soon as tuesday. and in anticipation of the storm, tampa international airport will be closed starting midday tuesday. the airport plans to shut down until at least early thursday to secure its planes and prepare equipment on the ground. us presidentjoe biden spoke with florida governor ron desantis and approved an emergency declaration for the state in preparation for the storm. mr desantis declared a state of emergency in 46 florida counties, saying the storm will have major impacts. evacuation orders, i urge floridians to heed the admonitions and heed the directives from your local officials. there are going to be evacuation orders issued in all these gulf coast counties in the a and b zones. all the barrier islands, places that are low—lying on the coast, you are going to be told to evacuate. in addition to tropical storm idalia, another storm, hurricane franklin, could also bring life—threatening conditions to the east coast of the us. franklin is currently a category four storm, but is further offshore and expected to weaken by midday tuesday. on this day 60 years ago, reverend martin luther king jr delivered his iconic i have a dream speech to thousands of civil rights marchers in washington, dc. the speech continues to resonate in the us and across the world. it described dr king's dream of a morejust and equitable america. many credit it for the passage of the civil rights act of 1964, the landmark civil rights and labour law that outlawed discrimination based on race, colour, religion, sex and national origin. presidentjoe biden and vice president kamala harris met with dr king's family and march organisers on monday to mark the anniversary. mr president, our country was founded on many noble principles, including e pluribus unum — out of many, one. and to live up to those ideals, i think, at this moment in time requires moral clarity on behalf of every american about what's at stake right now. the vast majority of us have so much more in common than what separates us, yet there are those who are intentionally trying to divide us as a nation. and i believe each of us has a duty, a duty to not allow factions to sever our unity. the original speech brought more than 250,000 people from all walks of life to the nation's capital to unite against hate and discrimination. on saturday, thousands of people gathered at the lincoln memorial again to mark the anniversary, but this time to voice concerns that dr king's dream of racial and social equality is under threat. 0rganisers said political extremism and efforts to undermine been violated, attorney general ken institute injunctive release suits. so these are the things we have benefited from today because of the march on washington and the subsequent passes of the civil rights act, voting right act and the housing act. 0bviously we've had a black president, we've had a black ambassador to united nations, black school members. and black county commissioners. so we are in the room now, the way that we weren't. however, with every bit of progress there is always going to be a backlash. and i think sometimes as we are focused on continuing the fight forjustice, historically black college injacksonville, florida. that comes after a white gunman tried to enter the university, before shooting and killing three black people at a nearby convenience store. police say the shooting was racially motivated, and they discovered several manifestos left behind by the gunman detailing his hatred for black people. before going to the convenience store, the shooter first went to edward waters university, a historically black college, but was turned away after refusing to identify himself. white house press secretary karinejean pierre said the us must do everything it can to keep guns out of dangerous hands. we must say clearly and forcefully that white supremacy has no place in america. as the president said in his statement yesterday, we must refuse to live in a country where black families going to the store or black students going to school live in fear of being gunned down because of the colour of their skin. hate must have no safe harbour, silence is complicity and we must not remain silent. former us president donald trump says he will appeal the trial date set by a federaljudge in dc on charges of trying to overturn the 2020 presidential election result. the judge has set that date for march 4, 202a. that's one day before before super tuesday, when more than a dozen states vote in the republican primary to pick a candidate for the 2024 presidential election. mr trump announced his intention to appeal on social media. his lawyers had previously pushed for a date in 2026. this is just one of four criminal prosecutions the former president faces. he surrendered last week in georgia in a separate election interference case. his arraignment for that case will be september the 6th, but he will not have to appear in court. spain's football federation has asked its president, luis rubiales, to resign. it's the latest development after spanish prosecutors announced earlier on monday that they launched a sexual assault investigation into his actions. mr rubiales caused outrage when he kissed the footballer jenni hermoso on the lips after the national team won the women's world cup. hermoso says she did not consent to the kiss. guy hedgecoe is in madrid with more updates. this has been yet another day of drama piling yet more pressure on to luis rubiales. the prosecutor's office has opened an investigation to decide whether there's enough evidence to bring a lawsuit against mr rubiales for that kiss he gavejenni hermoso, to decide whether it constitutes sexual assault. now that's just a preliminary step, but it could be significant. and it's just one of many fronts which have opened up for mr rubiales. also spain's sports tribunal has been evaluating today a request by the spanish government for it to open up proceedings against mr rubiales in a step which could potentially lead to his removalfrom his post. while all that's been going on, the mother of luis rubiales, down in the south of the country, has locked herself in a church and is staging a hunger strike in protest at what she said is a witchhunt against her son. she insists that her son has done nothing wrong. she says that that now infamous kiss was consensual, and she says that she is going to stage this protest until people leave her son alone. now the backlash, meanwhile, against mr rubiales continues on a social level. and where i am in central madrid, a protest is just getting under way against mr rubiales. let's take a look at the actions that brought us to today's developments. it started when luis rubiales kissed jenni hermoso on the lips during the world cup winning ceremony. four days later, world football's governing body fifa opened disciplinary proceedings into rubiales' behaviour. the next day, rubiales refused to resign from his post, and said the kiss was consensual. butjenni hermoso rebuffed those claims later that day, and more than 80 footballers said they would boycott playing for the national team until rubiales is removed. then, on the 26th, fifa announced it was suspending rubiales pending the outcome of its proceedings. yesterday, spain's football federation announced an internal investigation was underway. all of this brings us to today, when the federation asked rubiales to resign, prosecutors opened their sexual assault investigation, and rubiales' mother announced her hunger strike. the un says israeli settlers are now carrying out an average of three attacks every day against palestinians in the west bank, forcing ever more palestinians off of land they own. israeli settlements in the west bank are widely considered illegal under international law, but within israel the settler movement is enjoying growing support for the country's new right—wing dominated government. 0ur middle east correspondent yolande knell reports from palestine. fanning the flames of a bitter conflict. this year has seen a dramatic rise in violence and vandalism committed by radicaljewish settlers against palestinians in the occupied west bank. the palestinian village of burqa recently mourned a 19—year—old, shot dead. locals say they had rushed to protect their farmland from armed settlers. in an unusually strong rebuke, the us called his killing jewish terrorism. his relative's afraid to show her face. no one knows who the next one will be, no one is going to protect us. if, and god forbid, there are any other confrontations or attacks, our government cannot legally do anything. israel has full control over 60% of the west bank and its soldiers protect hundreds of thousands of settlers. most of the world sees all of the settlements as illegal, but israel is approving an increasing number and new, unauthorised jewish outposts are also being set up, like one in this olive grove owned by palestinians from burqa. this man tells me the bible is the deed to this hilltop. and far right members of the israeli cabinet share his ideology. translation: we have an expectation | from the government of those elected | by right—wing votes to settle the land, expand the settlements and not hurt them. our vision is that all the land of israel will be settled with jews. these rolling hills are all part of the west bank. palestinians who live here have long hoped it will make a large chunk of a state of their own. but with hardline israeli ministers totally opposed to that now in power, building in settlements is being approved at record speed. the goal is to cement an israeli presence to change the landscape. without grazing land for their sheep, palestinian herders worry for their future. this month, nearly 90 people fled from the slopes where they had lived for generations, blaming settler harassment. this man tells me that the settler harassment became unbearable. translation: they used to stop outside our house at midnight - and honk their car horns, | or send kids to harassers. or send kids to harass us. they would scare sheep and block |them in or empty our water tank. j settlers are emboldened by the new political reality of israel. there is a sense of impunity and that adds to palestinian resentment. with huge new investment and settlements, hostility is here only looks set to deepen. yolande knell, bbc news. france will ban students from wearing a type of muslim dress in state—run schools starting in september. there have been months of debate over whether the the loose fitting, full—length robe — called an abaya — should be allowed in schools, where the wearing of headscarves is already banned. the abaya covers the whole body except the head and can be worn with a head covering such as the hijab or the niqab. the french education minister — gabriel attal — held a news conference today to discuss the ban, and called for unity. translation: we know that our school is constantly being tested. _ in recent months, there's been an considerable increase in attacks on secularism, particularly with the wearing of religious dress, such as abayas or camis, which have appeared or taken root in certain schools. the firmness of the response in schools is being put to the test by these new phenomena. in the face of occasional blows, attacks and attempts at destabilisation, we must and will stand united. standing together means being clear. the abaya has no place in our schools, and neither do religious symbols. france has a strict ban on religious signs in state schools and government buildings, arguing that they violate secular laws. wearing a headscarf in state—run schools has been banned there since 200a. in other news... in the uk, a technical issue hit air traffic control systems earlier today, causing severe delays and cancellations across the board. the uk national air traffic service was able to identify and fix the problem with its control systems. but not before hundreds of flights in and out of the uk were cancelled — including flights to and from the us. delays and cancellations are expected to continue while the backlog of flights is cleared. us gymnast simone biles has made history after winning a record eighth national all—around title at the us gymnastics championships in california. she vaulted back to the top of the sport after taking a two year break to focus on mental health. with the win, the four—time olympic gold medallist broke the record for the most all—around national titles for a man or woman. before we go, it was meant to be the unveiling of a mystery — a time capsule from the 1800s was recently discovered inside the base of a monument at the west point military academy here in the us. it's believed a committee of five cadets that may have been involved included robert e lee, the future confederate general. so officials at the academy hoped the contents of the small lead box could possibly provide a window into the institution's history. but when they opened the capsule, livestreamed sunny spells and scattered showers — some really potent ones on saturday, but by monday, fewer showers around, allowing us to get out and enjoy some fresh air and glimpses of sunshine. quite a cloudy start, but into the afternoon, the cloud broke up and we closed out the day with some decent sunshine around. now, low pressure is set to dominate this tuesday and continue with that sunny spells and scattered shower theme. the trailing weather front here will certainly introduce more cloud across northern england, parts of wales and southwest england first thing in the morning, and tonight, patchy rain here. we start off with sunshine across the north, but a few scattered showers will develop as we go through the day. and so, by the middle part of the afternoon, our weather front will be sitting across lincolnshire down into south—west england. ahead of it, still relatively mild, but behind it, we'll see some sunshine. there will be a few showers and some of these really quite heavy. for northern ireland, for scotland, it's a case of sunny spells and scattered showers — some of those showers could be really quite potent — the odd rumble of thunder and noticeably fresher, particularly on exposed north and west—facing coasts. 15 or 16 degrees at the very best. now, that low pressure drifts away and allows this brief ridge of high pressure to build as we move into wednesday. that means that showers will fade away and skies clear, and so, to start the day on wednesday, we could actually have a chilly—ish start with temperatures generally into single figures. but it will be accompanied by some spells of sunshine. a northwesterly wind still with us, and so that could just filter a few organised showers down through the isle of man, the irish sea into northwest england. but generally, it will be a quieter day with fewer showers around, but still, because of the wind direction coming from the northwest, those temperatures a little disappointing —15—20 — that's 68 fahrenheit. thursday into friday ease rain across england and wales and just thursday into friday sees rain across england and wales and just how far north that goes is subject to question. but after that, it looks likely that high pressure will build for the start of the first full week of september. so, yes, we are going to continue with that showery rain, but fingers crossed that high
