Pattern globally. Rising Sea Temperatures and increasing numbers of Marine Heatwaves. And it has just reached a new peak, 20. 96 degrees celsius, the highest Global Average sea temperature ever recorded. The worlds warming waters are a dangerous trend, say experts. Peoples perspective is that the ocean is so big, so vast, that it can buffer anything that humanity can throw at it. And the reality is thats not the case. Everything has its niche within the ocean, and its incredibly easy to to break that niche and influence it and upset it. Take plankton. These tiny plants and animals are crucial to life on the planet. Theyre the basis of the entire Marine Food Chain and produce half the oxygen in our atmosphere. So, every other breath you take. And they are sensitive to heat. Many species have been migrating north as the worlds oceans warm. Personally, im really concerned. The heatwaves that were experiencing on land and the Marine Heatwaves that were seeing are happening in unusual locations where we havent expected them. But there is hope. Scientists are learning more about how the Ocean Ecosystems function every day. We have the Renewable Technologies that can tackle Climate Change by reducing our use of fossil fuels. We just need to make the change quickly. Our climate reporter Georgina Rannard says the timing of the new Temperature Record is making many scientists nervous. The oceans are this really vital regulator in the earths climate. And its really concerning when we start to see these signs of imbalance in that they take up, theyve taken up almost all of the heat we produced when burning fossil fuels and emitting those greenhouse gases. They also produce around half the earths oxygen. And, of course, they drive our weather patterns. And theyre this very delicate balancing system. And warmer waters cant take up as much c02 from the atmosphere. So it reduces their role in mitigating Climate Change and it also leads to sea level rise. Scientists are also worried about the timing of this record. Ive been following this for a while, and when i was speaking to scientists, they say that in 2016, The Last Time the record was broken, it was in march, and thats when the oceans are at their hottest. Were now in august when they shouldnt be so hot, and theres a few more months to go until next march. And Scientists Say thats making them really nervous. And the impact on humans, marine life. What could that be . So we know the marine species will move in search of cooler waters, just like humans. They have a range in which theyre comfortable. So species, fish, already moving north towards the poles. But some species are fixed. They cant move and it is likely that some of those will die. Theres also the impact of Marine Heatwaves, these spikes in temperature. So last week, we saw 38 celsius in the gulf of mexico. And scientists there are out on boats and theyre seeing widespread Coral Bleaching and the coral dies when it cant survive these high temperatures. That also impacts fishing, of course, which many people around the world, communities around the world live on. And they need to survive on that income. It could also affect our own fish stocks here in the uk, and cod is one of those fish that is at the limit of its range. So the impacts are really very wide ranging for marine life, but also for us on the planet. In the united states, donald trump has claimed hes the victim of Political Persection after pleading not guilty to conspiring to overturn his defeat in the 2020 us election. Here in the uk, the labour mayor of london, sadiq khan, has announced a big extension of Financial Support for people who want to replace their car, ahead of an expansion of the capitals Ultra Low Emission Zone, or ulez. Anyone in the city scrapping a noncompliant car will be eligible for a grant of up to £2000. The planned expansion of the zone has been at the centre of a Major Political row as harry farley reports. Now, every londoner with a noncompliant car can claim up to £2,000 to upgrade. The payment for Small Businesses to scrap vans has risen from £5,000 to £7,000, and charities can get £9,000 to scrap minibuses that dont meet emissions thresholds. Other cities like bristol and birmingham have already implemented low emission zones. The total cost of londons Scrappage Fund will now be £160 million. Some afghan families given refuge in the uk are facing homelessness after being told by the government to move out of hotels, according to the organisation which represents councils in england and wales. The local Government Association said the home office has proposed £285 million of new funding to ressettle refugees into long term accommodation. 0ur Political Correspondent Jonathan Blake sent this update from westminster. Well, when the taliban returned to power in 2021, many thousands of afghans came to the uk, many of whom had worked with the british government. There, it was under a specific resettlement scheme. So they have the right to live and work in this country. And many of them were housed on what was intended to be a temporary basis in hotels, and that was paid for partly through government funding. But that scheme is coming to an end. And back in april, the government wrote to people who were in that emergency accommodation, telling them that they had three months to leave. And now, that deadline is coming around. And we are hearing from local authorities who have had the task of finding accommodation for these people that many of them are ending up homeless because there just isnt suitable permanent accommodation for them to move into. And so, thats why we have this warning from the local Government Association that many people are at risk of homelessness. Indeed, many are now finding themselves homeless because of this situation and theyre warning that its causing many people significant distress and disruption and the situation is likely to get worse. And you just mentioned there, jonathan, the distress. Now, ive met a lot of these families living in hotels. And although you say hotel, its not easy to live in a hotel, is it . What are some of the families saying to you . I havent spoken to any individual families, but its clearly an experience which many people have struggled with. And the hotels, the government say, was only intended to be a temporary measure, an emergency measure, really, and isnt sustainable in the long term. And thats why we have the home office now talking about £285 million worth of extra funding that they have put in in terms of help to try and find these afghans longer term accommodation. But i think it shows an example, really, or a microcosm, if you like, of the acute Housing Shortage that there is in many parts of the uk, and a situation which not only this cohort of people but many other people are finding themselves in, moving or trying to move from temporary accommodation into something more suitable and permanent on a longer term basis. And just finding that it isnt there for them to rent or certainly not to buy, whether thats in the private rented sector or Social Housing as well. An Appeals Court in romania has lifted the house arrest imposed on the controversial influencer andrew tate. Their battles are invisible, but the dangers they face are real. This is a ukrainian electronic intelligence unit. Theirjob is not to fight with guns, but to monitor emissions signals used by drones, air defense systems, multiple Rocket Launchers and other weapons. We cant show their faces for security reasons. The team leader, with the call sign alain, says that Russian Forces constantly hunt down units like his. Their mission is part of a hidden confrontation called Electronic Warfare. But how does it work . Almost every modern weapon uses radio waves, microwaves, infrared or other signals to send or receive data. And Electronic Warfare uses this vulnerability in order to disrupt enemys communications, gather intelligence and identify targets. And for the First Time Since world war two, were witnessing a conflict where both sides are heavily relying on the Electronic Warfare systems as part of their military strategy. Drones have become a key feature in this war, but this is what happens when they are jammed by Electronic Warfare systems. Its notjust drones that can be affected. Most sophisticated arms ukraine has received from nato countries use a gps link for navigation. So when russia jams this signal, even High Precision weapons, including himars rocket artillery, can miss their target. That is why both russia and ukraine keep their Electronic Warfare or ew capabilities in secret. This war represents new and very effective abilities of drones, radars, communications. And all of these system could be affected with ew means. If we destroy russian jammers, we improve capabilities of our troops in detection and the ability to have precise strikes. Here, Ukrainian Special forces have spotted pole 21, a russian system that jams gps signals. Ukrainian artillery put it out of action. A husband and wife Cyber Crime Team have pleaded guilty to trying to launder 4. 5 billion of bitcoin, stolen in a hack more than seven years ago. Heather morgan and Ilya Lichtenstein were arrested last year. Whilst attempting to evade police, morgan gained notoriety as the amateur rapper calling herself razzlekhan and the crocodile of wall street. 0ur Cyber Correspondentjoe Tidy has the details. Ok, because im not a little wind up, Little Dancing Monkey thats going to repeat the exact same thing. Court documents suggest the Computer Programmer was the mastermind behind the couples operation. When police raided their manhattan apartment, they found hollowed out books in his office to conceal phones, dozens of handsets, usbs and wads of cash. They also discovered his spreadsheet meticulously detailing their methods for laundering the stash, which was worth 4. 5 billion at the time of arrest. This is the largest seizure of cryptocurrency ever by us law enforcement. The message to criminals is clear |cryptocurrency is not a safe haven. J the case dates back to 2016, when an unknown hacker who we now know was lichtenstein, moved nearly 120,000 bitcoins out of the Crypto Company bitfinex to their own digital wallet. There, the Stash Sat Viewable on the internet for all, but untouchable without the digital key. A year later, lichtenstein and morgan began trying to launder the bitcoin into traditional money. They used all the tricks in the book to try and hide their tracks, including sending small sums of bitcoin to thousands of different crypto wallets owned by fake identities, mixing it through criminal darknet marketplaces, and setting up Shell Companies to make the funds look legitimate. Police followed years of transactions on bitcoin� s public ledger as the couple cashed out millions of dollars. One of their key mistakes was Buying Supermarket Vouchers with the stolen funds. Gift cards moving between different exchanges, moving across different cryptocurrency assets. So, that never actually created the sort of break in provenance that was intended to happen when you are trying to launder that amount of money. But i think, so far, for most of us, its dry and theres been some sunny spells already. That was the scene in falkirk first thing this morning. The showers today most focused around eastern areas of england. Now, look at the bright colours here. Some of the greens indicative of some heavy, perhaps even thundery, showers as we go through the afternoon. But further north and west, its dryer. Some lengthy spells of sunshine and maximum temperatures getting up into the high teens. Its maybe the low 20s across southern areas of england. But as we go through tonight and into the start of the weekend, weve got another area of low pressure thats moving its way in from the atlantic. The iso bars here, the white lines getting closer together. Some strong winds developing into saturday morning and certainly throughout saturday, heavy rain and some coastal gales. Some improvements by sunday. Therell be a few showers and those winds will ease. But a very wet start to the day on saturday, particularly for Northern Ireland into wales. That heavy rain spreads its way further eastward as the morning goes on. Gales developing around the coast of wales and south west england. That rain will gradually ease away from these southern and Western Areas into the afternoon. A few showers following behind that, and certainly for northern england, scotland and Northern Ireland, escaping the worst of the rain on saturday. Therell be some sunny spells, but also some heavy showers throughout the course of the afternoon. But it is going to be disappointingly cool for the time of year. Look at those temperatures. 1a degrees in newcastle, birmingham. 17 or 18 degrees further south. Now, this is sunday. As i said, some improvements, a dryer day for most of us. Temperatures up a little bit on saturdays values about 17 to 19 degrees. And then, into next week, weve got one area of low pressure thats moving to the east on monday into tuesday. Then High Pressure starts to move in from the south, and High Pressure is what you want to see if you want drier, brighter, and for some of us, warmer weather as well. Look at those temperatures as we go through wednesday into the end of the week, getting up into the low to the mid 20s. So, a sign of summer to come. Goodbye.
