tonight a quarter of a million people are without power with storm surges and serious flooding in multiple locations along florida's gulf coast. we'll bring you reaction, including the thoughts of our panel tonight, joel rubin, former advisor to the us state department and the uk editor at politico jack blanchard. both will have a view onjames cleverley�*s controversial visit today to beijing. we will also talk about the equally contentious, land grab that china has just peformed in their latest edition of the world map. good evening. we are still to learn the full extent of the damage in florida. mercifully the hurricane came ashore this morning in an areas of the gulf coast that is far less populated than the city of tampa further to the south. but forecasters say the seas rose 9 ft in two hours in the big bend area of the coast, and they project that level of of flooding will submerges areas some 3 miles in from the coast, with water up to 4 feet deep. that is going to bring significant to catastrophic damage to cedar key, steinhatchee, and the coast along taylor and dixie counties. and you will see from this time lapse video just how quickly the waters rise, when pushed by winds that at that moment as it came ashore were up over 125 mph. i was telling in you the last hour that this big bend area of florida traps all the water, like a giant baseball mitt. and plenty of photos on line now of roads online now of roads and ground floors sumberged. tampa avoided the worst of it, but you will see there was still considerable flooding, and tonight there's a king tide which is going exacerbate the problems. nowhere for the water to go. as for the storm itself, that has has eased from a category 3 as it came ashore to a categoryi storm heading over georgia towards the carolinas. but important to note, that really the categorisation of a storm like this 150 miles across, doesn't correspond to the damage it can still cause. so plenty of flood warnings tonight in georgia as well. our correspondent helena humphrey joins us now from cedar key. we spoke with her on a road on the way into cedar key. she was dry at that moment, but you can see she is not standing in the water. my word, we can see the damage behind you. it is utterly devastating, christian. we are one of the first teams that's been able to get into cedar key and the last hour or so and the devastation, as you can see behind me, speaks for itself. if you take a look in this direction, you can see that small cream to brick shelter, i mean, it'sjust been that small cream to brick shelter, i mean, it's just been completely hollowed out. if you take a look over here, remnants of people's lives, doris tossed off hinges, a microwave, a flatscreen tv. they have just been blown out of these essentially what it has done is washed all this water in. you can see on the ground all that sand, that might come sea water, and as a result, no power here, no sewage system here right now. no clean water. we understand, as mentioned, that everybody has managed to get out. but we understand there were concerns from people who wanted to stay in this area. i spoke to them and asked why they wanted to stay, did you not get they wanted to stay, did you not get the warning from authorities? they say that they did but in the past, there has just been tropical storms here because florida is absolutely huge. it may have experience with hurricanes, but in terms of this area, many people say they are used to writing up these tropical storms with a bottle of wine, they say, with a bottle of there but right across this gulf coast. where is the help positioned and how quickly will it get there? absolutely. this morning i was in jacksonville, was speaking to power line workers around 40,000 have been positioned across the state. one man said usually as a rule of thumb, category three, we are looking at three weeks of power line repairs. category four, at least four weeks. he says in rural communities like the one that i am in right now, we are talking about people potentially sitting for months on end, he said, in the dark. so that is one issue. all sorts of other issues in terms of shelter needs. i was up in gainesville as well going into a shelter, around 80 people. that was mostly on housed people, people who didn't have anywhere to go, they were particularly worried about those people, people with pets as well who said they didn't want to leave their animals behind. so fema have said along with presidentjoe biden that they will be getting all the resources necessary to this area. you only have to think about what we have seen in the last three weeks. we have seen those devastating wildfires in maui that fema is having to deal with, and now we are seeing this issue here in florida. i have to point out, this isn't even the peak of the hurricane season here right now. deanne criswell was speaking about the fema administrator saying you've got this issue where waters are just so much warmer. we see two to three celsius, six fahrenheit warmer waters on average. as meteorologists put it here, that is essentially rocket fuel for these hurricanes as they make their way slow moving across the golf, across the atlantic as they then make landfall. all of theseissues they then make landfall. all of these issues that authorities are having to contend with and very much for that reporting. bringing in our panel, the one thing i am struck by, jack, when i watch that, there are entire communities notjust in florida but are built in flood zones all around the united states who have really now going to have to face this new reality. this is an area that has not been hit by hurricanes for over 125 years. now they stand in this giant flood zone with the prospect that hurricanes like this could be more frequent and they might face this into the future. that's right. it's not a problem that's restricted to the united states. countries all around the world or many of them are seeing flooding in areas they have never seen it before. we've seen it in the uk, people buying houses in good faith, some years ago now finding that suddenly they too are at risk of flooding in a way they never were before. this isjust going to be a story that we are telling more and more over the years and decades ahead, even if we do manage to get a grip of carbon emissions. that will take a long time. temperatures are going to keep increasing and that sort of weather event is going to become more and more common. it feels like you switch on the news every weekend somewhere else around the world is having some notjust a weather disaster, but one historic level, it wasn't very long ago, last week we talked about a tropical storm in california that we haven't seen the likes of in the better part of 100 years. the temperatures we have seen in southern europe have been some of the hottest ever. last month was the hottest month ever recorded on planet planet earth. it's a terribly worrying story to tell. the individual tales that we've been hearing about our heartbreaking, but the bigger picture is even more terrifying. figs picture is even more pressure building from the azores and that spells fine settled weather for the weekend. we've had so many weekends this summer with low pressure, but this weekend it does look as though it is going to
