to me what is going on. your summary was pretty accurate. the higher—for—longer interest rate environment is spooking investors who have been for at least 15 years of the view that central banks have their back in terms of keeping interest rates low, but also buying government debt, quantitative easing, money printing, which many viewers have been familiar with over the last 15 years, has gone into reverse and we are talking about quantitative tapering. what is that? that is those same central banks selling back government debt into the private sector for households and businesses to go and buy. well, the clearing price, the interest rate that has got to be given up in order to get those people to buy that debt, is moving higher because that is where you will find additional buyers to buy this additional debt in the current environment. so let's talk about the implications first of all for government spending, given that if it is becoming more costly for them to borrow, what does that mean for the wider economic outlook? well, it is correct. all parts of the world, certainly parts of the developed world, are grappling with particular issues regarding capital investment to fund the transition towards net zero, to fund a technological revolution post—pandemic, and with lots of caution around the strategic positioning of china and russia, a lot of shoring off capacity, all that costs money. and the challenges for governments is those investments, as anybody who has made an investment themselves, at either business or household level, if your cost of borrowing has gone up the number of investments that are viable, that are benefit positive, start to go down, so there is a worry of course that the public sector, governments around the world, will be able to fund far fewer of those projects in the current interest rate environment than the ones they planned just a few years ago. and, simon, it reminds usjust how interlinked all these things are. just when our attention was on the cost of borrowing, interest rates we thought were starting to peak and may start coming down again, this raises its ugly head, but it shows how interlinked all of this is and as consumers it has an effect on us as well. it absolutely does. a lot of borrowing at consumer level, be it mortgages, loans, credit cards, is intrinsically linked to the value of government debt and interest rates between the financial systems, so this may appear remote for some viewers, but it is very relevant for the forward pricing of consumer products and the degree to which consumers are her. jaysley was shocked when he was merely told to send her a letter of apology. the army investigation concluded that family issues, including a bereavement, were also partly responsible forjaysley�*s death. the family are questioning this. i think they're trying to put a lot on the family. they've kind of said we're partly to blame for the passing of our daughter. they've missed a for the us government to borrow money for 30 years. the big spike at the end is the concern. that is the cost of borrowing over 30 years. the us government is being forced to pay more as investors worry they will lose out when compared to the returns they can get from those higher interest rates. it's a similar story in the uk where like other governments there will be concern in the corridors of power that it costs more to pay off the national debt and so there is less cash for other things. simon french is chief economist at the uk investment bank panmure gordon and i asked him to explain to me what is going on. your summary was pretty accurate. the higher—for—longer interest rate environment is spooking investors who have been for at least 15 years of the view that central banks have their back in terms of keeping interest rates low, but also buying government debt, quantitative easing, money printing, which many viewers have been familiar with over the last 15 years, has gone into reverse and we are talking about quantitative tapering. what is that? that is those same central banks selling back government debt into the private sector for households and businesses to go and buy. well, the clearing price, the interest rate that has got to be given up in order to get those people to buy that debt, is moving higher because that is where you will find additional buyers to buy this additional debt in the current environment. so let's talk about the implications first of all for government spending, given that if it is becoming more costly for them to borrow, what does that mean for the wider economic outlook? well, it is correct. all parts of the world, certainly parts of the developed world, are grappling with particular issues regarding capital investment to fund the transition towards net zero, to fund a technological revolution post—pandemic, and with lots of caution around the strategic positioning of china and russia, a lot of shoring off capacity, all that costs money. and the challenges for governments is those investments, as anybody who has made an investment themselves, at either business or household level, if your cost of borrowing has gone up the number of investments that are viable, that are benefit positive, start to go down, so there is a worry of course that the public sector, governments around the world, will be able to fund far fewer of those projects in the current interest rate environment than the ones they planned just a few years ago. and, simon, it reminds usjust how interlinked all these things are. just when our attention was on the cost of borrowing, interest rates we thought were starting to peak and may start coming down again, this raises its ugly head, but it shows how interlinked all of this is and as consumers it has an effect on us as well. it absolutely does. a lot of borrowing at consumer level, be it mortgages, loans, credit cards, is intrinsically linked to the value of government debt and interest rates between the financial systems, so this may appear remote for some viewers, but it is very relevant for the forward pricing of consumer products and the degree to which consumers are going to have to for a protracted period of time pay considerably higher for their own borrowing. simon french there who is chief economist at the uk investment bank panmure gordon pretty volatile wangira told me more about the symptoms that the school girls are suffering from. so far the authorities have not yet established the illness, defined it, or tell people what is causing it. some messages and voicemails from him. the following month, this increased to more than 3,500. you'd think the easiest solution is block them. you can'tjust block your boss. she were always down. she were fed up of his behaviour. itjust started ruining her enjoyment, a job that she really enjoyed doing. the army report describes some of the messages as controlling. jaysley feared he was watching her and tracking her movements via her mobile phone. her mum and dad and older sister emily knew she was reluctant to report what was happening. she was saying, "what's the point, mum, you don't get listened to." she's going to be seen as a female troublemaker. they say this was because of an earlier episode involving another of her seniors a few months before. that officer sexually assaulted her. jaysley was shocked when he was merely told to send her a letter of apology. the army investigation concluded that family issues, including a bereavement, were also partly responsible forjaysley�*s death. the family are questioning this. i think they're trying to put a lot on the family. they've kind of said we're partly to blame for the passing of our daughter. they've missed a news. now it's time for a look at the weather. hello. for many of us, it's been quite a cloudy day and, across scotland really quite wet, persistent rain, particularly in the west and also in the highlands, through the central lowlands. here's that weather front. really overcast here, but to the south the clouds have been a little more broken, some bright spells and just the odd shower. the forecast for this evening, then, that band of rain is starting to fizzle away early in the morning on thursday, but the next weather front is approaching. north of that weather front, it is quite chilly in the north and the east of scotland, around four degrees in aberdeen, but to the south with the south—westerly winds it's going to be rather humid in the morning — temperatures around double the cloud and the rain, 17 in belfast, 18 in hull, but in the south and the south—east, this is where the best of the weather will be on thursday and thursday evening, and temperatures mayjust nudge up to about 20 degrees celsius. again, thursday evening, overall, a lot of cloud. we have to wait for that warm southerly to develop, at least till friday. still rain in the north—west of the country, so not warm and sunny everywhere by any means. in fact, that sunshine is probably going to be reserved for the southern half of the uk, but still temperatures nearly 20 degrees in belfast and newcastle on friday, about 22 or so in the south. here's the all—important weekend. the weather fronts and all the rain—bearing cloud, that's moving northwards. whereas to the south, high pressure is building. the north of scotland, it's a different wind direction here, it will be colder. stornoway only 12 celsius. but look at northern ireland, the bulk of england and wales all in the 20s, perhaps as high as the mid—20s in the south of the country. that is around ten degrees above the average for this time in october. scotland, though, in the north, will be closer to the seasonal norm. look at
