not materialised yet. there are also worries about the indebted property sector today, moody's downgraded chinese property giant country garden again — the firm faces a crucial vote to avoid defaulting on a bond repayment. earlier i spoke to janet mui who is head of market analysis at rbc brewin dolphin. china is facing a number of problems. it all comes down to the slowdown in the property market. house prices are falling and housing transactions are slowing so that is why the largest developers in the country are suffering. country garden, for example, it was the largest property developer once, but they have suffered a loss of $6.7 billion. it is likely to go into default, it is warning. it adds further pressure on the general sector, the property sector, which affects consumers and the wider economy. this tells us an interesting story and it paints a picture of how china has managed its economy for so long. it has seen growing wealth and the money has been put into the banks of the country which have been lending out cheaply to construction and manufacturing firms, especially building houses. and now we are seeing the house bubble burst in spectacular fashion. china has got to do something to refocus it economy away from massive construction and infrastructure, towards domestic demand and domestic consumption but that is easier said than done? yes. it is difficult. the household mindset has high savings rate and chinese savings ratio is above 35% on average and the property sector is important and it affects sentiment. if property prices are falling and people are not confident about the housing market, they are not going to spend. the government eventually will still try to steam late housing demand. we already see that the authorities have announced there will be no more down payments for purchases for first time and second time home buyers and they are also lowering mortgage rates, trying to stimulate the economy and also trying to help the private sector by improving the supply of credit to these private enterprises but it will take some time. incrementally these steps are helpful but i think the structural issues are just too big. days— are just too big. particular days are 'ust too bi-. particular concern about construction, there is a particular concern around construction _ there is a particular concern around cause headaches across the eurozone, with the latest inflation figures for august showed consumer prices across the bloc rose by 5.3% in august, adding to pressure on the european central bank to push ahead with another rate hike at its september meeting. here's holger schmieding, chief economist at berenberg. if we look at the details of the data, the news in august, a bit above expectations, still at 5.3% was largely driven by an uptick in oil prices, excluding energy inflation, continues to come down gradually in the eurozone. so, the challenge for the ecb is whether it sees through this renewed uptick in oil prices and focuses on the underlying trend, which is a gradual slowdown in inflation, or whether it looks at the headline rate, sticky at an unacceptably high 5.3%. so, we have looked at china and the eurozone. two big snapshots of the health of the us economy within the last hour. first up — consumer spending. it accounts for two thirds of us economic activity. it rose 0.8% last month, more than forecast and a further sign that easing inflation, but rising wages are giving consumers a boost. but at the same time, less good news discount retail giant dollar general. it posted worse than expected results as consumers bought essentials — with lower margins, rather than discretionary extras. shares in the firm are down 36% so far this year. a retail analyst said these numbers means that consumers will be cautious in the months ahead. it certainly feels like the consumer has a little bit more money, but we have to understand that the federal reserve just increased the interest rates. that means that credit cards, to carry over balances, it's going to be more expensive for the consumer. we have the holiday season coming up just in a couple of months. people are starting to spend that money. so holding those credit card balances is going to be more expensive. to spend on credit will be more expensive. we see small businesses feeling the pinch as well. according to research from the data catalyst institute on a report that i worked on, we are seeing small businesses to the tune of 66% who sell both off—line and online feel the pinch of price. so when you have that combination, i am foreseeing that the consumer in general and especially retailers are going to see that wave of hesitation from the consumer as we get closer to november and december where that holiday season starts to take hold. to india now, india's economy grew at its quickest pace in a year in the april—june quarter, swelling 7.8%, thanks to strong services activity. it's in contrast to growth here in europe, infact india's economy is predicted to double in size in the next eight years and become the second biggest in the world later this century. our india business correspondent nikhil inamdar reports from mumbai. feeding her family of four, this humble vegetarian meal costs a third more than it did a few months ago. but prices are soaring and the money she brings home as a domestic helper isn't enough. she's now taken on part—time work as a seamstress to earn additional income. translation: i am a single earner in the family and we can't _ save anything any more. everything from food to gas cylinders costs more, we are very stretched. there isjust no respite in the prices of basic staples in food markets like these, and as the country's poorest suffer from soaring food inflation, the government has had to bring in curbs on the experts of essential commodities like rice, wheat and even onions to control domestic prices. this has global food security implications, say experts. india accounts for 40% of the global rice market. since the ban on non—basmati rice came into effect, prices have risen from markets like thailand by around 20%. and now the sugar ban under consideration could aggravate the situation. in case there is a ban on sugar exports, which the likelihood has increased because there is projection of sugar production being lowered next season, that would have an impact on global prices, and all the economies are right now focused on controlling inflation in their own economies. so i would say that india also has to take care of its own interest. food makes up for a big chunk of an average indian*s monthly expense. while soaring prices are eating into disposable incomes, erratic rains and shaming dough changing climate patterns have led to lower yields for millions of indian farmers. this farmer has spent £3,500 sewing onions on this three acre plot of land and is staring at big losses this prone to collapse until safety measures are put in place. more than 100 schools are being contacted before the start of term. the decision has come from the government who say... 0ur education correspondent, vanessa clarke gave us more details about the extent of the problem. about 10a more schools have been announced today. so we have around 50 schools that have already been contacted and now we have more than 100 more so we have more than 150 schools in total. this is a type of concrete that was used in buildings from around the 1950s until the 90s, so any school that was built or modified may have used this. schools have been doing a number of investigations to see if they have it but the department for education have slightly changed tack on this and they have said as a result of careful analysis they are taking precautionary and proactive steps to change their approach so any school where it is identified that these type of concrete is used, children will have to be moved out. so, before this there could be mitigations in place, but now no child or teacher will be allowed in that building so that is a significant step today. unions have said this has been a situation for some time and there is no real timeline on how this will be replaced. they say it is bad timing, especially with children are back to school next week, although the department for education said this is quite a small number of schools that are being affected. some have reacted to grant shapps's appointment with a degree of scepticism. grant shapps has had this to say... here's security correspondent frank gardner. ukraine is the military*s main effort, but there are plenty of other challenges facing the new defence secretary. defence procurement is one, so in other words, the kind of securing the supply of new equipment, much of which is delayed or is running over budget. it's an absolute augean stables that every defence secretary has to try and grapple with. and i think when it comes to grant shapps, it all really depends on whether you want to see the glass half full or half empty. his detractors, of which there are many, say, "look, "this guy doesn't know the first thing about defence. "why are we putting somebody in there in charge of one "of the most important ministries in britain at a time when britain "is supporting a european ally in its war against russian invasion? "why are we putting in somebody in there who doesn't have any "military experience?" 0n the other side, that can be an advantage if the new defence secretary is prepared to listen to people. and he has got some experience of logistics, which are the unglamorous but hugely important part of any war fighting. so he's worked in transport and energy and he was in ukraine just recently, talking about energy. it's perfectly possible. i don't know if he knew he was at that stage whether he was going to get the job. but it's done him no harm to have already met some very senior ukrainian officials. now, frank, ben wallace, former soldier, of course, talked not that long ago about british forces being hollowed out over time. so it's notjust ukraine, they will want the three services to have a loud voice in cabinet, trying to get more resources to accommodate and combat all of that. i think it's unlikely that we're going to see grant shapps putting his head above the parapet on that one. i may be wrong, but he is first and foremost a politician. now, hopefully, he will listen to what people have to say about where the defence needs are. i mean, there are some really critical shortages perhaps coming down the pipeline in terms of artillery, of ammunition, of missiles and so on because britain has emptied out, not completely, but it's emptied a lot of the contents of its armouries, its warehouses, its arsenals and sent all this stuff overland to ukraine. ben wallace was really forward leaning on this. he was one of the kind of foremost figures in europe to say this is what ukraine needs, this is what we're going to supply them. and in fact, if anything, he was kind of one step ahead of the americans. the americans are much more cautious. they were very wary of upsetting the russians to the point that this war could spill out over into nato's borders, into nato countries. ben wallace decided clearly that putin was bluffing and that he wasn't going to retaliate in that way. so he started sending more and more lethal equipment, challenger 2 main battle tanks, stormer long range missiles, giving the go ahead and support for f—16 training, even though britain doesn't have f—16 fighter planes. but britain was one of those countries to say, yes, we need to give this to ukraine and let's help the dutch and the danes give them training for that. so that was quite controversial. i think that's probably one of the reasons why the white house didn't back his bid to become nato's secretary general. we nato's secretary general. have these pictures in r because we in an e—bike crash in cardiff in may, their deaths triggered a riot. dozens of police officers were injured, property was damaged and cars were set alight by residents who believed that kyrees sullivan and harvey evans were being chased by police. cctv captured the two boys being followed by a police van in ely — in the welsh capital. now a police officer, who had previously been served a gross misconduct notice — is being criminally investigated for dangerous driving. 0ur wales correspondent — hywel griffith — has more from cardiff. we already knew that the driver of the police van which had been following the two boys a couple of minutes before their death and another officer in the van had already been issued with gross misconduct notices. now, the driver, who was a serving police officer, we understand, has been informed that they are being investigated criminally for dangerous driving. we are told the investigation is going through hundreds of clips gathered from the scene, looking at cctv footage and also going through statements gathered from residents in ely, all around the time of this crash on 22nd may, when 16—year—old kyrees sullivan and 15—year—old harvey evans were seen riding that bike around the streets in the local neighbourhood before tragically crashing at the roadside. although the police had initially denied that there was a pursuit, that is the focus of this independent investigation and while no charges have been brought yet and that decision will need to be made, this is a clear and significant development within the case. we are told the families of the two boys have been told about it. now to the story that dominated in the early days of the week. thousands of passengers faced a nightmare bank holiday monday, with many left stuck is looking promising this weekend and indeed into much of next week. we've got high pressure building in to bring settled, sunny, drier and warmer weather for most of us. but back to the here and now, low pressure continues to bring a lot more cloud. outbreaks of rain for southern and western areas courtesy of these weather fronts. the heaviest of the rain will be through the channel, particularly later on this evening and overnight. so this is how it's looking for the rest of today. northern ireland, much of wales, central and southern england will see thicker cloud, outbreaks of rain, but large parts of scotland, northeast and east england will stay dry with some good sunny spells here. variable cloud. up to 21 degrees in the east with some sunshine. generally, the mid—teens further south and west where we have the rain. now, this evening and overnight could see an area of thundery rain move through the channel, certainly for the channel islands. scraping along the south coast. further north would be rather cloudy. outbreaks of light and patchy rain, quite a mild, muggy night to come in the south. a little bit fresher across scotland where we have clear skies. for friday, then, we have that weather front lying across southern scotland, northern ireland, northern england, to the north of it, sunnier with one or two showers and an improving picture for the rest of england and wales. we should see the sunshine emerging into the afternoon. some good sunny spells around and just one or two showers. the odd heavier one. and feeling warmer, 22 degrees across the southeast. as we head through the weekend, though, high pressure builds in. it will be largely dry and sunny for most of us. we lose that weather front as we move through friday night, saturday and sunday, high pressure with us. but these weather fronts will continue to flirt with the north west of the uk to bring stronger winds and outbreaks of rain, especially on sunday. saturday, we have some mist and fog to contend with, that should melt away. lots of sunshine, more cloud breeze across the northwest of scotland closer to those weather fronts. so we've got the high teens here, but it's warming up further south, up to 23 degrees or so across central and southern areas. sunday, similar story, early mist and fog clears, plenty of sunshine, but we will see outbreaks of rain, stronger winds for the highlands and islands. elsewhere, though, plenty of sunshine, top temperatures 2a or 25 degrees — it will be warming up. and then as we head into next week, high pressure continues to bring a lot of dry, and settled weather, particularly towards southern and western areas. but there will be increasing threats of showers or longer spells of rain as we move deeper into the week. live
