Scientists say our oceans have hit their hottest recorded temperature largely because of Climate Change, with alarming implications for the planet. This week the average daily global Sea Surface Temperature hit almost 21 degrees celsius. Thats far above the average for the time of year and it beats the previous record set in 2016. The oceans are a vital regulator of the earths climate. Heres our climate editor, justin rowlatt. Theyve been taking measurements of Ocean Temperatures here in plymouth for more than a century. And for the last 50 or so years, theyve shown a slow but steady increase up about a third of a degree a decade. Have we got a reading for today yet, do you know . I heard them Say Something around 18 or 19, which is four Degrees Higher than it should be. Its been a similar pattern globally. Rising Sea Temperatures and increasing numbers of marine heatwaves. And it has just reached a new peak 20. 96 degrees celsius, the highest Global Average sea temperature ever recorded. The worlds warming waters are a dangerous trend, say experts. Peoples perspective is that the ocean is so big, its so vast, that it can buffer anything that humanity can throw at it. And the reality is thats not the case. Everything has its niche within the ocean, and its incredibly easy to to break that niche, and influence it, and upset it. Take plankton. These tiny plants and animals are crucial to life on the planet. Theyre the basis of the entire Marine Food Chain and produce half the oxygen in our atmosphere. So, every other breath you take. And they are sensitive to heat. Many species have been migrating north as the worlds oceans warm. Personally, im really concerned. Potential consequences on Coral Bleaching potential consequences on Coral Bleachin in the potential consequences on Coral Bleaching potential consequences on Coral Bleachin in the tropics, bleaching in the tropics, devastating fisheries towards the poles, devastating fisheries towards the poles, that all has very important consequences for people and their livelihoods. But there is hope. Scientists are learning more about how the Ocean Ecosystems function every day. We have the Renewable Technologies that can tackle Climate Change by reducing our use of fossil fuels. We just need to make the change quickly. Justinjoins me now. How significant is this record . Well, we had a good idea it was coming. The 28 hottest days ever were all injuly, making it the hottest month ever recorded by quite a margin. That suggested we were going to see higher Sea Temperatures. But look at the graph. This shows just how exceptional these temperatures have been. The grey area shows the range of temperatures over the last a0 years. The red line is this years temperature. As you can see, peaking at 20. 96 degrees celsius. But look how high above the average it is. More than half a Degree Celsius above the average temperature for the time of year. Remember, this is a Global Average, you are not expect it to very much year by year. The other interesting thing is that the peakis other interesting thing is that the peak is happening in august, not in march. Now, 60 of the ocean is in the southern hemisphere. March is the southern hemisphere. March is the end of the southern summer. The sun has been shining on the ocean, youre expected to get hotter. This is happening exceptionally early. Lets look at this other graph, which helps us understand why we are seeing this now. This shows marine heatwaves around the world. The redder the colour, the more intense the heatwave. You can see a lot of heatin the heatwave. You can see a lot of heat in the south atlantic, and also a lot of heat in the mid atlantic, a lot of heat in the north atlantic. Thats really unusual. Very high temperatures in the mediterranean as well. Crucially, you can see heat beginning to build in the Pacific Ocean as well, that is the El Nino 0cean as well, that is the el nino weather fluctuation. 0cean as well, that is the el nino weatherfluctuation. It means it will build over the course of the year. Expect the rest of the yet to be hot, and next year is likely to be hot, and next year is likely to be hot, and next year is likely to be hot as well. Be hot, and next year is likely to be hot as well. That is the global perspective. Be hot as well. That is the global perspective. If be hot as well. That is the global perspective, if you be hot as well. That is the global perspective, if you like. Be hot as well. That is the global perspective, if you like. What perspective, if you like. What about the impact on us in the uk . We saw in my report the impact on us in the uk . We saw in my report that the impact on us in the uk . We saw in my report that marine the impact on us in the uk . We saw in my report that marine creatures l in my report that marine creatures like plankton are migrating north, that has an effect on the species that has an effect on the species that feed on them, and the temperature of the water has an effect. Scientists say we are already seeing changing fish species around the coasts of the uk. The other big issue will be what effect these rising temperatures have won Ocean Currents, Ocean Currents are driven by water temperature, one of the key drivers. They also determine the key drivers. They also determine the weather that we have. The former us president entered a plea of not guilty to the charge of conspiring to overturn the results of the 2020 us election. Mr trump said the indictment amounts to the persuection of a political opponent. 0ur north america correspondent, nomia iqbal, reports from washington. It was the same atmosphere, but a different venue. Those who Love And Hate donald trump turned up outside the courthouse, ready for his arrival. Trump is a victim. This is a Weaponised Judical System that has been using him as a target. Im hoping they get him and we dont ever have to see his face in this town again. 0nce donald trump lived as president in this city. But he returned as a criminal defendant. He faces four charges and is accused of orchestrating an astonishingly Broad Campaign to overturn the Election Results of 2020. Its alleged he used unlawful methods to try and get joe biden s victory blocked. Inside court, mr trumps lawyer pleaded not guilty on his behalf. But the former president did speak as he left the city. This is a persecution of a political opponent. This was never supposed to happen in america. This is the persecution of the person thats leading by very, very substantial numbers in the republican primary and leading biden by a lot. So if you cant beat him, you persecute him or you prosecute him. Its easy to almost become immune to Donald Trumps legal problems. But this case is bigger than all the other indictments, and that is because ultimately its about americas democracy and how the former president stands accused of trying to overthrow it. January the 6th left a painful and indelible mark on the us s image here and worldwide. Five people died and more than 1,000 were arrested. Donald trump isnt charged with inciting the violence, but accused of exploiting it. For his supporters and Many Republican voters, every indictment turns him into a bigger hero. Its not going to change my vote, and i think its actually going to make a lot of the American People understand exactly what weve been saying with regard to the witch hunt, with regard to the Political Division in this country. I think its going to earn him votes more than anything. Thats how much i like donald trump. Hes a mans man. And the problem is today, men in america dont know what a mans man is any more. Donald trump could be facing a fourth indictment over Election Tampering and its likely to propel him closer to clinching the republican partys nomination, allowing him to run again for the presidency. Nomia iqbal, bbc news, washington. Lorna gordonjoins us from washington now. And lorna what further reaction to last nights Court Appearance has there been . Unsurprisingly, it is still top of the Network Tv News programmes, making headlines and all the papers. The key reaction will be from donald trump himself, when he speaks at a republican meeting in alabama. I think it is likely he will continue the themes he has been developing, that he is being persecuted and prosecuted, because the establishment, as he calls it, doesnt want to see him re elected as president and he will not get a fair trial. We are notjust talking about the trial in washington, dc, he is facing three criminal trials, one in new york and one in miami as well. I think it is undoubtedly going to be a theme of the election campaign. He will make it a theme of his re election campaign. The next date in washington is august the 28th. That is just five days after the first republican president ial primary debate. Remember, those elections for the primary start in january of next year. Qm. Andrew tate and has been freed from house arrest in Romania Pending his trial on rape and Human Trafficking charges. The controversial influencer and his brother tristan have been under house arrest since march and were charged injune. They deny the charges. The pair can move freely around bucharest and the surrounding district where they live. They remain subject to judicial controls for 60 days. Absolute respect to the judge, respect to romania, respect to the romanian judicial system. I look forward to being completely exonerated in due time, thank you. Now to the tragic story of frankiejules huff, the Former Hollyoaks Actress who died when her car was hit by a driver, whod been filming himself speeding at 123 miles an hour. Adil iqbal was jailed for 12 years after he admitted causing her death. Frankie, who was pregrant, had pulled over onto the hard shoulder of a motorway in Greater Manchester with a puncture, when his car hit her, killing both her and her unborn baby. Now frankies partner Calvin Buckley has said the sentence was unduly lenient and should be increased. Matt cole reports. Thoughtless, reckless, and ultimately life taking. Driving one handed so he could film himself at 123mph, these were the moments before Adil Iqbal Lost Control of his car, crashing into Frankiejules Hough on the hard shoulder. 30 minutes before the incident, said goodbye, said i love her, which im really happy that i managed to do that, because we did get a proper goodbye, and then i got a phone call saying she had been involved in a collision. Frankiejules hough, a Former Hollyoaks Actress, who was 17 week pregnant, died two days later. She never regained consciousness. Her eldest son and nephew, who had been with her in the car, were left with life changing brain injuries. Last month adil iqbal was sentenced to 12 years in prison. Not enough, say herfamily, who claim new Sentencing Guidelines brought in injune, which enabled life sentences, should have been applied. If people arent getting tough sentences for this, theyre going to keep doing it, it is just disappointing, and also insulting to the family that to us, thejudge has been really lenient. The Ministry Ofjustice says law officers are currently considering a request for adil iqbal s sentence to be appealed as unduly lenient, adding in an statement that new laws have increased the maximum penalty to Life Imprisonment for causing death by driving to ensure punishments fit the severity of the crime. A week before the fatal crash, frankie and her partner calvin revealed their unborn child was a girl. Now, without them, hes promising to campaign against dangerous driving, hoping to spare others loss like his. Matt cole, bbc news. Now, a look at some other stories making the news today. A court in russia will deliver verdicts today on fresh charges against the opposition politician alexei navalny. The trial has been taking place in the prison where hes already serving a nine year sentence for other offences. His latest trial has considered charges including creating an extremist network and financing extremist activity. His supporters say the charges are politically motivated. Three men and two women who were arrested following a greenpeace protest at the prime ministers home in North Yorkshire have been released on bail. Police arrested the group yesterday, after protesters climbed on the grade ii listed manor house and draped fabric over the property while mr sunak and his family are on holiday. Scientists in spain have found a naturally occurring strain of bacteria which can help stop the transmission of malaria from mosquitoes to humans. The researchers say the bacteria could be a new tool for fighting the disease which kills 600,000 people every year. Safety trials are now taking place. The government is planning to increase the use of the private sector to help cut nhs Waiting Lists in england. Ministers want to unlock Spare Capacity to get patients the treatment and operations they need. Rules will be relaxed, so that its easier to send nhs patients to private health providers. Eight privately run diagnostic centres will be opened, for tests, scans and other investigations that dont have to be done in hospital. Our health correspondent, jim reed, is here. Jim, this all comes at a time when we have millions on nhs Waiting Lists . That is right. 7. 5 Million People in england alone on some sort of nhs waiting list, that figure has been going up as it has in other parts of the uk. 0ne going up as it has in other parts of the uk. One of the key bottlenecks for treatment is diagnosis, so ct scan, x rays, mris and one of the big ideas are community Diagnostic Centrers so if you are going for a cancer scan, centrers so if you are going for a cancerscan, Ratherthan Centrers so if you are going for a cancer scan, rather than going into hospital you might be sent to a new centre which could be in a shopping centre, there are already 11a of these in england. We have had this announce. 0f these in england. We have had this announce. Of another 13 but the interesting thing there, eight of those are going to be run by the private sector, now it is not the first time we have seen this, but it does represent a big increase, about a tripling of the number run by private Sector Companies and it is part of this wider plan, as you staid relaxing the rules about allow hospitals to commission more service from the private sector. 50 to hospitals to commission more service from the private sector. So to some this will look like the nhs from the private sector. So to some this will look like the nhs relying i this will look like the nhs relying more on the private sector. What are the political implications of that . That is a subject politicians of all parties have been wary to address, the reality, is that 8 of the Nhs Budget In england is already spent on the private sector, about £13 billion a year, labour party not particularly concerned, very relaxed about the principle. They have been critical about the timing, saying the government should have done it faster, others, unions very concerned there is a possibility, a danger that the nhs could overpay as a result of this. Thank you. Jim the time is 13. 17. Our top story this afternoon Scientists Say our oceans have hit their hottest ever recorded temperature as they soak up warmth from Climate Change. And still to come well have the latest news on the controversial expansion of londons ultra low emissions zone. Coming up on bbc news the fa cup is back this weekend, as the small clubs from all over the country start dreaming of giant killing glory. People should be paid compensation if new Electricity Pylons are built near their homes thats according to a government commissioned review on energy supplies. The report says the Planning Process should be streamlined to halve the time it takes to install new power lines currently between 12 and 1a years. Heres our political correspondent, ione wells. Theyve been dubbed the motorways of power. Power lines like this Transport Electricity from where it is made to where it is used. But the grid that connects them is very congested. The government and labour have pledged to ramp up Offshore Wind and other forms of renewable energy, which needs to get onto land. More electric transport and Heating Systems are pushing up demand for electricity too. The government commissioned an independent report to work out how to halve the time it takes to build new power lines. Energy expert nick winser, who wrote the report, said the Planning Permission Process for them should be streamlined and that households near new large pylons should get payments. He says this is necessary to halve the time it takes to build new pylons. Its becoming very, very urgent. Weve been fantastically successful at building Offshore Wind in particular and solar as well. Ministers have not yet said if they will commit to all his recommendations. The bbc has been told they have been well received in government, but building new lines could cause tensions with some conservative mps and campaigners who have rallied against planned pylons in their areas. I will have a pylon situated about a50 metres from my front door, so that will be obviously visually intrusive. Its probably going to have an effect on Property Values here. 0ur campaign is no to the pylons, but it also has a positive aspect. Were saying yes to an integrated offshore grid which will give a cleaner, quicker, and cheaper and easier solution. The report argues paying people to live near overhead lines would still be cheaper than building them underground and would have a lower environmental impact. Supporters say there may be trade offs needed between green energy and green spaces, arguing if the proposals arent adopted, clean energy will be wasted and bills could stay higherfor longer. The Energy Secretary is due to confirm in the autumn what recommendations they may adopt. Until then, where they go, who benefits and how many are built is a political debate that continues to grow. Ione wells, bbc news. The mayor of london has extended Financial Support for people who want to replace their car with one that is less polluting. It comes ahead of the controversial expansion the ultra low emission zone or ulex. All londoners who scrap their non compliant vehicle will now be eligible fora grant of up to £2,000. The zone currently covers an area between londons north and south circular ring roads, where drivers of the most polluting vehicles have to pay £12. 50 a day. But from the end of this month, itll expand to anywhere in Greater London. Vehicles affected are generally petrol cars first registered with the dvla before 2005, and diesel cars registered before september 2015. 0ur transport correspondent, katy austin, reports. Sadiq khan says paying for Non Londoners is something the uk government should do. Other clean air zones are pring up round britain, the question of who should bear the costs is unlikely to go away. Katie austin, ukraine says its successfully attacked a Russian Naval ship using an Unmanned Sea Drone laden with explosives. The russian vessel was docked in the port city of novorossiysk, hundreds of miles from the front line and a major hub for exports. 0ur ukraine correspondent James Waterhouse has more. Unlike these drone attacks weve seen deep inside russia, around moscow, for example, kyiv seems more willing to admit to being behind these strikes using sea drones on the black sea, or sea of azov. And sources at the Security Service have told us that they successfully damaged a major landing ship at the port of novorossiysk, which is on the russian coast. It is a major terminal, where 1. 8 Million Tonnes of oil make their way out from there every day. And its also an important naval base for moscow. The Security Service sources have shared with us footage of the apparent moment of impact with an onboard camera. Theres unverified footage of the vessel subsequently listing to one side, suggesting that it has indeed been damaged. But in a fortnight where ukrainian ports have been pummelled by russian drones, it seems ukraine has been keen to respond. But its interesting, because president zelensky has previously warned of the war coming to russia. He has been keen to apply pressure in just about every way possible. But in the same breath he suggested that peace talks could happen as soon as autumn. But you just need to look at russias continued invasion and the pictures from today that suggests that neither side is exactly setting the conditions for talks to take place. Some afghan refugees in the uk are facing homelessness after being ordered by the government to leave hotels where theyve been staying since they fled the taliban. The organisation representing councils in england and wales says one in five afghans being evicted from hotels has nowhere else to live. 0ur political correspondent, jonathan blake, joins us from westminster. Jonathan, whats behind this warning from councils . Fled their country when the taliban returned to power in 2021 have been living in Hotel Accommodation here in the uk, with a legal right to live and work here, under the governments Resettlement Scheme and that has been paid for in large part ljy that has been paid for in large part by the home office but the support is coming to an end and they have been sent letters telling them they have three months to leave and find alternative accommodation but for many people it seems that has been very difficult to do, and local authorities are warning that it is adding a strain to their services which are already stretched, because the local councils in england and wales, where these people have settled have a responsibility to find themselves housing if they become homeless and we have heard from one council which said nine families were facing homelessness. In mill milt 32 referrals from people facing homelessness because they cant stay in that hotel. Labour say its a scandal people are being forced to become poemless after working alongside British Forces in many cases in afghanistan. The home office says it is adding extra funding a long with support to find people more suitable accommodation and the hotels were only meant to be temporary but for many that help, it seems, come soon enough. The knock out stages of the womens world cup begin tomorrow, and thereve already been plenty of upsets, including two time champions germany, who have failed to qualify for the last 16 for the first time in their history. It means england are now one of the favourites to win the tournament, but first they must beat nigeria in the last 16 round on monday. Katie gornall reports. In the tranquil surroundings of gosford on the central coast, england are plotting their next move. Expectations are rising round Sarina Wiegmans side after they soared into the knock out stages with a perfect record, and a 6 1win over china. Theres been a few shocks and surprises at this world cup, but so far england havent put a foot wrong. How the tournament goes, it is such a high level. And that is why it is important we just stay focussed on what we are doing. We are not a team that takes anything for granted, and i think thats, that is what everybody should be looking at, the big names that have gone home, and reallyjust embrace every single minute. There have, of course, been challenges. Keira walshs knee injury against denmark sidelined one of englands best players. The barcelona midfielder is Back Training in the gym, with no time frame given for her return. Without her, england have had to adapt. They played a new formation against china, which seemed to bring the best out of the squad. Laurenjames, what a goal and it got everyone talking. We dont necessarily know what Sarina Wiegman is going to do next, and that means the opposition dont either. Is this the team that can win the world cup, though . Yes. In a word, i think so. I thought it was tough for them with the draw the way it was, i really did, and i think there was a little bit of pressure on them, going into that china game, and we saw it with the euros last summer, they got better and better in that tournament, and they played their best football in the knock out rounds, and i think were seeing that again. I think england have to see this as they might never have a better chance to win a world cup, and yes, they are missing players but they are really stepping up at the right time. With germany gone, the draw has opened up for england. The opportunity is there, now can they take it . Katie gornall, bbc news, sydney. The Edinburgh Fringe has opened with 3,535 shows registered in 2a8 venues. 0rganisers says that since the cancellation of edinburghs Summer Festivals during covid, the fringe is almost back to the pre pandemic numbers it saw in 2019, when there were a Record Number of shows 3,8a1. Last year still felt that there was a lot of tension in the air from the artists community, nervous about making the investment to come back from audiences, knowing that there is a cost of living crisis approaching. But this year just feels. It feels totally different. It feels like theres a positivity, theres a sense that a Global Pandemic is behind us, and that we are now, in some ways, emerging to a more kind of happy and joyful place. So, it feels totally different. Time for a look at the weather. Heres chris fawkes. Across parts of the country we will see some big showers, shower clouds like this, cumulonimbus to bring heavy downpours but the showers will affect one area in particular and thatis affect one area in particular and that is in eastern area, running from northumberland into east anglia and kent as well. The reason they are here is because we have this system where the winds are bashing together and that helps the showers form, i suspect we could get ten, maybe even 20 Millimetre Of Rain from the wettest areas, with some of the showers hitting the same area for hour after hour, away from that, a lot of dry weather for scotland, western england, wales and most of the day northern ireland, however, later on tonight, we have some wet weather that will be moving in here and this is from an area of low pressure that the met office have named as storm antony. It will be a mild night but the rainfall could cause one or two issues in northern ireland, both tonight and into tomorrow morning, with are looking at 20a0 tomorrow morning, with are looking at 20 a0 Millimetre Of Rain, it is enough to cause Flooding Concerns is and then the rain becomes extensive in england and wales, with some strong gusts of wind for part of wales
