people are milling around, photographers, lots and lots of police cars and ambulances. earlier on there were pictures coming out of the area of people running out of the area of people running out of the shopping centre as shots were heard to be fired within there. the latest we know is a 14—year—old has been arrested. live now to bangkok from where our south east asia correspondent, jonathan need to understand about the shopping mall, siam paragon, it's one of the most visited places anywhere in asia, an incredibly popular place and a lot of foreign tourists go there. and it's very high—profile. it's about as central as you can get in bangkok so it's always very crowded and it was between an hour and 19 minutes ago that people heard multiple shots coming the lower floors on the lower floors and we saw people stamping and running outside and at that stage it wasn't clear who fired or what was going on but we do know now that a number of people were hit by gunfire and some of the injuries were serious and we had a report from one medical centre that is compiling statistics saying that three people have lost their lives and died from a shooting that the police have released quite dramatic pictures of themselves confronting the shooter who gets down on his knees and then they run up and get him on the floor. it turns out that labour was his identity card and the fact he was a 14—year—old boy is shocking and very little else is known and i think over time the police will try to piece together what happened. it's pretty unusual in thailand, this time of attack. it's very like security. it is not something people here are geared up to expect. tell something people here are geared up to exect. ., , something people here are geared up to exect. . , ., something those shopping centres where you would see it come up on peoples instagram and tiktok accounts. it had become a iconic place in bangkok. and goodness knows there are enough shopping malls in the city, but this is the number one shopping mall in terms of being an attraction forforeign shopping mall in terms of being an attraction for foreign visitors. it has an aquarium in the basement, an enormous aquarium with a shark and other large sea creatures, so it's a spectacular mall and a bit of an experience for people who go there. if you wanted to target somewhere that would get attention, this might be your number one location. it is known by everybody living in the city and by an awful lot of people who come here on holiday. jonathan, thank ou who come here on holiday. jonathan, thank you extremely busy and popular shopping centre in the centre of bangkok. we are getting more information minute by minute at the bbc, so as we get it we will bring it to you, so stay with us for more. let's bring back to the top story. the speaker of the us house of representatives is fighting for his political life after his fellow republican filed a rarely used motion to try to oust him. tensions between the two republicans boiled over at the weekend after the speaker — kevin mccarthy— passed a bill, with the support of more democrats than republicans, to fund government agencies and avoid a shutdown. the spending measure left out additional funding for ukraine which matt gaetz, along with other ultraconservatives, argued the us can no longer afford. he said the us has spent too much on that country's war with russia, and accused the speaker of doing a side deal with the white house to re—introduce funding for ukraine — something mr mccarthy denies. the procedural tool to remove a speaker, known as a motion to vacate, has only been used twice in the past century and never successfully. it would take a simple majority of the house to remove the speaker in a floor vote — 218 votes, when no seats are vacant. republicans control the chamber by a narrow 221—212 majority. but only a handful of hardline republicans have indicated they are willing to remove mr mccarthy. the leadership has two days to bring up the measure for a vote, though procedural tools could be used to thwart the process. and staying with us politics, former president donald trump is due to return to court in new york for the second day of a fraud trial that could threaten his business empire. mr trump and his company are accused of committing rampant fraud by inflating the value of his real estate empire. mr trump, who has denied all wrong doing, was on the defensive even before the trial began. our north america correspondent, nada tawfik, is in new york and explains what the case concerns and what its possible ramifactions are. since he faces four criminal trials and the threat ofjail, a civilfraud case might seem like the least of donald trump's problems, but this case could turn out to be a corporate death sentence for parts of the real estate empire that the former president built his brand around. the trial here will determine whether he has to pay $250 million in fines and potentially other penalties. and whether he and his two sons will be banned from ever doing business in new york again. but the biggest question of all is what happens to his key properties? will his assets be dissolved and sold? or will they be transferred to a new company with an independent board that donald trump doesn't control? those are key questions that the judge hasn't ruled on yet. trump's lawyers are likely to appeal the ruling that's already been issued. they call it outrageous. and so this is far from over. but if the attorney general has her way, no—one is above the law. the city's most famous real estate tycoon may be out of business in new york. let's speak to cbs reporter naomi ruchim. and tensions continue to rise within the republican party over kevin mccarthy — what is the end game here for matt gaetz and those who want mcarthy gone? what kind of impact all these court cases have on mr trump and his campaign?— cases have on mr trump and his campaign? cases have on mr trump and his cam aian? ., , , , campaign? the former president is not required _ campaign? the former president is not required to _ campaign? the former president is not so there is clearly a reason why he thought this would be one worth coming to. remember, he is in the middle of a campaign and has never shied away from media coverage. the civil trial could last through december but as far as today goes, donald trump told reporters yesterday that he may be back in the courtroom again this morning and also added that he would, quote, rather be campaigning. his high—stakes civil lawsuit against high—sta kes civil lawsuit against the high—stakes civil lawsuit against the former president could cost them a lot of capital. the attorney general is not only asking for a massive fine, to the tune of at least $250 million, but also a permanent ban from donald trump running a business out of the very city where he launched his storied career. the ban would also apply to his two other sons and include a five year commercial real estate ban against trump and his organisation what is still unclear is how this may or may not impact his run for another term as president, which again is coming up injust about a yearfrom now. it is again is coming up in “ust about a year from myth year from now. it is indeed. let's no year from now. it is indeed. let's to much indeed for that let's bring you back to the uk and go to the conservative party conference in manchester. it's where the future of europe's current biggest infrastructure project — the high speed 2 rail link between england's major cities — is dominating the headlines. the big question, will the link, known as hs2, which is already being constructed from london to birmingham, stop there? costs have risen and the government is thought to be considering cancelling — or at least delaying — that second leg to the north. the route from birmingham to leeds has already been scrapped. but many voices, including several within the conservatives, say that pulling the plug on the project would paint the uk in a very bad light. there's been no let up in the pressure on rishi sunak over hs2 and the prime minister was grilled during a bbc interview this morning. no, there's lots of speculation, but all i can say is i'm not going to be forced into a premature decision because it's good for someone's tv programme. what i want to do is make the right decision for the country. this is an enormous amount of people's money, taxpayers money, everybody watching, billions and billions of pounds. we shouldn't be rushed into things like that. what people would expect from me is to take the time to go over it properly and make sure we make the right long term decision for the country. that's what i'm interested in doing. i think that's what politicians should be doing. the country wants to see. live now to manchester and our political correspondent, nick eardley. the shadow of hs2 rishi sunak did nothing to end that this morning with that non—answer on what was going on with the birmingham to manchester leg. i think we kind of know what is going to happen. you won't find anyone in this conference who thinks hs2 is now going to reach manchester it's now going to reach manchester it's now about the package that the government announces to go along with that. a lot of speculation that there will be money put into an east—west route to increase connectivity in the north of england and we had one conservative mp who is very anti—hs2 who represents a committee and we want to get from west yorkshire to the other parts of the north of england, so there is a debate with the conservatives or anti—hs2, but if she goes ahead with the decision in the next 24—hour is to say hs2, birmingham to manchester is being scrapped, it will cause a non—mighty row with business and opposition parties and with some of his own parties. the west midlands mayor, who represented big parts of birmingham, andy street, says he thinks it would be a waste of a once in a generation opportunity to level up. he's not ruled out quitting his job as a conservative mayor if the government for now, around the world and across the uk, you're watching bbc news. let's look at some other stories making news. fierce competition between supermarkets has seen the first monthly drop in food prices for more than two years. the british retail consortium says they fell by 0.1% in september compared with august — as the cost of dairy products, fish and vegetables all came down. nhs bosses have warned patients in england to expect widespread disruption to services until thursday morning, as junior doctors and consultants stage a combined three—day strike. the walk—out is part of the ongoing dispute about pay and conditions. ministers say their pay offer is fair and final. decisions made by boris johnson, his government, and his team of advisers in the early days of the pandemic will come under scrutiny today, as the second part of the covid inquiry starts taking evidence. families who lost loved ones to the virus say they've been denied access to crucial material in advance. you're live with bbc news. live now to manchester — and our political correspondent — nick eardley. the future of the european biggest project, the rail link between major cities in england has been dominating the headlines. let's go back and speak to nick 0akley —— nick eardley, who is there. the shadow of hs2 hanging over the conference and not a lot given away by the prime minister earlier, so what do we think will happen today? he was asked several times this morning if he could confirm what is widely expected, that the birmingham to manchester leg will be scrapped and let's not beat about the bush, he didn't answer the question and said he would not be forced into it and heard there was a lot of speculation but he's not made a final decision so we are left in this limbo, two weeks of limbo trying to figure out what is going on. let's chat this over with someone who should know, but doesn't at the moment, henry mewis and from the northern powerhouse partnership and thanks are coming to talk to us. we had run the bbc yesterday but i wanted to get your reaction to the interview obviously breakfast because i know you watched it. how did you feel when you saw the prime minister dodging the questions? he's been dodging it for two weeks now and was on radio manchester last week where he said that the new northern powerhouse is nothing to do with hsz northern powerhouse is nothing to do with hs2 and that put fear in our minds, notjust over hs2 but the news i across the pennines might be at threat because reporting in the times last week showed you have to add 15 billion to the bill for northern powerhouse rail to replace the elements of hs2 that it relied upon because ironically to go east to west you also need to use bits of the line that were dominantly designed to go north to south and it leaves a lot of uncertainty because it's notjust hs2 under risk on its northern powerhouse rail and what the backbenchers called the child's line and it will be a difficult sell for the prime minister to cancel any of this but also if he does not put the money back that he's taken out of the hs2 budget straight into the northern powerhouse rail budget, that scheme as undeliverable. hagar that scheme as undeliverable. how frustrated are _ that scheme as undeliverable. how frustrated are you _ that scheme as undeliverable. how frustrated are had over 80 business leaders on the saturday before last to the prime minister asked for clarification on what i would expect is to engage with the metro mayors, andy buurman and beth grey all the colleagues across the north and there is an effect on euston which an issue for london and he's not meeting with business leaders either so if rishi sunak is taking the time to consider it, why is he ignoring the people you represent business and the great northern cities and also andy street, his own colleague who has asked for time to consider an alternative plan question but why not come on bbc breakfast this morning and say, i've spoken to andy street and what he said last night and andy street used to run one of britain's successful businesses say he wants to help get the cost of this down by managing the issues that were not challenged when he was chief secretary of the treasury and if i was a prime minister who had a lot ofjudgment i would think, goodness me, andy street is offering me an off ramp and a way to take more time, so it's one thing to say he wants to take time he wants to take time until tomorrow morning when he's not agreed to come on breakfast because what he does not want to do is answer questions for the bbc or the other broadcasters and the others he did on the media around, so it's cynical not to rule out making a decision this week but refused to do it on the day when he will not see the scrutiny from the media and its not good enough and it's not what we expect and we are questioning why this prime minister is so afraid of scrutiny and being challenged on what would be a decision made of the back of those advisers like andrew gilligan who have been not been trustworthy to take advice from.— take advice from. andy gilligan is not here to _ will continue to find out what is going on with hs2 and some very different views on this that have been reflected on the bbc this morning but as of yet, no final confirmation of what is going on. nick, thank you. now to southeastern europe, where the streets of the main city in nagorno—karabakh are empty after tens of thousands of ethnic armenians left the disputed enclave. these are images hour, that a 1k boy has been arrested after a shooting in a shopping mall in bangkok. the latest we hearfrom in a shopping mall in bangkok. the latest we hear from the authorities as there are for people who have died and a few others who have been injured —— four people. we do know that the boy was apprehended by police after shots were fired in the busy shopping mall and we knew it happened at around five o'clock in the evening local time and we know little else about the motives of the shooting but we are trying as best we can to get information from our correspondence on the ground. let's return to the conservative party conference in manchester and amongst their is the former president of ukraine. also, there is ukraine's former president petro poroshenko. he's been meeting with officials, including a minister from the foreign office. kyiv is desperate to maintain international support, which is vital in its ongoing battle with russia. live now to manchester — where we can i mission here is to thank, thank the british people with their unique bipartisan support and to thank the conservatives for the enormous leadership during the russian aggression, because when i first, together with my battalion, met the russian tanks with kyiv, the battalion was equipped with british weapons, and today when we receive the british challenger, the fantastic efficiency of the storm shadow missile and great britain was the first to deliver in the world and this was the key factor in our victory and a combination of ukrainian armed forces, the unity of ukrainian armed forces, the unity of ukrainian people and the unity of our partners not fighting just for energy but on ukrainian soil, but also forfreedom and energy but on ukrainian soil, but also for freedom and democracy in the whole world and we are fighting their for the security of the continent and a stable security situation and we discuss it here with the ministers, with the members of parliament, with the supporters and i am very much impressed with the level of support that great britain demonstrates is to ukraine. there are growing voices in the opposition of funding to the ukraine, is just helping ukraine. everybody including in america, and i have a lot of contacts, including the white house, the state department and the pentagon, we have the understanding that this is an investment in your own security and for the united states and great britain and security of europe and nato. and at the same time we need notjust the weapons, we need sanctionsjust the same time we need notjust the weapons, we need sanctions just to cut the russian ability to finance the war and to cut russian exports and this is not a punishment, it's the effective way we can protect and defend freedom and democracy. point number three, this is the financial assistance that will keep ukraine going and and provide and develop the armed forces of ukraine and i'm proud that as the fifth president of ukraine and also the commander of the ukrainian forces has created the standard nato armed forces which supplied the world 600 days ago when russia initiated the widescale aggression. and last, but not least, and extremely important, the key component for the definition of the war and a key component of ukrainian victory is the future membership of ukrainian nato and we are waiting and we will keep our crossed for the enormous focus for britain and ukraine infuture, enormous focus for britain and ukraine in future, the summit of nato which will happen in the year 2024. without that, everybody should understand that this is that we must protect in europe and the well from the crazy vladimir putin. this is the crazy vladimir putin. this is the blue and yellow shield of ukrainian
