because our teams cannot move on the situation in gaza. the are thousands of people fleeing for their life. there are thousands of people fleeing for their life. there is, not something that should be called an evacuation, it's a forcible transfer of people from all of northern gaza which is, according to the geneva convention, a war crime. there is a siege on gaza, which means that people are starved. there was a bombing at the rafah crossing which everybody is pointing to as the only way, corridor, possible humanitarian corridor into an area, so i think really, the uk, the us, the eu, all who have rightfully said, we are with israel in fighting terror, after the worst terror in israel's history, i hope they have not given a green light to smash a million children, because that is what is happening now. live now to central london with natasha hausdorff, a barrister and international law expert who also liaises with uk lawyers in israel. thank you so much for being on the programme. jan talking to the bbc, clear in his mind that the forced displacement of people, he thought, was a breach of international law, a breach of the geneva convention. what is your assessment of what international law says?— majority of the discussion i international law says? certainly the majority of the discussion so far has been on the question of proportionality. i think it's important to take a moment to reflect on what is being suggested in that context. it seems to be there are not enough in that context. it seems to be there are not enouthews who have died to justify israel's response. according to this conception of proportionality. matthew, that is not only morally reprehensible, but also legally illiterate. proportionality in international law is not comparing casualty figures. under international humanitarian law, the principle of proportionality forbids attacks in which expected civilian casualties will be excessive, in relation to the anticipated military advantage gained. that is an assessment conducted on a case—by—case basis. but the israelis are not arguing proportionality, they are arguing that they have taken measures for self—defence and the idf, who were on the programme a few minutes ago, saying they differentiate between civilians and targeting the millions hiding amongst the civilians. —— the militants hiding amongst the civilians. ., ~ , civilians. there are three key principles — civilians. there are three key principles of _ civilians. there are three key principles of international i principles of international humanitarian law. necessity, distinction, which is the differentiation between civilians and combatants, and proportionality. and what the idf have been saying is, in this operation as previous operations, they uphold international law, in fact they go above the requirements of international law in many respects. as far as proportionality is concerned, international law simply requires israel to try to minimize the number of civilian casualties per strike, which the idf is doing, including through the use of targeted precision strikes and by warning civilians to leave certain neighbourhoods. so the question you have posed of the encouragement of an evacuation to the south of gaza is entirely consistent with that duty of minimizing civilian harm. proportionality is hugely significant. it has nothing to do with the relative number of people killed on both sides. the reason for that, i have to stress, is clear, because when you judge a appropriateness of an attack based upon the number of people who died, you do not road to khan younis. more than a million people in this city. the local authority here is struggling to find accommodation for the people. find essential needs, water is running out. in the hospital, medicine is running out. they are trying to manage very little fuel, doctors have left to run the generators. and very small amount of life—saving kits that they have, since israel is closing all the borders, and egypt until now said, we can't guarantee that if we send the aid, israel will not... israel willallow that if we send the aid, israel will not... israel will allow it. tiara not... israel moment. hello there. colder air has been pushingway its southwards across the uk over recent hours. it's been cold enough actually today to see a bit of snow on the tops of the scottish mountains. nothing unusual about that for october but this month has been very warm, so we haven't seen anything like that so far. the biggest drop in temperatures between yesterday and today was across southern england and wales — 12 celsius in hereford today compared to 22 degrees yesterday, so a drop of 10 degrees as these cooler north—westerly winds continue to spread in. those north—westerly winds are bringing plenty of showers to northern and western areas, and they will continue through the rest of today, again with some snowfall over the tops of scottish mountains, and it will continue to be very windy for the northern isles, gusts of 55—65 mph and gusts more in the 40s across the north of mainland scotland. temperatures for many still in double figures but these temperatures are actually just a few degrees below average for this time of year. 0vernight tonight, showers will continue to affect areas near the coast, clear skies inland allowing quite a widespread frost to develop in rural areas with the lowest temperatures down to around minus two celsius, something that gardeners might want to take note of. it will be much, much colder overnight. on to sunday, overall, a similar kind of day, probably rather than showers in northern and western scotland, we'll have a spell of more prolonged rain for a time, and away from that, plenty of sunshine across inland areas and again, temperatures continuing to be below average for the time of year, looking at highs of around 11 or 12 degrees pretty widely. similar weather conditions on monday although we will probably start off with some more mist and fog patches first thing that could take a while to clear out, but then sunshine for most, a few showers in northern scotland and similar temperatures overall, 11—13, still concern and attention on this border, because it could potentially open up a new front in this war, and it would make things considerably more devastating. i started the week down in the south of israel, i was very close to the gaza border, seeing and hearing everything happening there. be it a night out relatively small gazais be it a night out relatively small gaza is a geographical terms. it is only 26 miles long, six miles wide, think of the border between israel and lebanon, how many hundreds of kilometres it is, and think about the extra firepower of the iranian—backed group, you called up, told to come and report for duty, and many of those have come here to this northern border. in terms of the reaction of people to that, we have been in various communities, qubits, one person has said that the qubit sea is based in is almost completely empty now, because people are concerned that if that is an insulation on this border they do not want to be any who —— one person has said that the qubits —— that that kibbutz he was based in is almost empty now. we continue to watch the pictures from that border between israel and lebanon, with so much concern about a possible hamas, which is a banned organisation considered a terrorist organisation considered a terrorist organisation by the british government, it would face a race, also anyone diverting from the set route of this match would also potentially face arrest. —— would face arrest. it has been noisy and angry at times. as far as we can see, around westminster, the policing has been relatively low—key. we learning that the prime minister of israel has visited troops near the border with gaza today. he told the soldiers, the next stage is coming. kenneth katzman is a former middle east analyst for us congress, and now a senior fellow at the soufan centre. he gave us his assessment of whether the israeli government would be able to meet its pledge to wipe out hamas. well, it may take time. isis was essentially wiped out, al-qaeda was essentially wiped out. it is more difficult this time. hamas is in control of a discreet territory that has how many million people... it's obviously more difficult than chasing al-qaeda which didn't really control any population. isis did for a time. the israelis, the idf, will try to work around it. some civilians may not get out, but that doesn't mean they will necessarily be harmed. there are ways to operate on the ground surgically, to go after militants, develop intelligence networks... when you look at the pictures, you talk about surgical strikes, you have seen the casualty numbers, and that's just inside seven days, let alone any sort of ground offensive. well, no one said this is a casualty—free operation. the context is the heinous attacks... i question when you say surgical, just how surgical it can be, realistically. well, it can minimize. the united states conducted on—ground operations against the forerunners of isis in the towns of western iraq and central iraq. it is possible. obviously it's not going to be a civilian casualty—free operation, we understand that, but there are ways to minimize the damage to civilians, there were ways to minimize it. what is your assessment of the risks for the israeli military, going in? it is so tightly packed, that whole area, streets, booby—tra ps, tunnels. we know all of that from previous incursions. it's very similar to what the us faced in iraq at times. same playbook that the militants used, tunnels as you said, safe houses, hiding behind civilians, using houses, using their own knowledge of the turf, the terrain, the people in their neighbourhoods. the idf is going to take losses, they understand that, they accept it in the interests of taking hamas out of power in the gaza strip, which the us supports, because that is the consequence of hamas's attack last saturday. a final question, because we have explored the difficulties of that operation. if it were to be successful and hamas was wiped out, taken out of the equation, what happens the day after? what happens next? well, i think the most natural supposition would be some version of the palestinian authority on the west bank, the plo, fatah, they would go back. remember, they were in control until 2007, hamas kicked them out after the election of 2006. they are palestinian. they are not perfect and they have a reputation of corruption. they are old and they are not really doing what most palestinians want them to do, but they are palestinians. more clashes in the last while with incoming rockets, we continue to monitor those live pictures there. gershon baskin is the middle east director for international communities 0rganization. in 2011, he negotiated the release of gilad shalit, an israeli soldier held by hamas for more than five years. he gave me his view on israel's strategy. there is a resolve from the military, the government and the people to do the job, to get the job done. as i said, for 18 years we have heard a slogan after each round of battle between israel and gaza that the government is going to bring down gaza. and it was always a slogan. i always knew it was a slogan. hamas always knew it was a slogan. and now it seems that it is genuine, it is real. the massive bombing campaign that has demolished so much, flattened so much of gaza already, making more than half a million people homeless there, is just the first stage of the preparation for the ground operation that will ensue in the coming days, weeks. the palestinian hamas attack on israel was the single largest attack against the state of israel since its founding in 1948. there were more casualties at the hands of terrorists than ever before, and as your listening audience has already heard, the devastation and the brutality was taken out of the handbook of isis, not out of the hamas handbook. this was completely unexpected and devastating. i want to say that the extent of the brutality was unexpected, the explosion was not unexpected. and any israeli politician or military leader or people of responsibility who could not predict an explosion of gaza, and in fact eventually the west bank, they simply don't know where they are living. no people, 2.5 million people, would agree to live under the conditions the people of gaza have lived under all of these years. 17,000 of them working in israel is hardly an excuse to think that they would agree to continue to live in that situation. a month ago, i wrote in my weekly column that the situation is bad, is going to get worse. this was inevitable. and i'm notjustifying in any way what hamas has done. i think hamas has set the palestinian cause back 75 years. you make so many points in that answer, and i want to talk about the hostage situation in a moment. but before i do, i know that you told our producer that you are having conversations with palestinians inside gaza over the last few hours. i wonder, what have they been saying, the people you have been talking to? well, i have been talking to two people in hamas, in gaza, but most of the people i'm talking to are friends and colleagues and acquaintances, people on my social media in gaza. i spent all morning contacting more than 100 people. basically, telling them i can't imagine what it is like living under the bombing that they are living with, i hope that they are safe and alive, i would be happy to hear back from them if they are alive and what their situation is, there is no consoling words that i can say. what i did say is that i understand that there are talks, for some kind of exchange that are ongoing. and hopefully that will involve some kind of ceasefire as well. i have got responses back from about a dozen people. with the exception of one person, every one of them has lost their house already. they are scattered all around the gaza strip, trying to find some place to stay. some of them have other relatives and family who have houses that are still standing. it is a devastating situation. but i did this not only because these people are my friends and contacts and colleagues for years, but because there is going to be a day after. and in that day after, we are going to have to reach out and find the humanity of each other. we are going to have what i have been loosely calling — and i don't know if it is an appropriate term — the belfast moment. the moment when we wake up from all of the death and destruction and say enough. and it's going to come from the people and not from our governments. and that is what i am trying to maintain from now, from day one. some of the first victims of last saturday's hamas attacks were young people at the supernova festival, held in the desert in southern israel. more than 260 bodies were recovered from the festival site. sharon was a photographer working at the festival and saw the attack unfold. she told me what she witnesed. all night i spent taking photos of beautiful people with beautiful music, so many colourful humans, people that i know from high school, from youth groups, people that were in the army with me or my friends, all the faces were familiar because i'm in the community for so long. and as the sun started to rise up i remember that i went back a few steps from the main stage and tried to take a shoot of the sunrise above the main stage. then the music stopped. i looked up at this guy and i see that everything is lit up like fireworks, bombs and rockets above our heads, people were screaming and crying in terror, not knowing what is going to happen the next. i went to their backstage, took my belongings and go and find my friends to go back home with, i rememberthat and find my friends to go back home with, i remember thati and find my friends to go back home with, i remember that i begged them to stay, that we will hide underneath the cart from the bombs, they said, no, let us go. i got into they said, no, let us go. i got into the car and we started driving. as we were driving, black smoke, black smoke covered all the area. we heard bombs getting closer and closer, we heard gunshots, but we did not understand what was going on. i know that you told our producer that those initial moments you of course heads, got into the car, started driving, you said to our producer, you know now that had you stayed one minutes, two minutes more, you also would have been killed here. the second that we got on the road the shooting started on the left side of the road, we turned right, they turned left. all the people that went left got slaughtered. as we were driving right we drove and resort shelters on the side of the road with so many people inside of them. again, iasked road with so many people inside of them. again, i asked the driver to stop, to get into the shelter, because that is the thing that makes the most sense in that situation. instead of getting into the shelter, my driver decided to keep on going and just drive home. about two minutes after that we heard booms as strong as could be imagined behind as, because the terrorists got to the shelters and they bombed them with grenades. when we got to the high weight there was a police car pulled up behind as an put up a barrier, and apparently those were terrorists also. the things that happened in this music festival are beyond despicable. i have friends that did not come home yet. i have friends that have seen things so terrible. i i have friends that have seen things so terrible. . ., i have friends that have seen things so terrible. the uk over recent hours. it's been cold enough actually today to see a bit of snow on the tops of the scottish mountains. nothing unusual about that for october but this month has been very warm so we haven't seen anything like that so far. the biggest drop in temperatures between yesterday and today was across southern england and wales — 12 celsius in hereford today compared to 22 degrees yesterday so a drop of 10 degrees as these cooler north—westerly winds continue to spread in. those north—westerly winds are bringing plenty of showers to northern and western areas and they will continue through the rest of today, again with some snowfall over the tops of scottish mountains, and it will continue to be very windy for the northern isles, gusts of 55—65 mph and gusts more in the 40s across the north of mainland scotland. temperatures for many still in double figures but these temperatures are actually just a few degrees below average for this time of year. 0vernight tonight, showers will continue to affect areas near the coast, clear skies inland allowing quite a widespread frost to develop in rural areas with the lowest temperatures down to around minus two celsius, something that gardeners might want to take note of. it will be much, much colder overnight. on to sunday, overall, a similar kind of day, probably rather than showers in northern and western scotland, we'll have a spell of more prolonged rain for a time and away from that, plenty of sunshine across inland areas and again, temperatures continuing to be below average for the time of year, looking at highs of around 11 or 12 degrees pretty widely. similar weather conditions on monday although we will probably start off with some more mist and fog patches first thing, they could take a weather pattern deeper into next week as low pressure moves from the bay of biscay, and ultimately this will return temperatures back to normal, it will turn a bit windier and we will see some rain
