great to have you with us. how do you think this is going to impact already difficult relations with china? . * , already difficult relations with china? . v . already difficult relations with china? . *, . ., , ., already difficult relations with china? . *, ., ., , ., . china? that's a great question. we have been playing _ china? that's a great question. we have been playing ping-pong - china? that's a great question. we have been playing ping-pong withl have been playing ping—pong with china fork some time now between us export control measures, we've seen china taking matches against us companies like macron, and it has imposed recent export controls on gallium and germanium, which we need for some of our technology sector is. i think that we are already at an increasingly fraught relationship with china. that being said, china in the broader business community have been on notice that this measure is likely to come down the pipe and we watch this plant a tenant legislative and administrative disgrace. i think that the administrations language on this is very telling in the executive order that this is anticipated to be narrowly targeted. it's not a final really and has many, many to go through including a no comment period. the bottom line, i think is that this is not going to file relationships any time soon. does this make it generally more difficult for american companies to invest across the board in china? we've seen a decrease in investment in china for all the reasons that i just stated, the handwriting has been on the wall. you see where this ultimately ends up, there's still a lot of questions in the business community is asking. is this going to cover passive investments, is there going to be, how are they going to define the exemption for transactions in the national interest and how are we going to really define the scope of technologies like aia? i think that answers to those questions will really drive how the impact is going to look for us businesses. china's conditions to both engage in amazing in key technology sectors and also to give it self more geopolitical leverage. china has been unequivocal in its ambitions when it comes to semiconductors and ai and other technologies. so i think that this is not a sweeping measure that would be seen as full decoupling, but rather testing the waters of how this is going to potentially impacts china's suit? i think the uk has been dragging its feet for a little while i dragging its feet for a little while now for china. i think this is the right thing to do for americans. it's the right thing to get the leadership to the whole of the free world. china poses, and i don't know why people pretend this is in the case, but china poses a distinct and particular threat now to the free world. it has a very strong set of ambitions. the bd is it never hides them. so the chinese president artie said that he intends to have the largest military force eventually in the world that he did originally planning to be by about 2050, but he probably let that that slip. whichever way you cut it, his ambitions are clear. he wants to make the chinese form of government and life than natural. he thinks that democracy and the free world is an aberration of 250 years, but that the real way of governing is the way that he governs. this is a country guilty of genocide, a country guilty of brutal tearing up of international agreements, threats to taiwan, invasion of the south china sea is. and stealing technology, subsidising business which they do all the time. so this is a country with a significant threat, so i think america is right and many of us should now countries like iran should follow suit stopping to think a british business community would be on board with a step? i think if the government gives the lead, the british business community will begin to tailor its attitudes. the problem is that we have become in some sense as a kind of soft underbelly here in access to the west because our universities are now penetrated by the chinese. they dominate student numbers, but they also have many postgraduate students that end up on defence contracts. we seem to be much more slack than the us has been, and certainly the threat of china getting the technology and development using money from the west is one of the key problems. it's us that floods china with money for development and for product. it's us dependent on the product that returns. look at electric cars. we rush to a net zero pushing those cries, china will be ready to swallow the whole of europe and the whole of the uk with cheap electric cars. thus gaining even greater dominance. so you've got to think carefully about this because we are getting our power and strength in terms of politics to china, which we shouldn't be doing. very good to have you on the programme. thank you. bring back our panel, i went to get your reaction from what we heard there. do you think that is the prevailing opinion certainly has cloud within the _ here in london? i think he certainly has cloud within the sunak- has cloud within the sunak administration. they will be listening to him. i think the prime minister, the british prime minister will be most focused on the fact that this executive order was very nearly focused in terms of security. it is not pretending to be some great new chapter in the trade war. it's all about security and in those terms, as an intelligence partner, i think the uk will be likely to go along with that. 0bviously most of this tech is from the us from japan and the netherlands as well as china. we still have some supply chains that would be affected. i think what's interesting overall from britain's point of view is that we have moved a long way from the relationship between david cameron and the chinese president which was much more about the golden era of relations. we also heard with liz truss, a more hawkish approach. rishi sunak is trying to do a middle way between those two, trying to engage diplomatic where possible but also be quite robust on security. i think the british approach will be to roughly follow what president biden has announced. we to soothe tensions a bit with china, but at the same time, in washington, we see export restrictions and of course no restrictions and of course no restrictions on investment in china. what do you think the white house *s strategy is here? i what do you think the white house 's strategy is here?— strategy is here? i really agree with what paul _ strategy is here? i really agree with what paul said. _ strategy is here? i really agree with what paul said. this - strategy is here? i really agree with what paul said. this is - strategy is here? i really agree with what paul said. this is a i with what paul said. this is a national security question. interestingly with secretary, she oversees the committee on foreign investment in the us, which is a committee that looks at any countries, companies related to countries, companies related to countries that want to invest in the us potentially posing a national security threat to our acquisitions. so this is a sort of reverse dynamic where we see our expert technology is going directly into the military industrial complex of china, and thatis industrial complex of china, and that is just too much. industrial complex of china, and that isjust too much. and i think from a national security perspective, we continue to find ourselves being penetrated by china, spice scandals happening often from attacks happening often, clearly the prc is using the technology for oppression at home, for building up its military capability for aggressive operations abroad. in this technology is incredibly important to america's long—term national security position, so enough is enough. i think you see the biden team saying that, so it is a delicate dance to what you said as well. there is a lot on the table with china. there's no way to isolate the chinese government from the world. that's not the goal here. to make sure that it's clear that there are bread lines, and when it comes to exporting our smart technology, it being used by the chinese military, that is a redline that clearly president biden doesn't want christ. 5m? that clearly president biden doesn't want christ. ,, ._ , that clearly president biden doesn't want you back. state issue one in ohio, it was a vote - issue one in ohio, it was a vote on tuesday determining by the ohio people a referendum that is determining whether or not the constitution of ohio could be changed at a higher threshold than currently. now, why is this important? because republicans wanted to change the ability for the voters of ohio to actually cut and constitutional amendments to protect a woman's right to choose and what to do with her body and in particular to have the right to have an abortion. now the republicans are concerned that 0hio voters will pass in november next year and amendment that will provide for that security. they wanted to circumvent that, raise the threshold and got clobbered in the polls on tuesday. 57 to 43% vote against the republican move to criminalise a women's right to choose and to undermine american democracy. so what we're seeing right now is a trend in the united states, a very aggressive trying to vote after vote in the special elections this year voters rebelling against the loss of their freedoms at the hands of republican initiatives to curtail those freedoms. just now, 0hio republican initiatives to curtail those freedoms. just now, ohio is the latest example and remember this is a trump state, trump endorsed candidate won for senate last year, so that should be a wake—up call for republicans and americans did not want ourfreedoms to republicans and americans did not want our freedoms to be taken away. a quick follow—up on that can it's been interesting that the republican candidates are quite split on their answers when asked about what abortion rights should look like. that's because they have no answers. what they want to do is take away women's rights to choose what to do with her own body and say that he said. call it a day. and that is not acceptable to the majority of americans, and now that the supreme court has told american women that they don't have the right to choose what to do with their own body but they can choose at a state level what to do about that question from the voters in the states are telling them what they think and they say we do actually believe that sport centre. let's start with the potential transfer of harry kane now — a deal has been agreed in principle for bayern munich to sign the england captain from tottenham — for more than 85 million pounds. but it's now kane's call to make. he has a year left on his contract with spurs, and is the club's all—time leading scorer, with 280 goals in over 400 appearances. 30 of those goals came last season, in a campaign where spurs finished eighth, missing out on european football. german football expert rafa honigstein believes bayern's reputation for winning speaks for itself. winning trophies, bundesliga title, all but guaranteed with by munich dominating the league the last 11 times they've won it in a row. the german cup final in berlin, the big goalfor them as well, german cup final in berlin, the big goal for them as well, but most important natick champions league, spurs then rebuild, who knows when they will make the champions league again. buying munich, of course, regulars and the champions league and regular contenders. if you look at the last 13 years and they won two champions they committed metre to four fine as i made two champions they committed metre to fourfine as i made it two champions they committed metre to four fine as i made it to 249 is a native 24 semifinals, so they are not just a team a native 24 semifinals, so they are notjust a team that occasionally gets a shot, but they are especially if harry kane where to come immediately among the contenders will stop well, fans outsi willj stop de the stadium at tottenham had mixed feelings about the news when it started to emerge. just a bit surprised, really. we went to for the stadium tour, it was breaking news that he'd agreed the deal. we are a bit shocked, i think. but it's kind of sad to see kane go because he is a good striker. he's been scoring lots of goals for the team, and he's been really contributing. they are offering him a lot - of money, i will give them that. and if he thinks he can do better there then, i yeah, i understand it. there's been some action tonight on the pitch as well with the qualifiers for the europa conference league where there were disappointing defeats for hearts and derry city. but a much better night for hibernian at easter road. they have one foot in the next round of qualifying for the europa conference league after beating swiss side luzern 3—1. the second leg is next thursday — and if hibernian progress, they'll play aston villa next. england's laurenjames will be suspended for two matches at the women's world cup after picking up a red card in their win on penalties against nigeria. it means that james won't be available for the match against colombia on saturday — or the potential semi final either. but if england were to make the final — she would be back for selection. her team mate lucy staniforth feels the squad can still cope without her. she's a great player, but obviously, the squad's full of great players and there will be people ready to step in those shoes. i think the strength of our squad has always been the squad. we're not defined by one player. i think they'll be looking forward to the next game. welsh fire beat birmingham phoenix by six wickets in the men's hundred at edgebaston, and how about this for a catch. moeen ali was restricted to 17 runs for phoenix and was caught eventually after a bit ofjuggling by roland van de merwe. fire are third in the table with two wins from four. phoenix are yet to win a game and remain bottom. in the women's game, the welsh fire are top of the standings after a third win in four matches. the phoenix only needed 4 from their last three balls — but shabnim ismail took a memorable hat—trick to secure a 3—run victory. ally ewing leads the way after the first round of the women's open at walton heath. he american hit a 4 under par round of 68 and will begin the second round a shot ahead of five other players. an eagle at the course in dumfries — to secure her 17th road world title. storey is aiming to add to her 17 paralympic golds, including five from swimming, in paris next year. i think you can see from the way i came here early to prepare on the quarry to come i wanted to make sure i didn't leave anything out there to chance. i wanted to know every neck and cranny of what was going to be the circuit. i really felt that that preparation paid off when i was out there taking the corners and a closed road, i knew what to expect and it didn't come as any kind of shock. i knew where all the bumps were, the rough surface, i knew where the change of surface was. i was so pleased that i had to come here early. if you could have lived here early. if you could have lived here for a lot longer than i have but it has been a good thing to do. and that's all the sport for now. hello. today's weather might have felt like something of a novelty because for many places, it's been the warmest day for quite some weeks, under blue skies and sunshine. that was how it looked in norfolk, but not everywhere has been as sunny as that. in fact, parts of northern ireland saw quite a lot of cloud as this weather front approached from the south—west. and through the next few hours, this frontal system is expected to bring some really quite heavy bursts of rain across northern ireland, some heavy, thundery downpours drifting northwards and eastwards as the evening wears on. there could be enough rain to bring some localised flooding and some travel disruption, and that wet weather is set to spread across the isle of man, just clipping in to parts of north wales, north —west england, but more especially that rain will spread northwards and eastwards across scotland as we head through the night. further south, not too much rain, a lot of dry weather, but some areas of cloud floating around on what will be quite a warm and muggy night. lows of 15—17 degrees in places. and so for tomorrow, we'll start off with cloud and rain in the north of scotland. in fact for orkney and shetland, some pretty wet weather continuing for a good part of the day. also this hangback of cloud across parts of south east england giving rise to some spots of rain. elsewhere, sunny spells and scattered showers, particularly out towards the west. northern ireland, i think seeing most showers of all. and temperatures in the west a little lower than there have been. still, though, up to 26 celsius in parts of eastern england. and then into the weekend, low pressure is set to be in charge of the scene, but that doesn't mean it's going to be raining everywhere all the time — in fact, there will be some dry gaps. the further south and east you are, it's likely to stay just about dry with very few showers. but further north and west, there will be some showers or longer spells of rain, some heavy, possibly thundery bursts of rain at times. quite breezy in the west, temperatures of 18—24 degrees in most places. and for sunday, our area of low pressure continues to swirl close by. that will bring further showers at times, particularly in the north and the west, further south and east, more in the way of dry weather. but it could be that we see some more persistent rain just approaching the far south west of england later in the day. it's going to be quite an unsettled start to next week. but there are some signs that later in the week it may start to warm up again for some of us. that's all from me. bye for now. tonight at ten... wildfires in hawaii are declared a major disaster by president biden great to have you with us. how do you think this is going to impact already difficult relations with china? . * , already difficult relations with china? . v . already difficult relations with china? . *, . ., , ., already difficult relations with china? . *, ., ., , ., . china? that's a great question. we have been playing _ china? that's a great question. we have been playing ping-pong - china? that's a great question. we have been playing ping-pong withl have been playing ping—pong with china fork some time now between us export control measures, we've seen china taking matches against us companies like macron, and it has imposed recent export controls on gallium and germanium, which we need for some of our technology sector is. i think that we are already at an increasingly fraught relationship with china. that being said, china in the broader business community have been on notice that this measure is likely to come down the pipe and we watch this plant a tenant legislative and administrative disgrace. i think that the administrations language on this is very telling in the executive order that this is anticipated to be narrowly targeted. it's not a final really and has many, many to go through including a no comment period. the bottom line, i think is that this is not going to file relationships any time soon. does this make it generally more difficult for american companies to invest across the board in china? we've seen a decrease in investment in china for all the reasons that i just stated, the handwriting has been on the wall. you see where this ultimately ends up, there's still a lot of questions in the business community is asking. is this going to cover passive investments, is there going to be, how are they going to define the exemption for transactions in the national interest and how are we going to really define the scope of technologies like aia? i think that answers to those questions will really drive how the impact is going to look for us businesses. and ai and other technologies. so i think that this is not a sweeping measure that would be seen as full decoupling, but rather testing the waters of how this is going to potentially impacts china's suit? i think the uk has been dragging its feet for a little while i dragging its feet for a little while now for china. i think this is the right thing to do for americans. it's the right thing to get the leadership to the whole of the free world. china poses, and i don't know why people pretend this is in the case, but china poses a distinct and particular threat now to the free world. it has a very strong set of ambitions. the bd is it never hides them. so the chinese president artie said that he intends to have the largest military force eventually in the world that he did originally planning to be by about 2050, but he probably let that that slip. whichever way you cut it, his ambitions are clear. he wants to make the chinese form of government and life than natural. he thinks that democracy and the free world is an aberration of 250 years, but that the real way of governing is the way that he governs. this is a country guilty of genocide, a country guilty of brutal tearing up of international agreements, threats to taiwan, invasion of the south china sea is. and stealing technology, subsidising business which they do all the time. so this is a country with a significant threat, so i think america is right and many of us should now countries like iran should follow suit stopping to think a british business community would be on board with a step? i think if the government gives the lead, the british business community will begin to tailor its attitudes. the problem is that we have become in some sense as a kind of soft underbelly here in access to the west because our universities are now penetrated by the chinese. they dominate student numbers, but they also have many postgraduate students that end up on defence contracts. we seem to be much more slack than the us has been, and certainly the threat of china getting the technology and development using money from the west is one of the key problems. it's us that floods china with money for development and for product. it's us dependent on the product that returns. look at electric cars. we rush to a net zero pushing those cries, china will be ready to swallow the whole of europe and the whole of the uk with cheap electric cars. thus gaining even greater dominance. so you've got to think carefully about this because we are getting our power and strength in terms of politics to china, which we shouldn't be doing. very good to have you on the programme. thank you. bring back our panel, i went to get your reaction from what we heard there. do you think that is the prevailing opinion certainly has cloud within the _ here in london? i think he certainly has cloud within the sunak- has cloud within the sunak administration. they will be listening to him. i think the prime minister, the british prime minister will be most focused on the fact that this executive order was very nearly focused in terms of security. it is not pretending to be some great new chapter in the trade war. it's all about security and in those terms, as an intelligence partner, i think the uk will be likely to go along with that. 0bviously most of this tech is from the us from japan and the netherlands as well as china. we still have some supply chains that would be affected. i think what's interesting overall from britain's point of view is that we have moved a long way from the relationship between david cameron and the chinese president which was much more about the golden era of relations. we also heard with liz truss, a more hawkish approach. rishi sunak is trying to do a middle way between those two, trying to engage diplomatic where possible but also be quite robust on security. i think the british approach will be to roughly follow what president biden has announced. we to roughly follow what president biden has announced.— to roughly follow what president biden has announced. we 'ust saw the heinous images — biden has announced. we 'ust saw the heinous images of h biden has announced. we 'ust saw the heinous images of david _ biden has announced. we just saw the heinous images of david cameron - biden has announced. we just saw the heinous images of david cameron and | heinous images of david cameron and the chinese president having a pint together in 2015 in a pub here in london. coming to you, joel, we saw the us secretary head to beijing and try to soothe tensions a bit with china, but at the same time, in washington, we see export restrictions and of course no restrictions and of course no restrictions on investment in china. what do you think the white house *s strategy is here? i what do you think the white house 's strategy is here?— strategy is here? i really agree with what paul _ strategy is here? i really agree with what paul said. 30 of those goals came last season, in a campaign where spurs finished eighth, missing out on european football. german football expert rafa honigstein believes bayern's reputation for winning speaks for itself. winning trophies, bundesliga title, all but guaranteed with by munich dominating the league the last 11 times they've won it in a row. the german cup final in berlin, the big goalfor them as well, german cup final in berlin, the big goal for them as well, but most important natick champions league, spurs then rebuild, who knows when they will make the champions league again. buying munich, of course, occasionally gets a shot, but they are especially if harry kane where to come immediately among the contenders will stop well, fans outsi willj stop de the stadium at tottenham had mixed feelings about the news when it started to emerge. just a bit surprised, really. we went to for the stadium tour, it was breaking news that he'd agreed the deal. we are a bit shocked, i think. but it's kind of sad to see kane go because he is a good striker. he's been scoring lots of goals for the team, and he's been really contributing. they are offering him a lot - of money, i will give them that. and if he thinks he can do better there then, i yeah, i understand it. there's been some action tonight on the pitch as well with the qualifiers for the europa conference league where there were disappointing defeats for hearts and derry city. but a much better night for hibernian at easter road. they have one foot in the next round of qualifying for the europa conference league after beating swiss side luzern 3—1. the second leg is next thursday — and if hibernian progress, they'll play aston villa next. england's laurenjames will be suspended for two matches at the women's world cup after picking up a red card in their win on penalties against nigeria. it means that james won't be available for the match against colombia on saturday — or the potential semi final either. but if england were to make the final — she would be back for selection. her team mate lucy staniforth feels the squad can still cope without her. she's a great player, but obviously, the squad's full of great players and there will be people ready to step in those shoes. i think the strength of our squad has always been the squad. we're not defined by one player. i think they'll be looking forward to the next game. welsh fire beat birmingham phoenix by six wickets in the men's hundred at edgebaston, and how about this for a catch. moeen ali was restricted to 17 runs for phoenix and was caught eventually after a bit ofjuggling by roland van de merwe. fire are third in the table with two wins from four. phoenix are yet to win a game and remain bottom. in the women's game, the welsh fire are top of the standings after a third win in four matches. the phoenix only needed 4 from their last three balls — but shabnim ismail took a memorable hat—trick to secure a 3—run victory. ally ewing leads the way after the first round of the women's open at walton heath. he american hit a 4 under par round of 68 and will begin the second round a shot ahead of five other players. an eagle at the sixteenth helped england's charley hull move to 1 under. she'sjoined by northern ireland's stephanie meadow. she might be 45 years old — but it seems there's no stopping dame sarah storey as she claimed her 36th para—cycling gold at the cycling world championships. racing in the c5 individual time trial, storey was more than a minute quicker than her nearest rival over the 17 and a half mile course in dumfries — to secure her 17th road world title. storey is aiming to add to her 17 paralympic golds, including five from swimming, in paris next year. i think you can see from the way i came here early to prepare on the quarry to come i wanted to make sure i didn't leave anything out there to chance. i wanted to know every neck and cranny of what was going to be the circuit. i really felt that that preparation paid off when i was out there taking the corners and a closed road, i knew what to expect and it didn't come as any kind of shock. i knew where all the bumps were, the rough surface, i knew where the change of surface was. i was so pleased that i had to come here early. if you could have lived here early. if you could have lived here for a lot longer than i have but it has been a good thing to do. and that's all the sport for now. hello. today's weather might have felt like something of a novelty because for many places, it's been the warmest day for quite some weeks, under blue skies and sunshine. that was how it looked in norfolk, but not everywhere has been as sunny as that. in fact, parts of northern ireland saw quite a lot of cloud as this weather front approached from the south—west. and through the next few hours, this frontal system is expected to bring some really quite heavy bursts of rain across northern ireland, some heavy, thundery downpours drifting northwards and eastwards as the evening wears on. there could be enough rain to bring some localised flooding and some travel disruption, and that wet weather is set to spread across the isle of man, just clipping in to parts of north wales, north —west england, but more especially that rain will spread northwards and eastwards across scotland as we head through the night. further south, not too much rain, a lot of dry weather, but some areas of cloud floating around on what will be quite a warm and muggy night. lows of 15—17 degrees in places. and so for tomorrow, we'll start off with cloud and rain in the north of scotland. in fact for orkney and shetland, some pretty wet weather continuing for a good part of the day. also this hangback of cloud across parts of south east england giving rise to some spots of rain. elsewhere, sunny spells and scattered showers, particularly out towards the west. northern ireland, i think seeing most showers of all. and temperatures in the west a little lower than there have been. still, though, up to 26 celsius in parts of eastern england. and then into the weekend, low pressure is set to be in charge of the scene, but that doesn't mean it's going to be raining everywhere all the time — in fact, there will be some dry gaps. the further south and east you are, it's likely to stay just about dry with very few showers. but further north and west, there will be some showers or longer spells of rain, some heavy, possibly thundery bursts of rain at times. quite breezy in the west, temperatures of 18—24 degrees in most places. and for sunday, our area of low pressure continues to swirl close by. that will bring further showers at times, particularly in the north and the west, further south and east, more in the way of dry weather. but it could be that we see some more persistent rain just approaching the far south west of england later in the day. it's going to be quite an unsettled start to next week. but there are some signs that later in the week it may start to warm up again for some of us. that's all from me. bye for now. tonight at ten... wildfires in hawaii are declared a major disaster by president biden
