inside the box. messages could be popped into packets which would set out the health and financial benefits of giving up and offer information on support for quitting. the grim warnings on the outside are warnings about the harm. and they help prevent children from starting to smoke and they help encourage smokers to think about why they should quit. but you can't put much information on them. so the pack inserts can give you a lot more information about how best to quit. the department of health says a similar scheme in canada found those exposed to the inserts multiple times were significantly more likely to try to give up smoking. the uk government believes smoking places a huge burden on the nhs, claiming it is the single leading preventable cause of illness and mortality in the uk, resulting in nearly 4% of all hospital admissions at an annual cost to the nhs of £2 billion a year. the government wants to drive those figures down, having pledged to have fewer than 5% of britain smoking by 2030. earlier this year, experts predicted that target would be missed without further action. but if the idea to put inserts into packets is taken up, the government believes they there's been a sharp rise in teenagers vaping so in order to combat that, the government has now banned most disposable vapes. 0ur correspondent, shaimaa khalil, has more. there are probably more teens that do vape that don't at school and they pack out the bathrooms. coco was 12 when she vaped for the first time. she is now 15 and trying to quit. we've changed her name and voice to protect her identity. it got more accessible for me so i got addicted. everyone around me was vaping at the time, and then that's when also the colourful flavours came out and thatjust got every kid on it. vaping is now the habit of choice for millions of young people around the world like coco. it's illegal to sell it to under 18s but she tells me that never stopped her or her friends. the older kids sell to the younger kids and lots of shops don't check id. you can just walk in there, you can even go in your uniform and they'll sell it to you. we're coming up here to the other vape shop, whichever gate the kids come out, there's a vape shop. there's one just here. like many mothers, marnie wilton is worried about how prevalent vaping has become. and this is the primary school, 60 metres away. she said new regulations which include keeping any new vape shops more than 900 feet from schools, failed to address the problem. absolutely does not go far enough to help our children. the laws that the government announced, the new laws, do nothing to affect existing stores that are already built. only a few weeks before the new rules were due to come into effect, another vape shop opened near local school. parents took to the streets saying their children being protected. are not being protected. pineapple ice is not targeting a person who's been smoking for 30 years. vaughan couillault has witnessed first—hand how schools have become the epicentre of vaping. a lot of which, he says, is targeted at youngsters. from a product marketing and trying to capture your market perspective, some genius work has gone on, but it's not helping young people. it might be helping people get off smoking — all good, carry on with that. but there's far too many young people that never would have even picked up or even thought about picking up a cigarette that have got two or three vapes in different pockets and different jackets. and that's just not cool. neighbouring australia has taken a hardline approach, banning recreational vaping. ben youdan says that new zealand, like the uk, is aiming for a more holistic method. there's no doubt that our smoking rates have benefited hugely from tens of thousands of people switching from smoking to vaping. we've seen smoking rates drop a third here. we need to talk to kids around, vaping exists. "are you experimenting"? "how do you resist experimenting"? what are the skills to say no to somebody trying to sell it to you in the street or encourage you to try it? and then we need to treat the kids who are showing signs treatment waiting time targets — with the aim of catching the disease earlier.they want to reduce the number of targets from nine to three. a faster diagnosis standard would mean that patients should have a diagnosis or be told they don't have cancer within 28 days. the changes have been under consultation since last year, and an outcome is expected within days. but some doctors have criticised the plan, saying it doesn't address a severe underinvestment in cancer treatment in the nhs. here's our health editor hugh pym two very different cancer stories in the same household. fiona was diagnosed with breast cancer in april and she has had surgery and started radiotherapy. but while her husband simon was told he had skin cancer last october, he still hasn't started treatment. i feel grateful that i have had my surgery and i'm getting through the other side of the cancer journey, but i have a husband who has a lesion on his back that is massive, that has heard nothing. it like a two—tier system. there's no equality. i have got leaflets, letters from appointments summarising what we have discussed. simon hasn't had anything since we have seen the dermatologist a year ago. it may not work for simon, but the plan to streamline waiting time targets is designed to help patients through their personal journeys. reducing the standards from nine to three, i think, will make things easier to understand for patients and will make the service focus on what is more meaningful for patient, so whether or not they have cancer, whether it will be treated in time, and how long the nhs is taking to do that whole process. but in the bigger picture, fundamentally, these changes in waiting time targets will not change waiting times on their own. some cancer campaigners say the biggest picture is the need to find more resources and develop a new strategy to improve treatment. everyone wants simpler targets, that will be easier for patients to understand, but the problem is we are in the worst cancer crisis of my lifetime and simply changing targets won't cure patients. with need to treat them faster and quicker. one of the key targets to be maintained is the 62—standard for starting treatment after a referral. more than four in ten patients didn't begin that treatment within time, according the latest figures. well short of the target. the labour leader keir starmer laws. they say they're fixing a system in which elected politicians are too easily overruled by the supreme court. protesters argue they're weakening oversight of the government. unfortunately, many, many of my friends check the options in other countries. i will not raise my kids in- a country which is not democratic. what do we want? people are coming out on the streets week after week to protest the dramatic changes that are being made to israel's justice system. but there are also deep social divisions that are opening up in the country. people are worried about the future direction that israel is taking. israel's current governing coalition relies on ultra orthodoxjews and religious ultra nationalists who represent fast—growing parts of the population. as liberal secular israelis become a smaller minority, they fear the courts will no longer be able to protect their rights. experts warn if it happens, an exodus could be devastating. when the truly talented people, who carry on their shoulders the innovation and the economic development that this country is so dependent on, when they decide they've had enough, then we could see a collapse, an economic collapse. this is the main square. i visit professor hoffman at the israeli hospital where he currently works as a foetal neuroradiologist. he says, like him, many medics now consider heading overseas. even now we have we have a shortage of doctors. so if, you know, even 5% will not come back, it will be a disaster. back at the big protests in tel aviv, the fight for the government to change track goes on at more than in the past. in israel there is often violent escalation, embroiled in ongoing military occupation for decades and political turmoil and over time people often say it's getting too difficult at this point, i want to leave. the fact is it doesn't happen in big waves. as far as estimates can tell, there are 1 million israelis this living abroad, or people with israeli citizenship, but we haven't seen that people have made good on the premises in terms of protest waves in the past. the difference this time is that if people in the past primarily left for economic concerns, then a small number left for political concerns, we see now a combination of both. people are devastated and shocked by the political direction of the country as the government tries to take over the judiciary, country as the government tries to take over thejudiciary, and we know it is harming the israeli economy in a way some economist things are irreversible, prompting people to think about it more seriously. recent posts showed 20% are considering it, but they may not all do it, but it could be higher than past years. do it, but it could be higher than past veere— past years. what about the group in the middle who consider themselves as traditionalist dues, they have religious practice but they don't want this to be a state government or theocracy. 20% of the operation are arab which aren't secular but they don't want it to be a theocraticjewish state. there's lots of perception because the government has given such disproportionate power to the osha 0rthodox disproportionate power to the osha orthodox and ultranationalist orthodox and ultra nationalist religious orthodox and ultranationalist religious parties but the fact is the more liberal types are the still the more liberal types are the still the biggest group and they are the ones who view most threatened. there's a deep social division over who actually works the most in israel, brings in the most income, pays the most taxes and is not the ultra—0rthodox because a large portion of the men, and many of the women, don't work. so there is certainly indicators that it's not just perception that the more secular and an area of low pressure as we head through the evening. and tonight, though, that will be pulling away north eastwards. so there is something a little drier and brighter in prospect for tomorrow. but in the short term, still some rain lingering across parts of south east scotland and northeast england. and actually that rain will continue across some coastal parts pretty much until the end of the night. a few showers around western parts, otherwise largely dry with clear spells and temperatures of 11 to 15 degrees. so for tomorrow morning, some rain first thing across coastal parts of north east england that will then pull away into the north sea. and then, we're looking at a drier and a brighter day with sunny spells. still a scattering of showers, these most plentiful in parts of northern england, southern and central scotland, where there could be the odd flash of lightning, the odd rumble of thunder. temperatures ranging from 15 degrees in lerwick to 23 there in london. now, as we move into wednesday, this area of high pressure starts to build, quite weakly at first. but underneath the high, with light winds, we could have some quite dense fog to start the day across southern and western parts of england, wales, northern ireland. that will lift and clear. then we'll see some sunny spells. not as many showers at this stage, although more cloud will linger across some eastern parts of scotland with the odd spot of rain. just signs of something a little bit warmer developing down towards the south east corner. and thursday should be a drier, brighter and slightly warmer day for many. some early fog patches, especially across the northern half of the country. one or two showers across parts of scotland and down the spine of northern england. but some sunny spells and temperatures of 22 degrees for glasgow, 2a in london. that warmth coming from the near continent where, actually, it's shaping up to be a pretty warm week overall. as we develop a southeasterly breeze, we will bring some of that warmth and humidity in our direction for the end of the week. however, just how warm it gets depends upon the progress of this frontal system, because this will eventually swing its way in from the atlantic during friday. it'll bring some heavy rain, in fact, some heavy thundery rain, and it's likely to suppress the temperatures as well. so, we are
